Pursuant to Decree No. 63/2012/NĐ-CP dated August 31, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
Pursuant to Decree No. 96/2012/NĐ-CP dated November 15, 2012 of the Government on the treatment of addiction to opiate substances through substitution therapy;
At the proposal of the Director of the HIV/AIDS Prevention and Control Department, the Planning and Finance Department, Ministry of Health;
The Minister of Health hereby promulgates this Circular stipulating economic and technical norms serving as the basis for establishing service fees for treatment of addiction to opiate substances through substitution therapy,
Article 1. Economic and technical norms for some services for the treatment of addiction to opiate substances through substitution therapy
This Circular promulgates economic and technical norms serving as the basis for establishing service fees for treatment of addiction to opiate substances through substitution therapy at state-run facilities for the treatment of addiction to opiate substances through substitution therapy, including the following cost factors:
1. Costs for chemicals, consumable materials, and replacement materials for providing the services;
2. Costs for electricity, water, fuel, waste disposal, and direct environmental sanitation for providing the services;
3. Costs for maintenance and repair of equipment, purchase of replacement tools and implements directly used for providing the services;
4. Outsourced labor costs (under labor contracts).
Article 2. Effective Date
This Circular takes effect from January 1, 2015.
Article 3. Responsibility for Implementation
The Permanent Deputy Minister of Health, Heads of Departments: Planning and Finance, Medical Equipment and Health Facilities, Legal Affairs; Director of the HIV/AIDS Prevention and Control Department, and Heads of relevant units shall be responsible for implementing this Circular. Any difficulties or obstacles encountered during implementation should be promptly reported to the Ministry of Health for guidance, consideration, and resolution.
