RESOLUTION
Approving the final accounts of the State budget for 2010

OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM
Pursuant to the Constitution of the Socialist Republic of Vietnam in 1992 as amended and supplemented by Resolution number 51/2001/QH10;
Considering the Law on the Organization of the National Assembly No. 30/2001/QH10, which has been amended and supplemented with some articles pursuant to Law No. 83/2007/QH11; the Law on the State Budget No. 01/2002/QH11; Resolution No. 37/2009/QH12 of the National Assembly on the State budget estimate for 2010; Resolution No. 38/2009/QH12 of the National Assembly on the allocation of the central budget for 2010;
After examining Report No. 104/BC-CP dated May 9, 2012 of the Government, Audit Report No. 93/BC-KTNN dated May 10, 2012 of the State Audit Agency, Review Report No. 534/BC-UBTCNS13 dated May 8, 2012 of the Committee for Finance and Budget; opinions of the National Assembly deputies and Report No. 176/BC-UBTVQH13 dated June 18, 2012 of the Standing Committee of the National Assembly on the final accounts of the State budget for 2010.
RESOLVES:
Article 1.
Approving the final accounts of the State budget for 2010:
1. The total revenue of the State budget is 777,283 billion VND (seven hundred seventy-seven thousand, two hundred eighty-three billion VND), including revenue transferred from 2009 to 2010, local government budget surplus in 2009, and local government budget investment mobilization revenue as stipulated by the Law on the State Budget.
2. The total expenditure of the State budget is 850,874 billion VND (eight hundred fifty thousand, eight hundred seventy-four billion VND), including expenditure transferred from 2010 to 2011.
3. The State budget deficit is 109,191 billion VND (one hundred nine thousand, one hundred ninety-one billion VND), equivalent to 5.5% of Gross Domestic Product (GDP), excluding the local government budget surplus. Sources to cover the State budget deficit:
- Domestic borrowing: 68,967 billion VND (sixty-eight thousand, nine hundred sixty-seven billion VND);
- Foreign borrowing: 40,224 billion VND (forty thousand, two hundred twenty-four billion VND).
(Annexes 1, 2, 3, 4, 5, and 6 are attached to Clause 1 of this Resolution)
Article 2.
The Government shall:
1. Directing central agencies, localities, and units to examine and address the issues raised in Review Report No. 534/BC-UBTCNS13 dated May 8, 2012 of the Committee for Finance and Budget, conclusions and recommendations of supervisory agencies, and the State Audit Agency's Audit Report No. 93/BC-KTNN dated May 10, 2012;
2. Holding accountable, strictly and promptly dealing with violations in budget management and operation, and reporting the results to the National Assembly when submitting the final accounts report of the State budget for 2011.
Article 3.
The Standing Committee of the National Assembly, the Committee for Finance and Budget, the Ethnic Council, other Committees of the National Assembly, Delegations of National Assembly deputies, National Assembly deputies, and relevant agencies shall supervise the implementation of this Resolution according to their functions and tasks.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the 13th term, third session, on June 21, 2012.
