Pursuant to the Construction Law dated June 18, 2014; the Law Amending and Supplementing Certain Provisions of the Construction Law dated June 17, 2020; the Urban and Rural Planning Law dated December 11 2024;
Pursuant to the Data Law dated November 30, 2024;
Pursuant to Decree No. 111/2024/NĐ-CP dated September 6, 2024 of the Government stipulating the information system, national database on construction activities;
Pursuant to Decree No. 178/2025/NĐ-CP dated July 1, 2025 of the Government detailing certain provisions of the Urban and Rural Planning Law;
Pursuant to Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
At the proposal of the Director of the Economic Management Department for Investment and Construction;
The Minister of Construction issues this Circular guiding detailed information in the system, national database on construction activities.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
Article 1. This Circular guides in detail the contents prescribed in Clause 4, Article 8 of Decree No. 111/2024/NĐ-CP dated September 6, 2024 of the Government stipulating the information system, national database on construction activities, which has been amended and supplemented by Decree No. 178/2025/NĐ-CP dated July 1, 2025 of the Government detailing certain provisions of the Urban and Rural Planning Law (hereinafter referred to as Decree No. 111/2024/NĐ-CP), including:hereinafter referred to as Decree No. 111/2024/NĐ-CPa) Detailed information about urban and rural planning (hereinafter referred to as planning)
b) Detailed information about investment construction projects, construction works;c) Information code in the system, national database on construction activities.);
Article 2. This Circular does not apply to information and data about planning, investment construction projects, construction works in the field of national defense, security, and requiring state secrecy.
This Circular applies to agencies, organizations, and individuals related to the construction, updating, adjustment, maintenance, management, exploitation, and use of the information system, national database on construction activities.

Article 2. Applicability
Article 3. Information and data on planning, investment construction projects, construction works
Chapter II
Clause 1. Information on the province administrative unit code where the planning is established, where the investment construction project or construction work is implemented, as prescribed by the Prime Minister's regulations on issuing the list and codes of Vietnam's administrative units and reflected in Appendix I of this Circular.Clause 2. Data on planning is specified in Appendix II of this Circular.Clause 3. Data on investment construction projects and construction works is specified in Appendix III of this Circular.Clause 4. Summary tables of information and data on construction activities are specified in Appendix IV of this Circular.
Article 4. Regulations on information code for planning
Clause 1. The information code for planning consists of a series of 12 digits.
Clause 2. The first two digits represent the province administrative unit code where the planning is established, as specified in Appendix I of this Circular.
Clause 3. The next two digits represent the last two digits of the year when the planning was submitted for approval.
Clause 4. The next digit represents the level of planning as follows:
Point a) Digit one "1" represents general planning;
Point b) Digit two "2" represents district-level planning;
Point c) Digit three "3" represents detailed planning;
Point d) Digit four "4" represents simplified detailed planning (overall site plan).
Clause 5. The next digit represents the type of planning as follows:
Point a) Digit one "1" represents urban planning;
Point b) Digit two "2" represents rural planning;
Point c) Digit three "3" represents functional area planning;
Point d) Digit four "4" represents technical infrastructure planning for centrally-administered cities;
Point đ) Digit five "5" represents underground space planning for centrally-administered cities.
Clause 6. The next digit represents the type of planning amendment as follows:
Point a) Digit zero "0" represents initial or new planning;
Point b) Digit one "1" represents comprehensive planning amendment;
Point c) Digit two "2" represents partial planning amendment.
Clause 7. The next five digits represent a random series of numbers.
6. 01 The next character indicates the type of planning adjustment as follows:
a) Number zero "0" indicates that it is the first time the plan is established or newly established;
b) Number one "1" indicates a comprehensive adjustment of the plan;
c) Number two "2" indicates a partial adjustment of the plan.
7. 05 The next characters indicate a random number sequence.
Article 5. Provisions on project investment construction information code, construction works
1. The data code for project investment construction and construction works consists of a series of 13 digits.
2. The first two digits represent the administrative unit code of the province where the project investment construction and construction works are carried out according to Appendix I of this Circular.
3. The next two digits represent the last two digits of the year when the project or work is reviewed or granted a construction permit.
4. The following digit represents the type of project as follows:
a) Digit zero "0" indicates a construction work that does not require an investment project;
b) Digit one "1" indicates a construction project for civil works;
c) Digit two "2" indicates a construction project for industrial works;
d) Digit three "3" indicates a construction project for technical infrastructure works;
đ) Digit four "4" indicates a construction project for transportation works;
e) Digit five "5" indicates a construction project for agricultural service works and rural development;
g) Digit six "6" indicates a construction project with mixed functional purposes.
5. The following digit represents the procedure sequence as follows:
a) Digit one "1" indicates a project requiring review at a specialized agency on construction;
b) Digit two "2" indicates a detailed design implemented after the basic design requiring review at a specialized agency on construction;
c) Digit three "3" indicates a construction work granted a construction permit.
