CIRCULAR
Detailed regulations on certain provisions of the Law on Fire Prevention, Combating, Rescue and Evacuation and the Government Decree No. 105/2025/NĐ-CP dated May 15, 2025 detailing certain provisions and implementation measures of the Law on Fire Prevention, Combating, Rescue and Evacuation
The People's Public Security Law dated November 20, 2018;
The Law Amending and Supplementing Certain Provisions of the People's Public Security Law dated June 22, 2023;
The Law on Fire Prevention, Combating, Rescue and Evacuation dated November 29, 2024;

On the basis of Law on Government Organization dated February 18, 2025;
On the basis of Issued by the Minister of Public Security Circular detailing certain provisions of the Law on Fire Prevention, Combating, Rescue and Evacuation and the Government Decree No. 105/2025/NĐ-CP dated May 15, 2025 detailing certain provisions and implementation measures of the Law on Fire Prevention, Combating, Rescue and Evacuation.
On the basis of This Circular details certain provisions of the Law on Fire Prevention, Combating, Rescue and Evacuation and the Government Decree No. 105/2025/NĐ-CP dated May 15, 2025 detailing certain provisions and implementation measures of the Law on Fire Prevention, Combating, Rescue and Evacuation, specifically:
BASED ON DECREE NO. 02/2025/ND-CP DATED FEBRUARY 18, 2025 OF THE GOVERNMENT ON FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF PUBLIC SECURITY;
Pursuant to Decree No. 105/2025/NĐ-CP dated May 15, 2025 of the Government detailing certain provisions and measures to implement the Law on Fire Prevention, Firefighting, and Rescue;
Pursuant to the proposal of the Director of the Fire Prevention, Firefighting, and Rescue Police Department;
1. Detailed regulations on certain provisions of the Law on Fire Prevention, Combating, Rescue and Evacuation, including: a) Clause 4, Article 42 regarding equipping fire prevention, firefighting, rescue, and evacuation equipment for grassroots fire prevention, firefighting, rescue, and evacuation forces, specialized fire prevention, firefighting, rescue, and evacuation forces, and civilian defense forces;
PART I
GENERAL PROVISIONS
Article 1. Scope of application
b) Clause 3, Article 43 regarding management, preservation, maintenance of fire prevention, firefighting, rescue, and evacuation equipment (management, preservation, and maintenance of fire prevention, firefighting, rescue, and evacuation equipment of the Fire Prevention, Firefighting, Rescue, and Evacuation Police force shall be carried out in accordance with Circular No. 37/2025/TT-BCA dated May 15, 2025 issued by the Minister of Public Security detailing the tasks and operations of fire prevention, firefighting, rescue, and evacuation of the People's Public Security force).
2. Detailed regulations on certain provisions of the Government Decree No. 105/2025/NĐ-CP, including:
a) Clause 7, Article 9 regarding the authority to review fire prevention and firefighting design plans of public security agencies;
b) Clause 3, Article 13 regarding the authority to inspect fire prevention and firefighting of public security agencies;
c) Clause 6, Article 15 regarding the authority to develop and approve firefighting, rescue, and evacuation plans, rescue and evacuation plans of public security agencies;
d) Clause 6, Article 23 regarding the authority to issue permits for the circulation of fire prevention, firefighting, rescue, and evacuation equipment;
đ) Clause 6, Article 28 and Clause 2, Article 30 regarding training and upgrading skills in fire prevention, firefighting, rescue, and evacuation.
Attached to this Circular are the following appendices:
1. Appendix I: List and quantity of fire prevention, firefighting, rescue, and evacuation equipment equipped for civilian defense forces, grassroots fire prevention, firefighting, rescue, and evacuation forces, specialized fire prevention, firefighting, rescue, and evacuation forces.
2. Appendix II: Preservation and maintenance of mechanical firefighting, rescue, and evacuation equipment.

3. Appendix III: Preservation and maintenance of common firefighting equipment, personnel rescue equipment, equipment and devices serving rescue and evacuation, firefighting chemicals, communication equipment and devices serving firefighting, rescue, and evacuation.
4. Appendix IV: Preservation and maintenance of firefighting uniforms and personal protective equipment serving firefighting, rescue, and evacuation work.
5. Appendix V: Preservation and maintenance of independent fire alarm equipment, equipment belonging to the fire alarm system, equipment belonging to the public address and guidance system, equipment belonging to the firefighting system, lights, emergency lighting, escape guidance signs.
