APPROVING THE TRAINING AND SKILL DEVELOPMENT PROGRAM FOR ETHNIC MINORITY CIVIL SERVANTS AT COMMUNE LEVEL FOR THE PERIOD OF 2006-2010

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 114/2003/NĐ-CP dated October 10, 2003 of the Government on civil servants at commune level;
Pursuant to Decision No. 122/2003/QĐ-TTg dated June 12, 2003 of the Prime Minister on the Action Program of the Government to implement Resolution No. 7 of the Ninth Plenary Session of the Central Committee of the Communist Party of Vietnam on ethnic affairs;
Pursuant to Decision No. 161/2003/QĐ-TTg dated August 4, 2003 of the Prime Minister promulgating the Training and Skill Development Regulations for Civil Servants;
Pursuant to Decision No. 03/2004/QĐ-TTg dated January 7, 2004 of the Prime Minister approving the Orientation Plan for Training and Skill Development for Civil Servants at Commune Level until 2010;
Considering the proposal of the Minister, Chairman of the National Ethnic Minorities Committee,

DECISION:

Article 1. Approves the Program Training and Skill Development for Ethnic Minority Civil Servants at Commune Level (referred to as "commune") for the period of 2006-2010 with the following main contents:

I. OBJECTIVES AND TRAINING TARGETS

1. Objectives

a) General objectives

Training and skill development for a cadre of ethnic minority civil servants at commune level, particularly key cadres, to ensure political steadfastness, moral integrity, and capability, meeting standards, ethnic structure, and qualification levels, ensuring continuity between generations to innovate and enhance the quality of grassroots political system activities, successfully implementing economic and social development tasks, and maintaining political security and social order and safety in ethnic minority areas.

b) Specific Objectives

Training and skill development to improve cultural, professional, administrative management, and political theory qualifications for ethnic minority civil servants at commune level according to their job titles, striving to achieve the following targets by 2010:

- Cultural: 100% of specialized civil servants holding elected positions have a minimum secondary school education, with 60% having a high school diploma;

- Professional: 100% of specialized civil servants holding elected positions and professional civil servants have been trained and developed in accordance with their job titles, with 50% having a college-level education or higher;

- Political theory: 100% of specialized civil servants holding elected positions and professional civil servants have been trained and developed to reach a basic level or higher, with 40% having a college-level education or higher;

- Administrative management: 100% of key cadres have been trained and developed in administrative management knowledge;

- Office information technology: 100% of civil servants have been trained and developed in office information technology knowledge.

2. TRAINING AND SKILL DEVELOPMENT TARGETS FOR ETHNIC MINORITY CIVIL SERVANTS AT COMMUNE LEVEL

Civil servants as defined in Decree No. 114/2003/NĐ-CP dated October 10, 2003 of the Government and sources within the planning for supplementation and replacement of ethnic minority civil servants at commune level. Priority will be given to training and skill development for civil servants under 45 years old in the planning for key positions at commune level and for ethnic minorities that currently lack representatives in these positions specifically:

a) For current ethnic minority civil servants at commune level:

- Training and supplementary training in political theory, administrative management, and professional skills for key civil servants under 45 years old to meet the qualification standards of their job titles;

- Cultural training for civil servants under 35 years old who have not completed secondary or high school education to obtain a high school diploma, combined with professional and political theory training;

- Skill development in political theory, administrative management, and professional skills for civil servants aged 45 and above to fulfill their job responsibilities;

- Information technology training for 100% of ethnic minority civil servants at commune level.

b) For potential ethnic minority civil servants at commune level:

- Combined cultural and professional training, and political theory training according to the qualification standards of civil servants for individuals under 30 years old who have completed their military service or voluntary work and belong to ethnic minorities without representatives in the commune planning for supplementation and replacement;

- Skill development in areas lacking according to the qualification standards of civil servants for recent vocational high school, college, and university graduates under 30 years old who are unemployed and residing in the locality, included in the commune planning for supplementation and replacement.

