Regulations on Determining the Number of University, Master's and Doctoral Admissions and the Number of Admissions for Early Childhood Education College Programs
BASED ON THE EDUCATION LAW NO. 43/2019/QH14 OF JUNE 14, 2019, AS AMENDED AND SUPPLEMENTED BY LAWFUL DECREE NO. 123/2025/QH15 OF DECEMBER 10, 2025;
BASED ON THE HIGHER EDUCATION LAW NO. 125/2025/QH15 OF DECEMBER 10, 2025;
BASED ON THE VOCATIONAL EDUCATION LAW NO. 124/2025/QH15

THE MINISTER OF EDUCATION AND TRAINING ISSUES THIS CIRCULAR REGULATING THE DETERMINATION OF THE NUMBER OF UNIVERSITY, MASTER'S AND DOCTORAL ADMISSIONS AND THE NUMBER OF ADMISSIONS FOR EARLY CHILDHOOD EDUCATION COLLEGE PROGRAMS.
Article 1. Scope of Application and Applicable Subjects
1. This Circular stipulates the principles, criteria, methods, and procedures for determining the number of university, master's, and doctoral admissions and the number of early childhood education college program admissions according to various forms and modes of higher education training; joint degree programs with foreign countries.
2. This Circular applies to higher education institutions, other educational institutions engaged in higher education activities, early childhood education college programs at the vocational education level (hereinafter collectively referred to as "training institutions"), organizations, and individuals related thereto.
Article 2. Interpretation of Terms
In this Circular, the following terms are understood as follows:
1. The number of admissions refers to the projected number of students to be admitted for each year determined and announced according to major, cluster of majors, level, form, and mode of training at the main campus and each branch of the training institution (excluding students studying under the Agreement and scholarships). The maximum number of admissions is the highest number of students that the training institution can admit at its main campus and each branch without exceeding the capacity for training.
2. Actual enrollment in a year refers to the number of admitted students who have completed admission procedures and registered for study at the main campus, or at each branch (if any) of the training institution during the admissions year, determined according to major, cluster of majors, level, form, and mode of training as of December 31 of the admissions year.
3. Training capacity is the total number of students registered for study at the main campus or each branch (if any) of the training institution at a given time, determined according to major, cluster of majors, level, form, and mode of training. The end-of-year training capacity is the training capacity determined as of December 31 each year.
4. A student is a person currently studying and conducting scientific research at the training institution under various degree programs, including:
a) Undergraduate students from bachelor's degree programs, specialized master's degree programs in certain fields or disciplines as specified by the Minister of Education and Training, early childhood education college programs;
b) Graduate students from master's degree programs, graduate-level programs equivalent to master's degrees (hereinafter collectively referred to as "graduate students");
c) Doctoral candidates from doctoral degree programs or graduate-level programs equivalent to doctoral degrees.
5. The number of converted students is the number of students calculated by multiplying with a specified coefficient according to level, cluster of majors, and field of study. The number of regular students converted is the number of regular students calculated by multiplying with a specified coefficient according to level and field of study.
6. The dropout rate in the first year refers to the ratio between the number of students who dropped out (including those expelled) after the first year compared to the actual enrolled students for a major, cluster of majors, level, form, and mode of training; statistics are compiled for completed admission cohorts up to the reporting time as specified by the Circular issued by the Ministry of Education and Training on Standards for Higher Education Institutions.
7. The employment rate of graduates refers to the ratio between the number of students from a major, cluster of majors, level, form, and mode of training who have found employment that is suitable with their professional qualifications after a period of 12 months from the date of decision on graduation, compared to those who were awarded degrees in the same major, cluster of majors, level, form, and mode of training; statistics are compiled according to guidelines issued by the Ministry of Education and Training on Standards for Higher Education Institutions. For health-related fields requiring a medical practice license, the employment rate includes students currently undergoing practical training to obtain a medical practice license.
