Pursuant to the Law on Legislative Regulatory Documents No. 64/2025/QH15 amended and supplemented by Law No. 87/2025/QH15; amended and supplemented by Law No. 87/2025/QH15;
Pursuant to the Civil Enforcement Law No. 26/2008/QH12 amended and supplemented by Laws Nos. 64/2014/QH13, 23/2018/QH14, 67/2020/QH14, 03/2022/QH15, 31/2024/QH15, 43/2024/QH15, 59/2024/QH15, 81/2025/QH15, and 84/2025/QH15;
Pursuant to Decree No. 62/2015/NĐ-CP dated July 18, 2015 of the Government detailing and guiding the implementation of certain provisions of the Civil Enforcement Law, which has been amended and supplemented by Decree No. 33/2020/NĐ-CP dated March 17, 2020 and Decree No. 152/2024/NĐ-CP dated November 15, 2024;
Pursuant to the Government Decree No. 62/2015/NĐ-CP dated July 18, 2015 detailing and guiding the implementation of certain provisions of the Civil Enforcement Law, which has been amended and supplemented by Government Decrees No. 33/2020/NĐ-CP dated March 17, 2020 and No. 152/2024/NĐ-CP dated November 15, 2024;
At the proposal of the Director of the Civil Enforcement Management Department,
Pursuant to the proposal of the Director of the Civil Enforcement Management Department, the Minister of Justice issues this Circular regulating uniforms, insignia, rank badges, and cards for Enforcement Officers and Review Officers in the civil enforcement system.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates models, colors, principles, procedures for issuing, managing, and using uniforms, insignia, and rank badges in civil enforcement management agencies under the Ministry of Justice and provincial/city-level enforcement agencies. It also specifies the models, contents, management, printing, issuance, and recovery of Enforcement Officer cards and Review Officer cards in civil enforcement management agencies under the Ministry of Justice and provincial/city-level enforcement agencies, as well as in enforcement agencies under the Ministry of National Defense and military regions and equivalent agencies (hereinafter referred to as regional enforcement agencies).
Article 2. Applicability
This Circular applies to civil servants and workers currently working in the civil enforcement system (collectively referred to as civil enforcement officers).
Article 3. Principles
1. The issuance, management, and use of uniforms, insignia, rank badges, Enforcement Officer cards, and Review Officer cards must be in accordance with the prescribed legal regulations and must be recorded in ledgers for tracking and management as required.
2. Strictly prohibit the use of uniforms, insignia, rank badges, Enforcement Officer cards, and Review Officer cards to commit illegal acts.
Article 4. Uniforms, Insignia, Rank Badges, and Cards
1. Uniforms:
a) Uniforms include regular uniforms and ceremonial uniforms.
b) Regular uniforms include spring/summer trousers and shirts; autumn/winter trousers and shirts; winter overcoats; winter thermal shirts; long-sleeved shirts; neckties; enforcement helmets; leather shoes; leather sandals; leather belts; leather document cases; socks; raincoats; nameplates as prescribed by law.
c) Ceremonial uniforms include summer ceremonial trousers and shirts; winter ceremonial trousers and shirts; long-sleeved shirts; peaked caps; neckties; nameplates; leather shoes; leather sandals; leather belts as prescribed by law.
2. Civil Enforcement Insignia and Rank Badges
a) Civil Enforcement Insignia on Helmets.
b) Civil Enforcement Rank Badges include shoulder badges and collar badges.
3. Cards include Enforcement Officer cards and Review Officer cards.
Chapter II
MODELS AND COLORS OF CIVIL ENFORCEMENT UNIFORMS
Article 5. Men's ceremonial attire
1. Winter ceremonial coat
a) The color is ivory white fabric;
b) The style is a four-pocket jacket with lapels, four buttons, two winged collars with epaulettes attached at the top collar, long straight sleeves, gold-plated metal buttons, inner lining and pockets matching the color of the coat.