II. MAIN TASKS

1. Conducting surveys, statistics, analysis, and evaluation of the quality of ethnic minority civil servants at commune level; developing five-year (2006-2010) and annual plans for training and skill development for ethnic minority civil servants at commune level; organizing training and skill development for ethnic minority civil servants at commune level according to approved plans.

2. Reforming the content, programs, and methods of training and skill development for ethnic minority civil servants at commune level towards enhancing management and leadership skills and updating modern knowledge, suitable for each type of target group, position, and region regarding culture, professional skills, administrative management, political theory, ethnic affairs, and ethnic languages.

3. Strengthening the political, military, and professional schools of central provinces and cities and vocational high schools, colleges, and universities assigned the task of training ethnic minority civil servants at commune level.

4. Establishing and perfecting policies, systems, and incentives for training, skill development, deployment, utilization, and rewards for ethnic minority civil servants at commune level.

III. IMPLEMENTATION MEASURES

1. BASED ON THE STANDARDS FOR RURAL COMMUNITY OFFICIALS AND CIVIL SERVANTS (ISSUED TOGETHER WITH DECISION NO. 04/2004/QĐ-BNV DATED JANUARY 16, 2004 OF THE MINISTRY OF HOME AFFAIRS) AND THE TRAINING AND DEVELOPMENT OBJECTIVES AND TARGET GROUPS SET OUT IN THIS DECISION, THE PLANNING AND IMPLEMENTATION OF TRAINING AND DEVELOPMENT PROGRAMS FOR RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS IN TERMS OF CULTURE, PROFESSIONAL SKILLS, ADMINISTRATIVE MANAGEMENT, AND POLITICAL THEORY SHALL BE CONDUCTED. PRIORITY SHALL BE GIVEN TO TRAINING AND DEVELOPMENT FOR KEY POSITIONS AT THE RURAL COMMUNITY LEVEL (CURRENT AND PLANNED POSITIONS), FEMALE OFFICIALS, AND ETHNIC MINORITY GROUPS WITH VERY SMALL POPULATIONS; OFFICIALS AND CIVIL SERVANTS IN BORDER, ISLAND, AND REGION III AREAS.

2. REVOLUTIONIZE AND IMPROVE THE QUALITY OF TRAINING AND DEVELOPMENT FOR RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS.

a) CENTRAL AND LOCAL SPECIALIZED SCHOOLS AND POLITICAL SCHOOLS MUST REVOLUTIONIZE THE CONTENT, CURRICULA, AND METHODS OF TRAINING AND DEVELOPMENT FOR RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS TO SUIT DIFFERENT TYPES OF PERSONNEL, POSITIONS, AND ETHNIC REGIONS (NORTHEAST, MID-CENTRAL AND NORTHWEST, SOUTH-CENTRAL AND WESTERN HIGHLANDS, SOUTHWEST); ESTABLISH CURRICULA AND INTERCONNECTED TRAINING FORMATS TO ENSURE BOTH ENHANCED CULTURAL LEVELS AND SPECIALIZED TRAINING IN PROFESSIONAL SKILLS, POLITICAL THEORY, AND ADMINISTRATIVE MANAGEMENT FOR RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS.

b) BASED ON THE FRAMEWORK CURRICULA, PROVINCE AND CITY POLITICAL SCHOOLS AND TRAINING INSTITUTIONS MUST DEVELOP TRAINING AND DEVELOPMENT CURRICULA AND FORMATS FOR RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS TO ENHANCE THEIR ABILITY TO MANAGE SPECIFIC TASKS EFFECTIVELY, SUITABLE FOR VARIOUS TYPES OF PERSONNEL, POSITIONS, AND REGIONS.

c) FOCUS ON TRAINING AND DEVELOPING CULTURAL AND PROFESSIONAL SKILLS TO STANDARDIZE RURAL COMMUNITY OFFICIALS THROUGH INTERCONNECTED TRAINING FORMATS TO MEET IMMEDIATE REQUIREMENTS FOR MANAGEMENT AND OPERATIONAL TASKS AT THE LOCAL LEVEL FOR RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS IN AREAS WITH A SHORTAGE OF PERSONNEL.

d) COMBINE TRAINING IN ADMINISTRATIVE KNOWLEDGE AND SKILLS WITH MANAGEMENT SKILLS IN ECONOMICS, CULTURE, EDUCATION, SOCIAL ISSUES, AND INFORMATION TECHNOLOGY USE IN MANAGEMENT WORK.