8. Direct floor area serving education is the total direct floor area owned by the training institution or owned by the supervisory authority but legally used by the training institution for educational activities as recorded in the specialized database on higher education. In cases where the floor area does not belong to the training institution or belongs to the supervisory authority but has been directly serving educational purposes since before this Circular becomes effective (with a lease, loan, or equivalent legal document and still valid), it may continue to be counted as direct floor area for education until the end of the contract period, including any extension, but not exceeding five years from the date this Circular becomes effective. Direct floor area serving education includes the use area of:

a) Auditoriums, lecture halls, various types of classrooms, multi-purpose rooms; technical rooms, recording rooms; laboratories, experimental, practical, internship, and training rooms; libraries, learning resource centers; sports training and teaching facilities that comply with National Technical Standards (QCVN) and National Standards (TCVN) for sports industry construction projects;
b) Offices of management staff, lecturers, employees, postgraduate students, doctoral candidates, and other areas serving teaching, learning, training, and research (excluding service living or business rental facilities areas).
9. The capacity for education (of a program or group of programs at the main campus, branch campus, or both educational institutions) is the maximum number of students that can be accommodated based on floor area directly serving education and the faculty of lecturers as specified in Clause 1 of this Circular, determined annually by December 31.
10. The admission code for an institution consists of a standardized three-character code (letters or numbers) used to identify admissions at an educational institution; branch institutions under or directly subordinate to an educational institution that has a management structure are assigned their own unique admission codes.
11. The location for determining the number of admissions includes the main campus and any branch campuses with a management structure as per current regulations.
12. Forms and methods of organizing education include:
a) Full-time regular education, as specified in the Higher Education Law No. 125/2025/QH15;
b) Part-time education, as specified in the Higher Education Law No. 125/2025/QH15, which includes two methods: - A combination of face-to-face and distance learning where face-to-face teaching constitutes at least 50% of the total study load; - Distance learning where at least 50% of the total study load is conducted primarily through information technology and communication means, including computer network-based, telecommunications, postal services, radio and television broadcasting methods, and meets quality assurance requirements for distance education.
Article 3. Lecturers in Determining Admission Numbers
Lecturers in determining admission numbers for a program or group of programs are those who teach at the educational institution, meet the training standards as prescribed by the Law on Teachers, directly participate in teaching and guiding students according to full-time work arrangements at the educational institution, and have been registered in the specialized education database system for higher education, including:
1. Lecturers in determining admission numbers must comply with the training program standards applicable to the program or group of programs and the corresponding level of education.
2. Full-time lecturers as prescribed by the Higher Education Law No. 125/2025/QH15, amended and supplemented by the Law No. 123/2025/QH15, other relevant legal provisions, and must meet the following requirements:
a) Full-time lecturers and full-time management staff of public educational institutions are teaching personnel and administrative staff recruited, employed, and managed according to regulations on the number of employees and job positions in public sector units.
b) Full-time lecturers and full-time management staff of private educational institutions are labor force who have entered into a fixed-term employment contract for three years or an indefinite-term employment contract under the Labor Code, are not civil servants or state officials, are not currently working on a fixed-term employment contract for three months or more with another employer; are paid by the educational institution and receive other benefits according to current regulations.
3. Part-time lecturers as prescribed by the Higher Education Law No. 125/2025/QH15, must meet the provisions of the Government on part-time lecturers in public higher education institutions when determining admission numbers for educational institutions and ensure:
a) The teaching load per academic year must be at least 50% of the teaching load of full-time lecturers at the institution;
b) Complete at least one course of the program during the academic year.
4. Full-time retired lecturers as prescribed by the Higher Education Law No. 125/2025/QH15, amended and supplemented by the Law No. 123/2025/QH15, sign a fixed-term employment contract of at least twelve months, work full-time at the educational institution according to current regulations of the Ministry of Education and Training on the working conditions of university lecturers, complete at least one course of the program during the academic year in which admission numbers are determined, and do not enter into a fixed-term employment contract for three months or more with another employer.
