Issuing Economic and Technical Standards for Environmental Monitoring Activities
                   

Pursuant to the Environmental Protection Law on June 23, 2014;

Pursuant to Decree No. 36/2017/NĐ-CP dated April 4, 2017 of the Government regarding the powers and organizational structure of the Ministry of Natural Resources and Environment;Pursuant to Decree No. 13/2022/NĐ-CP dated January 21, 2022 of the Government amending and supplementing certain articles of Decree No. 132/2008/NĐ-CP dated December 31, 2008, Decree No. 74/2018/NĐ-CP dated May 15, 2018 of the Government detailing and implementing certain provisions of the Law on Product and Goods Quality, and Decree No. 86/2012/NĐ-CP dated October 19, 2012 of the Government detailing and guiding the implementation of certain provisions of the Law on Metrology;, Pursuant to Decree No. 111/2021/NĐ-CP dated December 9, 2021 of the Government amending and supplementing certain articles of Decree No. 14/2017/NĐ-CP dated April 14, 2017 of the Government on product labeling;, powers and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to Decree No. 16/2015/NĐ-CP dated February 14, 2015 of the Government stipulating the self-management mechanism of public service units;

Pursuant to Decree No. 141/2016/NĐ-CP dated October 10, 2016 of the Government stipulating the self-management mechanism of public service units in the field of economic affairs and other public services;

At the proposal of the Director of the General Department of Environment, the Head of the Planning and Finance Department, and the Head of the Legal Department;

The Minister of Natural Resources and Environment issues this Circular on economic and technical standards for environmental monitoring activities, 

Article 1. This Circular promulgates economic and technical standards for outdoor air monitoring, noise and vibration monitoring, surface water monitoring, soil monitoring, groundwater monitoring, rainwater monitoring, seawater monitoring, exhaust gas monitoring, radioactive wastewater monitoring, sediment monitoring, waste monitoring, automatic continuous air quality monitoring stations, and automatic continuous surface water quality monitoring stations.

Article 2. This Circular takes effect from October 1, 2017.

This Circular replaces Circular No. 18/2014/TT-BTNMT dated April 22, 2014 of the Minister of Natural Resources and Environment on economic and technical standards for ambient air monitoring, surface water monitoring, soil monitoring, groundwater monitoring, acid rainwater monitoring, seawater monitoring, industrial exhaust gas monitoring, and radioactive wastewater monitoring.

Article 3. Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees, heads of units under the Ministry, Directors of Provincial Departments of Natural Resources and Environment, and organizations and individuals related to this matter shall be responsible for implementing this Circular.

During implementation, if there are difficulties or obstacles, organizations and individuals are requested to report them to the Ministry of Natural Resources and Environment for consideration and resolution.
