Pursuant to Decree No. 29/2012/NĐ-CP dated April 12, 2012 of the Government on recruitment, utilization, and management of civil servants;

The Minister of Education and Training and the Minister of Home Affairs guide the implementation of the appointment and classification of salary grades for teaching civil servants in public higher education institutions as follows:, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP on Appointment and Classification of Salary for Professional Titles and TradesNo.regarding teaching public employees in state-run higher education institutions as follows:

Article 1. Scope of Regulation and Applicability

Article 1. This Circular guides the implementation of the appointment and classification of salary grades for teaching civil servants as prescribed in the Joint Circular No. 36/2014/TTLT-BGDĐT-BNV dated November 28, 2014 of the Minister of Education and Training and the Minister of Home Affairs stipulating the code number and standards for the position titles of teaching civil servants in public higher education institutions (hereinafter referred to as Joint Circular No. 36/2014/TTLT-BGDĐT-BNV).

Article 2. This Circular applies to teaching civil servants as defined in the Joint Circular No. 36/2014/TTLT-BGDĐT-BNV.

Article 2. Principles for Appointment and Classification of Salary Grades According to Position Titles for Civil Servants

Clause 1. The appointment to position titles for teaching civil servants as prescribed in the Joint Circular No. 36/2014/TTLT-BGDĐT-BNV must be based on the job positions, responsibilities, and professional qualifications currently held by the civil servant.

Clause 2. When appointing from the current civil servant grade to the corresponding teaching civil servant position title, it shall not combine with increasing salary grade or promoting the position title of civil servant (except in cases where teaching civil servants are recognized or appointed as Professor or Associate Professor according to regulations).

Article 3. Cases of Appointment to Position Titles

Teaching civil servants who have been appointed to the lecturer grades as prescribed in Decision No. 202/TTCP-VC dated June 8, 1994 of the Prime Minister, Head of the Organizational-Cadre Department of the Government on the issuance of professional standards for the lecturer grades in the education and training sector (hereinafter referred to as Decision No. 202/TTCP-VC); Decision No. 538/TCCP-TC dated December 18, 1995 of the Prime Minister, Head of the Organizational-Cadre Department of the Government on changing the names and professional standards of lecturer grades in universities and colleges (hereinafter referred to as Decision No. 538/TCCP-TC); Decision No. 78/2004/QĐ-BNV dated November 3, 2004 of the Minister of Home Affairs on the issuance of the list of civil servant grades and civil servant grades (hereinafter referred to as Decision No. 78/2004/QĐ-BNV) are now appointed to the position titles of teaching civil servants as prescribed in the Joint Circular No. 36/2014/TTLT-BGDĐT-BNV, specifically as follows:

Clause 1. Appointment to the position title of Senior Lecturer (Grade I), code V.07.01.01 for civil servants currently holding the Senior Lecturer grade, code 15.109.

Clause 2. Appointment to the position title of Principal Lecturer (Grade II), code V.07.01.02 for civil servants currently holding the Principal Lecturer grade, code 15.110.

Clause 3. Appointment to the position title of Lecturer (Grade III), code V.07.01.03 for civil servants currently holding the Lecturer grade, code 15.111.

Article 4. For teaching officials recognized with the title of Professor or Associate Professor before 2009 or appointed with the title of Professor or Associate Professor from 2009 onwards

1. For teaching officials recognized or appointed with the title of Professor:

a) In the case where they have been appointed to the rank of Professor - Senior Lecturer, code 15.109, they shall be appointed to the occupational position of Senior Lecturer (Class I), code V.07.01.01;

b) In the case where they are currently holding the rank of Senior Lecturer, code 15.109, they shall be appointed to the occupational position of Senior Lecturer (Class I), code V.07.01.01 and shall be assigned to a grade one level higher than the grade of the occupational position to which they are appointed;

c) In the case where they are currently holding the rank of Associate Professor - Principal Lecturer, code 15.110, they shall be appointed to the occupational position of Senior Lecturer (Class I), code V.07.01.01.

2. For teaching officials recognized or appointed with the title of Associate Professor, they shall be appointed to the occupational position of Senior Lecturer (Class I), code V.07.01.01.

3. The assignment of salary for the cases specified in Point c Clause 1 and Clause 2 of this Article shall be carried out according to the guidance provided in Clause 1 Section II Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding the assignment of salary when upgrading, transferring ranks, and changing types of civil servants and officials (hereinafter referred to as Circular No. 02/2007/TT-BNV).

4. The salary policy for teaching officials with the title of Professor as stipulated in Decree No. 141/2013/NĐ-CP dated October 24, 2013 of the Government detailing and guiding the implementation of certain provisions of the Higher Education Law shall be guided by another document.

