Issuing Regulations for Secondary Vocational Schools

 

BASED ON THE EDUCATION LAW NO. 43/2019/QH14 AMENDED AND SUPPLEMENTED BY THE EDUCATION LAW AMENDING AND SUPPLEMENTING SOME ARTICLES OF THE EDUCATION LAW NO. 123/2025/QH15;

BASED ON THE VOCATIONAL EDUCATION AND TRAINING LAW NO. 124/2025/QH15;

BASED ON THE TEACHERS' LAW NO. 73/2025/QH15;

BASED ON CIRCULAR NO. 37/2025/NĐ-CP DATED FEBRUARY 26, 2025 OF THE GOVERNMENT REGULATING THE FUNCTION, MISSION, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF EDUCATION AND TRAINING;

Article 1. The Regulations for Secondary Vocational Schools are attached to this Circular.

Article 2. This Circular takes effect from June 10, 2026.

REGULATIONS FOR SECONDARY VOCATIONAL SCHOOLS

(ATTACHED TO CIRCULAR NO. 46 /2026/TT-BGDĐT DATED JUNE 10, 2026

OF THE MINISTER OF EDUCATION AND TRAINING)

 

CHAPTER I

GENERAL PROVISIONS

 

Article 1. Scope of Application and Applicable Subjects

1. These Regulations specify the contents related to the activities of secondary vocational schools, including: objectives, mission; tasks and powers of secondary vocational schools; organization of vocational education activities; organizational and management structure of the school; rights and obligations of teachers and administrative staff; rights and duties of students; financial and property matters of secondary vocational schools; relationships between the school and families, society, enterprises, organizations engaged in production, business, services, employers (hereinafter referred to as enterprises).

2. These Regulations apply to secondary vocational schools, organizations, and individuals participating in activities at secondary vocational schools, and other relevant organizations and individuals.

Article 2. Position of Secondary Vocational Schools

A secondary vocational school is a vocational education institution within the national education system, equivalent to the secondary general education level. The secondary vocational school is established and operates in accordance with legal provisions, has legal personality, its own seal and bank account, and is managed by the Department of Education and Training.

Article 3. Objectives and Mission of Secondary Vocational Schools

1. The objective of a secondary vocational school is to educate students who have completed primary education according to an integrated model combining general cultural studies and vocational skills training. Students are equipped with core knowledge of secondary general education along with basic vocational skills; at the same time, they develop awareness of safety, occupational hygiene, labor discipline, professional ethics, digital transformation capabilities, green transition, entrepreneurship, and innovation, enabling students to participate in the labor market immediately after graduation or continue their studies at higher levels.

2. The mission of a secondary vocational school is to train and provide skilled human resources with corresponding skill levels that meet the economic and social development requirements of localities and the country; cooperate with enterprises in training and recruitment, linking training with practical production. At the same time, the school implements comprehensive education, contributing to the formation of civic consciousness, expanding educational opportunities for students after primary education, and ensuring equitable access to education for all learners.

Article 4. Mission and Authority of Vocational Secondary Schools

Vocational secondary schools shall perform their mission and authority in accordance with the provisions of Article 10 of the Vocational Education Law and the following missions and authorities:

1. Organize the implementation of educational and training programs as prescribed; carry out activities to ensure the quality of education and training.

2. Enroll students, manage student affairs, organize physical and sports activities, cultural and artistic activities, and other comprehensive educational activities for students in accordance with the provisions of the Ministry of Education and Training; ensure safety for students during their studies.

3. Provide vocational guidance, career counseling, and job placement services to students; organize entrepreneurship support activities; implement education and training support policies as prescribed.

4. Manage and implement regulations and policies concerning the faculty, administrative staff, educational support personnel, and other staff of the school; dispatch or organize professional development programs aimed at enhancing the professional competence and expertise of individuals under the management scope of the school in accordance with legal provisions.

