of the Minister of Education and Training on scholarships to encourage study for students
and college students in specialized schools, talent schools, higher education institutions
and vocational colleges under the national education system

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

The Minister of Education and Training issues this Circular amending and supplementing Clause 3, Article 2 of Decision No. 44/2007/QĐ-BGDĐT dated August 15, 2007 of the Minister of Education and Training on scholarships to encourage study for students and college students in specialized schools, talent schools, higher education institutions and vocational colleges under the national education system.
Article 1. Amending and supplementing Clause 3, Article 2 of Decision No. 44/2007/QĐ-BGDĐT dated August 15, 2007 of the Minister of Education and Training on scholarships to encourage study for students and college students in specialized schools, talent schools, higher education institutions and vocational colleges under the national education system, as follows:
"3. The scholarship fund to encourage study shall be allocated at least 8% of the tuition revenue from regular education programs for public schools and at least 2% of the tuition revenue from regular education programs for non-public schools. For teacher training schools and majors that do not charge tuition fees, the scholarship fund shall be allocated at least 8% of the state budget subsidy for tuition fees."
Article 2. This Circular takes effect from September 15, 2013.

The Head of the Office, the Director of the Department of Planning and Finance, the Director of the Department of Student Affairs, the Heads of units related to the Ministry of Education and Training, the Chairmen of Provincial People's Committees, the Directors of Departments of Education and Training, the Presidents of universities and academies, the Principals of universities, colleges, vocational colleges, and the Principals of specialized schools and art, physical education and sports schools are responsible for implementing this Circular./.
