On questioning and answering questions at the sixth session of the XIIth National Assembly

THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM
BASED ON THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM IN 1992 AS AMENDED AND COMPLEMENTED BY RESOLUTION NO. 51/2001/QH10;
Based on the Law on the Supervision Activities of the National Assembly and the Rules of Procedure of the National Assembly sessions;
Based on the results of questioning and answering questions at the sixth session of the XIIth National Assembly,
RESOLUTION:
I. At the sixth session of the XIIth National Assembly, there were 274 written questions from 121 National Assembly deputies in 44 delegations sent to the Prime Minister and 21 ministers and heads of ministerial-level agencies, the President of the Supreme People's Court, and the Procurator General of the Supreme People's Procuracy. In the plenary hall, the Prime Minister and the Governor of the State Bank of Vietnam, the Minister of Information and Communications, the Minister of Industry and Trade, and the Minister of Home Affairs directly answered 122 rounds of questioning by National Assembly deputies.
The content of questioning and answering questions focused on important and urgent issues in life, reflecting the aspirations and wishes of the people. The atmosphere of questioning and answering questions was democratic, frank, responsible, and constructive. Through dialogue and debate, many major issues regarding economic and social management were clarified, the causes and responsibilities of the Government and its members became more apparent, solutions were proposed, contributing to overcoming shortcomings and weaknesses, and better performing political tasks.
The questioning session received widespread attention and follow-up from voters and the people across the country; press agencies actively publicized, ensuring transparency and contributing to linking the activities of the National Assembly with the people.
However, the questioning session still had certain limitations: some cases involved lengthy questioning and answering that did not focus on the main issues, lacked generalization; some issues were not analyzed deeply enough, did not identify fundamental causes, solutions, and clear responsibilities.
II. The National Assembly requests members of the Government, the President of the Supreme People's Court to continue to answer in writing the questions of National Assembly deputies and those who have directly answered questions from National Assembly deputies to take specific and practical measures to effectively implement the following issues linked to the implementation of the Resolution on the socio-economic development plan for 2010, the Resolution on the state budget for 2010, and report the results to the National Assembly at subsequent sessions:
1. Regarding the implementation of the economic stimulus package; managing the foreign exchange market, monetary policy administration
- Reviewing and adjusting forms of support, support criteria, and beneficiaries of the economic stimulus policy to be consistent with the recovering economy. Amending and supplementing certain contents in Decision 497/QĐ-TTg dated April 17, 2009 of the Prime Minister and other regulations that are inconsistent with conditions and procedures to facilitate farmers' access to subsidized loan funds for purchasing machinery, equipment, materials for agricultural production, and building materials for housing for households in difficult circumstances and organizations and individuals engaged in production and business with clear development directions. Taking measures to prevent and handle negative practices in the implementation of national economic stimulus policies.
- Applying effective and synchronized measures among ministries and sectors to manage foreign currency sources obtained from exports well, contributing to balancing the supply and demand of foreign currency; managing and preventing negative practices in the buying and selling, settlement of foreign currency between enterprises engaged in import and export activities and commercial banks, preventing speculative behavior in foreign currency trading, gold. Using state foreign exchange reserves appropriately, increasing the ability to ensure requirements for state foreign exchange reserves. Implementing proactive and flexible measures to stabilize the value of the Vietnamese currency, stabilize the domestic gold market in response to fluctuations in the global gold market.
- Strictly controlling overdue debts, especially bad debts within the scope of control, ensuring financial and monetary system safety. Developing plans and timelines with a series of stronger measures to limit the use of cash in payments.
- Proactively controlling factors causing high inflation to return. Emphasizing the quality of forecasting, resolutely dealing with speculative behavior, sudden price increases, and other negative practices that disrupt the monetary market stability.
2. Regarding state management of the press, internet, telecommunications infrastructure.
- Reviewing and promptly amending or proposing amendments and supplements to laws that are no longer appropriate, loopholes, or lacking; implementing more effectively the orientation of information thinking; clearly defining the responsibility for state management of the press and publishing; timely and legally handling false news reports, taking advantage of press freedom to harm national security, the legitimate rights and interests of organizations and individuals. Rectifying and clearly delineating the responsibilities of state management of advertising among ministries and sectors.
- Promptly reviewing and completing the planning of telecommunications infrastructure, closely coordinating and synchronizing among relevant ministries, sectors, and localities in investment construction and operation of telecommunications technical infrastructure. Completing regulations on standards and organizing actual implementation to ensure that communication devices, broadcasting, and television equipment do not affect the health and normal living of the community. Strictly managing the mobile phone SIM card market.
