Repeals Decision No. 83/2005/QĐ-BTC dated November 28, 2005 of the Minister of Finance promulgating the Standards for Directors of Provincial Department of Finance under People's Committees of provinces and centrally governed cities

Pursuant to the Law on Legislative Regulatory Documents issued on June 22, 2015;

Pursuant to the Law Amending and Supplementing Certain Articles of the Law on Enacting Legal Normative Documents dated June 14, 2020;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016, issued by the Government detailing certain provisions and measures to implement the Law on Legislative Regulatory Documents;

Pursuant to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and measures to implement the Law on Enacting Legal Normative Documents;

Pursuant to Decree No. 87/2017/NĐ-CP dated July 26, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decree No. 107/2020/NĐ-CP dated September 14, 2020 of the Government amending and supplementing certain articles of Decree No. 24/2014/NĐ-CP dated April 4, 2014 of the Government stipulating the organization of specialized agencies under People's Committees of provinces and centrally governed cities;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Minister of Finance issues this Circular to repeal Decision No. 83/2005/QĐ-BTC dated November 28, 2005 of the Minister of Finance promulgating the Standards for Directors of Provincial Department of Finance under People's Committees of provinces and centrally governed cities.

This Circular takes effect from January 25, 2026.

Repeals entirely Decision No. 83/2005/QĐ-BTC dated November 28, 2005 of the Minister of Finance on the issuance of the Standards for Directors of Provincial Department of Finance under People's Committees of provinces and centrally governed cities.

Article 2. Implementation

1. This Circular takes effect from August 1, 2022.

2. The Director of the Cadre and Civil Servant Affairs Department, Heads of units under the Ministry of Finance, and related agencies, organizations, and individuals shall be responsible for implementing this Circular./.
