CIRCULAR

REGULATIONS ON STANDARDS, CONDITIONS, CONTENT, AND FORMS OF PROMOTION REVIEW FOR THE PROFESSIONAL RANKS OF TEACHERS IN PUBLIC KINDERGARTEN AND PRIMARY EDUCATION

Pursuant to Decree No. 123/2016/NĐ-CP dated September 1, 2016 of the Government stipulating the functions, tasks, powers and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 29/2012/NĐ-CP dated April 12, 2012 of the Government on recruitment, use, and management of civil servants;

At the request of the Director of the General Education Personnel and Educational Management Bureau,

The Minister of Education and Training issues this Circular to regulate standards, conditions, content, and forms of promotion review for the professional ranks of teachers in public kindergarten and primary education.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This Circular regulates standards, conditions, content, and forms of promotion review for the professional ranks of teachers in public kindergarten and primary education (hereinafter referred to collectively as the promotion review for teacher professional ranks).

2. This Circular applies to teachers and educational management staff (hereinafter referred to collectively as teachers) who are currently performing teaching and educational duties at public kindergarten and primary education institutions, specialized schools, or teaching regular education programs at provincial or district-level continuing education centers, vocational training and continuing education centers (hereinafter referred to collectively as educational institutions) and have been classified according to the standards for teacher professional ranks; and related organizations and individuals.

3. Pre-university teachers may apply this Circular to participate in the promotion review for teacher professional ranks after being reclassified according to the code and standards for pre-university teacher professional ranks.

Article 2. Principles for Promotion

1. The nomination of teachers to participate in the promotion review for teacher professional ranks must be based on job positions, professional rank structures, needs of public educational institutions, and local realities.

2. Teachers can participate in the promotion review from a lower rank to an immediately higher rank within the same professional rank.

3. Teachers nominated for promotion must have complete files and evidence as prescribed. For standards and criteria that do not require evidence such as diplomas, certificates, certifications, decisions, commendations, awards, research topics, projects, or products applied in education and teaching, evidence shall be confirmation by the employing institution regarding the teacher's competence in meeting those standards and criteria.

4. The organization of the promotion review for teacher professional ranks must be equal, transparent, fair, and in accordance with the law.

Article 3. Standards and Conditions for Registration to Participate in Promotion Review for Teacher Professional Ranks

Teachers participating in the promotion review for teacher professional ranks must meet the following standards and conditions:

1. The educational institution has a need for the job position of the professional rank at the level registered for the promotion review and is authorized to nominate participation in the promotion review period.

2. They are evaluated by the competent authority as having satisfactorily completed their tasks for at least three consecutive years up to the deadline for submitting the application for the promotion review; they possess the necessary moral and professional ethics; they are not under disciplinary action or have received notice of disciplinary consideration from the competent authority.

3. They have the required level of education, training, and professional expertise for the professional rank at the level registered for the promotion review as stipulated in Joint Circular No. 20/2015/TTLT-BGDĐT-BNV dated September 14, 2015, issued by the Ministry of Education and Training and the Ministry of Home Affairs on the code and standards for the professional ranks of teachers in public kindergartens; Joint Circular No. 21/2015/TTLT-BGDĐT-BNV dated September 16, 2015, issued by the Ministry of Education and Training and the Ministry of Home Affairs on the code and standards for the professional ranks of teachers in public primary schools; Joint Circular No. 22/2015/TTLT-BGDĐT-BNV dated September 16, 2015, issued by the Ministry of Education and Training and the Ministry of Home Affairs on the code and standards for the professional ranks of teachers in public middle schools; Joint Circular No. 23/2015/TTLT-BGDĐT-BNV dated September 16, 2015, issued by the Ministry of Education and Training and the Ministry of Home Affairs on the code and standards for the professional ranks of teachers in public secondary schools.

Pre-university teachers applying this Circular to participate in the promotion review must have the required level of education, training, and professional expertise for the professional rank at the level registered for the promotion review according to the standards for pre-university teacher professional ranks issued by the Ministry of Education and Training.

