Circular No. 33/2013/TT-BTC stipulates the level of support for plant seeds, livestock, and aquaculture for regions affected by natural disasters or epidemics. The level of support is determined based on the degree of damage to cultivated land, animal husbandry, and aquaculture.

Based on Decree No. 221/2013/NĐ-CP dated December 30, 2013 of the Government stipulating the system of applying administrative handling measures for placement in compulsory drug rehabilitation facilities (hereinafter referred to as Decree No. 221/2013/NĐ-CP);
Pursuant to Decision No. 142/2009/QĐ-TTg dated December 31, 2009 of the Prime Minister on mechanisms and policies to support seeds for crops, livestock, and aquaculture to restore production in areas affected by natural disasters and epidemics;
Pursuant to Decision No. 49/2012/QĐ-TTg dated November 8, 2012 of the Prime Minister amending and supplementing Clause 3 of Decision No. 142/2009/QĐ-TTg of the Prime Minister on mechanisms and policies to support seeds for crops, livestock, and aquaculture to restore production in areas affected by natural disasters and epidemics;
Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to the proposal of the Director of the State Budget Department;
After reaching consensus with the Ministry of Agriculture and Rural Development, the Ministry of Finance issues this Circular guiding the amendment and supplementation of Article 2 of Circular No. 187/2010/TT-BTC dated November 22, 2010 of the Ministry of Finance on mechanisms and policies to support seeds for crops, livestock, and aquaculture to restore production in areas affected by natural disasters and epidemics as follows:
Article 1. Amending and supplementing Article 2 as follows:
1. Support for crops damaged by more than 30%:
a) For rice planting areas damaged by more than 70%, support 2,000,000 VND/ha; for damage between 30-70%, support 1,000,000 VND/ha;
b) For rice nursery areas damaged by more than 70%, support 20,000,000 VND/ha; for damage between 30-70%, support 10,000,000 VND/ha;
c) For hybrid rice areas damaged by more than 70%, support 3,000,000 VND/ha; for damage between 30-70%, support 1,500,000 VND/ha;
d) For hybrid rice nursery areas damaged by more than 70%, support 30,000,000 VND/ha; for damage between 30-70%, support 15,000,000 VND/ha;
đ) For maize and vegetable areas damaged by more than 70%, support 2,000,000 VND/ha; for damage between 30-70%, support 1,000,000 VND/ha;
e) For perennial industrial crops and fruit trees damaged by more than 70%, support 4,000,000 VND/ha; for damage between 30-70%, support 2,000,000 VND/ha.
Based on the support levels specified above and the extent of damage to each type of crop, the Chairman of the People's Committee of provinces and centrally governed cities shall decide specifically the direct support levels for households, farm owners, cooperative groups, and cooperatives engaged in crop production that have been damaged by natural disasters and epidemics, in accordance with the actual situation of their locality.
2. Support for raising livestock and poultry:
a) Damage caused by natural disasters:
- Poultry, support from 10,000 to 20,000 VND per head;
- Pigs, support 750,000 VND per head;
- Cattle, buffalo, horses, support 4,000,000 VND per head;
- Deer, antelope, sheep, goats, support 2,000,000 VND per head.
Based on the support levels specified above and the number of each type of livestock and poultry damaged, the Chairman of the People's Committee of provinces and centrally governed cities shall decide specifically the direct support levels for households, farm owners, cooperative groups, and cooperatives engaged in animal husbandry that have been damaged by natural disasters and epidemics, in accordance with the actual situation of their locality.
b) Damage caused by dangerous epidemics:
The support for damage caused by dangerous epidemics shall be implemented according to Decision No. 719/QĐ-TTg dated June 5, 2008 of the Prime Minister on policies to support prevention and control of animal diseases, Decision No. 1442/QĐ-TTg dated August 23, 2011 of the Prime Minister amending and supplementing some articles of Decision No. 719/QĐ-TTg dated June 5, 2008 of the Government on policies to support prevention and control of animal diseases, and Circular No. 80/2008/TT-BTC dated September 18, 2008 of the Ministry of Finance guiding financial regulations for the prevention and control of animal diseases
3. Support for raising aquatic animals:
a) For traditional fish farming areas damaged by more than 70%, support from 7,000,000 to 10,000,000 VND/ha; for damage between 30-70%, support from 3,000,000 to 7,000,000 VND/ha;
b) For extensive shrimp farming areas damaged by more than 70%, support 4,000,000 to 6,000,000 VND/ha; for damage between 30-70%, support from 2,000,000 to 4,000,000 VND/ha;
c) For intensive black tiger shrimp farming areas damaged by more than 70%, support 6,000,000 to 8,000,000 VND/ha; for damage between 30-70%, support from 4,000,000 to 6,000,000 VND/ha;
d) For intensive whiteleg shrimp farming areas damaged by more than 70%, support 20,000,000 to 30,000,000 VND/ha; for damage between 30-70%, support from 10,000,000 to 20,000,000 VND/ha;
đ) For oyster farming areas damaged by more than 70%, support 40,000,000 to 60,000,000 VND/ha; for damage between 30-70%, support from 20,000,000 to 40,000,000 VND/ha;
e) For catfish farming areas damaged by more than 70%, support 20,000,000 to 30,000,000 VND/ha; for damage between 30-70%, support from 10,000,000 to 20,000,000 VND/ha;
g) For cages and rafts damaged by more than 70%, support from 7,000,000 to 10,000,000 VND/100m3 cage; for damage between 30-70%, support from 3,000,000 to 7,000,000 VND/100m3 cage.
Based on the breeding method, target group, stocking density according to the breeding standard, and actual damage to seedlings, the Chairman of the People's Committee of provinces and centrally governed cities shall decide specific support for households affected in accordance with the provisions above and apply support for households breeding similar types of aquatic animals within the prescribed limit.
4. In cases where support is provided in kind with seeds for crops, livestock, and aquaculture, the level of support is equivalent to the monetary support converted at the time of support.
Article 2.
This Circular takes effect from the date of signature. Policies to support seeds for crops, livestock, and aquaculture to restore production in areas affected by natural disasters and dangerous epidemics shall be implemented from December 30, 2012. During implementation, if there are difficulties, they should be reported to the Ministry of Finance for review and appropriate amendments.
During the implementation period, if there are any issues, please reflect them to the Ministry of Finance for review and appropriate amendments./.
