Regulations on job code, occupational standards

veterinary and animal health professionals

Pursuant to the Civil Servant Law dated November 15, 2010;

Pursuant to Decree No. 29/2012/NĐ-CP dated April 12, 2012 of the Government on recruitment, utilization, and management of civil servants;

Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary system for cadres, civil servants, and armed forces personnel; and Decree No. 17/2013/NĐ-CP dated December 19, 2013 of the Government amending and supplementing certain articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary system for cadres, civil servants, and armed forces personnel;

Pursuant to Decree No. 199/2013/NĐ-CP dated November 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 58/2014/NĐ-CP dated June 16, 2014, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

The Minister of Agriculture and Rural Development and the Minister of Home Affairs issue this Joint Circular stipulating job code and occupational standards for veterinary and animal health professionals.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This Joint Circular stipulates job codes, occupational standards, appointment, and grading of occupational positions for veterinary and animal health professionals.

2. This Joint Circular applies to veterinary and animal health professionals working in public service units.

Article 2. Job Code and Classification of Occupational Positions for Veterinary and Animal Health Professionals

1. Disease diagnosis position, including:

a) Disease Diagnosis Technician Level II - Code: V.03.04.10

b) Disease Diagnosis Technician Level III - Code: V.03.04.11

c) Disease Diagnosis Technician Level IV - Code: V.03.04.12

2. Animal Health Inspection Position, including:

a) Animal Health Inspector Level II - Code: V.03.05.13

b) Animal Health Inspector Level III - Code: V.03.05.14

c) Animal Health Inspector Level IV - Code: V.03.05.15

3. Veterinary Drug Testing Position, including:

a) Veterinary Drug Tester Level II - Code: V.03.06.16

b) Veterinary Drug Tester Level III - Code: V.03.06.17

c) Veterinary Drug Tester Level IV - Code: V.03.06.18

4. Livestock Testing Position, including:

Chapter II

OCCUPATIONAL STANDARDS FOR VETERINARY AND ANIMAL HEALTH PROFESSIONALS

Article 3. General Professional Ethics Standards for Veterinary Disease Diagnosis Professionals

1. To be responsible, honest, passionate about their profession, proactive in research, humble in learning, and applying scientific and technological achievements in their work.

2. To have a spirit of internal unity, listen to colleagues' opinions, and proactively cooperate with colleagues to fulfill assigned tasks.

3. To strictly comply with regulations and operational rules of the profession.

4. To continuously study to improve professional knowledge, foreign languages, and computer skills to effectively complete assigned tasks.

5. To responsibly manage assets, materials, machinery, and equipment and documents serving disease diagnosis, testing, and treatment of animals.

Article 4. Disease Diagnosis Technician Level II - Code: V.03.04.10

1. Tasks

a) To lead and organize disease diagnosis, testing, and treatment of various animals within the assigned scope;

b) To conduct tests on samples within the specialized field of responsibility. Timely report and treat diseases and report to competent authorities for prompt handling;

c) To lead or participate in local investigations of disease outbreaks and propose measures to control and eradicate outbreaks, personally responsible for conclusions;

d) To summarize, analyze, evaluate, and draw lessons from disease diagnosis, testing, and treatment processes. Based on these, propose supplements and amendments to improve disease diagnosis, testing, and treatment procedures;

đ) To lead the development of treatment protocols or testing procedures;

e) To lead or participate in scientific research projects related to disease diagnosis, testing, and treatment;

g) To participate in compiling training programs and organizing professional training for lower-level technicians in disease diagnosis, testing, and treatment.

a) Graduated from university or higher in veterinary science, livestock veterinary science, aquatic animal pathology, aquaculture, biotechnology, or other relevant fields;

b) To have reached level 3 in foreign language proficiency as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam;

c) To have basic information technology skills as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on information technology proficiency standards;

d) To hold a certificate for Disease Diagnosis Technician Level II;

a) To thoroughly understand the Party's policies, State laws, and industry regulations on animal health work;

b) To be familiar with domestic and international animal health laws within the scope of work;

c) To have extensive knowledge of domestic and imported animal diseases;

d) To have the ability to diagnose complex animal diseases accurately through testing and treatment;

đ) To keep up with new information and techniques in the field of disease diagnosis, testing, and treatment both domestically and internationally;

e) To have the ability to independently conduct scientific research and apply new scientific and technical advancements in disease diagnosis, testing, and treatment to practical applications;

g) To understand economic, political, and social conditions at the local and national levels related to livestock development, animal disease situations, and disease diagnosis, testing, and treatment work;

h) To lead or participate in scientific research projects or proposals recognized by the Ministry-level or provincial-level Science Councils and effectively implemented;

A veterinary diagnostician at the third level must have held the position of veterinary diagnostician at the third level or equivalent for a minimum of nine years, including at least two years in the most recent period holding the position of veterinary diagnostician at the third level.