5. Foreign experts and scientists teaching directly one or several courses of the program at the educational institution (collectively referred to as international lecturers) belong to one of the following categories and may participate in determining admission numbers:
a) Lecturers from higher education institutions under bilateral agreements between the Government of the Socialist Republic of Vietnam and foreign governments;
b) Foreign nationals who meet the lecturer standards as prescribed by the Higher Education Law No. 125/2025/QH15 and other relevant legal provisions, or foreign nationals working at a higher education institution in another country and have entered into an employment contract or have a full-time work decision for six months (or at least one semester) without entering into a fixed-term employment contract for three months or more with another employer in Vietnam.
c) Persons with Vietnamese nationality residing abroad who meet the standards for lecturers as stipulated in the Higher Education Law No. 125/2025/QH15 and other relevant legal provisions, or persons with Vietnamese nationality working at foreign higher education institutions and have entered into a full-time labor contract or have a decision to work full-time for six months (or at least one academic semester) or more without entering into a fixed-term labor contract of three months or longer with another employer in Vietnam.
6. Lecturers shall ensure that the number of students enrolled in master's and doctoral programs is determined in accordance with the standards for supervisors as prescribed by the admission regulations and corresponding training regulations, and must enter into a full-time employment contract for at least three years with the institution of higher education.
7. For determining the number of undergraduate admissions in the fields of Language, Literature, and Vietnamese Culture; Foreign Languages, Literatures, and Cultures; Physical Education, Sports, and Arts:
a) Artists of Merit, People's Artists, Artists of Merit, People's Artisans, Outstanding Teachers, Outstanding Educators, coaches/athletes who have won world championships, continental championships, SEA Games championships, and have been awarded National Champion status, provided they hold a bachelor's degree in the same field or related field as the training program, shall be considered for coefficient calculation as lecturers with a master's degree;
b) Artists of Merit, People's Artists, People's Artisans, Outstanding Educators, coaches/athletes who have won world championships, continental championships, SEA Games championships, and have been awarded National Champion status, provided they hold a master's degree in the same field or related field as the training program, shall be considered for coefficient calculation as lecturers with a doctoral degree;
c) Lecturers who are native speakers or experts holding international practice certificates in the same field or related field as the training program and have at least five years of university teaching experience may be considered for coefficient calculation as lecturers with a master's degree for the fields of Foreign Languages, Literatures, and Cultures.
8. For minority language education programs and the Cultural Studies of Minority Ethnic Groups in the field of Language, Literature, and Vietnamese Culture, lecturers who are members of minority ethnic groups or have knowledge about the languages and cultures of minority ethnic groups relevant to the language and culture of the minority ethnic group, with at least five years of teaching experience at the corresponding level of the training program, holding a bachelor's degree in the same field or related field as the training program, may be considered for coefficient calculation as lecturers with a master's degree.
9. For lecturers in health-related fields who have at least three years of teaching experience at the corresponding level of the training program:
a) Lecturers holding an Internship Doctorate or Level I Specialty Certificate in the relevant field of the training program may be considered for coefficient calculation as lecturers with a master's degree;
b) Lecturers holding a Level II Specialty Certificate in the relevant field of the training program may be considered for coefficient calculation as lecturers with a doctoral degree.
10. Practicum instructors from the practicum facility shall be counted among the full-time lecturers of the institution when determining the number of lecturers for health-related programs in accordance with the Government's regulations on organizing practical training in health-related education.
Article 4. Principles for Determining and Implementing Admission Quotas
1. Admission quotas are determined and implemented annually for each academic level, mode of study, and method of organization at the designated location with admission quotas, except in cases where admission quotas are determined by discipline as follows:
a) Disciplines belonging to teacher training programs and health care fields;
b) Doctoral degree programs;
c) Programs for newly opened disciplines during the year of admission.
2. Autonomous educational institutions bear responsibility for determining admission quotas in accordance with principles, criteria, methods, and procedures specified in this Circular; they must publicly disclose such information according to current enrollment regulations; if the admission quota is announced by the Ministry of Education and Training (MOET), then the institution must announce the admission quota based on MOET's announcement. The Minister of National Defense decides the admission quotas for military-related disciplines, while the Minister of Public Security decides the admission quotas for security and social order-related disciplines.