Chapter II

CONTENT, FORMS, FILES, POINT CALCULATION, AND DETERMINATION OF PROMOTED TEACHER PROFESSIONAL RANKS

Article 4. Content and Form of Promotion

1. Promotion review for teacher professional ranks in kindergarten and primary education

a) Promotion review from kindergarten and primary school teacher rank IV to rank III: Through reviewing and scoring the file according to the standards for kindergarten and primary school teacher rank III for each grade level;

b) Promotion review from kindergarten and primary school teacher rank III to rank II: Through reviewing, scoring the file, and examination according to the standards for kindergarten and primary school teacher rank II for each grade level.

2. Promotion review for teacher professional ranks in middle and secondary education

a) Promotion review from middle and secondary school teacher rank III to rank II: Through reviewing and scoring the file according to the standards for middle and secondary school teacher rank II for each grade level;

b) Promotion review from middle and secondary school teacher rank II to rank I: Through reviewing, scoring the file, and examination according to the standards for middle and secondary school teacher rank I for each grade level.

3. Kindergarten and primary school teachers at rank III who are nominated for promotion to rank II; middle and secondary school teachers at rank II who are nominated for promotion to rank I will be eligible to take the examination if their file scores reach 100 points. Teachers who do not qualify for the examination will be notified of insufficient conditions to continue the promotion review for teacher professional ranks.

4. The examination will be conducted through survey tests or interviews.

a) Survey tests will be conducted through written or multiple-choice questions; the duration of the survey test shall not exceed 45 minutes; the content of the survey test relates to the responsibilities of teachers as specified in the standards for each professional rank (by each grade level).

b) Interview: The interview is conducted directly with each individual; the duration of the interview for one person does not exceed fifteen minutes; the content of the interview relates to the duties of the teacher as stipulated in the occupational title standard for teachers at each educational level.

Article 5. Application dossier for promotion to a higher job title

1. The dossier for considering promotion of teachers according to Article 10 of Circular No. 12/2012/TT-BNV dated December 18, 2012, of the Ministry of Home Affairs on occupational titles and changes in occupational titles for civil servants, and evidence according to the occupational title standards of the teacher rank, including evidence regarding: duties; education and training standards; professional competence and vocational standards, and evidence regarding additional points as prescribed in the annexes of this Circular.

2. The dossier may be submitted directly or sent through postal service to the permanent office of the examination council.

Article 6. Method of calculating points for the dossier for considering promotion

1. The dossier for considering promotion is scored out of 100 points. The total points of the dossier for considering promotion include dossier scoring points and additional points. No rounding off shall be applied when adding points.

2. The dossier score is 100 points, specifically:

a) Group of criteria assessing the ability to perform duties of teachers at the proposed rank: 5.0 points;

b) Group of criteria on education and training standards: 20 points;

c) Group of criteria on professional competence and vocational standards: 75 points;

d) Detailed points for each criterion are specified in the annex attached to this Circular.

3. Additional points:

a) Additional points are granted in the following cases: Having a higher level of education, foreign language proficiency, and computer skills than required by the rank (included in the points of the group of criteria under point b Clause 2 of this Article); having been awarded commendations from provincial or central levels; certificates of outstanding soldiers at a higher level than required by the rank; teachers whose students win awards at provincial or national levels in competitions organized by the Education sector (excluding competitions organized by agencies and units outside the Education sector), teachers whose students are part of the team participating in regional Southeast Asia, Asia-Pacific, and international science, culture, and sports competitions, and teachers whose students win awards in regional Southeast Asia, Asia-Pacific, and international science, culture, and sports competitions (included in the points of the group of criteria under point c Clause 2 of this Article);

b) Additional points are calculated for each piece of evidence of standards and criteria set by the examination council but not exceeding 5.0 points. For standards and criteria with multiple pieces of evidence for additional points calculation, only the highest value evidence will be considered for additional points.

4. In cases prescribed in Article 9 and Clause 1 of Article 10 of this Circular, points are still calculated according to the prescribed standards and criteria points to ensure that the total dossier points are 100 points.

Article 7. Provisions on the method of calculating examination points

1. Examination points are scored out of 20 points, no rounding off shall be applied when adding points.

2. The examination council specifies specific points for each question in the survey or interview content.

Article 8. Determination of individuals promoted to occupational title and announcement of results

1. Individuals promoted to occupational title in the period of considering promotion must meet the following conditions:

a) Having complete dossiers accompanied by evidence as prescribed;

b) For dossier review cases: The result reviewed based on dossier scoring points must reach 100 points or more. Among which, the points of each group of criteria must meet the minimum requirements as stipulated in point a, point b, point c Clause 2 of Article 6 of this Circular.