Article 5. Veterinary Diagnostician at the Third Level - Code: V.03.04.11

1. Tasks

b) Carry out the preparation and preservation of certain media solutions for diagnostic and testing work for specific diseases or clinical diagnosis and propose treatment measures;

c) Perform injections and infusions on experimental animals, culture disease samples, or directly treat and monitor the results of experimental animal injections and infusions according to established technical procedures;

d) Conduct surgical examinations, monitor test results or treatment outcomes; record all surgical examination results, post-test progression, and treatment processes promptly report to competent authorities for handling;

đ) Participate in scientific research topics in the fields of animal disease diagnosis, testing, and treatment;

e) Guide lower-ranked animal disease diagnostic staff in performing diagnostic, testing, and treatment work for animal diseases;

a) Hold a bachelor's degree or higher in veterinary science, veterinary livestock management, aquatic pathology, aquaculture, biotechnology, or other relevant fields suitable for the position;

b) Possess level 2 foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the six-level foreign language competency framework for Vietnam;

c) To have basic information technology skills as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on information technology proficiency standards;

d) Hold a Level III Animal Disease Diagnostician Certificate;

a) Understand the Party's policies and guidelines, state laws, and industry regulations concerning veterinary work;

b) Be familiar with veterinary laws;

c) Be able to evaluate test and treatment results, independently manage a complete testing and treatment process from start to finish and conclude on the disease;

d) Possess independent initiative in work, proficient in animal disease diagnostic skills;

đ) Have the ability to summarize work experience in diagnosing, testing, and treating animal diseases, and understand common diseases related to diagnostic, testing, and treatment work;

e) Know how to organize guidance, inspections, and coordinate with relevant agencies;

A staff member promoted from the rank of Level IV Animal Disease Technician to Level III Animal Disease Diagnostician must meet the requirements set forth in Clauses 1, 2, and 3 of this Article and have served in the rank of Level IV Animal Disease Technician for the following period:

a) For initial recruitment with an associate degree, must have at least two years of service in the rank of Level IV Animal Disease Technician;

b) For initial recruitment with a secondary vocational degree, must have at least three years of service in the rank of Level IV Animal Disease Technician;

Article 6. Veterinary Diagnostic Technician Level IV - Code: V.03.04.12

1. Tasks

a) Monitor the results of animal experiments under the direction of a higher-ranked officer;

b) Prepare and preserve certain types of media and solutions for diagnostic work, preservation, and maintenance of microorganisms for diagnostic and animal disease testing purposes under the guidance of a higher-ranked officer;

c) Prepare surgical tools, experimental equipment, and experimental animals for diagnostic and animal disease testing work;

d) Directly perform certain tests under the guidance of a higher-ranked officer;

đ) Report promptly on the epidemic situation in the assigned area;

e) Manage assets, materials, machinery, and other equipment according to laboratory rules as assigned; be personally responsible for the assets assigned for management;

a) Graduated from a college level or higher in a field relevant to veterinary diagnostics;

b) Possess a foreign language proficiency level of Grade 1 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the Six-Level Foreign Language Proficiency Framework for Vietnam;

c) Possess computer skills meeting the basic standard for information technology usage as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications regarding the Standard for Information Technology Usage Skills;

a) Understand the regulations of laws and the veterinary sector;

b) Understand the inspection and investigation work related to veterinary diagnostics;

c) Have methods of propaganda and mobilization to encourage people's participation in the detection and diagnosis of animal diseases;

d) Know how to use and preserve media, chemicals, and machinery in the laboratory;

đ) Know how to evaluate results and handle samples after inoculation for different types of animals and various diseases;

Chapter III

STANDARDS FOR THE PROFESSIONAL TITLE OF VETERINARY INSPECTION OFFICER

Article 7. General ethical standards for veterinary inspection officers

1. To be responsible, honest, passionate about their profession, proactive in research, humble in learning, and applying scientific and technological achievements in their work.

2. Demonstrate internal solidarity, listen to colleagues' opinions, and proactively coordinate with colleagues to fulfill assigned tasks;

3. To strictly comply with regulations and operational rules of the profession.

4. To continuously study to improve professional knowledge, foreign languages, and computer skills to effectively complete assigned tasks.

5. Be responsible for managing assets, materials, machinery, and equipment and documents serving veterinary inspection and food safety work;

Article 8. Veterinary Sanitation Inspector Level II - Code: V.03.05.13

1. Tasks

a) Lead the organization and implementation of veterinary sanitation and food safety inspection procedures;

b) Organize the development of technical procedures to ensure accuracy and speed for each type of veterinary sanitation and food safety inspection;

c) Lead the coordination with related sectors and veterinary agencies to summarize and draw lessons for veterinary sanitation and food safety inspection work;

d) Summarize, analyze, evaluate, and draw lessons from veterinary sanitation and food safety inspections; propose amendments and supplements to improve standards, norms, and technical procedures for veterinary sanitation and food safety inspections;

đ) Guide, monitor, inspect, and recommend measures for veterinary sanitation and food safety inspections;

e) Participate in compiling training content and programs for lower-level officers and organize training;

g) Organize and direct the establishment of a unified technical management system in veterinary sanitation and food safety inspection work;

h) Lead research projects at the sector level on veterinary sanitation and food safety inspections;

a) Graduated from university or higher in veterinary science or related fields suitable for the position;

b) To have reached level 3 in foreign language proficiency as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam;

c) To have basic information technology skills as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on information technology proficiency standards;

d) Hold a certificate for Veterinary Sanitation Inspector Level II;

a) Firmly grasp the Party's policies, State laws, and industry regulations concerning veterinary work;

b) Lead or cooperate effectively in implementing professional veterinary sanitation and food safety inspection activities;

c) Effectively coordinate with relevant agencies during the implementation of veterinary sanitation and food safety inspection tasks;

d) Possess the ability to independently conduct scientific research to serve veterinary sanitation and food safety inspection management;