- Specifying and strictly managing specific conditions for internet operations to preserve and promote the national cultural identity and moral values of the Vietnamese people. Applying comprehensive measures, propaganda, education, administrative actions, and leveraging the roles of the state, family, school, and society to prevent the negative impacts of the internet and online games with unhealthy content; strictly punishing violations.
3. Regarding domestic market management and development; export and import regulation, small and medium hydropower development
- There shall be synchronous solutions to develop production, improve quality and design, reduce costs of goods, ensuring domestic products have reasonable prices and competitiveness, organizing distribution networks with the participation of various economic sectors; using necessary tariff and non-tariff barriers that do not violate international commitments to regulate import activities, minimizing unnecessary imports. Strengthening anti-smuggling, anti-trafficking efforts, preventing counterfeit and substandard goods, and establishing strong sanctions to handle violations in these activities. Supporting domestic enterprises to access and exploit the domestic market, organizing vigorous promotional and advertising activities, encouraging domestic consumption; stimulating and enhancing consumption capacity among residents.
- Enhancing inspection and market management work to promptly detect price gouging behaviors exploiting shortages of goods. Implementing proactive, transparent, and effective measures to stabilize the domestic oil market; resolutely handling negative practices in oil trading.
- Reviewing and adjusting plans for hydropower development, especially medium and small hydropower projects; simultaneously inspecting the network of medium and small hydropower projects nationwide, closely supervising the implementation of established plans, ensuring a tight integration between hydropower development and the protection and utilization of mineral resources, water resource requirements, environmental protection, and flood prevention.
- Applying comprehensive, efficient, and cost-effective measures in trade promotion activities to boost agricultural product exports, particularly those with advantages, including rice; implementing appropriate policies to ensure stable and long-term profits for rice producers according to state guidelines; studying amendments to regulations on rice import and export business towards treating it as a conditional business sector.
4. On management, training, and capacity building for officials and civil servants; commendation and reward; administrative reform
- Issuing guiding documents for the Civil Servants Law to take effect from January 1, 2010. Vigorously implementing reforms in the civil service system, including recruitment, hiring, and management of officials, linking responsibilities with benefits. Establishing mechanisms and measures to prevent negative phenomena such as "buying positions, buying power, buying qualifications"; emphasizing the responsibility of personnel review by internal affairs agencies... Reviewing and amending specific policies to encourage officials to work at grassroots levels, remote areas, and extremely difficult regions. Strengthening guidance and supervision to ensure uniform implementation of personnel appointments and arrangements across the country at all levels and sectors in accordance with Party and State regulations; preventing, strictly handling, and publicly announcing any violations and negative practices. Implementing regulations on job titles, standards, and policies for commune-level officials.
- Conducting a comprehensive summary of the implementation of the Administrative Reform Program for the period 2001-2010, evaluating achievements, shortcomings, and weaknesses, and based on this, developing and implementing the Administrative Reform Program for the period 2011-2020; promptly researching and issuing documents to control administrative procedures; ensuring a reduction of 30% in administrative procedures in 2010 while maintaining smooth operation, enhancing effectiveness, and eliminating negative practices in state management activities.
Organizing the implementation of the principle of transparency in state management agencies at all levels; widely publicizing and openly posting rules, procedures, and processing procedures so that the people and businesses are aware.
- Evaluating the strengths and weaknesses of the work on commendation and rewards since the implementation of the Commendation and Reward Law to promptly submit to the National Assembly for amendment and supplementation, researching the issuance of Management Regulations for the organization of awarding and presenting awards to enterprises, entrepreneurs, and other honors; reviewing to adjust and supplement the procedures for awarding state honors to immediately rectify the management of commendation and reward activities, ensuring they are timely, appropriate, and purposeful, avoiding ostentatious formalism and waste.
III. The National Assembly entrusts the Standing Committee of the National Assembly during the period between the sixth and seventh sessions of the National Assembly to examine issues raised by National Assembly deputies at the session and other questions submitted during the inter-session period to organize questioning and answering sessions at Standing Committee meetings. National Assembly deputies continue to participate in questioning activities during the inter-session period.
IV. The Government, the Prime Minister, the Governor of the State Bank, the Minister of Information and Communications, the Minister of Industry and Trade, the Minister of Home Affairs, the President of the Supreme People's Court, and heads of ministries and agencies equivalent to ministries shall implement this Resolution according to their respective responsibilities.
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, and National Assembly deputies shall organize the implementation and supervise the implementation of the National Assembly's Resolution on questioning and answering questions according to their functions, tasks, and powers.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the twelfth term, the sixth session, on November 27, 2009./.