5. Cooperate with enterprises, organizations, individuals, and students' families in vocational education activities.

6. Establish, reorganize, dissolve units subordinate to or directly affiliated with the school; appoint, reappoint, relieve from office, transfer, and rotate administrative staff at department, section, and other units of the school according to the organizational structure specified in the school's regulations on organization and operation and in accordance with the delegation of authority by competent authorities while ensuring legal provisions.

7. Exercise self-governance linked with accountability as prescribed by law; implement reporting and disclosure systems regarding quality assurance commitments, conditions for ensuring educational quality, and financial income and expenditure according to legal provisions; enhance school governance effectiveness.

8. Fulfill scientific research, technological innovation, and vocational education reform tasks; apply digital technology in management and training; utilize research outcomes and transfer new technologies to support local economic and social development.

9. Manage and use land, facilities, equipment, and finances of the school according to legal provisions.

10. Fulfill tasks and rights assigned by the managing authority and other tasks and rights as prescribed by law.

Article 5. Name and School Emblem

1. The naming or renaming of vocational secondary schools shall be carried out in accordance with the provisions of Articles 3 and 4 of Decree No. 95/2026/NĐ-CP dated March 31, 2026, of the Government, which details certain provisions of the Vocational Education Law.

2. The name of the school shall be recorded in the decision establishing the school, the school seal, the school emblem, and transaction documents.

3. The school emblem shall contain the following information:

a) Upper left corner: Department of Education and Training and the name of the province/city where the main campus is located;

b) Center: Name of the school as prescribed in paragraph 1 of this Article;

c) Bottom: Address, telephone number, email, website (if applicable) of the school.

Article 6. Regulations on Organization and Operation of Vocational Secondary Schools

1. The regulations on organization and operation of vocational secondary schools; any amendments or supplements thereto shall be issued by the head of the vocational secondary school based on specific implementation of these rules, in line with the particularities of the school without contravening relevant legal provisions.

2. Such regulations must be publicly disclosed throughout the school.

3. The regulations on organization and operation of vocational secondary schools shall include the following main contents:

a) Name of the school, abbreviated name (if any);

b) Objectives and mission;

c) Mission and authority of the school;

d) Organization and management of the school;

e) Organization of vocational education activities;

f) Rights and obligations of teachers, administrative staff, educational support personnel, and other personnel;

g) Rights and duties of students;

h) Finance and assets;

i) Relations between the school and families, society, and enterprises;

j) Inspection, commendation, and disciplinary actions.

 

Chapter II

ORGANIZATION OF VOCATIONAL EDUCATION ACTIVITIES

 

Article 7. Vocational Education Activities in Secondary Vocational Schools

1. The activities of vocational education in secondary vocational schools include:

a) Development and enhancement of curricula;

b) Admission, organization of training;

c) Application of science, technology, and innovation;

d) Assurance and quality assessment of education;

d) Cooperation, training linkage, and investment in vocational education.

2. The organization of vocational education activities in secondary vocational schools shall be consistent with educational and training objectives; ensure the integration between core knowledge of general secondary education curriculum and vocational expertise; link theory to practice and enhance practicality. At the same time, it must ensure safety for students, comply with age group psychology and school infrastructure conditions. Additionally, cooperation with families and enterprises is necessary to improve educational effectiveness and holistic development of students.

Article 8. Development of Curricula

1. The vocational education curriculum integrates core knowledge from the general secondary education curriculum and vocational expertise. The part of the general secondary education curriculum in the vocational education curriculum is implemented according to the regulations of the Ministry of Education and Training; the vocational expertise portion is determined by the school, ensuring compliance with the standards for training program curricula in vocational education as stipulated in the Circular issued by the Ministry of Education and Training and relevant laws.

2. Secondary vocational schools are responsible for compiling, reviewing, selecting, and issuing the vocational education curriculum, basic level training programs, and other vocational training programs according to the standards for training program curricula in vocational education as stipulated in the Circular issued by the Ministry of Education and Training and relevant laws.

Article 9. Admission and Organization of Training

1. Secondary vocational schools shall conduct admissions in accordance with the regulations of the Ministry of Education and Training. For the vocational education curriculum, the school may only admit students and organize training upon obtaining approval from the competent authority as per the regulations.

