DIRECTIVE
Regarding the urgent implementation of organizational reform
and activities of Forest Rangers at local levels
On March 27, 2007, the Ministry of Agriculture and Rural Development and the Ministry of Home Affairs issued Circular Jointly No. 22/2007/TTLT/BNN-BNV guiding the tasks, powers, and organizational structure of Forest Rangers at local levels; to urgently implement the organizational reform and activities of Forest Rangers at local levels, the Minister of Agriculture and Rural Development requests the Directors of Departments of Agriculture and Rural Development, Chiefs of Forest Ranger Inspectorates of provinces and centrally governed cities to implement the following contents:
1. Disseminate and thoroughly understand Decree No. 119/2006/NĐ-CP dated October 16, 2006 of the Government on the organization and operation of Forest Rangers, and Circular Jointly No. 22/2007/TTLT/BNN-BNV dated March 27, 2007 of the Ministry of Agriculture and Rural Development and the Ministry of Home Affairs guiding the tasks, powers, and organizational structure of Forest Rangers at local levels to all cadres and civil servants of their units. Develop programs and plans, organize the comprehensive implementation of Decree No. 119/2006/NĐ-CP dated October 16, 2006 of the Government on the organization and operation of Forest Rangers, and Circular Jointly No. 22/2007/TTLT/BNN-BNV dated March 27, 2007 of the Ministry of Agriculture and Rural Development and the Ministry of Home Affairs guiding the tasks, powers, and organizational structure of Forest Rangers at local levels.
2. The Forest Ranger Inspectorate shall proactively develop transfer management plans; draft functions, tasks, and operational regulations of local Forest Ranger agencies in coordination with the Department of Agriculture and Rural Development and the Department of Home Affairs for submission to the People's Committee of the province for decision in accordance with the provisions of Decree No. 119/2006/NĐ-CP and Circular Jointly No. 22/2007/TTLT/BNN-BNV.
3. The transfer of management for the Forest Ranger Inspectorate must adhere to the principle of transferring in the original state. Therefore, the systems regarding equipment, salaries, and allowances for Forest Rangers will still be implemented according to the current regulations of the State as stipulated in Decision No. 132/2006/QĐ-TTg dated May 31, 2006 of the Prime Minister, Circular No. 14/2006/TT-BNN dated March 7, 2006 of the Ministry of Agriculture and Rural Development, Decision No. 09/2006/QĐ-BNV dated October 5, 2006 of the Minister of Home Affairs, document No. 7662/TC-QLCS dated August 14, 2001 of the Ministry of Finance, etc...
4. The Director of the Department of Agriculture and Rural Development shall take the lead in collaboration with the Chief of the Forest Ranger Inspectorate to advise the People's Committee of the province and organize the transfer of the Forest Ranger Inspectorate from the provincial People's Committee to the Department of Agriculture and Rural Development to be completed in the second quarter of 2007.
5. The Forest Ranger Service shall coordinate with relevant units to submit to the Ministry of Agriculture and Rural Development supplementary guidance on the tasks, powers, and organization of Mobile Forest Fire Prevention and Control Teams; urge the implementation of this Directive, compile and report to the Minister of Agriculture and Rural Development for direction and resolution./.