For dossier review and examination cases: The result reviewed based on dossier scoring points reaching 100 points or more (among which, the points of each group of criteria must meet the minimum requirements as stipulated in point a, point b, point c Clause 2 of Article 6 of this Circular) and examination points must reach a minimum of 10 points.

2. The results of considering promotion of preschool, primary and secondary school, and preparatory university teachers' occupational titles are announced to individuals and units participating in the examination period no later than fifteen working days from the completion of the promotion examination period.

3. Teachers who do not get promoted in the period of considering promotion of occupational titles as prescribed in Clause 1 and Clause 2 of this Article shall not have their results carried over to the next examination period.

Article 9. Cases Exempt from Foreign Language and Information Technology Level Assessment during the Period for Promotion to Teaching Position Rank

1. Teachers who, on December 31 of the year when the promotion examination is organized, have reached the age of fifty-five years or older for males and fifty years or older for females shall be exempted from foreign language and information technology level assessment according to the provisions of the rank of teaching position.

2. In cases where teachers under Clause 1 of this Article have a higher level of foreign language and information technology than the minimum requirements stipulated for the rank, they may still be assessed for additional points.

Chapter III

IMPLEMENTING PROVISIONS

Article 10. Provisions on implementation

1. Teachers participating in the period for promotion to teaching position rank organized before December 31, 2018, in educational institutions are not required to hold a training certificate according to the job title standards and do not need to meet the condition of having held the immediately preceding rank for at least one year.

Within a maximum period of one year from the date of announcing the results of the promotion examination, the competent authority responsible for managing and using teachers must assign teachers who participated in the promotion examination of teaching position rank to attend a training course to complete the standards of the rank being applied for.

In cases where teachers are assigned to attend a training course to complete the standards of the rank being applied for but do not participate in the course or fail to meet the requirements of the course, the competent authority will not appoint them to the rank they were selected for in the promotion examination and will not retain their examination results.

2. Teachers participating in the period for promotion to teaching position rank organized after December 31, 2018, in educational institutions must meet all conditions as prescribed in Clause 3 of Article 3 of this Circular.

Article 11. Effectiveness and Responsibility for Implementation

1. Effective date

a) This Circular takes effect from January 15, 2018.

b) In cases where the referenced documents in this Circular are amended, supplemented, or replaced (referred to as new documents), the relevant contents shall be implemented according to the new documents.

2. Enforcement Responsibility

a) The Minister, Head of a Ministry-equivalent agency, Head of a Government-affiliated agency, Chairman of the People's Committee of provinces and centrally-administered cities, within the scope of their respective authorities, organize the promotion examination of teaching position rank in accordance with the provisions of this Circular.

b) The Chairman of the People's Committee of provinces and centrally-administered cities and Heads of educational institutions, based on the provisions of this Circular within the scope of their respective authorities, assign teachers to participate in the promotion examination of teaching position rank from Grade II to Grade I and bear responsibility for the standards and conditions of teachers participating in the promotion examination of teaching position rank.

GUIDELINES FOR EVIDENCE AND SCORING OF APPLICATIONS FOR PROMOTION TO TEACHING POSITION RANKS IN PUBLIC KINDERGARTEN AND SECONDARY EDUCATION
(Attached to Circular No. 28/2017/TT-BGDĐT dated November 30, 2017, issued by the Ministry of Education and Training)

A. Guidelines for Evidence and Scoring of Applications for Secondary School Teacher Promotion

I. Grade I

1. Duties (5.0 points)

Including records of observations and evaluations by representatives of the school administration, subject departments, and school organizations confirmed by the principal, along with evidence (if any) predicting the ability to fulfill Grade I duties.

a) Participating in editing or compiling materials related to program development, teacher and student training materials (1.0 point);

b) Participating in guiding or evaluating colleagues' practical experience initiatives and applied educational science research topics (0.5 point);

c) Participating in guiding or evaluating high school students' scientific and technological research projects at provincial level or above (0.5 point);

d) Leading program training activities or having a Decision assigning participation in provincial-level or higher research topics and practical experience initiatives (1.0 point);

đ) Participating in professional and vocational inspection work for teachers at the provincial level (0.5 point);

e) Assigning participation in provincial-level secondary school excellent teacher or excellent class teacher competition judging panels (0.5 point);

g) Participating in training, setting questions, and grading for provincial-level or higher secondary school excellent student competitions (0.5 point);

h) Participating in organizing and evaluating provincial-level or higher student competitions (0.5 point).

