The Prime Minister issues this Decision amending and supplementing certain provisions of the Regulation on Response Activities to Oil Spill Incidents issued together with Decision No. 02/2013/QĐ-TTg dated January 14, 2013 of the Prime Minister.

Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

At the proposal of the Director of the Planning Department, the Director of the Legal Affairs Department, and the General Director of the Environment Administration, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPThe Minister of Natural Resources and Environment promulgates economic and technical standards for environmental monitoring activities of ambient air, surface water, soil, groundwater, acid rainwater, sea water, industrial emissions, and radiation,;

These economic and technical standards for environmental monitoring activities of ambient air, surface water, soil, groundwater, acid rainwater, sea water, industrial emissions, and radiation are issued together with this Circular.

Article 1. This Circular takes effect from June 6, 2014.

Article 2. Decision No. 10/2007/QĐ-BTNMT dated July 5, 2007 of the Minister of Natural Resources and Environment promulgating economic and technical standards for environmental monitoring activities of ambient air and surface water, Decision No. 02/2008/QĐ-BTNMT dated April 16, 2008 of the Minister of Natural Resources and Environment promulgating economic and technical standards for environmental monitoring activities of soil, groundwater, and acid rainwater, Decision No. 03/2008/QĐ-BTNMT dated April 18, 2008 of the Minister of Natural Resources and Environment promulgating economic and technical standards for environmental monitoring activities of sea water, industrial emissions, and radiation, Circular No. 20/2011/TT-BTNMT dated June 20, 2011 of the Minister of Natural Resources and Environment amending economic and technical standards for environmental monitoring activities of ambient air and surface water, economic and technical standards for environmental monitoring activities of sea water, industrial emissions, and radiation, economic and technical standards for environmental monitoring activities of soil, groundwater, and acid rainwater shall cease to be effective from the date this Circular takes effect.

The Minister, Heads of Ministries equivalent to Ministries, agencies under the Government, People's Committees of provinces and centrally governed cities, Heads of units directly under the Ministry, Directors of Provincial Departments of Natural Resources and Environment of provinces and centrally governed cities, and related organizations and individuals are responsible for implementing this Circular.

Article 3. In the course of implementation, if there are difficulties or obstacles, organizations and individuals are requested to report to the Ministry of Natural Resources and Environment for consideration and resolution.