2. The implementation of the vocational education program is carried out directly at the school combined with on-the-job training at enterprises to enhance practical skills of students.

3. Secondary vocational schools shall conduct training; examination, testing, and evaluation for graduation; issue and manage certificates and credentials for students in accordance with the regulations of the Ministry of Education and Training.

Article 10. Application of Science, Technology, and Innovation

1. Secondary vocational schools must develop a plan to apply science and technology that aligns with educational objectives; organize research activities, technical improvement initiatives, and encourage teachers and students to participate in innovation. At the same time, it is necessary to ensure infrastructure, equipment, resources, and strengthen cooperation with enterprises to access new technologies.

2. Implement digital transformation in management and teaching; apply digital technology and artificial intelligence in a safe, effective, controlled manner, consistent with the direction of educational reform in the digital age and the implementation schedule, ensuring compatibility with local information technology infrastructure conditions, school conditions, and the capacity of teachers to implement.

3. The implementation of science, technology, and innovation applications in schools must comply with legal provisions, ensure occupational safety, and establish mechanisms for evaluation and reward for activities that achieve effectiveness.

Article 11. Assurance and Quality Assessment of Vocational Education

1. A vocational secondary school shall be responsible for establishing, operating, and developing an internal quality assurance system in accordance with evaluation standards and quality assessment; organizing periodic self-assessment activities annually and conducting quality assessment of the vocational education institution.

2. The vocational secondary school shall carry out quality assurance and quality assessment work in accordance with the provisions of the Ministry of Education and Training and relevant laws.

Article 12. Cooperation, Vocational Education Training, and Investment

1. A vocational secondary school shall implement cooperation and training linkages with foreign countries in accordance with the provisions set forth in Chapter V of Decree No. 95/2026/NĐ-CP dated March 31, 2026, which details certain provisions of the Vocational Education Law; it shall also carry out domestic cooperation and training linkages in accordance with the provisions of the Ministry of Education and Training.

2. A vocational secondary school shall implement investment activities in vocational education in accordance with the provisions set forth in Article 108 of the Education Law, Article 42 of the Vocational Education Law, and relevant legal provisions.

3. The organization of cooperation, training linkage, and investment activities within the vocational secondary school must be practical, effective, and in compliance with regulations; it shall conduct inspections, evaluations, and summaries of such cooperative, training linkage, and investment activities; and report on the status and results of these activities according to regulations.

Article 13. Management System for Educational Activities

1. A vocational secondary school must have a management system for educational activities, including:

a) For the school: educational and training programs; annual education and training plans and teaching schedules; timetables; class registers; records of education and training at enterprises; academic credentials and certificate management files; register books; management and storage files of various documents, letters, and correspondence; educational equipment and library management files; asset and financial management files; inspection and evaluation files of staff, teachers, and employees; commendation and disciplinary action files for students;

b) For departments or subjects: annual education plans for the department or subject; records of professional activities;

c) For teachers: annual teaching plans; lesson plans (lesson books); student tracking and evaluation logs; class advisor logs (for teachers responsible for class advisors).

In addition to the components specified in paragraph 1, point a, b, and c, the school must have corresponding files that comply with specialized legal provisions and are appropriate to the quality management process of teaching and learning at the school. The system for managing educational activities within the school shall be specifically stipulated in the school's organizational and operational regulations.

2. The management system for educational activities within the school, in electronic file form, may replace paper files according to a suitable schedule that takes into account local conditions, school circumstances, and teachers' ability to implement such systems while ensuring the legality of electronic files and their equivalent legal value when they meet the specified conditions as per regulations. Management, linking, and interconnection of electronic files; data standardization, storage format, and common software platform shall be in accordance with legal provisions.

3. The preservation of management files for educational activities within the school shall be carried out in accordance with legal provisions.

 

Chapter III

ORGANIZATION AND MANAGEMENT

IN VOCATIONAL HIGH SCHOOL

 

Article 14. Organizational Structure, Establishment, Termination of Operations, and Dissolution of Vocational High School Organizations

1. The organizational structure of a vocational high school shall be carried out in accordance with the provisions of Article 11 of the Vocational Education Law.