đ) Fully understand laws on veterinary science and State policies related to veterinary sanitation and food safety inspections;

e) Understand the economic, political, and social conditions of the locality and the country related to veterinary sanitation and food safety inspections;

g) Lead or participate in scientific research projects or proposals recognized and effectively implemented by the Ministry-level or provincial-level Science Council;

An officer promoted from the title of Veterinary Sanitation Inspector Level III to Veterinary Sanitation Inspector Level II must have held the title of Veterinary Sanitation Inspector Level III or equivalent for a minimum of nine years, including at least two years in the most recent period holding the title of Veterinary Sanitation Inspector Level III.

Article 9. Veterinary Sanitation Inspector Level III - Code: V.03.05.14

1. Tasks

a) Proficiently collect samples for veterinary sanitation inspection and food safety work;

b) Conduct testing on veterinary sanitation indicators and food safety within the assigned scope;

c) Supervise and ensure the technical implementation by veterinary sanitation inspection technicians and be responsible for the testing results assigned;

d) Participate in research and experimental projects in the field of veterinary sanitation inspection and food safety;

đ) Report and comment on the results during veterinary sanitation inspection and food safety work to supplement standards, regulations, and technical procedures for veterinary sanitation inspection and food safety;

e) Promote and guide the application of veterinary laws related to veterinary sanitation inspection and food safety in the assigned field;

g) Provide training on veterinary sanitation inspection and food safety work for lower-ranked officers;

a) Graduated from university or higher in veterinary science or related fields suitable for the position;

b) Possess level 2 foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the six-level foreign language competency framework for Vietnam;

c) To have basic information technology skills as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on information technology proficiency standards;

d) Hold a Certificate of Veterinary Sanitation Inspector Level III;

a) Understand the Party's policies, State laws, and industry-related regulations concerning veterinary work;

b) Be familiar with laws and regulations on veterinary work and food safety;

c) Organize, direct, guide, inspect, and supervise veterinary sanitation inspection and food safety work;

d) Coordinate and organize collaboration with relevant agencies to effectively perform assigned tasks;

đ) Organize and coordinate resolution of violations related to veterinary sanitation inspection and food safety according to legal provisions;

e) Understand the relationship and coordination in veterinary sanitation inspection and food safety work;

An officer promoted from the position of Veterinary Sanitation Technician Level IV to Veterinary Sanitation Inspector Level III must meet the requirements stipulated in Clauses 1, 2, and 3 of this Article and have served in the position of Veterinary Sanitation Technician Level IV for the following periods:

a) For initial recruitment with a college degree, must have at least two years of experience in the position of Veterinary Sanitation Technician Level IV;

b) For initial recruitment with a secondary vocational degree, must have at least three years of experience in the position of Veterinary Sanitation Technician Level IV.

Article 10. Veterinary Sanitation Technician Level IV - Code: V.03.05.15

1. Tasks

a) Collect samples for veterinary sanitation inspection and food safety work;

b) Conduct testing on veterinary sanitation indicators and food safety within the assigned scope;

c) Prepare chemicals, equipment, and experimental animals for experiments; prepare media for microbiological and mold testing; prepare solutions for chemical testing according to instructions from higher-ranked officers;

d) Operate laboratory equipment for technical testing purposes and be personally responsible for the equipment and tools assigned to monitor;

a) Graduated from a secondary vocational school or higher in a relevant veterinary sanitation inspection field;

b) Possess a foreign language proficiency level of Grade 1 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the Six-Level Foreign Language Proficiency Framework for Vietnam;

c) Possess computer skills meeting the basic standard for information technology usage as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications regarding the Standard for Information Technology Usage Skills;

a) Be familiar with laws and regulations on veterinary work;

b) Perform inspection and investigation tasks to understand the situation of veterinary sanitation inspection and food safety work;

c) Understand administrative procedures and principles in handling violations of veterinary sanitation inspection laws;

d) Understand principles of disinfection, sterilization, and handling of equipment, environment, and experimental animals in laboratories;

đ) Understand basic operation principles of simple laboratory equipment;

e) Understand basic principles of preparing media for microbiological and mold testing and common chemicals for laboratory use;

Chapter IV

STANDARDS FOR OFFICER TITLES

PHARMACEUTICAL ANALYSIS SPECIALTY

Article 11. General ethical standards for veterinary drug testing professionals

1. To be responsible, honest, passionate about their profession, proactive in research, humble in learning, and applying scientific and technological achievements in their work.

2. Demonstrate internal solidarity, listen to colleagues' opinions, and proactively coordinate with colleagues to fulfill assigned tasks;

3. To strictly comply with regulations and operational rules of the profession.

4. To continuously study to improve professional knowledge, foreign languages, and computer skills to effectively complete assigned tasks.

5. To be responsible for managing assets, materials, machinery, and equipment and documents serving veterinary drug testing work.