6. Appendix VI: Various forms.
EQUIPMENT OF FIRE PREVENTION, FIREFIGHTING, RESCUE AND EVACUATION EQUIPMENT FOR CIVILIAN DEFENSE FORCES, GRASSROOTS FIRE PREVENTION, FIREFIGHTING, RESCUE AND EVACUATION FORCES, SPECIALIZED FIRE PREVENTION, FIREFIGHTING, RESCUE AND EVACUATION FORCES
Equipment of fire prevention, firefighting, rescue, and evacuation equipment for civilian defense forces
1. Fire prevention, firefighting, rescue, and evacuation equipment equipped for civilian defense forces according to the list and quantity specified in Appendix I attached to this Circular.
Chapter II
2. The People's Committee at the commune level is responsible for equipping fire prevention, firefighting, rescue, and evacuation equipment for civilian defense forces in accordance with Clause 1 of this Article.
Based on the requirements for ensuring fire safety, firefighting, rescue, and evacuation and the ability to ensure local budget, the People's Committee at the commune level may equip additional quantities and types of fire prevention, firefighting, rescue, and evacuation equipment, necessary equipment and devices for civilian defense forces to perform their tasks.
Equipment of fire prevention, firefighting, rescue, and evacuation equipment for grassroots fire prevention, firefighting, rescue, and evacuation forces, specialized fire prevention, firefighting, rescue, and evacuation forces
1. Fire prevention, firefighting, rescue, and evacuation equipment equipped for grassroots fire prevention, firefighting, rescue, and evacuation forces, specialized fire prevention, firefighting, rescue, and evacuation forces according to the list and quantity specified in Appendix I attached to this Circular.
Article 3. 2. The head of the establishment decides or proposes the person with the authority to decide to equip fire prevention, firefighting, rescue, and evacuation equipment for grassroots fire prevention, firefighting, rescue, and evacuation forces, specialized fire prevention, firefighting, rescue, and evacuation forces under their management in accordance with Clause 1 of this Article.
Based on the requirements for ensuring fire safety, firefighting, rescue, and evacuation at the establishment, the head of the establishment decides or proposes the person with the authority to decide to equip additional quantities and types of fire prevention, firefighting, rescue, and evacuation equipment, necessary equipment and devices for grassroots fire prevention, firefighting, rescue, and evacuation forces, specialized fire prevention, firefighting, rescue, and evacuation forces under their management to perform their tasks.
3. Funding for equipping fire prevention, firefighting, rescue, and evacuation equipment for grassroots fire prevention, firefighting, rescue, and evacuation forces, specialized fire prevention, firefighting, rescue, and evacuation forces is stipulated in Clause 8, Article 20 of the Government Decree No. 105/2025/NĐ-CP.
On the basis of requirements for fire safety, firefighting, rescue, and disaster relief, and the local budget capacity, the People's Committee at the commune level may equip additional quantities and types of fire-fighting, rescue, and disaster relief equipment for the civilian defense force to perform their tasks.
Article 4. Equipping fire-fighting, rescue, and disaster relief equipment for the grassroots fire-fighting and rescue forces, specialized fire-fighting and rescue forces.
1. Fire-fighting, rescue, and disaster relief equipment provided to the grassroots fire-fighting and rescue forces, specialized fire-fighting and rescue forces shall be in accordance with the list and quantity specified in Appendix I attached hereto.
2. The head of the establishment decides or proposes to the competent authority to decide on equipping fire-fighting, rescue, and disaster relief equipment for the grassroots fire-fighting and rescue forces, specialized fire-fighting and rescue forces under their management in accordance with the provisions of Clause 1 of this Article.
Based on the requirements for ensuring fire safety, firefighting, rescue, and disaster relief at the establishment, the head of the establishment decides or proposes to the competent authority to decide on equipping additional quantities and types of fire-fighting, rescue, and disaster relief equipment, other necessary means and equipment for the grassroots fire-fighting and rescue forces, specialized fire-fighting and rescue forces under their management to perform their tasks.
3. The funding for equipping fire-fighting, rescue, and disaster relief equipment for the grassroots fire-fighting and rescue forces, specialized fire-fighting and rescue forces is stipulated in Clause 8 of Article 20 of Decree No. 105/2025/NĐ-CP.
The funding for equipping firefighting, rescue, and emergency response equipment for grassroots firefighting forces and specialized firefighting and rescue forces under agencies and organizations benefiting from state budget shall be guaranteed by the state budget and implemented in accordance with the laws on the state budget.