3. Educational institutions implement admissions in accordance with the announced admission quotas; the announced and actual enrollment numbers must be determined to ensure compliance with Article 5 of this Circular. The total actual enrollments across all admission cycles within a year must meet the following requirements:
a) Not exceed 10,0% and an excess of at least 5 for admission quotas for undergraduate programs below 100;
b) Not exceed 5,0% and an excess of at least 30 for admission quotas for undergraduate programs above or equal to 100, while ensuring that the total enrollment across all modes and methods of organization does not exceed 5,0% of the announced quota for each mode and method of organization;
c) For teacher training disciplines, not exceeding 20,0% of the admission quotas reported by MOET for each discipline, while ensuring that the total enrollment in teacher training disciplines is within the overall announced admission quota;
d) Not exceed 20,0% of the announced master's degree admission quotas;
e) Not exceed the capacity of the educational institution for doctoral programs.
Article 5. Criteria and Methods for Determining and Implementing Admission Quotas
1. Admission quotas are determined and implemented to ensure that the final training scale at the end of the admission year meets the following criteria:
a) The ratio of floor area directly serving education per full-time student (converted based on each location with an announced quota) is not less than 2,80 m²/student.
b) The maximum ratio of converted students to faculty members for all academic levels and modes of study in each discipline or group of disciplines (where admission quotas are determined by discipline) is 40. This is implemented as follows: - The ratio of master's and doctoral students to faculty members must be at least 15,0% of the maximum student-to-faculty ratio. - If an educational institution implements English-taught programs under a plan to make English the second language in schools and executes approved plans or programs by the Government or Prime Minister, it shall implement such plans but not exceed its capacity for training. - Students from international joint degree programs are determined based on direct students of each academic level with conversion factors no lower than 0,75.
c) The maximum ratio of postgraduate and doctoral students per faculty member in each discipline or group of disciplines is as follows:

2. The faculty coefficient to determine admission quotas is defined as follows: a) A faculty member teaching one or more disciplines in one or more groups of disciplines is counted with a coefficient if they meet the training level and subject expertise requirements, ensuring that the total coefficient does not exceed 1,00; |

b) A faculty member teaching at the main campus, branch campuses, affiliated schools, or subordinate educational units (with separate quotas) counts towards determining admission quotas, ensuring that the total coefficient does not exceed 1,00;
c) A co-teacher is counted in only one educational institution for determining admission quotas; they may teach multiple disciplines or programs of an institution but ensure that the total coefficient for determining admission quotas does not exceed 0,50.
3. The conversion factor for faculty members with different qualifications in determining admission quotas is as follows:
a) The conversion factor for bachelor's degree faculty members from higher education institutions or other educational institutions engaged in higher education is 0,50; for higher education colleges teaching preschool education, it is 0,75;
b) The conversion factor for master's degree faculty members from higher education institutions or other educational institutions engaged in higher education is 0,75; for higher education colleges teaching preschool education, it is 1,00;
c) The conversion factor for doctoral degree holders or associate professors/professors of faculties is 1,00.
a) The conversion factor for university-level lecturers from higher education institutions and other educational institutions engaged in higher education is 0.50; for vocational colleges specializing in Early Childhood Education, it is 0.75;
b) The conversion factor for lecturers with a master's degree from higher education institutions and other educational institutions engaged in higher education is 0.75; for vocational colleges specializing in Early Childhood Education, it is 1.00;
c) The conversion factor for lecturers with a doctoral degree or holding an associate professorship or professorship from training institutions is 1.00.
4. The physical facilities, technology, and learning materials of the training institution shall comply with the provisions of the applicable training program standard for the respective field, group of fields, and level of training, and one category of physical facility shall have a utilization factor of 1.0. In cases where the physical facility is shared by multiple member schools or subordinate training units, the total utilization factor must not exceed 1.0.