Article 12. Veterinary Drug Testing Officer Level II - Code: V.03.06.16

1. Tasks

a) To lead the organization and implementation of all veterinary drug testing and animal microbiome conservation work assigned and classified;

b) To summarize, analyze, and evaluate the results of veterinary drug testing and animal microbiome conservation according to the classification and assignment;

c) To organize guidance, monitoring, and inspection to propose timely corrective measures for deviations during veterinary drug testing and animal microbiome conservation;

d) To participate in drafting, revising, and supplementing procedures and regulations on veterinary drug testing and animal microbiome conservation;

đ) To lead or participate in research projects at the sector level concerning veterinary drug testing and animal microbiome conservation;

e) To participate in drafting content for training programs to enhance technical skills for lower-level positions.

a) Graduated from university or higher in veterinary science or related fields relevant to the job position;

b) To have reached level 3 in foreign language proficiency as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam;

c) To have basic information technology skills as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on information technology proficiency standards;

d) To hold a certificate for Veterinary Drug Testing Officer Level II.

a) To have a thorough understanding of laws on veterinary science and state policies related to veterinary drug testing and animal microbiome conservation;

b) To have a thorough understanding of procedures and regulations on veterinary drug testing and animal microbiome conservation;

c) To be proficient in techniques used in veterinary drug testing and animal microbiome conservation;

d) To have the ability to independently conduct scientific research and apply new domestic and international scientific and technological advancements in veterinary drug testing;

đ) To be proficient in organizing and arranging experiments;

e) To skillfully use laboratory equipment for veterinary drug testing and animal microbiome conservation to identify issues arising during use;

g) To lead or participate in scientific research projects or proposals recognized and implemented effectively by the Ministry's or provincial Science Council.

A professional promoted from the position of Veterinary Drug Testing Officer Level III to Veterinary Drug Testing Officer Level II must have held the position of Veterinary Drug Testing Officer Level III or equivalent for a minimum of nine years, including at least two years in the most recent period holding the position of Veterinary Drug Testing Officer Level III.

Article 13. Veterinary Drug Testing Officer Level III - Code: V.03.06.17

1. Tasks

a) To develop plans and schemes for implementing veterinary drug testing and animal microbiome conservation;

b) To carry out veterinary drug testing and animal microbiome conservation within the assigned scope and bear responsibility for the results of their testing work;

c) To organize inspections and monitoring of animal breeding processes to support veterinary drug testing and animal microbiome conservation;

d) To report and comment on results during veterinary drug testing and animal microbiome conservation to improve and complete procedures and regulations on veterinary drug testing and animal microbiome conservation;

đ) To participate in experimental research projects on veterinary drug testing and animal microbiome conservation;

e) To disseminate and guide on veterinary drug testing according to veterinary laws;

g) To implement training for lower-level staff on veterinary drug testing and animal microbiome conservation;

a) To graduate from university in veterinary science or related fields suitable for the job requirements;

b) Possess level 2 foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the six-level foreign language competency framework for Vietnam;

c) To have basic information technology skills as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on information technology proficiency standards;

d) To hold a certificate for Veterinary Drug Testing Officer Level III.

a) Be familiar with laws and regulations on veterinary work;

b) To understand basic knowledge in veterinary science;

c) To understand procedures and regulations on veterinary drug testing and animal microbiome conservation;

d) To be proficient in laboratory operations;

đ) To know how to skillfully use laboratory equipment to serve veterinary drug testing and animal microbiome conservation.

A professional promoted from the position of Veterinary Drug Testing Technician Level IV to Veterinary Drug Testing Officer Level III must meet the provisions of Clauses 1, 2, and 3 of this Article and have held the position of Veterinary Drug Testing Technician Level IV for the following duration:

a) For initial recruitment with an associate degree, there must be a minimum of two years working in the position of Veterinary Drug Testing Technician Level IV;

b) For initial recruitment with a diploma degree, there must be a minimum of three years working in the position of Veterinary Drug Testing Technician Level IV.

Article 14. Veterinary drug testing technician level IV - Code: V.03.06.18

1. Tasks

a) Carry out care, feeding, and monitoring of assigned experimental animals;

b) Perform disinfection of areas, rooms, and animal breeding facilities for experimental animals, laboratories according to procedures and regulations;

c) Use and maintain simple equipment serving veterinary drug testing and microbial gene preservation and be personally responsible for managing such equipment and tools;

d) Prepare experimental tools, prepare some basic media and solutions for veterinary drug testing and microbial gene preservation;

đ) Mix special media and solutions according to the guidance of higher-ranking officers;

e) Administer injections to experimental animals using simple techniques.

a) Graduated from a college or higher level in a relevant field of veterinary drug testing;

b) Possess a foreign language proficiency level of Grade 1 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the Six-Level Foreign Language Proficiency Framework for Vietnam;

c) Possess computer skills meeting the basic standard for information technology usage as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications regarding the Standard for Information Technology Usage Skills;

a) Understand principles of disinfection, tool and environment handling in laboratories;

b) Understand operational principles of simple equipment in laboratories;

c) Have basic knowledge about animal breeding and experimental animal breeding;

d) Understand major diseases of livestock and experimental animals;

đ) Understand basic principles of mixing media and common chemicals for experiments;

e) Understand basic gene conservation procedures for veterinary microorganisms.

Chapter V

PROFESSIONAL RANK STANDARDS FOR SPECIALIZED OFFICERS IN ANIMAL BREEDING TESTING

Article 15. General ethical standards for specialized officers in animal breeding testing

1. To be responsible, honest, passionate about their profession, proactive in research, humble in learning, and applying scientific and technological achievements in their work.

