RESOLUTION
On subsidies for preschool children's tuition fees, primary and secondary school students' tuition fees, and those studying general education programs
within educational institutions under the national education system
pursuant to the Law on Enacting Legal Normative Documents No. 64/2025/QH15;
OF THE NATIONAL ASSEMBLY
On the basis of The Constitution of the Socialist Republic of Vietnam has been amended and supplemented by Resolution No. 203/2025/QH15;
On the basis of The Law on the Organization of the National Assembly No. 57/2014/QH13 has been amended and supplemented with some articles according to Law No. 65/2020/QH14 and Law No. 62/2025/QH15;
On the basis of This Resolution stipulates the exemption and subsidy of tuition fees for preschool children, primary and secondary school students, and those studying general education programs who are Vietnamese citizens or Vietnamese-origin individuals without confirmed citizenship residing in Vietnam within educational institutions under the national education system.
RESOLUTION:
Article 1. Scope of Regulation
Article 2. Policy on Exemption and Subsidy of Tuition Fees
1. Exempt tuition fees for preschool children, primary and secondary school students, and those studying general education programs in public educational institutions.
2. Provide tuition fee subsidies for preschool children, primary and secondary school students, and those studying general education programs in private and non-state educational institutions. The level of tuition fee subsidy shall be determined by the People's Councils of provinces and centrally-administered cities within the framework of tuition fees set by the Government but not exceeding the tuition fee revenue of private and non-state educational institutions.
Article 3. Funding Implementation
1. The funding for the implementation of the policy on exemption and subsidy of tuition fees shall be guaranteed by the state budget in accordance with the provisions of the law on the decentralization of budget management.
2. The central budget shall provide support to localities that have not balanced their budgets to implement the policy on exemption and subsidy of tuition fees as prescribed by law.
1. The Government shall direct and guide the implementation of this Resolution.
Article 4. Organization of Implementation
2. The National Assembly, the Standing Committee of the National Assembly, the Vietnam Fatherland Front Central Committee, the Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, and the National Assembly deputies at all levels, within the scope of their duties and powers, shall supervise the implementation of this Resolution.
This Resolution shall take effect from the date it is adopted by the National Assembly and shall apply from the 2025-2026 academic year.
Article 5. Effective Date
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the 15th term, the 9th session, on June 26, 2025.