5. The total number of admissions for each level and mode of training at the main campus and each branch shall not increase by more than 10.0% of the actual enrollments in the relevant field or group of fields from the immediately preceding year, except for newly opened fields during the admission year and new training institutions established within five years.
6. The number of admissions for each group of fields at the undergraduate and master's levels, as well as for each field (where specific field quotas are determined), according to each mode and method of training organization at a specified location shall not increase over the previous year’s enrollments in the following cases:
a) Violation of the provisions of Clause 3 of this Circular or administrative penalty for violating principles, criteria, methods, procedures, and sequence of determining admissions from the immediately preceding admission year;
b) Failure to meet or maintain the standard ratio of full-time faculty members within the working age as specified in the training program standards;
c) Failure to achieve or maintain the ratio of doctoral degree holders and land area per student as evaluated according to the guidelines in the Circular establishing the standards for higher education institutions issued by the Ministry of Education and Training;
d) The dropout rate in the first year is higher than 15% as of August 31 each year;
d) The employment rate of graduates is lower than 70% as of December 31 each year;
e) Not yet recognized as having passed quality assessment for training institutions or the results of such assessment have expired at the time of announcing the number of admissions, except for training institutions directly under the Ministry of National Defense and the Ministry of Public Security where decisions are made by the Minister of National Defense and the Minister of Public Security;
g) The provisions in points a and b of this clause do not apply to: newly opened fields during the admission year, new training institutions or branches established within five years, special programs, or commissioned training according to plans and tasks approved by the Government and the Prime Minister for implementation.
7. For the training program of newly opened undergraduate degree fields, the number of admissions in the first year shall not exceed 30% of the maximum capacity of that field as specified, and the total number of admissions at the training institution shall not exceed its capacity.
8. The criteria set forth in Clauses 1 and 4 of this Article are evaluated based on data from the following points:
a) For determining the number of admissions: December 31 of the year immediately preceding the admission year when the training institution determines its first admissions; before May 31 of the admission year when the training institution adjusts or supplements the number of admissions;
b) For actual enrollments, determined as of December 31 of the admission year.
9. The number of admissions for foreign joint training programs at each level of higher education and the pre-school education degree is included in the total number of admissions for each field, group of fields, level, mode, and method of organization training, and is determined according to current regulations.
10. The number of admissions for each teacher training program at the undergraduate level and the pre-school education degree at the higher education level shall be determined by the Minister of Education and Training based on the following criteria:
a) Training capacity as specified from Clause 1 to Clause 6 of this Circular;
b) The demand for teacher training throughout the country as requested by localities according to government policies supporting financial assistance for students in education, including tuition fees and living expenses;
c) Development direction of teacher training institutions based on the approved higher education and teacher training institution network layout plan by the Prime Minister;
d) The number of admissions proposed by each training institution for each field, mode, and method of organization training as updated in the Ministry of Education and Training’s reporting software system no later than February 28 of the year immediately preceding the admission year, effective from 2027;
d) Quality assessment of the training program;
e) Admission quality for the previous year before announcing the number of admissions, including: actual enrollment rate compared to the number of admitted students and announced numbers; admission scores;
g) Balancing regional factors, prioritizing local training needs where the training institution at that locality implements them;
h) Ensuring class size, with a minimum actual enrollment of 20 students per academic field in one year;
i) Regulating the number of admissions for fields with sudden increases in enrollments compared to the previous year according to the above principles.
11. The number of admissions for training institutions under the defense and security sector shall be determined and publicly announced based on the provisions from Clause 1 to Clause 6 of this Circular and the regulations of the agency responsible for assigning training tasks, as well as in the annual admission information according to the corresponding admission regulation.
12. The number of admissions for fields and programs implementing government-approved programs or plans shall be determined based on the principles, criteria, methods, and sequence specified in this Circular and the regulations of such program or plan.
