This Circular extends the effective implementation period of the previous Circular on adjusting service fees for securities at the Vietnam Stock Exchange and the Vietnam Securities Depository to the end of 2021 to support organizations and individuals affected by the COVID-19 pandemic.

EXTENDING THE EFFECTIVE DATE OF CIRCULAR NO. 14/2020/TT-BTC OF THE MINISTER OF FINANCE AMENDING AND COMPLEMENTING CERTAIN ARTICLES OF CIRCULAR NO. 127/2018/TT-BTC REGARDING SERVICE FEES IN THE SECURITIES FIELD APPLICABLE AT THE HO CHI MINH CITY SECURITIES EXCHANGE AND VIETNAM SECURITIES DEPOSITORY TO SUPPORT ORGANIZATIONS AND INDIVIDUALS AFFECTED BY THE COVID-19 PANDEMIC
Pursuant to the Securities Law dated November 26, 2019;
Pursuant to the Law on Fees and Registration Fees dated November 25, 2015;
Pursuant to the Price Law dated June 20, 2012;
Pursuant to the Law on Public Debt Management dated November 23, 2017;
Pursuant to Decree No. 177/2013/NĐ-CP dated November 14, 2013, and Decree No. 149/2016/NĐ-CP dated November 11, 2016 of the Government amending and supplementing certain articles of Decree No. 177/2013/NĐ-CP dated November 14, 2013 of the Government detailing and guiding the implementation of certain provisions of the Price Law;
Pursuant to Decree No. 155/2020/NĐ-CP dated December 31, 2020 detailing the implementation of certain provisions of the Securities Law;
Pursuant to Decree No. 87/2017/NĐ-CP dated July 26, 2017, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
At the proposal of the Director of the Price Management Department, Chairman of the State Securities Commission;
The Minister of Finance issues this Circular extending the effective date of Circular No. 14/2020/TT-BTC dated March 18, 2020 of the Minister of Finance amending and supplementing certain articles of Circular No. 127/2018/TT-BTC dated December 27, 2018 of the Minister of Finance regarding service fees in the securities field applicable at the Ho Chi Minh City Securities Exchange and Vietnam Securities Depository to support organizations and individuals affected by the COVID-19 pandemic.
Article 1. Extension of Effective Date
The effective date of Circular No. 14/2020/TT-BTC dated March 18, 2020 of the Minister of Finance amending and supplementing certain articles of Circular No. 127/2018/TT-BTC dated December 27, 2018 of the Minister of Finance regarding service fees in the securities field applicable at the Ho Chi Minh City Securities Exchange and Vietnam Securities Depository to support organizations and individuals affected by the COVID-19 pandemic, which was extended to December 31, 2021 by Circular No. 70/2020/TT-BTC dated July 17, 2020 of the Minister of Finance, shall be further extended until December 31, 2021.
After December 31, 2021, the level of service fees in the securities field applicable at the Ho Chi Minh City Securities Exchange and Vietnam Securities Depository shall be implemented according to the provisions of Circular No. 127/2018/TT-BTC dated December 27, 2018 of the Minister of Finance mentioned above. Based on the development of the COVID-19 situation and the securities market situation, the Minister of Finance will consider issuing amendments and supplements to service fees in the securities field if necessary.
Article 2. Effective Date
1. This Circular takes effect from July 1, 2021.
During implementation, if any difficulties arise, organizations and individuals are requested to promptly reflect them to the Ministry of Finance for study and supplementary guidance./.
