Regarding the issuance of model office layouts for state administrative agencies

THE MINISTER OF CONSTRUCTION

Pursuant to the Construction Law dated November 26, 2003;

Pursuant to Decree No. 36/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;

Pursuant to Decree No. 29/2007/NĐ-CP dated February 27, 2007 of the Government on urban architectural management;

Pursuant to Decision No. 136/2001/QĐ-TTg dated September 17, 2001 of the Prime Minister approving the overall program for administrative reform of state agencies during the period 2001-2010;

Pursuant to Decision No. 169/2003/QĐ-TTg dated August 12, 2003 of the Prime Minister approving the project to innovate management methods and modernize offices of the state administrative system for Phase I (2003-2005);

Pursuant to Document No. 1724/VPCP-CN dated April 3, 2007 of the Government Office notifying the Prime Minister's opinion assigning the Ministry of Construction to issue regulations on model office layouts and requirements for construction standards of state administrative agency offices;

Considering the proposal of the Director of the Survey and Design Construction Department.

DECISION:

Article 1. Issuing model office layouts for state administrative agencies as a basis for designing new construction projects, upgrading, or renovating state administrative agency offices.

Article 2. The model office layouts issued pursuant to this Decision include:

1. Model office layout for Ministries, agencies at the level of ministries, and government agencies (hereinafter referred to collectively as ministry-level offices);

2. Model office layout for People's Councils and People's Committees of provinces and centrally-administered cities (hereinafter referred to collectively as provincial-level offices);

3. Model office layout for People's Councils and People's Committees of districts, towns, and centrally-administered cities within provinces (hereinafter referred to collectively as district-level offices);

4. Model office layout for People's Councils and People's Committees of communes, wards, and towns (hereinafter referred to collectively as commune-level offices).

Article 3. Objectives of building model offices

1. To help state administrative agencies effectively perform their functions and tasks prescribed by the State, enhance the effectiveness and efficiency of state management work, and meet the requirements of modernization and administrative reform of the State.

2. To ensure synchronization in the operation of state administrative agencies; provide staff with a modern and comfortable working environment, sufficient conditions to fulfill their duties, and complete assigned tasks efficiently and promptly.

Article 4. Requirements for constructing offices

1. The location for constructing offices must be in accordance with planning, convenient for transportation, have a harmonious architectural space, a synchronized technical infrastructure, and communication systems suitable for the functions and tasks of state administrative agencies.

2. The scale must be appropriate to the function, ensuring safety, convenience in operation and maintenance, and high operational efficiency of the agency, facilitating access and use by people including those with disabilities, and facilitating communication with the community and related agencies.

3. Equip with modern, convenient, and energy-efficient facilities.

4. Reflect solemnity, aesthetics, national identity, modernity, and suitability with the landscape, environment, and natural conditions according to territorial regions; ensure security and confidentiality during operation, including for technical systems of the facility as prescribed.

Article 5. Main contents of the office design task

1. Design principles:

Ensure applicability, durability, modernity, aesthetics, economy, cultural identity, application of advanced scientific and technological progress, create a favorable working environment, and facilitate communication with the community and related agencies.

2. Scale of the office:

a) Ensuring sufficient area for the activities of all units within the agency.

b) Building grade: Following the construction standards of Vietnam.

c) Standards applied: Applying current construction standards of Vietnam. In cases where foreign construction standards are applied, they shall be implemented in accordance with the regulation on the application of foreign construction standards in construction activities in Vietnam issued by the Ministry of Construction.

3. Functional zoning of the office:

Based on the scale and nature of the office, when studying functional zoning, the following requirements should be noted:

a) Ensuring convenience and rationality according to the organizational structure of the agency, with the agency's office as the center, having a reasonable layout for data integration centers, document storage departments, implementing a "one-stop" service mechanism (organizations and individuals only conduct transactions at "one-stop"), minimizing direct contact with visitors in individual workrooms.

b) The main hall is a place for hosting domestic and international guests, reception rooms, guest rooms, security check rooms (if necessary), and other service rooms are arranged spacious and airy.

c) Workrooms, meeting rooms:

- Workrooms for leaders equivalent to or above the department level are arranged separately, adjacent to reception rooms and other service rooms (depending on the leader's rank).