2. Standards for Educational Qualifications and Training (20 points)

Including evidence specified below and other evidence (if any) for additional scoring.

a) Master's degree or higher in the subject taught or a management education master's degree for deputy principals; if not holding a bachelor's degree in education, a pedagogical training certificate is required for secondary school teachers (5 points);

b) Foreign language proficiency certificate at level 3 as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the six-level foreign language proficiency framework for Vietnam, or ethnic language proficiency certificate for positions requiring ethnic languages (5 points);

For foreign language teachers, there should be a second foreign language proficiency certificate at level 3 as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the six-level foreign language proficiency framework for Vietnam.

c) Information technology proficiency certificate meeting the basic standard for information technology usage as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications regarding the Information Technology Usage Standard (5 points);

d) Certificate of training for Grade I teaching position rank standards (5 points).

3. Standards for Professional Competence (75 points)

Including evidence specified below and other evidence (if any) for additional scoring:

||| a) A record of opinions from representatives of the school management board, subject groups, and school organizations reviewing and evaluating each criterion with confirmation from the principal and supporting evidence (if available), such as research products, lesson plans, and related materials on the following contents: (55 points)

||| Proactively promote and mobilize colleagues to implement Party policies, State laws, regulations, and requirements of the industry and locality regarding secondary education (5 points);

||| Guide colleagues in implementing secondary education plans and programs (5 points);

||| Creatively apply and evaluate the application of educational knowledge and age-specific psychology in the practical education of secondary school students by colleagues (15 points);

||| Flexibly apply knowledge of economics, culture, and society both domestically and internationally to effectively guide the career orientation of secondary school students (5 points);

||| Actively and proactively organize and coordinate with colleagues, parents, and the community to enhance the effectiveness of secondary school student education (10 points);

||| Possess the ability to creatively apply and disseminate innovative experiences or applied scientific research products from provincial level upwards (10 points);

||| Possess the ability to guide and evaluate scientific and technological research products of secondary school students from provincial level upwards (5 points);

||| b) Certificate of Provincial Model Combatant or Excellent Secondary School Teacher or Excellent Secondary School Class Advisor at the provincial level (15 points);

||| c) Decision on appointment to rank (previously grade) or other evidence confirming at least six years of holding the title of Secondary School Teacher Rank II or equivalent, including at least one year in the most recent period (5 points).

||| II. Rank II

1. Duties (5.0 points)

||| Includes comments from representatives of the school management board, subject groups, and school organizations confirmed by the principal and supporting evidence (if available) predicting the ability to perform Rank II tasks.

||| a) Serve as a lecturer or have the principal's confirmation of participation in teaching demonstration classes for secondary school teachers or testing new models and methods (0.5 point);

||| b) Participate in guiding student teaching practice when assigned or providing professional guidance to colleagues (0.5 point);

||| c) Effectively apply innovative experiences, participate in evaluating or guiding colleagues in writing innovative experiences or applied educational research products at the school level or higher (0.5 point);

||| d) Participate in guiding or evaluating scientific and technological research products of secondary school students at the school level or higher (0.5 point);

||| đ) Lead content for teacher training and specialized topic activities within subject groups (1.0 point);

||| e) Participate in professional inspection work for secondary school teachers at the school level or higher (0.5 point);

||| g) Participate in the jury of competitions for excellent secondary school teachers or excellent secondary school class advisors at the school level or higher (0.5 point);

||| h) Participate in setting questions and marking exams for outstanding secondary school students at the school level or higher (0.5 point);

||| i) Participate in organizing and evaluating competitions for secondary school students at the school level or higher (0.5 point).