2. Demonstrate internal solidarity, listen to colleagues' opinions, and proactively coordinate with colleagues to fulfill assigned tasks;

3. To strictly comply with regulations and operational rules of the profession.

4. To continuously study to improve professional knowledge, foreign languages, and computer skills to effectively complete assigned tasks.

5. Responsible for managing assets, materials, machinery, and equipment, documents serving animal breeding testing work.

Article 16. Animal breeding testing officer level II - Code: V.03.07.19

1. Tasks

a) Organize, develop plans and schemes for testing, inspecting, and certifying certain types of livestock breeds, feed, and breeding environments, effectively and accurately implement these plans and schemes;

b) Organize and carry out testing, inspecting, and certifying livestock breeds, feed, and breeding environments based on ensuring technical procedures and inspection certification processes, and personally responsible for the results of testing, inspecting, and certifying;

c) Lead and implement production processes, technological procedures, and propose timely adjustments to deviations during the production and trading of livestock breeds, feed, breeding environments, and during testing, inspecting, and certifying livestock breeds, feed, breeding environments of production and trading units to ensure quality of livestock breeds, feed, breeding environments traded on the market;

d) Lead or participate in scientific research topics related to testing, inspecting, and certifying livestock breeds, feed, and breeding environments;

đ) Participate in building and revising quality standards for livestock breeds, feed, breeding environments, and technical procedures and regulations for testing, inspecting, and certifying livestock breeds, feed, and breeding environments;

e) Participate in drafting content and organizing technical training programs for lower-ranking officers regarding testing, inspecting, and certifying livestock breeds, feed, and breeding environments.

a) Graduated from university or higher in animal breeding;

b) To have reached level 3 in foreign language proficiency as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam;

c) To have basic information technology skills as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on information technology proficiency standards;

d) Hold a certificate for animal breeding testing officer level II.

a) Firmly grasp Party policies and State laws on testing, inspecting, and certifying livestock breeds, feed, and breeding environments;

b) Firmly grasp procedures and regulations on testing, inspecting, and certifying livestock breeds, feed, and breeding environments;

c) Proficient in techniques in testing, inspecting, and certifying livestock breeds, feed, and breeding environments;

d) Skilled in organizing and arranging experiments;

đ) Proficient in using laboratory equipment for testing, inspecting, and certifying livestock breeds, feed, and breeding environments;

e) Understand scientific and technological advancements in testing, inspecting, and certifying livestock breeds, feed, and breeding environments both domestically and internationally;

g) To lead or participate in scientific research projects or proposals recognized and implemented effectively by the Ministry's or provincial Science Council.

An officer promoted from the rank of animal breeding testing officer level III to level II must have held the rank of animal breeding testing officer level III or equivalent for at least 09 (nine) years, including at least 02 (two) years in the most recent period holding the rank of animal breeding testing officer level III.

Article 17. Livestock Testing Officer Level III - Code: V.03.07.20

1. Tasks

a) Develop plans and schemes for conducting trials, testing, and certification of livestock breeds, animal feed, and livestock environments according to assigned tasks, organize the implementation of these plans and schemes effectively and accurately, and be responsible for the results of such trials, tests, and certifications;

b) Organize and conduct trials, testing, and certification of livestock breeds, animal feed, and livestock environments in accordance with technical procedures and technological processes, record and statistically compile the results of such trials, tests, and certifications accurately based on prescribed forms, and be responsible for the results of such trials, tests, and certifications. Directly inspect the production and business processes of livestock breeds, animal feed, and livestock environments to serve the work of trials, testing, and certification of livestock breeds, animal feed, and livestock environments;

c) Promote and guide production and business establishments of livestock breeds, animal feed, and livestock environments to strictly comply with state laws regarding the work of livestock breeds, animal feed, livestock environments, and product quality;

d) Evaluate and summarize the process of trials, testing, and certification of livestock breeds, animal feed, and livestock environments within the assigned field, and propose supplementary suggestions for technical procedures and technological processes related to trials, testing, and certification of livestock breeds, animal feed, and livestock environments based on this evaluation;

đ) Participate in scientific research topics related to trials, testing, and certification of livestock breeds, animal feed, and livestock environments;

e) Provide training on trial, testing, and certification procedures for livestock breeds, animal feed, and livestock environments to technicians and collaborators;

a) Hold a bachelor's degree or higher in livestock science or another relevant field that meets the job requirements;

b) Possess level 2 foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the six-level foreign language competency framework for Vietnam;

c) To have basic information technology skills as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on information technology proficiency standards;

d) Possess a certificate for Livestock Testing Officer Level III;

a) Firmly grasp Party policies and State laws on testing, inspecting, and certifying livestock breeds, feed, and breeding environments;

b) Have a thorough understanding of basic knowledge about trials, testing, and certification of livestock breeds, animal feed, and livestock environments;

c) Be familiar with procedures and regulations concerning trials, testing, and certification of livestock breeds, animal feed, and livestock environments;

d) Know how to use and operate laboratory equipment proficiently for trials, testing, and certification of livestock breeds, animal feed, and livestock environments;

đ) Understand the relationships and coordination during the process of trials, testing, and certification of livestock breeds, animal feed, and livestock environments;

