After examining the Report No. 136/TTr-UBTVQH13 dated May 15, 2012 of the Standing Committee of the National Assembly on the proposed Program on Law and Ordinance Construction in 2013, adjusting the Program on Law and Ordinance Construction in 2012 and the term of the XIIIth National Assembly and the opinions of the National Assembly deputies,

1. Relevant agencies, organizations, and individuals must strictly and effectively implement the measures set forth in Resolution No. 20/2011/QH13 dated November 26, 2011 of the National Assembly on the Program on Law and Ordinance Construction of the National Assembly for the XIIIth term. In cases where laws and ordinances are submitted late, out of schedule, and not meeting quality requirements, they will not be included in the agenda for review sessions of the Standing Committee of the National Assembly or the National Assembly sessions; at the same time, it will be recommended that competent authorities consider the responsibility of the heads of agencies submitting and drafting agencies that fail to submit on schedule and do not meet quality requirements.
Article 4
2. Creating favorable conditions for National Assembly deputies to exercise their legislative initiative rights. When National Assembly deputies propose or suggest laws, the Legislative Research Institute of the Standing Committee of the National Assembly, the National Assembly Office, the Office of the Delegation of National Assembly Deputies and People's Councils shall assist the deputies in preparing and perfecting the dossier according to the Law on Legislative Regulatory Documents to submit to the Standing Committee of the National Assembly and the National Assembly for consideration and inclusion in the Program.

3. Entrust the Government:
a) Direct the relevant agencies and organizations with the authority to propose laws and ordinances to comprehensively study the policies that need to be institutionalized through law within their respective sectors and fields, carry out necessary preparatory steps, form files to petition the Standing Committee of the National Assembly and the National Assembly when conditions are met according to the provisions of the Law on Legislative Documents;
b) Assign specific agencies to lead the research and complete the files for the draft Architect Law, Anti-Dumping Law, Law on Promoting Public-Private Partnership Investment, Law on Encouraging the Development of Support Industries, Law on Safeguarding Territorial Integrity and National Sovereignty, Law on Valuing Talent, Ordinance on Establishing and Implementing Democratic Regulations in Agencies, Units, and Enterprises, and other new laws and amendments and supplements to existing laws needed to implement the policy of restructuring the economy for consideration at the fourth session of the Standing Committee of the National Assembly and the National Assembly in accordance with the legal provisions;
c) Direct relevant agencies to promptly allocate funds for preparing legislative projects and ordinances for the term and annually (both formal programs and preparatory programs) within sixty days from the date the Resolution on the Legislative Program was adopted by the National Assembly to ensure the smooth progress and quality of the preparation of these projects;
This Resolution was passed by the National Assembly of the Socialist Republic of Vietnam, the third session of the thirteenth term, on June 12, 2012./.