2. Standards for Educational Qualifications and Training (20 points)

Including evidence specified below and other evidence (if any) for additional scoring.

||| a) Bachelor's degree in education or higher, or a bachelor's degree in relevant majors suitable for the taught subjects accompanied by a certificate of professional education training for secondary school teachers (5 points);

||| b) Certificate of foreign language proficiency level 2 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam, or ethnic language certificates for positions requiring ethnic languages (5 points);

||| For foreign language teachers, they must have a second foreign language proficiency certificate level 2 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam;

c) Information technology proficiency certificate meeting the basic standard for information technology usage as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications regarding the Information Technology Usage Standard (5 points);

||| c) Decision on appointment to rank (previously grade) or other evidence confirming at least six years of holding the title of Secondary School Teacher Rank III or equivalent, including at least one year in the most recent period (5 points).

||| B. Guidance on evidence and scoring of applications for secondary school teachers

I. Grade I

1. Duties (5.0 points)

||| Includes comments from representatives of the school management board, subject groups, and school organizations confirmed by the principal and supporting evidence (if available) predicting the ability to perform Rank I tasks.

a) Decision to assign participation in editing, compiling, and developing training programs and materials for primary school teachers and students (1.5 points);

b) Minutes of meetings proving having chaired specific educational activities or research topics at the school level or above, or participating in scientific research topics at the district level or higher (1.5 points);

c) Decision to assign participation in guiding, evaluating, and reviewing colleagues' innovative experiences and applied educational research topics at the district level or higher (0.5 points);

d) Decision to assign participation in professional inspection work for primary school teachers at the district level or higher (0.5 points);

đ) Decision to assign participation in the jury of primary school teacher excellence contests or class advisors excellence contests or excellent team leaders contests at the district level or higher (0.5 points);

e) Decision to assign participation in organizing and evaluating student contests at the primary school level at the district level or higher (0.5 points).

2. Standards for Educational Qualifications and Training (20 points)

Including evidence specified below and other evidence (if any) for additional scoring.

a) Bachelor's degree in education or related fields relevant to the subject taught, accompanied by a certificate of pedagogical training for primary school teachers (5 points);

3. Standards for Professional Competence (75 points)

Proactively promote and encourage colleagues to implement the policies, guidelines, laws, regulations, and requirements of the Party, State, and local authorities regarding primary education (5 points);

Guide colleagues in implementing educational plans and programs for primary education (5 points);

Creatively apply and evaluate the application of educational knowledge and age-specific psychology in the practical teaching of primary school students (15 points);

Flexibly apply economic, cultural, and social knowledge both domestically and internationally to guide career choices for primary school students (5 points);

Actively and proactively cooperate with colleagues, parents, and the community to improve the effectiveness of primary education (10 points);

Possess the ability to creatively apply and disseminate innovative experiences or applied educational research products at the district level or higher (10 points);

Possess the ability to guide the evaluation of scientific and technological research products of primary school students (5 points);

b) Certificate of Meritorious Soldier at the grassroots level or excellent primary school teacher or excellent class advisor or excellent team leader at the district level or higher (15 points);

c) Appointment decision to the rank (previously cadre level) or other evidence confirming at least six years of holding the position of primary school teacher grade II or equivalent, including at least one year of holding the primary school teacher profession grade II (5 points).

||| II. Rank II

1. Duties (5.0 points)

||| Includes comments from representatives of the school management board, subject groups, and school organizations confirmed by the principal and supporting evidence (if available) predicting the ability to perform Rank II tasks.

a) Serve as a lecturer or prepare illustrative lesson plans for primary teacher training classes or trial new models and methods (1.0 point);

b) Guide student teaching practice or guide colleagues when assigned (0.5 point);

c) Chair specific training and specialized topic activities within the department (1.5 points);

d) Participate in evaluating and reviewing colleagues' innovative experiences and applied educational research topics at the school level or higher (0.5 points);

đ) Participate in professional inspection work for primary school teachers at the school level or higher (0.5 points);

e) Participate in the jury of primary school teacher excellence contests, class advisors excellence contests, and excellent team leaders contests at the school level or higher (0.5 points);

g) Participate in organizing and evaluating student contests at the primary school level at the school level or higher (0.5 points).