Article 6. Procedure for Determining Admission Quotas
1. By no later than January 30 each year, the training institution must complete updating data on the Higher Education Database System, ensuring that all information and data are sufficient to determine admission quotas according to the forms from Table 1A to Table 1E in Appendix I attached to this Circular.
2. By no later than February 28 each year, the training institution shall be responsible for determining, updating admission quotas on the Ministry of Education and Training's Student Admission Reporting Software System based on the provisions at Article 5 of this Circular (according to the forms from Table 2A to Table 2C in Appendix I attached to this Circular).
3. For the determination of admission quotas for teacher training programs and other programs implementing government or Prime Minister approved programs:
a) The training institution shall complete determining, updating admission quotas for teacher training programs and other programs implementing government or Prime Minister approved programs (if any) for the year following the reporting year, and update on the Ministry of Education and Training's Student Admission Reporting Software System according to the form in Table 2A in Appendix I attached to this Circular before February 28 each year.
b) Based on the data updated by the training institution as per the provisions at point a of this clause, the training institution's capacity for education, ability to allocate state budget for placing orders and assigning educational tasks, student support policies, and training needs in accordance with the regulations regarding financial support for students' tuition fees and living expenses, the Minister of Education and Training shall determine and notify admission quotas for teacher training programs and other programs implementing government or Prime Minister approved programs (if any) for the next recruitment year before June 30 each year.
c) In case the training institution fails to complete updating data and admission quotas accurately and on time as per this clause, the Minister of Education and Training shall notify the training institution of the admission quotas based on the published and actual enrollment numbers from the previous consecutive year, the capacity of the training institution, and the ability to balance state budget for placing orders, assigning educational tasks, student support policies, and program regulations that have been approved.
Article 7. Procedure for Adjusting and Supplementing Admission Quotas
1. For admission quotas determined and announced by the training institution autonomously, the training institution may adjust, supplement, and update such quotas on the Ministry of Education and Training's Student Admission Reporting Software System, and re-announce the updated admission quotas before May 31 each year or within the time limit specified in current admission regulations, ensuring compliance with the provisions at Articles 4 and 5 of this Circular.
2. For admission quotas announced by the Ministry of Education and Training (excluding cases as per paragraph 3 of this Article), by no later than July 15 of the recruitment year, the training institution shall update on the Ministry of Education and Training's Student Admission Reporting Software System according to the form in Table 2A in Appendix I attached to this Circular as a basis for the Minister of Education and Training to consider adjusting or supplementing admission quotas under the following circumstances:
a) There are errors, inaccuracies in information, data when registering admission quotas;
b) Conditions specified at paragraph 2 of Articles 4 and 5 of this Circular have been improved;
c) New training programs have been added in accordance with regulations.
3. Based on the data from the Ministry of Education and Training's Student Admission Reporting Software System, the Minister of Education and Training shall examine and notify adjustments to admission quotas for teacher training programs; the adjustment or supplement should not exceed 20% of the quota per program and must be within the total announced admission quotas. The results of the adjustment will be communicated in writing within 14 working days from the date of receiving a request from the training institution. The Minister of National Defense shall decide on adjustments to admission quotas for defense-related training institutions, while the Minister of Public Security shall decide on adjustments to admission quotas for security and social order programs. Adjustments must comply with the provisions at Articles 4 and 5 of this Circular.
Article 8. Implementation
1. Ministry of Education and Training
a) Guide training institutions to provide and update data for the determination of enrollment numbers in the Higher Education Specialized Database System and the Reporting Software System of the Ministry of Education and Training;
b) Monitor and inspect the determination and implementation of enrollment numbers by training institutions;
2. Training institution
a) Complete updating of actual enrollment data for all forms, methods, and levels of education that were publicly announced to be admitted in the immediately preceding academic year on the Higher Education Specialized Database System and complete reporting of the results of implementing enrollment numbers through the Reporting Software System of the Ministry of Education and Training (in accordance with the templates from Table 1A to Table 1C in Appendix II attached hereto) in accordance with the prescribed time; In case the Reporting Software System of the Ministry of Education and Training is not operational due to objective force majeure conditions that cannot be performed online, the training institution shall report by written form or an alternative electronic method as instructed by the Ministry of Education and Training;
b) Bear legal responsibility for the accuracy and truthfulness of the data provided and used for determining annual enrollment numbers;
c) Be responsible for storing and preserving records of determination and implementation of enrollment numbers and related documents in compliance with current legal provisions;
d) Publicly disclose information on enrollment numbers for all forms, methods, and levels of education on the institution's electronic information page before conducting admissions in accordance with the corresponding admission regulations for each level of education;
d) Fulfill the duty to explain to students, competent state management agencies, and relevant parties regarding the determination and implementation of enrollment numbers at the training institution.