A civil servant promoted from the position of Livestock Testing Technician Level IV to the position of Livestock Testing Officer Level III must meet all the provisions stipulated in Clauses 1, 2, and 3 of this Article and have worked in the position of Livestock Testing Technician Level IV for the following specific period:

a) For initial recruitment cases where the candidate holds an associate degree, they must have at least two years of experience working in the position of Livestock Testing Technician Level IV;

b) For initial recruitment cases where the candidate holds a secondary vocational degree, they must have at least three years of experience working in the position of Livestock Testing Technician Level IV;

Article 18. Livestock Testing Technician Level IV - Code: V.03.07.21

1. Tasks

a) Carry out sample collection, sample division, sample preservation, and sample storage for testing, inspection, and certification;

b) Prepare experimental equipment and chemicals, and prepare chemical solutions for testing, inspection, and certification of livestock breeds, livestock feed, and livestock environments according to technical procedures;

c) Use, maintain, and service laboratory equipment and materials, and be personally responsible for such equipment and materials;

d) Record and compile test, inspection, and certification results in accordance with prescribed forms and be responsible for the outcomes thereof;

a) Graduated from a college level or higher in livestock science;

b) Possess a foreign language proficiency level of Grade 1 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the Six-Level Foreign Language Proficiency Framework for Vietnam;

c) Possess basic computer skills in information technology as stipulated in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on Information Technology Skill Standards;

a) Understand fundamental principles of testing, inspection, and certification of livestock breeds, livestock feed, and livestock environments;

b) Understand operational principles of simple equipment in laboratories;

c) Comprehend basic quality indicators of livestock breeds and experimental methods;

d) Be familiar with the procedures and regulations for preparing chemical solutions for testing, inspection, and certification of livestock breeds, livestock feed, and livestock environments;

Chapter VI

GUIDELINES FOR APPOINTMENT AND SALARY GRADING BY PROFESSIONAL TITLES

Article 19. Principles for Appointment and Salary Classification According to Professional Titles for Livestock and Veterinary Specialists

1. The appointment to professional titles for specialists as stipulated in this Joint Circular must be based on their current job positions, responsibilities, and professional expertise, and in accordance with Article 20 of this Joint Circular.

2. When appointing from the current specialist rank to a professional title in the livestock and veterinary field, it shall not be combined with salary grade advancement or professional title promotion.

Article 20. Cases of Appointment to Professional Titles

Specialists who have been appointed to the livestock and veterinary fields as specified in Decision No. 417/TCCP-VC dated May 29, 1993 of the Minister, Head of the Organizational-Cadre Department of the Government on issuing professional standards for agricultural and food industry civil servant ranks and Decision No. 78/2004/QĐ-BNV dated November 3, 2004 of the Minister of Home Affairs on issuing a list of civil servant and specialist ranks, now being appointed to professional titles in the livestock and veterinary fields as stipulated in this Joint Circular, specifically as follows:

1. Professional Title for Animal Disease Diagnosis

a) Appoint to the Animal Disease Diagnostician Level II professional title (code V.03.04.10) for specialists currently holding the Senior Animal Disease Diagnostician rank (code 09.055);

b) Appoint to the Animal Disease Diagnostician Level III professional title (code V.03.04.11) for specialists currently holding the Animal Disease Diagnostician rank (code 09.056);

c) Appoint to the Animal Disease Diagnostic Technician Level IV professional title (code V.03.04.12) for specialists currently holding the Animal Disease Diagnostic Technician rank (code 09.057).

2. Professional Title for Veterinary Drug Inspection

a) Appoint to the Veterinary Drug Inspector Level II professional title (code V.03.06.16) for specialists currently holding the Senior Veterinary Drug Inspector rank (code 09.063).

b) Appoint to the Veterinary Drug Inspector Level III professional title (code V.03.06.17) for specialists currently holding the Veterinary Drug Inspector rank (code 09.064).

c) Appoint to the Veterinary Drug Inspection Technician Level IV professional title (code V.03.06.18) for specialists currently holding the Veterinary Drug Inspection Technician rank (code 09.065).

Article 21. Salary Classification

1. The occupational titles in the livestock breeding and veterinary profession shall apply the Professional and Technical Salary Scale for civil servants and employees in state-run units as stipulated in Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary regulations for cadres, public officials, employees, and armed forces personnel, specifically as follows:

a) The occupational title of Animal Disease Diagnostician Grade II, Veterinary Drug Analyst Grade II, Veterinary Sanitation Inspector Grade II, Livestock Breeding Analyst Grade II shall apply the employee coefficient A2 type A2.2 (from coefficient 4.00 to coefficient 6.38);

b) The occupational title of Animal Disease Diagnostician Grade III, Veterinary Drug Analyst Grade III, Veterinary Sanitation Inspector Grade III, Livestock Breeding Analyst Grade III shall apply the employee coefficient A1 type (from coefficient 2.34 to coefficient 4.98);

c) The occupational title of Animal Disease Diagnostic Technician Grade IV, Veterinary Drug Analysis Technician Grade IV, Veterinary Sanitation Inspection Technician Grade IV, Livestock Breeding Analysis Technician Grade IV shall apply the employee coefficient B type (from coefficient 1.86 to coefficient 4.06).

