DECREE OF THE GOVERNMENT

Regarding "National Security Identification Card" and "People's Police Identification Card"

THE GOVERNMENT

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Article 21 of the Ordinance on National Security Forces of Vietnam dated November 2, 1987 and Article 31 of the Ordinance on People's Police Forces of Vietnam dated January 28, 1989;

The Government promulgates this Decree on regulations regarding entry, exit, and residence policies for foreigners at the International Financial Center in Vietnam.

DECREE:

Article 1. The National Security Identification Card and the People's Police Identification Card are exclusive documents for the People's Public Security Forces, certifying that the holder is an officer or non-commissioned officer working within the People's Public Security Forces, used for managing officers and non-commissioned officers, and utilized in work and combat operations to maintain public security and order.

Article 2. The National Security Identification Card and the People's Police Identification Card are rectangular in shape, with dimensions of 9 cm in length and 6.5 cm in width.

Front side: In the center is the police emblem printed in embossed letters, surrounded by pink fan-shaped patterns with a diameter of 2.3 cm. To the left from top to bottom is the police emblem printed in raised letters with a diameter of 1.4 cm, below which is affixed a color photograph of the cardholder, beneath the photo is the number. To the right from top to bottom are the following lines of text:Socialist Republic of VietnamIndependence - Freedom - Happiness. Identification Card (for National Security Forces) or Certificate (for People's Police Forces). Name; Year of Birth; Rank; Position; Workplace of the cardholder; Date ... Month ... Year ... Head of the unit "(Minister, Deputy Minister, Director General, Director ...) issued this card and signed it and stamped it."

Back side: Red background of the flag, in the center is the national emblem printed in raised letters with a diameter of 2.5 cm. Above the national emblem is the line of text: "Socialist Republic of Vietnam" Below the national emblem are two lines of text: '"National Security Identification Card" (for National Security Forces) or People's Police Identification Card (for People's Police Forces).

Article 3. The National Security Identification Card is issued to officers and non-commissioned officers of the National Security Forces; the People's Police Identification Card is issued to officers, non-commissioned officers, and People's Police.

Certificate for workers and staff: Certificate of military service obligation; Temporary certificate issued to workers, staff, conscript soldiers, and temporarily recruited cadres and staff in the People's Public Security Forces as prescribed by the Minister of Public Security.

Article 4. In cases where officers and non-commissioned officers of the Public Security Forces are performing urgent tasks while wearing civilian clothes and not the uniform of the Public Security Forces, they may present the National Security Identification Card or the People's Police Identification Card to identify themselves as public security officials. State agencies, political organizations, political-social organizations, social organizations, social-professional organizations, economic organizations, people's armed forces units, and all citizens have the responsibility to create conditions for those officers and non-commissioned officers to carry out their duties in accordance with the law.

Article 5. Officers and non-commissioned officers of the Public Security Forces may use their own National Security Identification Card or People's Police Identification Card as proof of their status as officers or non-commissioned officers of the Public Security Forces; they must present these cards when requested by authorized authorities for inspection.

Officers and non-commissioned officers of the Public Security Forces who misuse, alter, lend, lose, or retain the National Security Identification Card or People's Police Identification Card when they no longer have the right to use them, or allow others to use the National Security Identification Card or People's Police Identification Card will be subject to disciplinary action or criminal liability depending on the severity of the violation.

Article 6. Officers and non-commissioned officers of the Public Security Forces as stipulated in Article 1 of this Decree, upon changing units, retiring, transferring to another profession, discharging from military service, or being disciplined with the revocation of the title of Public Security Officer, must return the National Security Identification Card or People's Police Identification Card to the issuing agency before proceeding with the procedures for transferring professions, discharging from military service, or retirement.

Article 7. Strictly prohibited is the forgery of the National Security Identification Card or People's Police Identification Card and the use of fake identification cards to impersonate public security officers and engage in illegal activities or personal gain. Those who forge the National Security Identification Card or People's Police Identification Card and use fake cards to impersonate public security officers and engage in illegal activities will be subject to administrative penalties or criminal liability depending on the severity of the violation.

All agencies, organizations, and citizens have the responsibility and right to report violations related to the use of the National Security Identification Card or People's Police Identification Card as prescribed in this Decree to the Public Security Agency or competent state agencies.

Article 8. This Decree takes effect fifteen days after its date of issuance and replaces Decree No. 295/HĐBT dated August 15, 1990 of the Council of Ministers (now the Government).

The Minister of Public Security is responsible for guiding the implementation of this Decree.

Article 9. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of provincial and municipal People's Committees directly under the Central Government are responsible for implementing this Decree./.