3. STRENGTHEN AND IMPROVE THE SYSTEM OF TRAINING AND DEVELOPMENT INSTITUTIONS FOR LOCAL OFFICIALS.

a) MINISTRIES, SECTORS, PROVINCES, AND CITIES UNDER THE CENTRAL GOVERNMENT MUST STRENGTHEN AND IMPROVE THE TRAINING INSTITUTIONS ASSIGNED THE TASK OF TRAINING AND DEVELOPING RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS.

b) DEVELOP A PLAN TO ESTABLISH A SCHOOL FOR TRAINING RURAL COMMUNITY OFFICIALS IN THE THREE REGIONS: NORTHEAST, MID-CENTRAL AND NORTHWEST, AND SOUTH-CENTRAL AND WESTERN HIGHLANDS TO PROVIDE TRAINING AND DEVELOPMENT FOR RURAL COMMUNITY OFFICIALS IN GENERAL AND RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS IN PARTICULAR.

c) STRENGTHEN AND UPGRADE ETHNIC BOARDING SCHOOLS AND CONTINUOUS EDUCATION CENTERS TO PROVIDE TRAINING AND CULTURAL ENRICHMENT FOR RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS.

d) PRIORITIZE INVESTMENT IN INFRASTRUCTURE, EQUIPMENT, LIBRARIES, AND HOUSING TO ENSURE LIVING AND LEARNING CONDITIONS FOR RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS.

đ) DEVELOP A TEACHING STAFF FOR TRAINING AND DEVELOPMENT INSTITUTIONS FOR RURAL COMMUNITY OFFICIALS, ENSURING SUFFICIENT NUMBERS, PROFESSIONAL COMPETENCE, PEDAGOGICAL METHODS, MORAL QUALITIES, AND EXPERIENCE IN ETHNIC MINORITY WORK.

4. DEVELOP AND PERFECT THE REGULATIONS AND POLICIES FOR TRAINING AND DEVELOPMENT OF RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS AND FOR TEACHERS INVOLVED IN TRAINING THESE OFFICIALS.

IV. FUNDS FOR IMPLEMENTING THE PROJECT

FUNDS FOR IMPLEMENTING THE PROJECT WILL BE DRAWN FROM THE ANNUAL STATE BUDGET ALLOCATED FOR THE TRAINING AND RETRAINING PROGRAMS AND DEVELOPMENT OF OFFICIALS AND CIVIL SERVANTS.

Article 2. Implementation

1. Ministry of Home Affairs

a) GUIDE PROVINCES AND CITIES UNDER THE CENTRAL GOVERNMENT TO DEVELOP PLANS FOR TRAINING AND DEVELOPMENT OF RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS; SUMMARIZE NATIONAL TRAINING AND DEVELOPMENT PLANS FOR RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS.

b) TAKE THE LEAD AND COORDINATE WITH RELATED ORGANIZATIONS TO STUDY AND UNIFY FRAMEWORK CURRICULA FOR TRAINING AND DEVELOPMENT FOR DIFFERENT TYPES OF PERSONNEL AND POSITIONS AT THE RURAL COMMUNITY LEVEL, INCLUDING APPLICATION FOR TRAINING AND DEVELOPMENT OF RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS.

c) TAKE THE LEAD AND COORDINATE WITH RELATED MINISTRIES AND SECTORS TO STUDY AND AMEND REGULATIONS AND POLICIES FOR RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS PARTICIPATING IN TRAINING AND DEVELOPMENT COURSES.

d) DEVELOP A PLAN TO UPGRADE TRAINING AND DEVELOPMENT INSTITUTIONS FOR RURAL COMMUNITIES ACROSS THE COUNTRY; DEVELOP A PLAN TO ESTABLISH A SCHOOL FOR TRAINING RURAL COMMUNITY OFFICIALS IN THE THREE REGIONS: NORTHEAST, MID-CENTRAL AND NORTHWEST, AND SOUTH-CENTRAL AND WESTERN HIGHLANDS, AND SUBMIT IT TO THE PRIME MINISTER.