Article 5. Salary Classification

1. The occupational positions of teaching officials prescribed in Joint Circular No. 36/2014/TTLT-BGDĐT-BNV shall apply the Pay Scale for Professional and Technical Staff in State-run Units (Table 3) issued together with Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Officials, and Military Personnel (hereinafter referred to as Decree No. 204/2004/NĐ-CP), specifically as follows:

a) The occupational position of Senior Lecturer (Class I) shall apply the salary coefficient of Category A3, Group 1 (A3.1) from coefficient 6.20 to coefficient 8.00;

b) The occupational position of Principal Lecturer (Class II) shall apply the salary coefficient of Category A2, Group 1 (A2.1) from coefficient 4.40 to coefficient 6.78;

c) The occupational position of Lecturer (Class III) shall apply the salary coefficient of Category A1 from coefficient 2.34 to coefficient 4.98.

2. The assignment of salary to the occupational positions of teaching officials as prescribed in Clause 1 of this Article for officials who have already been assigned salaries to the ranks of teaching officials in public higher education institutions according to Decision No. 202/TTCP-VC, Decision No. 538/TCCP-TC, Decision No. 78/2004/QĐ-BNV, and Decree No. 204/2004/NĐ-CP shall be implemented as follows:

Officials appointed to the occupational positions of teaching officials in public higher education institutions with the same salary grade coefficient as the old rank shall implement the parallel assignment of salary grades and seniority allowances exceeding the ceiling (if any) currently enjoyed at the old rank (including the time for considering the next salary grade increase or enjoying seniority allowances exceeding the ceiling if any at the old rank) to the newly appointed occupational position.

Example: Mr. Nguyen Van A has been assigned the rank of Lecturer, code 15.111, grade 4, salary coefficient 3.33 since February 1, 2014. Now, he is appointed by the competent authority to the occupational position of Lecturer (Class III), code V.07.01.03, then he will be assigned grade 4, salary coefficient 3.33 of the occupational position of Lecturer (Class III) from the date of signing the decision; the time for considering the next salary grade increase will be calculated from February 1, 2014.

3. The promotion of occupational positions for teaching officials shall be carried out after being appointed to the occupational positions of teaching officials as prescribed in Joint Circular No. 36/2014/TTLT-BGDĐT-BNV and implementing the salary assignment according to the guidance provided in Clause 1 Section II Circular No. 02/2007/TT-BNV.

Article 6. Transitional Provisions

Officials who have been appointed to the ranks of teaching officials in public higher education institutions according to Decision No. 202/TCCP-VC; Decision No. 538/TCCP-TC; Decision No. 78/2004/QĐ-BNV, now appointed to the occupational positions of teaching officials as prescribed in Joint Circular No. 36/2014/TTLT-BGDĐT-BNV, the competent authority managing and using officials shall take responsibility for creating conditions for officials to supplement the remaining criteria of the appointed occupational positions of teaching officials.

Article 7. Implementation Organization

1. The heads of public higher education institutions directly managing and using officials shall be responsible for:

a) Reviewing the job positions of the unit, developing plans for appointing occupational positions of teaching officials within their management authority, submitting them to the competent authority for examination, approval, or decision according to the delegated authority;

b) Deciding on the appointment of occupational positions for officials under their management to corresponding occupational positions of teaching officials according to their authority or according to the delegated authority.

2. Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees, and centrally-administered city People's Committees shall be responsible for:

a) Directing subordinate units under their management to implement the appointment of occupational positions and salary assignment for teaching officials in public higher education institutions;

b) Approving plans for the appointment of occupational positions and salary assignment for teaching officials under their management from the current official rank to corresponding occupational positions of teaching officials as prescribed in Joint Circular No. 36/2014/TTLT-BGDĐT-BNV and this Joint Circular; resolving issues within their authority during the process of appointing occupational positions and salary assignment;

c) Deciding on the appointment of occupational positions and salary assignment for officials under their management to corresponding occupational positions of teaching officials according to their authority. For cases of appointing the occupational position of Senior Lecturer (Class I), there shall be a document requesting the Ministry of Home Affairs to decide.

d) Report the results of appointing occupational titles for teaching civil servants within their management scope to the Ministry of Education and Training and the Ministry of Interior.

Article 8. Effective Date

1. This Circular takes effect from December 25, 2015.

2. In cases where the referenced documents in this Circular are amended, supplemented, or replaced, they shall be implemented according to the new documents.

3. During implementation, if there are any difficulties, please reflect them to the Ministry of Education and Training for consolidation and to take the lead in coordinating with the Ministry of Interior to examine and resolve them./.