Chapter III
MANAGEMENT, STORAGE, MAINTENANCE OF FIREFIGHTING, RESCUE EQUIPMENT
FIRE PREVENTION, FIRE SUPPRESSION, RESCUE EQUIPMENT
Article 5. Locations for managing, storing, and maintaining firefighting, fire suppression, rescue, and emergency response equipment
1. Firefighting, fire suppression, rescue, and emergency response equipment must be managed and stored at houses, warehouses, docks, shipyards, ports, or other locations determined by authorized persons and must meet the following requirements:
a) Houses and warehouses for firefighting, fire suppression, rescue, and emergency response equipment must have roofs, surrounding walls, ensure dryness, ventilation, cleanliness, security, order, lighting systems, and be equipped with common firefighting tools;
b) Docks, shipyards, and ports for firefighting, fire suppression, rescue, and emergency response equipment must ensure security, order, fire prevention, and fire suppression.
2. Fire trucks, specialized vehicles for firefighting and rescue, fire pumps must be stored in houses or warehouses; firefighting ships, rescue boats, and fireboats must be moored at docks, ports, or other secure and orderly locations that ensure fire prevention and suppression. Other firefighting and rescue equipment must be stored at locations that meet the requirements set forth in Clause 1 and Clause 3 of this Article or within compartments of fire trucks, specialized vehicles for firefighting and rescue, firefighting ships, rescue boats, and fireboats to ensure readiness for firefighting and rescue operations.
3. Unused firefighting, fire suppression, rescue, and emergency response equipment must be stored in houses, warehouses, or locations suitable for managing such equipment according to their types.
Article 6. Storage and maintenance of firefighting, fire suppression, rescue, and emergency response equipment
1. Storage and maintenance of firefighting, fire suppression, rescue, and emergency response equipment must be carried out in accordance with the provisions of Clause 3 of this Article, and the time and location for storage and maintenance must be decided by the head of the facility based on the type of equipment, manufacturer's instructions (if available), ensuring the equipment is ready for firefighting and rescue operations.
For mechanical firefighting and rescue equipment and isolated gas masks, regular daily storage and maintenance or after each use must be conducted.
2. In cases where firefighting, fire suppression, rescue, and emergency response equipment has technical standards and regulations regarding storage and maintenance, these must be followed.
3. The content of storage and maintenance of firefighting, fire suppression, rescue, and emergency response equipment must be carried out in accordance with Appendices II, III, IV, and V attached to this Circular and manufacturer's instructions (if available).
4. Upon completion of storage and maintenance, the person responsible for managing firefighting, fire suppression, rescue, and emergency response equipment must record the results in the Logbook for Firefighting, Fire Suppression, Rescue, and Emergency Response Equipment according to Model No. 01 of Appendix VI attached to this Circular.
The Logbook for Firefighting, Fire Suppression, Rescue, and Emergency Response Equipment is a document in the facility's fire prevention, firefighting, rescue, and emergency response records as prescribed.
Article 7. Statistics and reporting on management, storage, and maintenance of firefighting, fire suppression, rescue, and emergency response equipment
Statistics and reporting on management, storage, and maintenance of firefighting, fire suppression, rescue, and emergency response equipment must be integrated into the Report on the Results of Fire Prevention, Fire Suppression, Rescue, and Emergency Response Operations of the Facility according to Model No. PC04 of Appendix VIII attached to Decree No. 105/2025/NĐ-CP, ensuring the following contents:
1. Results of management, storage, and maintenance (quantity, quality, types, content of storage and maintenance of firefighting, fire suppression, rescue, and emergency response equipment already provided).
2. Results of implementing requirements and recommendations of competent authorities regarding management, storage, and maintenance of firefighting, fire suppression, rescue, and emergency response equipment (if any).
3. Proposals and recommendations for solutions to improve the effectiveness of management, storage, and maintenance of firefighting, fire suppression, rescue, and emergency response equipment.
Article 8. Responsibilities of the head of the facility, household heads, and individuals in managing, storing, and maintaining firefighting, fire suppression, rescue, and emergency response equipment
1. Responsibilities of the head of the facility:
a) Organizing, directing, and inspecting the implementation of management, storage, and maintenance of firefighting, fire suppression, rescue, and emergency response equipment within the scope of management;
b) Organizing training for staff, employees, and workers within the scope of management to learn how to use firefighting, fire suppression, rescue, and emergency response equipment provided;
c) Assigning and clearly defining the responsibilities of those assigned to manage, store, and maintain firefighting, fire suppression, rescue, and emergency response equipment;
d) Inspecting, handling, or recommending competent authorities to handle violations in the management, storage, and maintenance of firefighting, fire suppression, rescue, and emergency response equipment according to the law;
đ) Ensuring funding for the management, storage, and maintenance of firefighting, fire suppression, rescue, and emergency response equipment within the scope of management.
