This Circular stipulates the content and form of organizing cultural activities for students and trainees in educational institutions with the aim of promoting Party policies and State laws; educating national traditions; developing the humanistic values of Vietnamese culture; criticizing negative phenomena and preventing social evils. It also stipulates the implementation organization, reporting system, inspection, commendation, and handling of violations.

Regulations on organizing cultural activities
of students in educational institutions
On the basis of Law on Education June 14, 2005; Law Amending and Supplementing Certain Provisions of the Education Law November 25, 2009;
On the basis of Higher Education Law No. 08/2012/QH13 June 18, 2012 of the National Assembly.

The Minister of Education and Training issues this Circular on organizing cultural activities of students in educational institutions.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability

This Circular stipulates the content and forms of organizing cultural activities in general education schools, continuing education centers; universities, academies, colleges, teacher training colleges.
Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.
This Circular applies to students in educational institutions, including: primary schools, secondary schools, boarding schools for ethnic minorities, residential schools for ethnic minorities, multi-grade schools; continuing education centers; teacher training colleges, university colleges, universities (hereinafter referred to as educational institutions); organizations and individuals related thereto.
Article 2. Interpretation of Terms
In this document, the following terms are understood as follows:
1. Culture is an organic system of material and spiritual values created and accumulated by people through practical activities in interaction between humans and the natural and social environment.
2. Mass culture is cultural forms serving the masses and participated in by a large number of people.
3. Cultural activities are diverse and rich forms of mass cultural activities aimed at enhancing spiritual life, encouraging people to rise according to the laws of rightness, beauty, goodness, and moral standards of truth, goodness, and beauty.
4. Cultural activities of students are cultural activities aimed at meeting the cultural needs of students.
Article 3. Purpose and Requirements
1. Objective
a) Contributing to educating ethics, lifestyle, cultural values, and moral standards; forming good habits and awareness to perfect the personality of students;
b) Creating conditions for students to exchange, learn, absorb cultural values from different regions and the finest cultural achievements of humanity; enhancing spiritual life, artistic appreciation skills, contributing to building a healthy cultural environment in educational institutions;
c) Contributing to adjusting deviant behaviors and cultural norms of all members in educational institutions; preventing violent acts, social evils, and behaviors contrary to local customs, traditions, and Vietnamese cultural heritage.
2. Requirements
a) Cultural activities must be organized and implemented regularly; ensuring participation in cultural activities that meet the needs of students in improving comprehensive educational quality;
b) Cultural activities are linked to major national events, historical and traditional events of the school, locality, and other activities as prescribed by the Ministry of Education and Training.
Article 4. Principles for organizing cultural activities
1. In accordance with the Party's guidelines and the State's policies and laws.
2. Ensuring aesthetic value, suitability with cultural values, social ethical standards; respecting the distinctive characteristics and nuances of ethnic cultures in regions, local customs, and traditional Vietnamese culture.
3. Ensuring the proper functions of culture, suitability with age and psychological characteristics of students and trainees; harmonizing with other activities within educational institutions.
4. Strengthening the socialization of cultural activities; encouraging organizations and individuals to participate in organizing cultural activities for students and trainees.
5. Organizing cultural activities integrated with events, festivals, holidays, and traditional days of educational institutions and the localities where students and trainees reside.
Chapter II
CONTENT AND FORMS OF ORGANIZING CULTURAL ACTIVITIES
Article 5. Content of cultural activities
1. Propagating the Party's guidelines and the State's policies and laws on culture; praising the achievements of the Vietnamese revolution; educating about the fine traditions of the nation, cultural values, social ethical standards, moral principles of being human; sense of responsibility and civic duties; love for the country, national pride, morality, and civilized lifestyle of Vietnamese people.
2. Praising the homeland and people of Vietnam; highlighting and honoring exemplary models and positive factors in the education sector.
3. Developing various forms of culture and the humanitarian values of Vietnamese culture.
4. Reflecting the aspirations, emotions, responsibilities of young people towards themselves, families, schools, hometowns, and the country; meeting the healthy needs and interests of students and trainees.