2. Standards for Educational Qualifications and Training (20 points)

Including evidence specified below and other evidence (if any) for additional scoring.

a) Bachelor's degree in education or related fields relevant to the subject taught, accompanied by a certificate of pedagogical training for primary school teachers (5 points);

b) Certificate of foreign language proficiency level 2 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam, or ethnic language certificates for positions requiring ethnic languages (5 points);

||| For foreign language teachers, they must have a second foreign language proficiency certificate level 2 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam;

c) Information technology proficiency certificate meeting the basic standard for information technology usage as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications regarding the Information Technology Usage Standard (5 points);

d) Certificate of training according to the standards of the primary school teacher profession grade II (5 points).

Effectively implement educational plans and programs for primary education (5 points);

Flexibly apply and guide colleagues in applying educational knowledge and age-specific psychology in the practical teaching of primary school students (15 points);

Well apply knowledge of economics, culture, and society in career counseling for primary school students (5 points);

Actively cooperate with colleagues, parents, and the community to improve the effectiveness of primary education (10 points);

||| Possess the ability to effectively apply, evaluate, or guide colleagues in writing innovative experiences or applied educational research products at the school level or higher (10 points);

Possess the ability to evaluate scientific and technological research products of primary school students (5 points);

b) Certificate of Meritorious Soldier at the grassroots level or excellent primary school teacher or excellent class advisor or excellent team leader at the school level or higher (15 points);

c) A decision appointing to the rank (previously known as grade) or other evidence confirming at least six years of holding the title of secondary school teacher rank III or equivalent, including at least one year of holding the secondary school teacher rank III, and having graduated from a bachelor's degree in education or a relevant major suitable for the subject taught for at least one year (5 points).

C. Guidelines for evidencing and scoring primary school teacher applications

I. Rank II

1. Duties (5.0 points)

a) Participating in editing, compiling, and developing programs and materials for primary school teacher training and student development (1 point);

c) Participating in subject-specific and vocational inspections for primary school teachers at the district level or higher (1 point);

d) Participating in the jury of primary school teacher excellence competitions or excellent class advisors or excellent team leaders at the district level or higher (0.5 points);

đ) Participating in organizing and evaluating primary school student competitions at the district level or higher (0.5 points).

2. Standards for Educational Qualifications and Training (20 points)

a) Bachelor's degree in primary education or a related field suitable for the subject taught (5 points);

b) Certificate of foreign language proficiency level 2 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the 6-level foreign language proficiency framework for Vietnam, or ethnic language certificate for positions requiring ethnic language use (5 points);

Actively collaborating with colleagues, parents, and the community to enhance the effectiveness of primary school education (10 points);

Actively applying and having the ability to disseminate colleagues' practical experience or applied educational research products at the district level or higher (10 points);

b) Certificate of Meritorious Soldier at the grassroots level or excellent primary school teacher or excellent class advisor or excellent team leader at the district level or higher (15 points);

c) A decision appointing to the rank (previously known as grade) or other evidence confirming at least six years of holding the title of primary school teacher rank III or equivalent, including at least one year of holding the primary school teacher rank III, and having graduated from a bachelor's degree in education before the examination or promotion review for at least one year (5 points).

II. Rank III

1. Duties (5.0 points)

Including comments from the school administration representative, subject-specific groups, and school organizations confirmed by the principal, along with any supporting evidence predicting the capability to fulfill Rank III tasks.

a) Serving as a lecturer or demonstrator in primary school teacher training classes or teaching new models and methods (1.5 points);

b) Guiding student teaching practice or colleagues (0.5 points);

c) Leading subject-specific professional development and topic discussions in departments or blocks; writing practical experience reports; participating in evaluating and reviewing colleagues' practical experience and applied educational research topics at the school level or higher (1.5 points);

d) Participating in subject-specific and vocational inspections for primary school teachers at the school level or higher (0.5 points);

đ) Participating in the jury of primary school teacher excellence, excellent class advisor, and excellent team leader competitions (0.5 points);

e) Participating in organizing and evaluating primary school student competitions at the school level or higher (0.5 points).

2. Standards for Educational Qualifications and Training (20 points)

Including evidence specified below and other evidence (if any) for additional scoring.

a) Diploma in primary education or a related field suitable for the subject taught (5 points);

b) Certificate of foreign language proficiency level 2 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam, or ethnic language certificates for positions requiring ethnic languages (5 points);

b) Certificate of grassroots model worker or excellent primary school teacher or excellent class advisor or excellent team leader at the school level or higher (15 points);

c) A decision appointing to the rank (previously known as grade) or other evidence confirming at least three years of holding the title of primary school teacher rank IV or equivalent, including at least one year of holding the primary school teacher rank IV, and having graduated from a college degree in education before the examination or promotion review for at least one year (5 points).