2. Salary Classification upon Completion of Probation and Appointment to the Recruited Occupational Title:

After completing the probation period as prescribed and being appointed to the occupational title by the competent authority managing employees, the following salary classification shall be implemented:

a) In case of having a doctoral degree in livestock breeding and veterinary science, the third level with coefficient 3.00 of the occupational title of Animal Disease Diagnostician Grade III (code V.03.04.11), Veterinary Sanitation Inspector Grade III (code V.03.05.14), Veterinary Drug Analyst Grade III (code V.03.06.17), Livestock Breeding Analyst Grade III (code V.03.07.20) shall be assigned;

b) In case of having a master's degree in livestock breeding and veterinary science, the second level with coefficient 2.67 of the occupational title of Animal Disease Diagnostician Grade III (code V.03.04.11), Veterinary Sanitation Inspector Grade III (code V.03.05.14), Veterinary Drug Analyst Grade III (code V.03.06.17), Livestock Breeding Analyst Grade III (code V.03.07.20) shall be assigned;

c) In case of having a college degree in livestock breeding and veterinary science, the second level with coefficient 2.06 of the occupational title of Animal Disease Diagnostic Technician Grade IV (code V.03.04.12), Veterinary Sanitation Inspection Technician Grade IV (code V.03.05.15), Veterinary Drug Analysis Technician Grade IV (code V.03.06.18), Livestock Breeding Analysis Technician Grade IV (code V.03.07.21) shall be assigned.

3. The salary classification into the occupational titles of employees as provided in Clause 1 of this Article for employees who have been classified into the ranks of animal disease diagnostician, veterinary drug analyst as stipulated in Decision No. 417/TCCP-VC dated May 29, 1993 of the Minister, Head of the Organizational - Cadre Department of the Government on the issuance of professional standards for the ranks of agricultural and food industry civil servants, Decision No. 78/2004/QĐ-BNV dated November 3, 2004 of the Minister of Home Affairs on the issuance of the list of civil servant and employee ranks, and Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary regulations for cadres, public officials, employees, and armed forces personnel shall be implemented as follows:

a) In case an employee meets the conditions for appointment to the occupational title of animal disease diagnostician, veterinary drug analyst and has the same grade coefficient as the old rank, the current grade and percentage of seniority allowance exceeding the ceiling (if any) enjoyed in the old rank (including the time for the next grade increase review or the seniority allowance exceeding the ceiling if any in the old rank) shall be applied to the newly appointed occupational title.

Example 1: Mr. Nguyen Van B was classified into the rank of Animal Disease Diagnostician (code 09.056), grade 5, coefficient 3.66 from January 1, 2013. Now he meets the conditions and is appointed by the competent authority to the occupational title of Animal Disease Diagnostician Grade III (code V.03.04.11), then he will be classified into grade 5, coefficient 3.66 of the Animal Disease Diagnostician Grade III from the date of the decision; the time for the next grade increase review will be counted from January 1, 2013.

b) In case an employee with a college degree in livestock breeding and veterinary science was classified into the employee A0 category according to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary regulations for cadres, public officials, employees, and armed forces personnel, now he is appointed to the occupational title of Animal Disease Diagnostic Technician Grade IV (code V.03.04.12), Veterinary Drug Analysis Technician Grade IV (code V.03.06.18), the salary classification in the occupational title of Animal Disease Diagnostic Technician Grade IV, Veterinary Drug Analysis Technician Grade IV shall be based on the time of compulsory social insurance contributions according to the national salary scale (excluding the probation period) as follows:

Starting from the second level of the occupational title of Animal Disease Diagnostic Technician Grade IV, Veterinary Drug Analysis Technician Grade IV, every two years (24 months) shall be promoted to one level (if there is a break in service without enjoying social insurance benefits, it can be accumulated). In case there is a year during the service period where the tasks were not completed or disciplinary action was taken, the promotion period will be extended according to the regular promotion system.

After transferring to the technical rank of veterinary diagnostic technician grade IV and veterinary pharmaceutical testing technician grade IV as mentioned above, if the salary coefficient assigned to the technical rank of veterinary diagnostic technician grade IV and veterinary pharmaceutical testing technician grade IV, together with any additional seniority allowance exceeding the framework (if applicable), is lower than the salary coefficient previously enjoyed at the old rank, then the difference coefficient shall be retained to equalize the salary coefficient (including any additional seniority allowance exceeding the framework, if applicable) currently enjoyed at the old rank. This retained difference coefficient shall be enjoyed throughout the entire period during which the civil servant is assigned a salary based on the technical rank of veterinary diagnostic technician grade IV and veterinary pharmaceutical testing technician grade IV. Subsequently, if the civil servant is promoted to a higher technical rank, this retained difference coefficient shall be added to the current salary coefficient (including any additional seniority allowance exceeding the framework, if applicable) to determine the salary for the newly appointed technical rank, and the retention of the difference coefficient shall cease from the date the new technical rank salary is received.