2. Winter ceremonial trousers
a) The color is ivory white fabric;
b) The style is a straight-leg suit trouser, front pleat, two diagonal pockets, back with a single pleat, two back pockets with plastic buttons; zipper closure, elastic waistband, one metal hook and one plastic button matching the trouser fabric color; six evenly distributed darts on the trouser.
3. Summer ceremonial coat
a) The color is ivory white fabric;
b) The style is a four-pocket jacket with lapels, four buttons; V-shaped collar, top collar with epaulettes attached at the top; gold-plated metal buttons.
4. Summer ceremonial trousers
a) The color is ivory white;
b) The style is a straight-leg suit trouser, front pleat, two diagonal pockets; back with a single pleat, two back pockets with plastic buttons; zipper closure, elastic waistband, one metal hook and one plastic button matching the trouser fabric color; six evenly distributed darts on the trouser.

Article 6. Women's ceremonial attire
1. Winter ceremonial coat
a) The color is ivory white fabric;
b) The style is a two-pocket jacket with four buttons, seven-piece bodice; slightly turned-down collar, top collar with epaulettes attached at the top; gold-plated metal buttons; inner lining matching the jacket fabric color.
2. Winter ceremonial trousers
a) The color is ivory white fabric;
b) The style is a straight-leg suit trouser, curved waistband 3.5 cm, two diagonal pockets, back with a single pleat; zipper closure, elastic waistband, one metal hook and one plastic button matching the trouser fabric color; five evenly distributed darts on the trouser.
3. Summer ceremonial coat
a) The color is ivory white fabric;
b) The style is a two-pocket jacket with four buttons, seven-piece bodice; slightly turned-down collar, top collar with epaulettes attached at the top; gold-plated metal buttons.
4. Summer ceremonial trousers
a) The color is ivory white fabric;
b) The style is a straight-leg suit trouser, curved waistband 3.5 cm, two diagonal pockets, back with a single pleat; zipper closure, elastic waistband, one metal hook and one plastic button matching the trouser fabric color; five evenly distributed darts on the trouser.

Article 7. Men's uniform
1. Outerwear for autumn-winter
a) The color is dark heather gray fabric;
b) The style is a four-pocket jacket with two upper patch pockets, two slits above the left pocket flap to attach nameplates, two lower patch pockets; four buttons, gold-plated metal buttons; V-shaped collar, top collar with epaulettes attached at the top; shoulder straps on both shoulders; square hem; lined front, back, and sleeves with lining fabric matching the jacket fabric color; all lapels, collars, cuffs, pockets, and hems are sewn with double stitching.
2. Outerwear for autumn-winter and spring-summer
a) The color is dark heather gray;
b) The style is a straight-leg suit trouser, front pleat, two diagonal pockets, back with a single pleat, two back pockets with plastic buttons; zipper closure, elastic waistband, one metal hook and one plastic button matching the trouser fabric color; six evenly distributed darts on the trouser.
3. Long-sleeved shirt
a) The color is white fabric;
b) The style is a mandarin collar with a stand-up collar; placket; plastic buttons; one left chest pocket with a slanted bottom; back with shoulder darts on both sides, hem with a scalloped edge; cuffs with cufflinks and a plastic button, one main button and one secondary button; collar, placket, cuffs, and hem are sewn with a 0.5 cm seam.
c) The long-sleeved shirt is used when wearing the autumn-winter uniform and winter ceremonial attire.
4. Outerwear for spring-summer
a) The color is light gray fabric;
b) The style is a mandarin collar with a stand-up collar; top collar with epaulettes attached at the top; plastic buttons matching the shirt fabric color; two upper patch pockets; two slits above the left pocket flap to attach nameplates; shoulder straps on both shoulders; cuffs with turned-back cuffs; back with shoulder darts on both sides; hem with a scalloped edge; collar and pockets are sewn with double stitching.
