CIRCULAR
ISSUING THE LIST OF DISEASES REQUIRING LONG-TERM TREATMENT
Pursuant to the Social Insurance Law No. 58/2014/QH13 dated November 20, 2014 of the National Assembly of the Socialist Republic of Vietnam;
This Circular prescribes procedures for receiving, providing health care for domestic violence victims and statistical reports on domestic violence victims at medical facilities.
At the proposal of the Director of the Department of Medical Examination and Treatment,
The Minister of Health issues this Circular on the List of Diseases Requiring Long-Term Treatment.
Article 1. List of diseases requiring long-term treatment
1. The List of Diseases Requiring Long-Term Treatment is hereby issued together with this Circular.
2. The List of Diseases Requiring Long-Term Treatment serves as the basis for implementing benefits and rights for workers as stipulated by the Social Insurance Law.
3. Disease codes and names in the List of Diseases Requiring Long-Term Treatment:
a) Diseases in the List of Diseases Requiring Long-Term Treatment are assigned disease codes according to the International Classification of Diseases (ICD-10) with three and four characters (including numbers and letters). Diseases with four-character codes belong to groups with three-character disease codes.
Example: Cirrhosis and liver cirrhosis have the disease code K74, including:
- Liver fibrosis, disease code: K74.0
- Liver sclerosis, disease code: K74.1
- Liver fibrosis with liver sclerosis, disease code: K74.2
- Primary biliary cirrhosis, disease code: K74.3
- Secondary biliary cirrhosis, disease code: K74.4
- Other and unspecified cirrhosis, disease code: K74.5
- Other and unspecified cirrhosis: K74.6
b) For some diseases not assigned disease codes according to the International Classification of Diseases (ICD-10), the diagnosis name shall be uniformly determined based on the disease diagnosis.
Example: Infections caused by multidrug-resistant bacteria or Autoimmune pancreatitis shall be diagnosed as Infections caused by multidrug-resistant bacteria or Autoimmune pancreatitis.
Article 2. Effective Date
This Circular shall take effect from March 1, 2017.
The Appendix I on the list of diseases requiring long-term treatment issued together with Circular No. 14/2016/TT-BYT dated May 12, 2016 of the Minister of Health detailing certain provisions of the Social Insurance Law in the field of health care is hereby repealed from the date this Circular takes effect.
Article 3. Responsibility for Implementation
1. The Director of the Department of Medical Examination and Treatment shall take the lead and coordinate with relevant units to direct, organize, and inspect the implementation of this Circular at medical examination and treatment facilities.
2. The Heads of Provincial Departments of Health under centrally governed cities and Ministries and sectors shall be responsible for directing, organizing, and inspecting the implementation of this Circular at medical examination and treatment facilities under their jurisdiction.
3. The Heads of medical examination and treatment facilities shall be responsible for organizing the accurate diagnosis of diseases according to the List prescribed in this Circular and bear legal responsibility for the diagnostic conclusions.
Any difficulties or obstacles encountered during implementation should be promptly reported to the Department of Medical Examination and Treatment - Ministry of Health for consideration and resolution./.
