BASED ON THE LAW ON INLAND WATERWAY TRAFFIC SAFETY, JUNE 15, 2004; THE LAW AMENDING AND COMPLEMENTING CERTAIN PROVISIONS OF THE LAW ON INLAND WATERWAY TRAFFIC SAFETY, JUNE 17, 2014;
BASED ON DECREE NO. 32/2019/NĐ-CP DATED APRIL 10, 2019 ISSUED BY THE GOVERNMENT ON ASSIGNING TASKS, MAKING ORDERS OR PROCUREMENT OF PUBLIC SERVICES USING THE STATE BUDGET FROM REGULAR EXPENSE FUNDS;
BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;
AT THE REQUEST OF THE HEAD OF THE FINANCE DEPARTMENT AND THE DIRECTOR OF THE VIETNAM INLAND WATERWAYS ADMINISTRATION;

ARTICLE 1. AMEND AND SUPPLEMENT CLAUSE 4 OF ARTICLE 6 OF CIRCULAR NO. 10/2020/TT-BGTVT DATED MAY 11, 2020 ISSUED BY THE MINISTER OF TRANSPORTATION ON THE ASSIGNMENT AND PROCUREMENT OF PUBLIC SERVICES FOR DOMESTIC INLAND WATERWAY MANAGEMENT AND MAINTENANCE USING THE STATE BUDGET FROM REGULAR EXPENSE FUNDS AS FOLLOWS:
"4. SPECIFICALLY, REGULAR MAINTENANCE WORK AND TRAFFIC CONTROL TO ENSURE SAFETY MUST BE PERFORMED CONTINUOUSLY FROM JANUARY 1 OF EACH YEAR AND SHALL BE SUBJECTED TO PROCUREMENT AFTER THE NATIONAL ASSEMBLY DECIDES THE STATE BUDGET AND THE CENTRAL BUDGET ALLOCATION PLAN FOR THE FOLLOWING YEAR IN ACCORDANCE WITH THE LAW ON THE STATE BUDGET."
Article 2. Effectiveness and Implementation
1. THIS CIRCULAR SHALL TAKE EFFECT FROM JANUARY 15, 2024.
2. THE HEAD OF THE MINISTRY'S OFFICE, THE HEAD OF THE MINISTRY'S INSPECTION DEPARTMENT, THE HEADS OF THE MINISTRY'S DEPARTMENTS, THE DIRECTOR OF THE VIETNAM INLAND WATERWAYS ADMINISTRATION, AND THE HEADS OF THE AFFECTED ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