5. Winter outerwear
a) The color is dark heather gray fabric;
b) The style is a three-button jacket with plastic buttons matching the jacket fabric color; K-shaped collar (turned-down collar, standing collar); front with a bust dart, back with shoulder darts, back vent; inner pocket; outer belt; two diagonal pockets; pointed sleeve tabs with one plastic button; all seams are raised 8 mm, shoulder straps on both shoulders; placket.
6. Winter thermal jacket
a) The color is dark heather gray;
b) The style is a three-layer quilted jacket, long-sleeved jacket with two collars, inner collar with zipper, outer collar with K-shaped turn-down; four plastic buttons on the placket matching the jacket fabric color, square hem; four pockets, two upper patch pockets with rounded flaps, middle pocket with flap, two lower patch pockets; shoulder straps on both shoulders; straight round sleeves, inner lining with ribbed cuffs, sleeve tabs; all lapels, collars, plackets, pockets, and sleeve tabs are sewn with double stitching; side waistbands with suspenders; back with a continuous hem; full-body lining matching the main fabric.

Article 8. Women's Uniform
1. Outerwear for autumn-winter
a) The color is dark heather gray;
b) The style is a two-pocket coat with pockets below having lids slightly curved, pocket bodies sunken; the coat has four buttons, metal buttons gilded; the collar is V-shaped, the upper part of the collar has a badge holder; on the left chest center above there are two slots for name plates; the shoulders have two shoulder straps; the coat tails are square; the sleeves have cuffs; the back of the coat is slit; the body of the coat is heat-sealed; the coat is lined on the front, back, and sleeves; the lining color matches the coat fabric; the entire collar, neck, lapel, pockets, and cuffs are sewn with two seams.
2. Winter trousers and spring-summer trousers worn over
a) The color is dark heather gray fabric;
b) The style is a straight-cut European trouser with diagonal pockets, the back has a pleat; the zipper and belt loops are present; there is one metal hook and one plastic button, the color of the buttons matches the hook and button; the trousers have five evenly spaced straps.
3. Long-sleeved shirt
a) The color is white fabric;
b) The style is a Mandarin collar with a stand-up collar; the lapel is separate; the buttons are made of plastic, the color of the buttons matches the fabric; the body has four pleats, including two chest pleats; the bottom of the coat is curved like a shrimp; the sleeves have cuffs, two plastic buttons, and a steel cuff (with a sleeve pleat); the entire collar, lapel, cuffs, and hem are sewn with one seam, the hem is rolled 0.5 cm.
c) The long-sleeved shirt is used when wearing the autumn-winter uniform and winter ceremonial attire.
4. Outerwear for spring-summer
a) The color is light gray fabric;
b) The style is a seven-piece coat with two pockets, four buttons on the lapel, plastic buttons; the collar is V-shaped (recessed collar, protruding neck); the upper part of the collar has a badge holder; on the left chest center above there are two slots for name plates; the coat has two lower pockets, the pocket lids are curved, the bottom of the pocket is angled, there is a raised pocket plate in the middle; there are two shoulder straps; the hem is straight, the sleeve hem is folded; the entire collar, pockets, and cuffs are sewn with two seams.
5. Winter outerwear
a) The color is dark heather gray fabric;
b) The style is a three-button straight jacket with plastic buttons, the color of the buttons matches the fabric; the collar is K-shaped (recessed collar, protruding neck); the front has a chest pocket, the back has shoulder pads and a back slit; inside the jacket there is a pocket, outside there are waist belt loops; the pockets are diagonal; the sleeves have pointed cuffs with one plastic button; all seams are raised 8 mm, the shoulders have two shoulder straps; the inner lining has two double-lined pockets.
6. Winter thermal jacket
a) The color is dark heather gray fabric;
b) The style is a three-layer quilted jacket, a long-sleeved coat with two collars, the inner collar has a zipper, the outer collar is folded K-shaped; the lapel has four plastic buttons, the color of the buttons matches the fabric, the tails are square; the coat has four pockets, two lower pockets with diagonal lids; the shoulders have two shoulder straps; the sleeves are round, the cuffs are ribbed, there are pointed cuffs; the entire collar, pockets, and cuffs are sewn with two parallel seams; there is an adjustable belt on the outside; the back has a built-in collar; the lining color matches the main fabric.
