Amending and supplementing certain Articles of TCircular Jointly Issued No. 68/2011/TTLT-BGDĐT-BNV-BTC-BLĐTBXH dated December 30, 2011 guiding the implementation

of Decree No. 54/2011/NĐ-CP amending certain provisions of N |||dated July 4, 2011 of the Government on the system of seniority allowances for teachers

Pursuant to DecreeNo. Decree No. 215/2013/NĐ-CP dated November 23, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Decree No. 06/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP Pursuant to Decree No. 07/2012/NĐ-CP of February 9, 2012 of the Government stipulating the agencies entrusted with the function of specialized inspection and activities of specialized inspection;

Pursuant to DecreeNo. of the Ministry of Labor, Invalids and Social Affairs; 1Pursuant to Decree No. 54/2011/NĐ-CP dated July 4, 2011 of the Government on the system of seniority allowances for teachers"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."c) Supplementing point c of Clause 3 as follows:

Decree No. 1The Minister of Education and Training, the Minister of Home Affairs, the Minister of Finance, and theof the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home Affairsu organization Minister of Labor, Invalids and Social Affairs issue this Circular Jointly Amending and Supplementing Circular Jointly Issued No. 68/2011/TTLT-BGDĐT-BNV-BTC-BLĐTBXHiPursuant to the request of the Director General of the Department of Vocational Education;

dated December 30, 2011 guiding the implementation of some provisions of Decree No. 54/2011/NĐ-CPJune 2024;c) Public service units directly under the Ministry related to the resolution of policies, benefits for citizens and organizations;

dated July 4, 2011 of the Government on the system of seniority allowances for teachers. organize credit institutions, foreign bank branches are responsible for organizing the implementation of this Circular.Supplementing some provisions of Circular Jointly Issued No. 68/2011/TTLT-BGDĐT-BNV-BTC-BLĐTBXH, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP ,No. "Teachers included in the salary list approved by the competent authority, currently performing teaching and educational duties at public education institutions within the national education system and schools, centers, academies under state agencies, political organizations, and political-social organizations (hereinafter referred to as public education institutions) funded by the State (including budget funds from the State budget and other sources of revenue according to the law)"1"Teachers included in the salary list approved by the competent authority, currently performing teaching and practical guidance, experimental work at workshops, stations, farms, practical centers, laboratories, department rooms, training ships of general education institutions, continuing education institutions, vocational education institutions, public higher education institutions"No. Point c Clause 1 Article 2 is amended and supplemented as follows:1 "c) The time of service counted towards seniority allowance includes: the time of service classified under one of the ranks or positions of customs, judiciary, prosecution, auditing, inspection, civil enforcement, forestry protection, national reserves, Party inspection; the time of service counted towards seniority allowance in the military, police, telegraph, and the time of service counted towards seniority allowance in other sectors and professions (if any)"

Article 1. Amending and supplementing Article 3 of Circular No. 187/2016/TT-BTC, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP This Circular Jointly Issued takes effect from January 4, 2016.

1. Clause 1 of Article 1 shall be amended and supplemented as follows:

Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial People's Committees directly under the Central Government shall be responsible for organizing the implementation of this Circular Jointly Issued.

2. Clause 2, Article 1 is amended and supplemented as follows:

In the course of implementation, if there are difficulties, ministries, sectors, and localities shall reflect them to the Ministry of Education and Training for coordination with the Ministry of Home Affairs, the Ministry of Finance, and the Ministry of Labor, Invalids and Social Affairs to study and resolve./.

3. Point c Clause 1 Article 2 shall be amended and supplemented as follows:

“c) The period of work eligible for seniority allowance includes: the period of work classified under one of the ranks or positions in the customs, judiciary, prosecution, auditing, inspection, civil enforcement, forestry protection, national reserve, Party inspection sectors; the period of work eligible for seniority allowance in the military, police, cipher service, and the period of work eligible for seniority allowance in other industries or professions (if any).”

Article 2. Effective Date

This Circular takes effect from January 4, 2016.

Article 3. Responsibility for Implementation

Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities are responsible for organizing and implementing this Joint Circular.

In the course of implementation, if there are any difficulties, ministries, sectors, and localities shall report to the Ministry of Education and Training for coordination with the Ministry of Home Affairs, the Ministry of Finance, and the Ministry of Labor, Invalids and Social Affairs to study and resolve them./.
