JOINT CIRCULAR
Issuing maximum price range for certain treatment services for drug addiction
to substances in the form of narcotics using substitute drugs

Pursuant to Decree No. 85/2012/NĐ-CP dated October 15, 2012 of the Government on the operational mechanism and financial mechanism for public service units and prices for medical examination and treatment services at public medical examination and treatment facilities;
Pursuant to Decree No. 96/2012/NĐ-CP dated November 15, 2012 of the Government on treatment for drug addiction with substitute drugs;
This Circular prescribes procedures for receiving, providing health care for domestic violence victims and statistical reports on domestic violence victims at medical facilities.
Pursuant to Decree No. 215/2013/NĐ-CP dated December 23, 2013, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
The Minister of Health and the Minister of Finance issue this Joint Circular stipulating the maximum price range for certain treatment services for drug addiction to substances in the form of narcotics using substitute drugs at state-run treatment facilities.
Article 1. Scope of Regulation and Applicability

This Joint Circular stipulates the maximum price range for certain treatment services for drug addiction to substances in the form of narcotics using substitute drugs at state-run treatment facilities; provides guidance on implementing the prices for other medical examination and treatment services at state-run treatment facilities.

Agencies, organizations, and individuals related to the management, supply, and use of treatment services for drug addiction to substances in the form of narcotics using substitute drugs at state-run treatment facilities.
Article 2. Price Range for Certain Treatment Services for Drug Addiction to Substances in the Form of Narcotics Using Substitute Drugs and Other Medical Examination and Treatment Services at State-Ran Treatment Facilities
1. Attached to this Joint Circular are the maximum price ranges for seven treatment services for drug addiction to substances in the form of narcotics using substitute drugs at state-run treatment facilities, including:
a) Initial examination service;
b) Starting dose examination service for treatment;
c) Regular examination service;
d) Medication distribution service at the substitute treatment facility;
đ) Medication distribution service at the substitute treatment medication distribution facility;
e) Individual counseling service;
g) Group counseling service.
2. The maximum price ranges for the seven services specified in Clause 1 of this Article include cost factors as prescribed in Circular No. 35/2014/TT-BYT dated November 13, 2014 of the Minister of Health stipulating economic and technical norms as the basis for establishing prices for treatment services for drug addiction to substances in the form of narcotics using substitute drugs.
When specifying specific prices at treatment facilities, costs already covered by the state budget shall not be included.
3. The price range for other medical examination and treatment services outside the seven services specified in Clause 1 of this Article shall be implemented according to current laws regarding the price range for medical examination and treatment services at state-run medical examination and treatment facilities.
Article 3. Authority to Specify Specific Prices for Treatment Services for Drug Addiction to Substances in the Form of Narcotics Using Substitute Drugs and Other Medical Examination and Treatment Services at State-Ran Treatment Facilities
The authority to specify specific prices for treatment services for drug addiction to substances in the form of narcotics using substitute drugs and other medical examination and treatment services at state-run treatment facilities shall be carried out according to current laws regarding the authority to specify specific prices for medical examination and treatment services at state-run medical examination and treatment facilities.
Article 4. Management and Use of Revenue from Treatment Services for Drug Addiction to Substances in the Form of Narcotics Using Substitute Drugs
1. Revenue from treatment services for drug addiction to substances in the form of narcotics using substitute drugs stipulated in Article 2 of this Joint Circular shall be retained entirely by the user unit.
2. The management and use of revenue from these services shall be carried out according to current laws regarding the operational mechanism and financial mechanism for public health service units.
Article 5. Reference Provisions
In cases where the referenced documents in this document are replaced or amended, implementation shall be in accordance with the replacement or amended document.
Article 6. Effectiveness
This Joint Circular takes effect from January 1, 2015.
During implementation, if there are difficulties or obstacles, please report them in writing to the relevant ministries for consideration and resolution./.