5. Criticizing deviant and negative manifestations in interpersonal relationships, with the surrounding environment, with Vietnam's and humanity's cultural heritage; criticizing deviant, competitive, playful, and hedonistic behaviors; preventing and combating social evils, violent acts, and gender inequality in schools.
Article 6. Basic forms of organizing cultural activities
1. Promoting reading culture; organizing activities at school libraries, reading rooms, research rooms; equipping bookcases in classrooms; acquiring knowledge of culture through books, newspapers, magazines, and other information media.
2. Organizing specialized talks on culture and society; organizing studies on historical and traditional cultural fields of the nation.
3. Organizing cultural, artistic, and creative clubs such as literature, music, painting, theater, film, and other artistic fields; sports and recreational games...
4. Promoting and advocating through forms such as bulletin boards, posters, slogans, publications; radio stations, websites, propaganda paintings, and other appropriate forms.
5. Organizing exchanges between domestic and international students and trainees; organizing other social activities.
6. Organizing regular cultural and artistic performances, exhibitions, film screenings for students and trainees; integrating cultural and artistic activities with events, festivals, holidays, and traditional days of educational institutions and the localities where students and trainees reside.
7. Organizing activities of gratitude, remembering origins, humanitarianism, voluntary work for the community, environmental protection, and other activities.
8. Organizing other cultural activities in compliance with the law, traditional culture, and social ethical standards.
Chapter III
IMPLEMENTATION
Article 7. Departments of Education and Training
1. Develop plans, advise provincial People's Committees to allocate funds and mobilize other legitimate sources of funding to organize regular cultural activities in educational institutions under their management at the local level; urge, inspect, and periodically organize mid-term and final reviews on the implementation of this Circular.
2. Proactively coordinate with Departments of Culture, Sports and Tourism, and related units at the local level in implementing this Circular.
Article 8. Universities, academies, university teacher training colleges, secondary teacher training colleges
1. Develop plans for organizing regular cultural activities for students.
2. Allocate funds from the regular budget, other legitimate sources of income; strengthen material and equipment infrastructure; create favorable conditions for students to participate in cultural activities within schools and at regional and national levels as prescribed.
3. Closely cooperate with youth organizations and local administrative agencies; the Communist Youth Union of Ho Chi Minh, the Vietnam Student Association, the Vietnam Youth Federation, and other organizations within the school to develop plans and implement this Circular.
Article 9. Reporting System
1. Departments of Education and Training report on the results of directing and organizing cultural activities to the Ministry of Education and Training before June each year.
2. Teacher training institutions and higher education institutions report on the situation of directing and the results of organizing cultural activities to the Ministry of Education and Training before July each year.
Article 10. Inspection
The Ministry of Education and Training, units under the Ministry of Education and Training; Departments of Education and Training of provinces and centrally governed cities shall coordinate with cultural management agencies within their jurisdiction to organize inspections on the organization of student cultural activities as prescribed.
Article 11. Awards and Handling Violations
1. The results of implementing this Circular on organizing cultural activities for students in educational institutions annually serve as a basis for competitive evaluation and awards for educational institutions.
2. Based on the participation in cultural activities of students, educational institutions will promptly reward groups and individuals of students, staff, and teachers who have outstanding achievements in participating in cultural activities.
3. Individuals with outstanding achievements in various levels of artistic performances and cultural festivals will be awarded and enjoy preferential treatment according to current regulations.
4. Organizations and individuals violating provisions when implementing this Circular will be handled according to the law.
Article 12. Funding
1. State budget.
2. Donations and support from domestic and foreign organizations and individuals in accordance with the law.
3. Other legitimate sources of funding of educational institutions (if any).
Chapter IV
IMPLEMENTING PROVISIONS
Article 13. Effective Date
1. This Circular takes effect from December 4, 2017.
2. This Circular replaces Decision No. 60/2008/QĐ-BGDĐT dated November 5, 2008 of the Minister of Education and Training promulgating regulations on organizing cultural activities for students in higher education and vocational college institutions.
3. Provincial People's Committees, Departments of Education and Training, educational institutions, and relevant units under the Ministry of Education and Training are responsible for enforcing this Circular.