2. Household heads and individuals specified in Clause 2 of Article 43 of the Law on Fire Prevention, Fire Suppression, and Rescue must store and maintain firefighting, fire suppression, rescue, and emergency response equipment they have been provided to ensure it can be used when fires, accidents, or incidents occur.
Chapter IV
GRADING AUTHORITY TO IMPLEMENT SOME TASKS
MANAGEMENT OF FIRE PREVENTION, FIRE SUPPRESSION, RESCUE, AND EMERGENCY RESPONSE BY POLICE AGENCIES
FIRE PREVENTION, FIRE SUPPRESSION, RESCUE, AND EMERGENCY RESPONSE MANAGEMENT BY POLICE AGENCIES
Article 9. Competence to review fire prevention and firefighting design by the Public Security Organs
1. The Fire Prevention and Fighting, Search and Rescue Police Department shall review fire prevention and firefighting design for construction projects specified in Appendix III attached to Decree No. 105/2025/NĐ-CP, specifically:
a) Construction projects within the competence to decide on investment proposals, approve investment proposals of the National Assembly, the Prime Minister according to laws on investment, laws on public investment, and laws on public-private partnership investment;
b) Construction projects within special-class construction projects according to laws on construction;
c) Headquarters and office buildings of units under the Ministry of Public Security, construction projects within Class I projects when requested by the project investors or owners of the construction projects;
d) Construction projects located in administrative areas of two or more centrally governed cities or provinces;
đ) Civil construction projects with a fire prevention and firefighting height exceeding 150 meters;
e) Large-scale construction projects with complex technology listed according to laws on construction;
g) Construction projects using fire prevention and firefighting technology, equipment, and systems for which Vietnam has not established technical standards and regulations.
2. The Fire Prevention and Fighting, Search and Rescue Police Department of the provincial-level Public Security Organs shall review fire prevention and firefighting design for construction projects and transportation means, specifically:
a) Construction projects specified in Appendix III attached to Decree No. 105/2025/NĐ-CP within their management area, except those specified in Clause 1 of this Article;
b) Transportation means specified in Appendix III attached to Decree No. 105/2025/NĐ-CP of agencies, organizations, or individuals with offices, representative offices, branches registered for business operations, production, assembly, new construction, or modification within their management area;
c) Construction projects within their management area that have been accepted by the Fire Prevention and Fighting, Search and Rescue Police Department for fire prevention and firefighting acceptance results but have changed functions or undergone renovations affecting fire safety conditions as stipulated in Clause 3 of Article 9 of Decree No. 105/2025/NĐ-CP during operation.
Article 10. Competence to manage and inspect fire prevention and firefighting by the Public Security Organs
The Fire Prevention and Fighting, Search and Rescue Police Department of the provincial-level Public Security Organs shall manage fire prevention and firefighting for facilities listed in Appendix II attached to Decree No. 105/2025/NĐ-CP; carry out regular and spot inspections on fire prevention and firefighting for facilities, construction projects, and transportation means specified in point a of Clause 2 of Article 13 of Decree No. 105/2025/NĐ-CP according to procedures and formalities stipulated in Clause 3 of Article 14 of Decree No. 105/2025/NĐ-CP.
Article 11. Competence to issue permits for the circulation of fire prevention and firefighting rescue vehicles
The Fire Prevention and Fighting, Search and Rescue Police Department of the provincial-level Public Security Organs shall issue permits for the circulation of fire prevention and firefighting rescue vehicles specified in Section 1 of Appendix V attached to Decree No. 105/2025/NĐ-CP.
Article 12. Competence to develop and approve firefighting, rescue plans by the Public Security Organs
The Fire Prevention and Fighting, Search and Rescue Police Department of the provincial-level Public Security Organs shall be responsible for organizing the development and approval of firefighting, rescue plans, and rescue plans for the Public Security Organs as stipulated in Clause 3 and Clause 4 of Article 15 of Decree No. 105/2025/NĐ-CP.