Example 2: Mr. Nguyen Van D, who has a college degree in animal husbandry and veterinary science, was recruited as a civil servant at the Veterinary Pharmaceutical Testing Center, began compulsory social insurance contributions from January 1, 2008, and was assigned level 3 with a salary coefficient of 2.72 under rank A0 since July 1, 2014. During his tenure, he consistently fulfilled his assigned tasks without disciplinary action. Now, upon being authorized by the competent authority to assume the technical rank of veterinary pharmaceutical testing technician grade IV (code V.03.06.18), the assignment of salary levels within the technical rank of veterinary pharmaceutical testing technician grade IV will be as follows:

Mr. Nguyen Van D's service time from January 1, 2008, excluding the six-month probationary period, will be calculated starting from level 2 of the technical rank of veterinary pharmaceutical testing technician grade IV, advancing one level every two years, resulting in level 5 with a salary coefficient of 2.66 of the technical rank of veterinary pharmaceutical testing technician grade IV by July 1, 2014; the new salary level in the technical rank of veterinary pharmaceutical testing technician grade IV will be effective from the date of signing the decision; the next salary increment review period will start from July 1, 2014; concurrently, he will enjoy a retained difference coefficient of 0.06 (2.72 - 2.66).

4. The promotion of technical rank for civil servants specializing in animal husbandry and veterinary science shall be carried out after they have been authorized by the competent authority to assume the technical rank for civil servants specializing in animal husbandry and veterinary science as stipulated in this Joint Circular, and the salary assignment shall be conducted according to the guidelines set forth in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, issued by the Ministry of Home Affairs regarding salary assignment when upgrading ranks, transferring ranks, and changing types of civil servants and civil servants.

Chapter VII

IMPLEMENTING PROVISIONS

Article 22. Transitional provisions

1. For civil servants currently working at public institutions and holding the following ranks: Senior Specialist Rank (code 01.001), Senior Animal Disease Diagnostician Rank (code 09.054), Senior Veterinary Pharmaceutical Tester Rank (code 09.062), or other equivalent ranks, their current ranks and salary levels shall be retained, and they shall continue to receive regular salary increments as prescribed until retirement, transfer of employment, or resignation.

2. In cases where civil servants have been appointed to the ranks specified in Decision No. 417/TCCP-VC dated May 29, 1993, issued by the Minister, Head of the Organizational-Cadre Department of the Government, concerning the issuance of professional standards for ranks of civil servants in the agriculture-industrial food sector, and Decision No. 78/2004/QĐ-BNV dated March 3, 2004, issued by the Minister of the Ministry of Home Affairs, concerning the issuance of a list of ranks of civil servants and civil servants, and are now appointed to the technical ranks specified in this Joint Circular, the competent authority managing and utilizing civil servants shall assign these civil servants to participate in training courses to complete the qualifications for the appointed technical ranks.

Article 23. Effectiveness of Implementation

1. This Joint Circular shall take effect from December 5, 2015.

2. Repeal the business standards for veterinary disease diagnosis ranks and veterinary drug testing at Decision No. 417/TCCP-VC dated May 29, 1993 of the Government Organizational Structure - Civil Servant Board (now the Ministry of Home Affairs) on issuing business standards for agricultural and food industry civil servant ranks.

3. Repeal the provision regarding the list of veterinary disease diagnosis and veterinary drug testing specialist staff ranks at Decision No. 78/2004/QĐ-BNV dated November 3, 2004 of the Minister of Home Affairs on issuing the list of civil servant ranks and specialist staff ranks.

Article 24. Implementation Organization

1. This Circular serves as the basis for implementing the recruitment, utilization, and management of livestock breeding and veterinary specialist staff working in public service units.

2. Non-public organizations and units outside the public sector may apply the provisions of this Circular to recruit, utilize, and manage the livestock breeding and veterinary specialist staff team.

3. The authority managing and utilizing specialist staff has the responsibility to create conditions for specialist staff already appointed to livestock breeding and veterinary specialist staff ranks to supplement any missing criteria for their occupational titles according to this Joint Circular.

4. The head of a public service unit directly managing and utilizing livestock breeding and veterinary specialist staff shall be responsible for:

a) Reviewing job positions within the unit, developing plans for appointing occupational titles of livestock breeding and veterinary specialist staff within their management authority, submitting them to the competent authority for examination and decision-making or deciding according to delegated authority;

b) Appointing occupational titles of livestock breeding and veterinary specialist staff corresponding to public service units according to their authority or delegated authority after the appointment plan has been approved by the competent authority;

c) Reporting the implementation results to the supervising superior authority for monitoring.

5. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, and centrally-administered city People's Committees have the responsibility:

a) Direct subordinate units under their management to implement the appointment of occupational titles and salary grading for livestock breeding and veterinary specialist staff;

b) Approve plans for appointing occupational titles and salary grading for livestock breeding and veterinary specialist staff transitioning from current specialist staff ranks to corresponding livestock breeding and veterinary specialist occupational titles stipulated in this Joint Circular; resolve issues arising during the appointment process according to their authority;

c) Decide on the appointment of occupational titles and salary grading for livestock breeding and veterinary specialist staff under their management into corresponding livestock breeding and veterinary specialist occupational titles within subordinate units;

d) Annually report the results of appointing occupational titles and salary grading for livestock breeding and veterinary specialist staff under their management to the Ministry of Agriculture and Rural Development and the Ministry of Home Affairs.

Article 25. Responsibilities for Implementation

1. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies; Chairpersons of People's Committees of provinces and centrally-administered cities, and related agencies, organizations, and individuals are responsible for enforcing the provisions of this Joint Circular.

2. In the course of implementation, if there are any difficulties, they should be reported to the Ministry of Agriculture and Rural Development and the Ministry of Home Affairs for consideration and resolution./.