đ) ANNUALLY, BASED ON THE TRAINING AND DEVELOPMENT PLANS OF RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS OF PROVINCES AND CITIES UNDER THE CENTRAL GOVERNMENT, UNIFY WITH THE MINISTRIES OF PLANNING AND INVESTMENT AND FINANCE TO PREPARE THE ANNUAL BUDGET ESTIMATE, AND SUBMIT IT TO THE PRIME MINISTER.

e) MONITOR, SUMMARIZE, INSPECT, REVIEW, AND PERIODICALLY REPORT TO THE PRIME MINISTER ON THE IMPLEMENTATION OF TRAINING AND DEVELOPMENT FOR RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS.

2. THE MINISTRY OF EDUCATION AND TRAINING SHALL TAKE THE LEAD AND DIRECT THE DEPARTMENT OF EDUCATION AND TRAINING OF PROVINCES AND CITIES UNDER THE CENTRAL GOVERNMENT TO IMPLEMENT THE TASK OF TRAINING AND ENRICHING THE CULTURAL BACKGROUND OF RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS ACCORDING TO THE LOCAL PLANS; DEVELOP REGULATIONS AND POLICIES FOR SELECTIVE TRAINING IN SECONDARY, COLLEGE, AND UNIVERSITY LEVELS IN PROFESSIONAL SKILLS FOR RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS, AND SUBMIT THEM TO THE PRIME MINISTER.

3. THE MINISTRY OF PLANNING AND INVESTMENT SHALL TAKE THE LEAD AND COORDINATE WITH RELATED MINISTRIES AND SECTORS TO GUIDE PROVINCES AND CITIES UNDER THE CENTRAL GOVERNMENT TO BALANCE ANNUAL AND FIVE-YEAR BUDGET PLANS FOR TRAINING AND DEVELOPMENT OF RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS; PREPARE ANNUAL BUDGET ESTIMATES FOR TRAINING AND DEVELOPMENT OF RURAL COMMUNITY OFFICIALS FROM ETHNIC MINORITY GROUPS, AND SUBMIT THEM TO THE PRIME MINISTER.

4. The Ministry of Finance shall take the lead and coordinate with relevant ministries and sectors to develop the budget plan for material infrastructure and teaching equipment for institutions directly assigned the task of training and enhancing cadres and civil servants in ethnic minority areas of centrally governed cities and provinces, to be submitted to the Prime Minister; guide procedures for issuing, disbursing, and settling training and enhancement expenses for cadres and civil servants in ethnic minority areas.

5. The Committee for Ethnic Minorities shall inspect and supervise the implementation of the Project by centrally governed cities and provinces and relevant ministries and sectors, and report periodically to the Prime Minister.

6. Provincial People's Committees and Municipal People's Committees under the Central Government

a) Direct and guide the People's Committees at the district level to conduct surveys, statistics, analysis, and evaluation of cadres and civil servants in ethnic minority areas for planning and developing training and enhancement programs;

b) Aggregate the training plans for cadres and civil servants in ethnic minority areas; develop the training and enhancement plans for cadres and civil servants in ethnic minority areas for the period from 2006 to 2010, annually send them to the Ministry of Home Affairs, and organize their implementation;

c) Allocate the budget to implement the training and enhancement plans for cadres and civil servants in ethnic minority areas and manage and utilize these funds efficiently and economically;

d) Fully and promptly implement all regulations and policies for cadres and civil servants in ethnic minority areas participating in training and enhancement programs and for lecturers directly teaching courses on training and enhancing cadres and civil servants in ethnic minority areas as prescribed;

đ) Annually aggregate and evaluate the implementation of the training and enhancement plans for cadres and civil servants in ethnic minority areas of the locality and report to the Prime Minister.

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial People's Committees under the central government are responsible for implementing this Decision.
