CIRCULAR

Repeals certain regulatory legal documents

within the purview of the Minister of Culture, Sports and Tourism

Pursuant to the Law on Legislative Regulatory Documents No. 64/2025/QH15 amended and supplemented by Law No. 87/2025/QH15; Pursuant to Decree No. 78/2025/NĐ-CP dated April 1, 2025 of the Government detailing some provisions and measures for organizing and guiding the implementation of the Law on Legislative Regulatory Documents

Decree No. 187/2025/NĐ-CP; amended and supplemented by The Minister of Culture, Sports and Tourism issues this Circular

Pursuant to Decree No. 85/2023/NĐ-CP dated December 7, 2023, of the Government amending and supplementing certain articles of Decree No. 115/2020/NĐ-CP dated September 25, 2020, on recruitment, utilization, and management of civil servants;

At the proposal of the Director of the Legal Department;

to repealcertain regulatory legal documents within the purview of the Minister of Culture, Sports and Tourism.Repeals entirely

Article 1. regulatory 07 legal documents 1. Circular No. 08/2000/TT-BVHTT dated April 28, 2000 of the Minister of Culture - Information guiding the management of electronic games.

2. Decision No. 24/2000/QĐ-BVHTT dated September 28, 2000 of the Minister of Culture - Information regarding the validity period of certain types of permits.

3. Decision No. 13/2008/QĐ-BVHTTDL dated March 10, 2008 of the Minister of Culture, Sports and Tourism promulgating the model charter on the organization and operation of university libraries.

4. Circular No. 01/2010/TT-BVHTTDL dated February 26, 2010 of the Minister of Culture, Sports and Tourism promulgating the charter on the organization and operation of cultural, sports and tourism public service organizations at district, county, town, and provincial city levels directly under the central government.

5. Circular No. 11/2010/TT-BVHTTDL dated December 22, 2010 of the Minister of Culture, Sports and Tourism stipulating the criteria for District and County Cultural and Sports Centers.

6. Circular No. 13/2016/TT-BVHTTDL dated December 9, 2016 of the Minister of Culture, Sports and Tourism stipulating the model charter for the operation of public libraries at provincial, district, and commune levels.

7. Circular No. 01/2020/TT-BVHTTDL dated May 22, 2020 of the Minister of Culture, Sports and Tourism stipulating templates for notices of establishment, merger, consolidation, division, dissolution, and cessation of library operations.

Repeals partially

Article 2. 1. Repeals Clause 2, Article 3 of Circular No. 12/2010/TT-BVHTTDL dated December 22, 2010 of the Minister of Culture, Sports and Tourism stipulating the model for the organization, operation, and criteria of Commune Cultural and Sports Centers. 05 legal documents 1. Circular No. 08/2000/TT-BVHTT dated April 28, 2000 of the Minister of Culture - Information guiding the management of electronic games.

2. Repeals Point e, Clause 1, Article 7, and Clauses 1 and 2, Article 8 of Circular No. 09/2012/TT-BVHTTDL dated November 19, 2012 of the Minister of Culture, Sports and Tourism stipulating the organization of mass sports competitions.

3. Repeals Clause 4, Article 3 of Circular No. 09/2016/TT-BVHTTDL dated October 14, 2016 of the Minister of Culture, Sports and Tourism stipulating the organization of arts contests and festivals.

4. Repeals certain points, clauses, and templates attached as appendices to Circular No. 07/2017/TT-BVHTTDL dated December 29, 2017 of the Minister of Culture, Sports and Tourism stipulating the collection and reporting of information about families and prevention of domestic violence:

a) Repeals Point b, Clause 3, Article 4 and Clause 4, Article 5.

b) Repeals Template No. 04 attached as an appendix to Circular No. 07/2017/TT-BVHTTDL.

5. Repeals certain articles and appendices of Circular No. 13/2023/TT-BVHTTDL dated October 30, 2023 of the Minister of Culture, Sports and Tourism amending and supplementing regulations related to citizen documents in several Circulars issued by the Minister of Culture, Sports and Tourism:

a) Repeals Article 8.

b) Repeals Appendix VIII attached to Circular No. 13/2023/TT-BVHTTDL.

1. This Circular takes effect from January 30, 2026.

Article 3. Implementation Provisions     

2. Heads of agencies and units under the Ministry; Chairpersons of People's Committees of provinces and cities, Directors of Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports, and Provincial Tourism Departments directly under the central government, and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.

2. Heads of agencies and units under the Ministry; Chairpersons of People's Committees of provinces and cities; Directors of Departments of Culture, Sports and Tourism, Departments of Culture and Sports, Departments of Tourism of provinces and centrally governed cities, and related organizations, individuals shall be responsible for implementing this Circular./.