After the firefighting, rescue plan of the Public Security Organs is approved, the unit directly developing the plan shall be responsible for drafting the Tactical Firefighting and Rescue Form according to Model No. 02 in Appendix VI attached to this Circular.
Article 13. Training and professional development in fire prevention, firefighting, rescue operations
1. The Fire Prevention, Firefighting, and Rescue Service Police Department shall take the lead and coordinate with the University of Fire Prevention and Firefighting and relevant units to develop a framework program, compile training materials for professional development in fire prevention, firefighting, rescue operations, and distribute them to local police units.
2. Authority for training and professional development in fire prevention, firefighting, rescue operations:
a) Educational institutions for fire prevention, firefighting, and rescue operations: shall train professional skills in fire prevention, firefighting, and rescue operations for individuals assigned to inspect fire prevention and firefighting at facilities belonging to Group 1 in Appendix II attached to Decree No. 105/2025/NĐ-CP; provide training and professional development in fire prevention, firefighting, and rescue operations for Chairpersons, Deputy Chairpersons of Commune People's Committees and the subjects specified in point b of this clause upon request; provide professional development in fire prevention, firefighting, and rescue operations for individuals assigned to inspect fire prevention and firefighting at facilities belonging to Group 1 in Appendix II attached to Decree No. 105/2025/NĐ-CP upon request;
b) The Fire Prevention, Firefighting, and Rescue Service Police Department shall train and provide professional development in fire prevention, firefighting, and rescue operations for the subjects specified in points c, d, đ, e, g, and i of Clause 1, Article 45 of the Law on Fire Prevention, Firefighting, and Rescue Operations within central Party and State agencies, economic groups, and corporations upon request, except for individuals assigned to inspect fire prevention and firefighting at facilities belonging to Group 1 in Appendix II attached to Decree No. 105/2025/NĐ-CP who shall be trained by educational institutions for fire prevention, firefighting, and rescue operations and members of Civil Defense Teams;
c) Provincial Public Security Departments' Fire Prevention, Firefighting, and Rescue Service Units: shall train professional skills in fire prevention, firefighting, and rescue operations for the subjects specified in Clause 1, Article 45 of the Law on Fire Prevention, Firefighting, and Rescue Operations upon request, except for individuals assigned to inspect fire prevention and firefighting at facilities belonging to Group 1 in Appendix II attached to Decree No. 105/2025/NĐ-CP who shall be trained by educational institutions for fire prevention, firefighting, and rescue operations; provide professional development in fire prevention, firefighting, and rescue operations for the subjects specified in Clause 1, Article 45 of the Law on Fire Prevention, Firefighting, and Rescue Operations upon request.
In cases where organizations are requested to organize training and professional development in fire prevention, firefighting, and rescue operations for individuals who are subjects of such training and development under the management of Commune People's Committees, Village Chiefs, Ward People's Security Team Leaders, and Civil Defense Team members under the management of Commune People's Committees, the Provincial Public Security Departments' Fire Prevention, Firefighting, and Rescue Service Units shall take the lead and coordinate with local public security units to implement these activities.
3. Organizations for training and professional development in fire prevention, firefighting, and rescue operations:
a) Commune People's Committees and facilities belonging to Group 1 in Appendix II attached to Decree No. 105/2025/NĐ-CP shall register with the competent authority specified in point a or point c of Clause 2 of this Article to organize training and professional development in fire prevention, firefighting, and rescue operations for Chairpersons, Deputy Chairpersons of Commune People's Committees, and individuals assigned to inspect fire prevention and firefighting at facilities;
b) Agencies, organizations, and individuals shall register with the competent authority specified in point b or point c of Clause 2 of this Article to organize training and professional development in fire prevention, firefighting, and rescue operations for subjects under their management;
c) The competent authority specified in Clause 2 of this Article shall be responsible for arranging convenient locations for training and professional development in terms of time and travel for the subjects; implementing training and professional development in fire prevention, firefighting, and rescue operations, conducting inspections, and issuing written notifications of the results of training and professional development to agencies, organizations, and individuals that have registered and participated in such training and development.
