Pursuant to the Law on Foreign Trade Management dated June 12, 2017;
Pursuant to the Law on Prevention and Control of Harmful Effects of Tobacco dated June 18, 2012;
Pursuant to Decree No. 40/2025/NĐ-CP dated February 26, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing some provisions of the Law on Foreign Trade Management;
Pursuant to Decree No. 67/2013/NĐ-CP dated June 27, 2013 of the Government detailing some provisions and implementing measures of the Law on Prevention and Control of Harmful Effects of Tobacco regarding tobacco business;
Pursuant to Decree No. 106/2017/NĐ-CP dated September 14, 2017 of the Government amending and supplementing some articles of Decree No. 67/2013/NĐ-CP dated June 27, 2013 of the Government detailing some provisions and implementing measures of the Law on Prevention and Control of Harmful Effects of Tobacco regarding tobacco business;

The Minister of Industry and Trade issues this Circular to stipulate the tariff quota for import of raw tobacco in 2025.
Article 1. Quantity of tariff quota for import of raw tobacco in 2025
The quantity of tariff quota for import of raw tobacco (HS Code 2401) in 2025 is 75,427 tons.
Article 2. Recipients of the tariff quota for import of raw tobacco in 2025
The tariff quota for import of raw tobacco in 2025 shall be allocated to traders holding a Production License for tobacco products or a Processing License for tobacco raw materials issued by the Ministry of Industry and Trade and having a need to use imported raw tobacco under the tariff quota for production or processing of raw materials for domestic cigarette consumption.
Article 3. Method of allocation of the tariff quota for import of raw tobacco in 2025
The recipients specified in Article 2 of this Circular shall be allocated the tariff quota for import of raw tobacco in 2025 by the Ministry of Industry and Trade through issuing import permits in accordance with Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing some provisions of the Law on Foreign Trade Management and Circular No. 12/2018/TT-BCT dated June 15, 2018 of the Minister of Industry and Trade detailing some provisions of the Law on Foreign Trade Management and Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing some provisions of the Law on Foreign Trade Management.
Article 4. Time of allocation of the tariff quota for import of raw tobacco in 2025
The time of allocation of the tariff quota for import of raw tobacco in 2025 shall be from the date this Circular takes effect.
Article 5. Effective Date
This Circular takes effect from the date of issuance until December 31, 2025./.