Article 9. Effectiveness and Enforcement Responsibility
1. This Decree shall take effect from April 19, 2026, except as provided in paragraph 2 hereof.
2. Paragraph 3; Clause 1 of Article 4; Points a, b, c of Clause 1 and Clause 3 of Article 5; Article 6; Appendix I and Appendix II of this Decree shall take effect for the admission cycle from 2027.
3. This Decree replaces Decree No. 03/2022/TT-BGDĐT dated January 18, 2022, by the Minister of Education and Training on regulations concerning the determination of university, master's, doctoral quotas, and pre-school education college quotas, and Decree No. 10/2023/TT-BGDĐT dated April 28, 2023, by the Ministry of Education and Training amending and supplementing certain provisions of Decree No. 03/2022/TT-BGDĐT dated January 18, 2022, on regulations concerning the determination of university, master's, doctoral quotas, and pre-school education college quotas, except as provided in Article 10 hereof.
4. The Deputy Director of the Office, Head of the Higher Education Department, heads of relevant units under the Ministry of Education and Training; ministries and agencies with relevant responsibilities; rectors of universities, colleges; principals of higher education institutions; heads of other educational institutions engaged in higher education, and principals of pre-school education colleges at the college level shall be responsible for enforcing this Decree.
Article 10. Transitional Provisions
1. The regular, part-time and distance education training forms that have organized recruitment before the effective date of this Circular shall be understood as regular, direct combination, and distance education respectively for reporting, summarizing, and statistical purposes on the number of recruits and scale of learners according to the provisions in this Circular.
2. In 2026, the number of recruits for bachelor's, master's, doctoral degrees and the number of recruits for higher vocational education in early childhood education shall be determined and implemented to ensure the training scale at December 31, 2026 meets the criteria and methods for determining admission quotas as stipulated in Articles 5, 6, 7, 8, 9, 10, and 11 of Circular No. 03/2022/TT-BGDĐT dated January 18, 2022 by the Minister of Education and Training on Determining Admission Quotas for Bachelor's, Master's, Doctoral Degrees and Higher Vocational Education in Early Childhood Education, and Circular No. 10/2023/TT-BGDĐT dated April 28, 2023 by the Minister of Education and Training amending and supplementing certain provisions of Circular No. 03/2022/TT-BGDĐT dated January 18, 2022 by the Minister of Education and Training on Determining Admission Quotas for Bachelor's, Master's, Doctoral Degrees and Higher Vocational Education in Early Childhood Education.
3. In 2026, training institutions shall report the results of recruitment from the previous year and determine the number of recruits on the Ministry of Education and Training's Recruitment Quantity Reporting System according to the templates specified in Circular No. 03/2022/TT-BGDĐT dated January 18, 2022 by the Minister of Education and Training on Determining Admission Quotas for Bachelor's, Master's, Doctoral Degrees and Higher Vocational Education in Early Childhood Education, and Circular No. 10/2023/TT-BGDĐT dated April 28, 2023 by the Minister of Education and Training amending and supplementing certain provisions of Circular No. 03/2022/TT-BGDĐT dated January 18, 2022 by the Minister of Education and Training on Determining Admission Quotas for Bachelor's, Master's, Doctoral Degrees and Higher Vocational Education in Early Childhood Education.
