REGARDING THE ADJUSTMENT OF THE FLOOR RATE FOR INTERNATIONAL PAYMENT TARIFFS AND END-USER TARIFFS FOR INBOUND INTERNATIONAL TELEPHONE SERVICES
and the final charge for incoming international telephone service to Vietnam
THE MINISTER OF POSTS AND TELECOMMUNICATIONS
Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 217/2003/QĐ-TTg dated October 27, 2003 of the Prime Minister on the management of tariffs for postal and telecommunications services;
At the proposal of the Director of the Department of Planning and Finance,
DECISION:
Article 1
1. The floor rate for international payment tariffs for PSTN (IDD) international telephone services and end-user tariffs for inbound VoIP international telephone services is set at 0.17 USD per minute, regardless of whether the call is made to a fixed network or mobile network in Vietnam.
2. International telephone service providers shall negotiate and agree with foreign partners on specific tariffs for international payment tariffs for PSTN international telephone services and end-user tariffs for inbound VoIP international telephone services, but such tariffs must not be lower than the floor rate established by the Ministry of Posts and Telecommunications.
Article 2. LIMIT ON TRAFFIC VOLUME AND SUPPLEMENTARY CONNECTION FEES
1. International telephone service providers shall be allocated traffic volume limits for PSTN international telephone services and inbound VoIP international telephone services according to regulations issued by the Ministry of Posts and Telecommunications for each period.
2. In addition to basic connection fees as currently prescribed, international telephone service providers providing inbound services must pay supplementary connection fees for international traffic volumes exceeding the limit. Specifically:
+./ 17 cents for the portion of traffic volume exceeding the limit up to 10%.
+./ 20 cents for the portion of traffic volume exceeding the limit from 10% to 20%.
+./ 25 cents for the portion of traffic volume exceeding the limit from 20% to 30%.
+./ 28 cents for the portion of traffic volume exceeding the limit over 30%.
3. The mechanism for managing and collecting supplementary connection fees shall be implemented in accordance with the Postal and Telecommunications Ordinance and guidelines issued by the Ministry of Finance.
Article 3. This Decision replaces Decision No. 09/2005/QĐ-BBCVT and Decision No. 10/2005/QĐ-BBCVT dated April 25, 2005, and takes effect fifteen days after its publication in the Official Gazette.
Article 4. The Director of the Office, Heads of the Planning and Finance Department, Heads of units under the Ministry of Posts and Telecommunications, General Directors, Directors of international telephone service providers, and related units are responsible for implementing this Decision./.
