RESOLUTION

Regarding the approval of the "Agreement between the Socialist Republic of Vietnam and the People's Republic of China on the delimitation of territorial seas, exclusive economic zones, and continental shelves of the two countries in the Gulf of Tonkin"

OF THE NATIONAL ASSEMBLY

Pursuant to Article 84 of the Constitution of the Socialist Republic of Vietnam promulgated in 1992, amended and supplemented by Resolution No. 51/2001/QH10 dated December 25, 2001 of the 10th National Assembly, 10th session;

Pursuant to the proposal of the President at Document No. 01/TTr-CTN dated May 12, 2004, regarding the approval of the "Agreement between the Socialist Republic of Vietnam and the People's Republic of China on the delimitation of territorial seas, exclusive economic zones, and continental shelves of the two countries in the Gulf of Tonkin";

After considering the Government's Report, the Review Report No. 773/UBNN dated May 27, 2004, of the Foreign Affairs Committee of the National Assembly, and the opinions of the National Assembly deputies;

RESOLUTION:

1. Approve the "Agreement between the Socialist Republic of Vietnam and the People's Republic of China on the delimitation of territorial seas, exclusive economic zones, and continental shelves of the two countries in the Gulf of Tonkin".

2. The Socialist Republic of Vietnam affirms its determination to work with the People's Republic of China to maintain the delimitation line in the Gulf of Tonkin in a long-term stable manner, contributing to preserving and developing the traditional friendly neighborly relations between the two countries based on respect for each other's independence, sovereignty, and territorial integrity, non-aggression, non-interference in internal affairs, equality and mutual benefit, peaceful coexistence, and cooperation in protecting the ecological environment in the Gulf of Tonkin.

3. After the President signs the decree promulgating this Resolution of the National Assembly, the Government shall proceed with the diplomatic procedures for the approval of the Agreement.

4. Entrust the Government to develop a comprehensive program to implement the "Agreement between the Socialist Republic of Vietnam and the People's Republic of China on the delimitation of territorial seas, exclusive economic zones, and continental shelves of the two countries in the Gulf of Tonkin"; and at the same time, formulate specific annual plans to implement the Agreement.

5. The Government directs relevant agencies to effectively carry out information dissemination work so that the people throughout the country clearly understand the achievements made, creating a unified understanding among the people about the significant meaning of the Agreement.

This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the 11th term, fifth session, on June 15, 2004.