7. Details of the Women's Uniform model in Appendix 1 issued together with this Circular.
Article 9. Other uniforms provided for both men and women
1. Necktie
a) The color is dark heather gray;
b) The style is a fixed tie with a zipper and automatic lock; it is used in winter uniforms and winter ceremonial attire;
c) Details of the Necktie model in Appendix 2 issued together with this Circular.
2. Cap
a) Colors include two types according to the color of the winter outerwear and the ceremonial attire;
b) The style is a cap with a curved brim, round top, and a black plastic visor at the front; above the visor, there is a braided yellow ribbon with a gold metal button at each end, the button has a raised five-pointed star; on the front of the cap, between the eyebrows, there is a badge holder; each side of the cap band has two Ø4 air vents; the inner cap is made of black imitation leather material;
c) Details of the Cap model in Appendix 3 issued together with this Circular.
3. Execution Enforcement Helmet
a) The color is dark heather gray;
b) The style is a half helmet covering the head and ears; on the right side of the helmet exterior, there is printed text "THI HÀNH ÁN DÂN SỰ"; it meets the national technical standards for motorcycle and bicycle helmets issued along with Circular No. 04/2021/TT-BKHCN dated June 15, 2021, by the Minister of Science and Technology (QCVN 2:2021/BKHCN);
c) Details of the Execution Enforcement Helmet model in Appendix 4 issued together with this Circular.
4. Leather Shoes
a) Color is black;
b) The style is made of leather, dyed through, soft, fine-grained; includes two types: men's leather shoes and women's leather shoes;
c) Details of the Leather Shoe model in Appendix 5 issued together with this Circular.
5. Leather Sandals
a) Color is black;
b) The style is a low-cut backstrap sandal made from leather, dyed through, embossed; includes two types: men's leather sandals and women's leather sandals;
c) Details of the Leather Sandal model in Appendix 5 issued together with this Circular.
6. Leather Belt
a) Color is black;
b) The style consists of two main parts: the belt strap and buckle, the belt strap is made of leather. The buckle is rectangular, with a star in the middle and the word "THADS" below; includes two types: men's leather belt and women's leather belt;
c) Details of the Leather Belt model in Appendix 6 issued together with this Circular.
7. Leather Document Case
a) Color is black;
b) The style is a rectangular case made of PU synthetic leather; designed with a handle and shoulder strap, including three main compartments inside, one compartment can hold a laptop, a middle zipper compartment. On the lid, there is embossed text "THI HÀNH ÁN DÂN SỰ" and the execution enforcement emblem;
c) Details of the Leather Document Case model in Appendix 7 issued together with this Circular.
8. Raincoat
a) The color is dark heather gray;
b) The style consists of separate raincoat and pants; the raincoat has a chest opening with a plastic zipper, outside the opening there is a flap fastened with brass buttons. A detachable hood is attached to the coat with brass buttons. The front has an outside pocket, the pocket lid and mouth are made of non-slip material. The back has a built-in collar and printed text "THI HÀNH ÁN DÂN SỰ". The sleeves are zipped, the wrist cuffs are elastic; the pants have an elastic waistband;
c) Details of the Raincoat model in Appendix 8 issued together with this Circular.
9. Socks
a) The color is dark heather gray;
b) The style is a knitted sock with vertical patterns on both sides; includes two types: men's socks and women's socks;
c) Details of the Sock model in Appendix 9 issued together with this Circular.
10. Name Plate
The name plate on the chest is rectangular, measuring 81 mm in length and 23 mm in width, made of 0.6 mm thick gold-plated sheet metal, the pin is made of stainless alloy, the background is blue, surrounded by a yellow border. To the left of the name plate is the execution enforcement emblem. To the right is the person's full name in uppercase letters, their position is noted below.

