JOINT CIRCULAR No. 18/2009/TTLT/BGDĐT-BTC-BLĐTBXH Amending and supplementing Clause 4, Section I, Part II of the Joint Circular No. 53/1998/TTLT/BGD&ĐT-BTC-BLĐTB&XH dated August 25, 1998 issued by the Ministry of Education and Training, Ministry of Finance, and Ministry of Labor, Invalids and Social Affairs guiding the implementation of scholarship and social assistance policies for students in public training institutions.

JOINT CIRCULAR

Amending and supplementing Clause 4, Section I Part II of Circular Joint Circular No. 53/1998/TTLT/BGDĐT-BTC-BLĐTBXH dated August 25, 1998, jointly issued by the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids and Social Affairs guiding the implementation of scholarship and social assistance for students at public training institutions                                               

Pursuant to Decision No. 1121/1997/QĐ-TTg dated December 23, 1997 of the Prime Minister on scholarships and social assistance for students at public training institutions;

Pursuant to Decision No. 170/2005/QĐ-TTg dated July 8, 2005 of the Prime Minister on issuing the poverty standard applicable during the period 2006-2010;

Pursuant to Decision No. 20/2007/QĐ-TTg dated February 5, 2007 of the Prime Minister on approving the national target program on poverty reduction for the period 2006-2010;

Pursuant to Circular No. 04/2007/TT-BLĐTBXH dated February 28, 2007 of the Ministry of Labor, Invalids and Social Affairs guiding the annual review process for poor households;

The Joint Ministries of Education and Training, Finance, and Labor, Invalids and Social Affairs amend and supplement Clause 4, Section I Part II of Joint Circular No. 53/1998/TTLT/BGDĐT-BTC-BLĐTBXH dated August 25, 1998, jointly issued by the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids and Social Affairs guiding the scholarship and social assistance system for students at public training institutions as follows:

Article 1. Amending and supplementing Clause 4, Section I Part II of Joint Circular No. 53/1998/TTLT/BGDĐT-BTC-BLĐTBXH dated August 25, 1998, jointly issued by the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids and Social Affairs guiding the scholarship and social assistance system for students at public training institutions as follows:

"4. Students with particularly difficult economic circumstances who overcome difficulties in their studies are those whose families belong to the category of poor households and must present a certificate confirming that they are students from poor households, certified by the People's Committee of the commune according to the model certificate attached to this Circular (Annex)."

Article 2. Implementation

This Circular takes effect from September 20, 2009. All previous regulations contrary to this Circular are hereby abolished. In the course of implementation, if any issues arise, please report them to the Joint Ministries for study and resolution.