6. The next five digits represent a random number series.
7. The next two digits represent the number of times the design has been adjusted.
Chapter III
IMPLEMENTING PROVISIONS
Article 6. Implementation Organization
1. For urban planning and town planning approved under the laws on construction, town planning, and decisions of competent authorities still in effect but not yet constructed or lacking complete database, before December 31, 2025, the agencies responsible for urban and rural planning shall be responsible for reviewing and supplementing the basic digital database and legal digital database according to Circular No. 16/2025/TT-BXD dated June 30, 2025, issued by the Minister of Construction detailing certain provisions of the Urban and Rural Planning Law to update into the National Database on Construction Activities according to this Circular.
2. The agency assigned the task of updating planning information and data shall cooperate with the agency organizing the planning to update general information about the planning according to Decree No. 111/2024/NĐ-CP and guidance in Appendix II of this Circular.
3. The agency implementing administrative procedures within its jurisdiction for reviewing and issuing construction permits shall assign officials to enter and update general information on adjusted projects and construction works according to Decree No. 111/2024/NĐ-CP and guidance in Appendix III of this Circular.
4. Agencies and organizations responsible for planning, Project Investors (excluding individual households for single-family houses) or persons authorized by investors according to the law, and related organizations to investment projects and construction works (if any) shall be responsible for updating detailed information according to Decree No. 111/2024/NĐ-CP and guidance in Appendices II and III of this Circular.
5. Agencies, organizations, and individuals assigned the task of entering general information and updating detailed information according to Clause 3 and Clause 4 of this Article shall be responsible for checking the completeness, accuracy, and timeliness of data entry and updates into the information system and the National Database on Construction Activities.
6. Heads of ministries, sectors, and people's committees at all levels shall be responsible for establishing regulations on data entry and updates regarding planning, investment projects, and construction works under their management in the information system and the National Database on Construction Activities to ensure effective implementation in accordance with this Circular and Decree No. 111/2024/NĐ-CP.
7. Data entry and updates shall be conducted on the information system and the National Database on Construction Activities at the address https://csdlhdxd.gov.vn. The Ministry of Construction shall issue guidelines for data entry and update schedules to ensure compliance with the implementation schedule stipulated in Clause 2 of Article 15 of Decree No. 111/2024/NĐ-CP.
8. Open data published on the national data portal, the Ministry of Construction's electronic portal, and the National Database on Construction Activities platform at the address https://csdlhdxd.gov.vn includes the following data:
a) Open data on urban and rural planning as specified in Sections I and II of Appendix II of this Circular;
b) Open data on investment construction projects and construction works as specified in Sections A.I, A.II.4, and A.II.5, Sections B.I, B.II.2 to B.II.5, Sections C.I, C.II.1, and C.II.2 Table 01 of Appendix III of this Circular;
c) Open data on construction works that do not require investment projects but only require construction permits as specified in Sections C.I, C.II.1, and C.II.2 Table 02 of Appendix III of this Circular;
d) Open data on construction works not subject to review at specialized construction agencies, not requiring construction permits, only requiring notification of commencement of construction as specified in Sections 1 to 3 and Section 5 Table 03 of Appendix III of this Circular.
9. The exploitation and use of the information system and the National Database on Construction Activities shall be carried out in accordance with the Law on Data, Government Decrees detailing and implementing the Law on Data, Decree No. 111/2024/NĐ-CP, and other relevant laws.
10. The exploitation and use of non-open data as stipulated in Clause 7 of this Article shall be provided online through the portal of the National Database on Construction Activities by the Economic Management Department of Investment Construction. The Economic Management Department of Investment Construction may authorize subordinate units to provide information in the information system and the National Database on Construction Activities according to regulations. Specifically, as follows:
a) Organizations and individuals with written requests for provision and exploitation of information in the information system and the National Database on Construction Activities;
b) The document requesting the provision of information in the system of information, the National Database on Construction Activities must clearly state the purpose, scope of the information to be provided and utilized, and commit to being responsible for using the information for its intended purpose and in accordance with the provisions of the law when it is provided;
c) In case of agreement to provide information, within three working days from the date of receipt of the request document, the unit authorized or delegated shall issue a document agreeing to the request;
d) In case of disagreement to provide information, there must be a reply document stating the reasons;
đ) The model document for requesting the provision and utilization of information and the model document for providing information about construction activities as stipulated in Appendix VI of this Circular;
11 Fees for utilizing and using information in the system of information, the National Database on Construction Activities as stipulated in Clause 10 of Article 10 of this Decree shall be implemented in accordance with the laws on fees and charges and other relevant laws;
12 Some illustrative examples of information codes for urban and rural planning, and information codes for construction investment projects as guided in Appendix VII of this Circular;
Article 7. Effective Date
1. This Circular takes effect from October 15, 2025.
2. In cases where the legal normative documents cited in this Circular are amended, supplemented, or replaced, they shall be applied according to the amended, supplemented, or replacing documents;
3. The Department of Economy - Investment Management, the Department of Planning - Architecture, and the Information Technology Center of the Ministry of Construction shall be responsible for guiding and inspecting the implementation of the provisions of this Circular./.