Article 12. Issuance of Enforcement Officer Badges and Emblems
1. The model of enforcement officer badges and emblems, the subjects eligible for issuance, and the implementation thereof shall be carried out in accordance with the provisions of Government Decree No. 62/2015/NĐ-CP dated July 18, 2015, which has been amended and supplemented by Government Decree No. 152/2024/NĐ-CP dated November 15, 2024.
2. The detailed models of enforcement officer badges and emblems are set forth in Appendix 12 attached to this Circular.
Chapter IV
MANAGEMENT, ISSUANCE, USE OF UNIFORMS, BADGES, EMBLEMS AND CARDS
Article 13. Responsibilities management, use, procurement funding for uniforms, badges, emblems, cards
1. The Director of the Civil Enforcement Management Department assists the Minister of Justice in uniformly managing uniforms, badges, emblems, and Enforcement Officer Cards and Reviewer Cards.
2. The Director of the Civil Enforcement Management Department advises the Minister to issue documents on the budgeted prices for uniforms, badges, emblems, and enforcement officer cards.
The funding for the procurement and issuance of uniforms, badges, emblems, and enforcement officer cards is provided from the state budget. The work of preparing budgets and issuing uniforms, badges, and emblems for enforcement officers is carried out in accordance with the State Budget Law and other relevant regulations.
3. The Civil Enforcement Management Department implements centralized procurement and management of the issuance of uniforms, badges, and emblems throughout the enforcement system; decides on procurement and issuance of uniforms for subordinate units for small and urgent purchases to meet specific requirements in accordance with the law.
4. Payment and settlement of procurement funds for uniforms, badges, emblems, and printing and purchasing card blanks are carried out in accordance with the State Budget Law and guiding documents.
Article 14. Procedures and Formalities for Issuing New, Replacing, and Reissuing Uniforms, Badges, Emblems, and Nameplates
1. The procedures for issuing new, replacing, and reissuing uniforms, badges, and emblems for civil enforcement officers are as follows:
a) Issuing new uniforms, badges, and emblems for civil enforcement officers after recruitment and acceptance of employment within the enforcement system, and issuing new uniforms, badges, and emblems according to the term specified in Article 83 of Government Decree No. 62/2015/NĐ-CP dated July 18, 2015. The term for nameplates is three years, with the first issuance being three pieces.
b) Replacing badges, emblems, and nameplates for cases where job titles or positions change;
c) Reissuing badges, emblems, and nameplates for cases where they are lost or damaged.
2. In cases where civil enforcement officers lose their badges or emblems, they must promptly report to the leadership of their agency or unit. If lost or damaged due to objective reasons, replacements will be issued. If lost or damaged due to other reasons, replacements will be issued but the civil enforcement officer must bear all procurement costs.
3. In cases of resignation; disciplinary dismissal or forced resignation; or changes in job or position for civil enforcement officers, they must return their badges, emblems, and nameplates to the head of the enforcement agency managing them.
4. Documents for requesting issuance of new, replacement, or reissuance of uniforms, badges, and emblems include:
a) Request documents and lists for issuance of new, replacement, or reissuance;
b) Appointment decisions, changes in workplace, or explanations from civil servants in cases of loss or damage.
Article 15. Principles, methods, and procedures for converting and issuing uniforms rules, methods andprocedures for converting and issuing uniforms
1. Principles of conversion
The conversion of procurement needs shall be carried out from the second equipment cycle onwards, when reaching the equipment period for individuals.
Based on the usage requirements of agencies and units and the actual conditions of regions, the Head of the Civil Enforcement Agency shall consider and decide on the conversion and issuance of uniforms in accordance with the provisions of this Article.
2. Methods of conversion
One set of autumn-winter clothing and one winter coat can be converted into three sets of spring-summer clothing.
