Approving the investment orientation for the National Target Program on New Rural Development for the period 2021-2025

OF THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam;
BASED ON THE LAW ON THE ORGANIZATION OF THE NATIONAL ASSEMBLY NO. 57/2014/QH13, AS AMENDED BY SOME ARTICLES IN LAW NO. 65/2020/QH14;
Pursuant to the Investment Law No. 39/2019/QH14, amended and supplemented by some articles according to Law No. 64/2020/QH14;
Based on the State Budget Law No. 83/2015/QH13, which has been amended and supplemented with certain articles pursuant to Law No. 59/2020/QH14;
After examining Document No. 252/TTr-CP dated July 20, 2021, proposing the investment orientation for the National Target Program on New Rural Development for the period 2021-2025 submitted by the Government; Report No. 11/BC-UBKT15 dated July 22, 2021 of the Economic Committee; Report No. 25/BC-UBTVQH15 dated July 27, 2021 of the Standing Committee of the National Assembly explaining, adopting, and revising the draft Resolution approving the investment orientation for the National Target Program on New Rural Development for the period 2021-2025; and the opinions of the National Assembly deputies;
RESOLUTION:
Article 1
Approves the investment orientation for the National Target Program on New Rural Development for the period 2021-2025 (hereinafter referred to as the Program), with the following contents:
1. Objectives of Implementing the Program:
a) General objectives: Continuing to implement the Program in conjunction with effectively restructuring the agricultural sector, developing rural economies, urbanization processes, delving deeper, achieving efficiency and sustainability; implementing the construction of improved new rural areas, exemplary new rural areas, and new rural areas at village level. Improving the material and spiritual life of rural residents, promoting gender equality. Building a synchronized and gradually modernized socio-economic infrastructure in rural areas, ensuring a clean, green, safe, beautiful environment with rich traditional cultural characteristics, adaptable to climate change and sustainable development.
b) Specific targets by 2025:
- Strive for the whole country to have at least 80% of communes reaching the new rural standards, including at least 10% of communes reaching the exemplary new rural standards, with no commune having less than 15 criteria; continue building improved new rural areas and exemplary new rural areas for communes, districts, and provinces that have been recognized as meeting the new rural standards; the average income of rural residents increasing by at least 1.5 times compared to 2020;
- Strive for the whole country to have at least 50% of districts, towns, and cities under provinces reaching the new rural standards, completing the task of constructing new rural areas, including at least 20% of districts being recognized as improved new rural districts and exemplary new rural districts. Each province and centrally governed city has at least two district-level units reaching the new rural standards;
- Strive for the whole country to have at least 15 provinces and centrally governed cities recognized as completing the task of constructing new rural areas;
- Strive for 60% of villages in particularly difficult communes along borders, mountainous regions, coastal areas, and islands to be recognized as meeting the new rural standards according to the criteria set by provincial People's Committees.
2. Scope and Duration of Implementation of the Program:
a) Scope of implementation: In rural areas throughout the country, including villages, communes, districts, towns, and cities under provinces of the 63 centrally governed provinces and cities.
b) Duration of the Program: From 2021 to 2025.
3. Funding for the Program: The State budget will allocate a minimum of 196,332 billion VND for the Program, including:
a) Central budget capital: 39,632 billion VND, including: - Development investment capital: 30,000 billion VND; - Operating capital: 9,632 billion VND.
b) Local budget capital: 156,700 billion VND. During the implementation process, the Government will continue to balance the central budget to prioritize additional support for the Program in accordance with actual conditions and adopt reasonable measures to mobilize all legitimate sources of funding for its implementation.
4. Principles for allocating central government budget capital to support the implementation of the Program:
a) Investing with focus, priority, and sustainability; prioritizing resources for communes and districts that have not yet met the new rural standards, especially safe zones and communes with less than 15 criteria; supporting communes that have already met the new rural standards to further improve their criteria to enhance quality and ensure sustainability;
b) Allocating capital to support programs and projects approved by competent authorities;
c) The central budget will support local budgets to implement the Program based on the principle:
- In 2021, continuing to implement the support mechanism as during the period 2016-2020;
- For the period 2022-2025, based on the state budget estimate for 2022 (the first year of the new budget stabilization period), it will be implemented according to the principle:
+ The central budget will not support localities that transfer funds to the central budget (except for Quang Nam Province and Quang Ngai Province);
+ The central budget will only support localities receiving supplementary balancing from the central budget and Quang Nam Province and Quang Ngai Province, prioritizing support for mountainous and Central Highlands localities, and localities receiving more than 60% supplementary balancing from the central budget;
Based on the above principles,
d) According to the total amount of central budget support, together with local budget sources, the Provincial People's Council will decide on allocation, ensuring synchronization and avoiding overlap with the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 and the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030;
đ) Strengthening inspection, supervision, and evaluation of the Program's implementation at various levels and sectors. Taking preventive measures to promptly stop negative manifestations, waste, and strictly handling violations during the Program's implementation.
5. Solutions and management mechanisms for the Program:
a) Capital mobilization and implementation solutions:
- Implementing comprehensive measures for capital mobilization, ensuring full and timely mobilization according to the prescribed structure; localities are responsible for allocating sufficient local budget capital for the Program's implementation; encouraging entrusted loans through the social policy bank system; enhancing efforts to mobilize economic organizations to support localities in building new rural areas;

b) Management and operational mechanisms:
The management and implementation of the Program shall be carried out in accordance with point b, Clause 4, Article 1 of Resolution No. 24/2021/QH15 dated July 28, 2021 of the National Assembly approving the investment orientation for the National Target Program on Sustainable Poverty Reduction for the period 2021-2025.
Article 2
1. Assign the Government to implement the following tasks:
a) Issue regulations on the principle of integrating funds from the three National Target Programs for the period 2021-2025 approved by the National Assembly;
b) Issue regulations on the management and organization of implementing the Program in compliance with the Investment Law, the State Budget Law, and other relevant laws;
c) Review, amend, and supplement regulations on special mechanisms for certain projects with simplified procedures for implementation of the Program that have small scale and non-complex technology, where the State only supports part of the funding and the rest is contributed by the people, with people's participation in supervision;
d) Annually report to the National Assembly on the results of implementing the Program at the final session of the National Assembly in the year.
2. Assign the Prime Minister to implement the following tasks:
a) Decide on the investment in the Program according to the procedures stipulated in the Investment Law; issue national criteria for新农村建设各级(省、县、乡)标准(达标、提升、示范),确保符合各地区实际情况;
b) Direct the organization of implementation, monitoring, inspection, and evaluation of the results of the Program's implementation; direct localities to balance, mobilize, integrate, and utilize resources to ensure the effective implementation of the Program.
Article 3
Assign the People's Councils and People's Committees of provinces to implement the following tasks:
1. Develop plans and balance the provincial budget to implement the Program. Issue regulations on integrating funds from other programs and projects with similar content and tasks to implement the Program within their jurisdiction, ensuring no overlap or duplication in scope, target groups, or content among the National Target Programs, striving to achieve the approved goals of the Program; prevent the occurrence of arrears in basic construction;
2. Annually, the People's Committee of the province reports to the same-level People's Council at its final session and to the Government on the results of implementing the Program.
Article 4
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, and the National Assembly deputies, the Vietnam Fatherland Front, and its member organizations, within the scope of their duties and powers, and the people supervise the implementation of the Program.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the 15th term, the first session, on July 28, 2021./.