D. Guidelines for evidencing and scoring pre-school teacher applications

I. Rank II

1. Duties (5.0 points)

Including comments from the school administration representative, subject-specific groups, and school organizations confirmed by the principal, or any supporting evidence predicting the capability to fulfill Rank II tasks.

a) Participate in editing or compiling content for preschool teacher training materials at the district level or higher (2 points);

b) Participate in professional training for teachers at the school level or higher (2 points);

c) Participate in the jury of preschool education competitions and evaluations of innovative experiences at the district level or higher (0.5 points);

d) Participate in external evaluation teams, inspections, and professional supervision from the district level or higher (0.5 points).

2. Standards for educational qualifications and training (20 points):

Including evidence specified below and other evidence (if any) for additional scoring.

a) Bachelor's degree in preschool education or higher (5 points);

b) Certificate of foreign language proficiency level 2 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the 6-level foreign language proficiency framework for Vietnam, or ethnic language certificate for positions requiring ethnic language use (5 points);

d) Hold a certificate for training to meet the standards of the preschool teacher profession grade II (5 points).

3. Standards for Professional Competence (75 points)

a) Minutes recording the opinions of representatives of the school leadership board, subject-specific groups, and school organizations commenting and evaluating each criterion, confirmed by the principal and supporting evidence (if any) such as research products, lesson plans, and related materials on the following contents: (55 points)

Proactively promote and mobilize colleagues to implement policies, guidelines, laws, regulations, and requirements of the Party, State, sector, and locality regarding preschool education (5 points);

Creatively and flexibly implement the preschool education program; guide colleagues to implement the program and educational plans (30 points);

Actively and proactively coordinate effectively with colleagues, parents, and the community in childcare, nurturing, and education work (20 points);

b) Certificate of Meritorious Soldier or Excellent Teacher at the grassroots level or higher (15 points);

c) Decision appointing to grade (previously rank) or other supporting evidence confirmed by the principal regarding the time working in the position of preschool teacher grade III or equivalent for at least 6 (six) years, including at least 1 (one) year in the position of preschool teacher grade III and at least 1 (one) year since graduation from a bachelor's degree in preschool education before taking the examination or assessment for promotion (5 points).

II. Rank III

1. Duties (5.0 points)

Includes comments from representatives of the school leadership board, subject-specific groups, and school organizations confirmed by the principal or supporting evidence (if any) predicting the ability to perform tasks at grade III.

a) Serve as a lecturer or demonstrator in preschool teacher training courses at the school level or higher; guide colleagues to implement the program and activities related to child care, nurturing, and education (2 points);

b) Propose training content and specialized topics for subject-specific groups (2 points);

c) Participate in the jury of preschool education competitions and evaluations of innovative experiences at the school level or higher (0.5 points);

d) Participate in external evaluation teams, inspections, and professional supervision at the school level or higher; participate in guiding and assessing student teaching internships if applicable (0.5 points).

2. Standards for Educational Qualifications and Training (20 points)

Including evidence specified below and other evidence (if any) for additional scoring.

a) Diploma in preschool education or higher (5 points);

b) Certificate of foreign language proficiency level 2 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the 6-level foreign language proficiency framework for Vietnam, or ethnic language certificate for positions requiring ethnic language use (5 points);

d) Hold a certificate for training to meet the standards of the preschool teacher profession grade III (5 points).

Proactively organize and coordinate with colleagues, parents, and the community in childcare, nurturing, and education work (20 points);

b) Certificate of Meritorious Soldier at the grassroots level or Excellent Teacher at the school level or higher (15 points);

c) Decision appointing to grade (previously rank) or other supporting evidence confirmed by the principal regarding the time working in the position of preschool teacher grade IV or equivalent for at least 3 (three) years, including at least 1 (one) year in the position of preschool teacher grade IV and graduation from a diploma in preschool education before taking the examination or assessment for promotion for at least 1 (one) year (5 points).
