CIRCULAR
ISSUING REGULATIONS ON DRUG ABUSE PREVENTION AND CONTROL WORKAT EDUCATIONAL INSTITUTIONS
UNDER THE NATIONAL EDUCATION SYSTEM
Pursuant to the Law on Drug Prevention and Control dated December 9, 2000 and the Law Amending and Supplementing Certain Provisions of the Law on Drug Prevention and Control adopted by the National Assembly on June 3, 2008;
Pursuant to the Governmental Decree No. 178/2007/NĐ-CP dated December 3, 2007 stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to the Decision No. 165/2008/QĐ-TTg dated December 11, 2008 of the Prime Minister promulgating the Implementation Plan for Directive No. 21-CT/TW dated March 26, 2008 of the Politburo on further strengthening leadership and guidance of drug prevention and control work under new circumstances;
At the proposal of the Director of the Department of Student and Youth Affairs, the Minister of Education and Training hereby issues Regulations on Drug Abuse Prevention and Control Work at Educational Institutions under the National Education System:
Article 1. These Regulations are promulgated together with this Circular on Drug Abuse Prevention and Control Work at Educational Institutions under the National Education System.
Article 2. This Circular takes effect from December 11, 2009. This Circular replaces Decision No. 48/2006/QĐ-BGDĐT dated October 25, 2006 of the Minister of Education and Training promulgating Regulations on Handling Students Involved in Drug-related Offenses.
Article 3. The Head of the Office, the Director of the Department of Student and Youth Affairs, the Heads of relevant units under the Ministry of Education and Training, Directors of Departments of Education and Training, Directors of universities and academies, and Principals of universities, colleges, and vocational schools are responsible for implementing this Circular./.