- Workrooms for specialists in units are designed in an open, multi-functional, flexible manner, providing adequate space and workstations based on the number of people. Each specialist has a separate workspace in open cabins, installed uniformly according to standards, equipped with modern amenities.

- Various types of meeting rooms (large meeting rooms, small meeting rooms, leadership meeting rooms, seminar rooms, auditoriums, etc.) are arranged centrally or dispersed depending on the architectural layout solution. Meeting rooms have appropriate sizes, well-lit, and well-ventilated. In addition to meeting rooms, there are also necessary service rooms and technical rooms.

- Meeting rooms are arranged reasonably without affecting workrooms. Rest rooms, anterooms, balconies, loggias, etc., serving meeting rooms are located near meeting rooms, facilitating traffic.

d) Traffic spaces include lobby, corridors, anterooms, various types of stairs (elevators, staircases, etc.), which are public spaces arranged reasonably, ensuring natural lighting and ventilation, and ensuring escape routes in case of emergencies.

Depending on the spatial position as a place for communication, work exchange, or rest, they may be combined to form ecological spaces within the agency.

d) Technical center, security, protection, fire prevention and firefighting department:

- The technical center operates and checks equipment, controls electrical systems, air conditioning, sound, and lighting with independent control systems, ensuring confidentiality, efficiency, and convenience for the agency's functional activities.

- The security, protection, and fire prevention and firefighting department includes surveillance cameras monitoring the main activities of the agency, fire prevention and firefighting control systems to detect and promptly handle incidents.

4. Engineering systems and technical equipment:

a) Engineering systems and technical equipment must be modern and suitable for the tasks of units and individuals within the agency. Internal network (LAN) and external network connections should be arranged.

b) Engineering systems should be designed and installed in a coordinated manner, buried under floors, walls, and ceilings where possible. Technical pipelines, junction boxes, and wiring networks should ensure the arrangement of technical facilities for telecommunications, electronics, sound, security, fire prevention and firefighting, ventilation, air conditioning, heating, power supply, water supply, drainage...

c) Engineering systems should be buried but convenient for repair and replacement. Floor, wall, and ceiling outlets should be convenient for interior decoration, easy to use, and easily replaced when necessary.

5. Office interior furnishings:

a) Desks, chairs, filing cabinets, curtains, office supplies... should be designed and installed in a coordinated and modern manner according to national standards. Decorative materials should have good quality, attractive colors, be non-toxic, and not cause fatigue to workers.

b) Paintings, photographs, sculptures, greenery decorations should be selected and arranged reasonably, having artistic and aesthetic value without affecting the main activities of the room.

c) Meeting rooms, seminar rooms, auditoriums, reception areas... should comply with general guidelines from the state.

6. Office exterior:

a) The office must have a garden, parking area (for civil servants and visitors).

b) Based on the area and topography of the office premises, arrange courtyards, gardens, trees (shade trees, ornamental trees...), with a plan for planting greenery, creating an ecological architectural environment. Artistic statues and agency symbols can be arranged to beautify the office.

c) Based on the number of vehicles of civil servants and visitors, arrange parking areas, underground garages. Traffic entry and exit arrangements should be clear, reasonable, meet standards, and facilitate protection and avoid congestion during incidents.

7. Ensure accessibility requirements for people with disabilities.

8. Use advanced economic and technical indicators. Meet construction quality requirements and other office requirements; ensure reasonable construction, operation, and maintenance costs.

Based on the main contents of the design task and depending on specific types of offices, implement fully or reduce content appropriately.

Article 6. Effectiveness

This Decision takes effect fifteen days after its publication in the Official Gazette.

Article 7. Implementation Provisions

The Minister, Heads of Ministries equivalent to Ministries, agencies under the Government, Chairpersons of People's Committees at all levels, and Heads of related agencies are responsible for implementing this Decision.

During implementation, if there are difficulties, agencies are advised to report to the Ministry of Construction for research and guidance on resolution.