2. The establishment, termination of operations, dissolution of subordinate organizations within the vocational high school; standards for management personnel within the vocational high school; organizational structure, duties, and powers of each organization within the vocational high school shall be carried out in accordance with legal provisions, this Regulation, and specifically provided in the organizational regulations of the school.

Article 15. Principal and Deputy Principals

1. The principal of a vocational high school is the legal representative who bears responsibility for managing and operating the school according to the provisions of this Regulation, the school's organizational and operational regulations, and relevant laws. The term of office for the principal is five years. A principal may hold the position at one public vocational high school for no more than two consecutive terms. The appointment and removal of a principal of a vocational high school shall be carried out in accordance with the provisions of paragraph 2 of Article 12 of the Vocational Education Law.

2. The deputy principal of a vocational high school assists the principal in managing and operating the school's activities. The number of deputy principals at a public vocational high school must comply with the staffing regulations for deputies to the head of a public sector entity. The term of office for a deputy principal is five years. The appointment and removal of a deputy principal of a vocational high school shall be carried out in accordance with legal provisions.

3. The procedures and processes for appointing principals and deputy principals of vocational high schools shall be carried out in accordance with the provisions of Article 6 of Decree No. 66/2026/NĐ-CP dated March 2, 2026, which details certain provisions of the Vocational Education Law; the standards for principals and deputy principals of vocational high schools shall be carried out in accordance with the provisions of Circular No. 17/2026/TT-BGDĐT dated March 27, 2026, by the Minister of Education and Training on the standards for heads and deputies to heads of higher education institutions and vocational education institutions. 4. Rights and obligations of the principal

a) Develop, promulgate, and organize the implementation of the school's development strategy, organizational regulations, operational regulations, educational and training plans, and annual task plans;

b) Develop and organize the school's administrative structure in accordance with the provisions of Article 14 of this Regulation; manage personnel within their authority; assign and delegate tasks to subordinate units and individuals according to legal provisions and the school's organizational and operational regulations; inspect, evaluate, train, reward, discipline, and implement policies for teachers, management staff, educational support personnel, and other staff in accordance with regulations;

c) Manage students and their activities organized by the school; review and approve student evaluation results; issue certificates of completion of vocational high school education programs, vocational high school diplomas, basic level certificates, and training certificates; make decisions on rewarding and disciplining students; implement policies for students in accordance with legal provisions;

d) Appoint, reappoint, remove, dismiss, transfer, or otherwise manage management staff at the department, faculty, office, and other organizational units of the school according to their authority and legal provisions;

e) Decide on the selection of training programs based on approved groups of industries and professions; organize vocational education activities in accordance with regulations; implement measures to ensure and improve the quality of vocational education;

f) Establish and develop cooperative relationships with enterprises for training, internships, and employment placement for students;

g) Participate in providing opinions to competent state management agencies on policies for the development of vocational education; protect their reputation and honor according to legal provisions;

h) Implement democratic regulations and accountability as the head of a vocational education institution in the operation of the school;

i) Fulfill other rights and obligations as provided by law.

5. Rights and obligations of deputy principals

a) Directly oversee areas of work assigned by the principal and handle other tasks delegated by the principal;

b) When handling tasks assigned or delegated, the deputy principal may act on behalf of the principal and bear responsibility to the principal and under law for the results of such tasks; report to the principal on the implementation of assigned tasks;

c) Fulfill other rights and obligations as provided by law;

d) Bear responsibility to the principal, competent authorities, and under law for the management tasks assigned.

Article 16. School Councils in Vocational High Schools

1. A private vocational high school shall establish a school council in accordance with the provisions of Article 13 of the Vocational Education Law and relevant laws. The structure, criteria for membership, duties, powers, term of office, mechanisms for operation and supervision of the school council, as well as the relationship between investors and the school council, headmaster are carried out in accordance with the Circular on Regulations Governing School Councils in Private Vocational Educational Institutions issued by the Ministry of Education and Training.