Chapter V
IMPLEMENTING PROVISIONS
Article 14. Effective Date
1. This Circular takes effect from July 1, 2025.
2. The following Circulars shall cease to be effective from the date this Circular takes effect, except as provided in Clause 3 of this Article:
a) Circular No. 17/2021/TT-BCA dated February 5, 2021, issued by the Minister of Public Security regarding the management, preservation, and maintenance of fire prevention, firefighting, and rescue equipment;
b) Circular No. 150/2020/TT-BCA dated December 31, 2020, issued by the Minister of Public Security regarding the provision of fire prevention, firefighting, and rescue equipment for civilian defense forces, grassroots firefighting forces, and specialized firefighting forces, amended and supplemented according to Circular No. 55/2024/TT-BCA dated October 31, 2024, issued by the Minister of Public Security amending and supplementing certain provisions of Circular No. 141/2020/TT-BCA dated December 23, 2020, issued by the Minister of Public Security regarding the inspection work on fire prevention, firefighting, and rescue operations by the People's Public Security Forces; Circular No. 150/2020/TT-BCA dated December 31, 2020, issued by the Minister of Public Security regarding the provision of fire prevention, firefighting, and rescue equipment for civilian defense forces, grassroots firefighting forces, and specialized firefighting forces; Circular No. 82/2021/TT-BCA dated August 6, 2021, issued by the Minister of Public Security regarding standards, tasks, training, and inspection of professional skills in design review and acceptance of fire prevention and firefighting; Circular No. 06/2022/TT-BCA dated January 17, 2022, issued by the Minister of Public Security regarding procedures for performing fire prevention, firefighting, and rescue operations tasks in the People's Public Security Forces.
c) Circular No. 149/2020/TT-BCA dated December 31, 2020, issued by the Minister of Public Security detailing certain provisions and measures for implementing the Law on Fire Prevention and Combating and the Law Amending and Supplementing Certain Provisions of the Law on Fire Prevention and Combating, and Decree No. 136/2020/NĐ-CP dated November 24, 2020, issued by the Government detailing certain provisions and measures for implementing the Law on Fire Prevention and Combating and the Law Amending and Supplementing Certain Provisions of the Law on Fire Prevention and Combating;
d) Circular No. 32/2024/TT-BCA dated July 10, 2024, issued by the Minister of Public Security amending and supplementing certain provisions of Circular No. 149/2020/TT-BCA dated December 31, 2020, issued by the Minister of Public Security detailing certain provisions and measures for implementing the Law on Fire Prevention and Combating and the Law Amending and Supplementing Certain Provisions of the Law on Fire Prevention and Combating, and Decree No. 136/2020/NĐ-CP dated November 24, 2020, issued by the Government detailing certain provisions and measures for implementing the Law on Fire Prevention and Combating and the Law Amending and Supplementing Certain Provisions of the Law on Fire Prevention and Combating, and Circular No. 08/2018/TT-BCA dated March 5, 2018, issued by the Minister of Public Security detailing certain provisions of Decree No. 83/2017/NĐ-CP dated July 18, 2017, issued by the Government regarding rescue operations of firefighting forces;
3. The fire prevention and firefighting equipment inspection stamp according to Model No. 03 prescribed in the Appendix attached to Circular No. 149/2020/TT-BCA and the management, use, printing, and issuance of such stamps shall continue to be implemented until June 30, 2026, as stipulated in Clause 6, Article 1 of Circular No. 32/2024/TT-BCA.
Article 15. Responsibility for Implementation
1. The Director of the Fire Prevention and Fighting, Rescue Force Bureau is responsible for monitoring, guiding, inspecting, and urging the implementation of this Circular.
2. Provincial Police Departments and Municipal Police Departments directly under the Central Government are responsible for advising the People's Committees at the same level to issue regulations on managing and using fire prevention and firefighting, rescue equipment for civilian defense forces within their jurisdiction, including: principles for managing and using equipment; responsibilities of the People's Committee at the commune level and members of the Civil Defense Team in equipping, managing, and using equipment; conditions and responsibilities of individuals assigned to manage warehouses and storage facilities for equipment; other related contents.
3. Heads of units under the Ministry, Directors of Provincial Police Departments and Municipal Police Departments directly under the Central Government, and relevant organizations and individuals are responsible for implementing this Circular.
4. It is requested that heads of ministries, agencies equivalent to ministries, government agencies, provincial people's committees, and municipal people's committees directly under the Central Government, within the scope of their functions, duties, and authorities, cooperate with the Ministry of Public Security in managing and inspecting the implementation of work related to managing, preserving, and maintaining fire prevention and firefighting, rescue equipment of agencies and organizations under their management.
During the implementation of this Circular, if there are difficulties or obstacles, local police units, agencies, organizations, and individuals concerned should report to the Ministry of Public Security (through the Fire Prevention and Fighting, Rescue Force Bureau) for timely guidance.