3. Procedures and formalities for conversion
Annually, when preparing the budget estimate, civil enforcement agencies at provincial and municipal levels and the Office of the Civil Enforcement Management Bureau shall aggregate the uniform requirements, detailing those eligible for conversion under Clause 1 of this Article, and submit them to the Civil Enforcement Management Bureau for consolidation and reporting to higher authorities.
Article 16. Management of printing, issuing, and recalling Enforcement Officer Cards and Review Officer Cards
1. Responsibilities of agencies in printing, issuing, and recalling Enforcement Officer Cards and Review Officer Cards are as follows:
a) The Director of the Civil Enforcement Management Bureau shall implement Clause 1 of Article 13 of this Circular and is responsible for compiling the demand for new issuance, replacement, and reissuance of Enforcement Officer Cards and Review Officer Cards; implementing the printing of information of the cardholders onto the cards, maintaining a record book for tracking and managing card numbers; coordinating with the Ministry of Justice's Office to stamp the Enforcement Officer Cards and Review Officer Cards.
b) The Ministry of Justice's Office is responsible for stamping the Enforcement Officer Cards and Review Officer Cards after verifying all relevant information provided by the Civil Enforcement Management Bureau.
2. Issuance, replacement, reissuance, and recall of Enforcement Officer Cards and Review Officer Cards shall be carried out in the following cases:
a) New issuance for initial appointments;
b) Replacement for changes in position, change of workplace, or damage to the card;
c) Reissuance for loss;
d) Recall upon retirement, resignation, transfer to another agency, disciplinary dismissal, or other reasons that result in no longer being an Enforcement Officer or Review Officer.
3. Procedures and formalities for issuance, replacement, reissuance, and recall of Enforcement Officer Cards and Review Officer Cards shall be carried out as follows:
a) For the cases mentioned in points a and b of Clause 2 of this Article, the Heads of Civil Enforcement Agencies at provincial and municipal levels and the Directors of the Civil Enforcement Bureau of the Ministry of National Defense shall be responsible for compiling lists, attaching two 2x3cm photos wearing the new rank insignia and cap, and submitting them to the Civil Enforcement Management Bureau for issuance and replacement of cards according to regulations.
In the case of card replacement, after receiving the new card, the cardholder must return the old card to their agency head for destruction;
b) For the case mentioned in point c of Clause 2 of this Article, the Heads of Civil Enforcement Agencies at provincial and municipal levels and the Directors of the Civil Enforcement Bureau of the Ministry of National Defense shall be responsible for compiling lists, attaching confirmation letters from the heads of their respective agencies or units, and two 2x3cm photos wearing the new rank insignia and cap, and submitting them to the Civil Enforcement Management Bureau for reissuance of cards according to regulations.
In the event of retirement, resignation, transfer to another profession, transfer to another agency, disciplinary dismissal, or other reasons resulting in no longer being an Enforcement Officer or Review Officer, the card must be returned to the agency head; in the case of the Head of Civil Enforcement Agencies at provincial and municipal levels, the card must be returned to the Director of the Civil Enforcement Management Bureau.
Chapter V
IMPLEMENTING PROVISIONS
Article 17. Effective Date
1. This Circular takes effect from December 29, 2025.
2. Abolish Chapter V of Circular No. 02/2017/TT-BTP dated March 23, 2017, issued by the Minister of Justice, guiding certain management contents for civil servants, officials, and employees within the civil enforcement system.
3. Uniforms, insignias, and badges already issued before the effective date of this Circular shall continue to be used; for uniforms including leather shoes, leather sandals, leather belts, leather document bags, raincoats, socks, cards, and nameplates, they shall continue to be used until new ones are issued.
Article 18. Responsibility for Implementation
The Heads of Units under the Ministry of Justice, the Director of the Civil Enforcement Management Department, the Director of the Enforcement Department of the Ministry of National Defense, the Chief of Civil Enforcement in provinces and cities, and the Head of Enforcement Departments at military regions shall be responsible for organizing and implementing the provisions of this Circular within the scope of their assigned duties and powers./.