2. A scientific research and training council shall be organized and operate; its composition and participation, authority, procedures for establishment are implemented in accordance with the provisions of Article 14 of the Vocational Education Law.

3. A vocational high school may establish an advisory council to advise the headmaster on certain necessary matters related to the implementation and execution of their duties and powers. The establishment, organization, functions, and authorities of the advisory council are decided by the headmaster and stipulated in the school's organizational and operational regulations.

Article 17. Departments and Subjects in Vocational High Schools

1. A vocational high school shall establish a general education department and various specialized departments, with each specialized department having a minimum total training capacity of 400 students or more. In the case where the total training capacity of the entire school is less than 400 students, the school may establish one specialized department.

2. Department Head and Deputy Heads in Vocational High Schools

a) The department head shall be responsible for managing and administering the activities of the department according to the duties specified in Clause 3 hereof and as assigned by the headmaster;

b) The deputy head will assist the department head in managing and administering the activities of the department according to the assignments given by the department head. The number of deputy heads shall depend on the functions, tasks assigned, and training capacity of the department and school, and is specifically regulated in the school's organizational and operational regulations and must comply with legal provisions.

3. Duties of the Department

a) Manage teachers, administrative staff, workers, and students under the department according to the headmaster's hierarchical assignments;

b) Implement teaching plans, learning activities, and extracurricular activities in accordance with the annual teaching plan approved by the school;

c) Develop plans for the development of teacher teams; trades, professions being trained (for specialized departments), and facilities and equipment to support education and training; plans for training and enhancing professional competence for teachers, administrative staff, and workers under the department;

d) Organize evaluations of teachers, administrative staff, and workers in the department and participate in evaluating school administrators according to the school's regulations;

e) Perform other tasks as specified by the headmaster and specifically regulated in the school's organizational and operational regulations.

4. Subject under the Department

a) Vocational high schools may establish subject departments directly under the department to organize and manage educational and training activities effectively and in depth. Subjects related or professions, trades grouped into the same category are arranged within the same subject department;

b) A subject department directly under the department shall have a head of the subject; if the number of personnel in the subject department is seven or more, it may also have deputy heads of the subject;

c) The organization of activities of the subject department directly under the department and the appointment, cessation of holding office, and removal from office of the head and deputy heads of the subject department are specifically regulated in the school's organizational and operational regulations.

Article 18. Functional Departments

1. Functional departments shall be established in compliance with legal provisions, and their duties include advising and assisting the principal in management, compilation, proposal of opinions, and organization of implementation of primary tasks of the school such as: education; administrative, managerial; personnel organization; compilation; scientific research; international cooperation; student management; financial management; asset and infrastructure management; law - internal inspection; quality assurance; business cooperation.

2. Heads of Functional Departments and Deputy Heads of Functional Departments

a) The head of the department shall be responsible for managing and administering the activities of the department in accordance with the functions, duties of the department and as assigned by the principal;

b) The deputy head assists the head in managing and administering the activities of the department. The number of deputy heads is determined based on the functions, duties, workload assigned, scale of education at the school, and specifically stipulated in the organizational and operational regulations of the school. For a public vocational high school, the number of deputy heads must comply with the framework structure provisions for subordinate public sector units.

Article 19. Subordinate Units and Organizations of the Vocational High School

1. Depending on the actual situation of the school, the vocational high school may establish non-legal entity units to serve vocational education activities in accordance with point d and organizations specified at point e of paragraph 1 of Article 11 of the Vocational Education Law.

2. The establishment of units and organizations as provided for in paragraph 1 of this article shall be carried out in compliance with legal provisions, ensuring effective operation while avoiding waste or generating negative signs during operations.

Article 20. Classes at the Vocational High School

Students enrolled in vocational secondary education programs are organized into classes. Each class has a class advisor, class president, vice-president, and students. The class president and vice-president are elected by the students within the class at the beginning of each academic year or after each semester. Students actively discuss and participate in the development of class activity plans with the support of teachers.

Article 21. Communist Party of Vietnam Organizations, Political-Social Organizations, Student Representative Bodies

1. The Communist Party of Vietnam within the vocational high school shall exercise direct and comprehensive leadership over the vocational high school; it operates in accordance with the Party's Charter and provisions of the Constitution and laws.

2. Political-social organizations and student representative bodies at the vocational high school operate in accordance with constitutional and legal provisions, as well as the regulations of their respective organizations.

Chapter IV

RIGHTS AND OBLIGATIONS OF TEACHERS, EDUCATIONAL INSTITUTION MANAGEMENT STAFF, AND STUDENTS

Article 22. Rights and Obligations of Teachers

 

Teachers at the vocational high school shall exercise rights and fulfill obligations as provided in Articles 8 and 9 of the Law on Teachers, and Article 23 of the Vocational Education Law; they shall also perform tasks corresponding to their respective secondary education teacher or primary education teacher positions in accordance with legal provisions.

Article 23. Rights and Obligations of Educational Institution Management Staff

1. The rights and obligations of the principal of a vocational high school are carried out in accordance with paragraph 4 of Article 15 of this Regulation.

2. The rights and obligations of the deputy principal of a vocational high school are carried out in accordance with paragraph 5 of Article 15 of this Regulation.

3. The rights and obligations of department heads, subject heads, deputy department heads, and deputy subject heads are carried out in accordance with Article 17 of this Regulation and relevant legal provisions.

4. The rights and obligations of functional department heads and deputy heads at the vocational high school are carried out in accordance with Article 18 of this Regulation and specialized sectoral legal provisions.

5. The rights and obligations of management staff of units and organizations established under Article 19 of this Regulation shall be carried out in accordance with relevant legal provisions.

5. The rights and obligations of management staff of units and organizations under vocational secondary schools established pursuant to Article 19 of this Regulation shall be carried out in accordance with relevant laws.

Article 24. Rights and Duties of Students

Students shall perform duties and enjoy rights as provided in Articles 82 and 83 of the Education Law, Clause 2 of Article 25 of the Vocational Education Law, and specific duties and rights as follows:

1. To choose a study program and learning location that are suitable for their abilities and conditions, and those of the institution; to be provided with opportunities to transfer programs or locations if they so wish, and to be accepted by the receiving institution; to receive support in job placement.

2. To use equipment and facilities of the school for study, practice, internship, scientific research, technology, entrepreneurship, and cultural, physical education activities; at the same time, to ensure safety and occupational hygiene conditions during study, practice, and internship as provided by law.

3. To enjoy state support policies as prescribed.

4. To participate in evaluating the quality of education and training at the institution.

5. To comply with national laws; to adhere to the school's internal regulations and safety, occupational hygiene provisions. To preserve and protect the property of the institution, practice facilities, and enterprises when participating in internships.

 

Chapter V

FINANCIAL AND ASSET MANAGEMENT OF VOCATIONAL HIGH SCHOOLS

 

Article 25. Financial Sources and Use of Funds at Vocational High Schools

1. The financial sources and use of funds for public vocational high schools shall be carried out in accordance with the provisions of Article 37 of the Vocational Education Law and relevant legal provisions.

2. The financial management of private vocational high schools shall be conducted in accordance with the provisions of Article 38 of the Vocational Education Law. Private vocational high schools shall balance their expenditure items to ensure training quality as per their commitments. Financial sources for private vocational high schools include:

a) Revenue from training services as prescribed by the State;

b) Revenues from cooperation, training, scientific research and technology, production, business, service activities as provided by law;

c) Profits from cooperative operations, joint ventures, partnerships, leasing; interest on bank deposits, bonds;

d) Funds allocated from the state budget (if applicable);

e) Various sources of borrowing, grants, and sponsorships as prescribed by law;

f) Other lawful revenues as provided by law.

Article 26. Assets and Management and Use of Assets at Vocational High Schools

1. Vocational high schools must ensure physical infrastructure and equipment to organize teaching programs in accordance with the provisions for licensing vocational education activities, training program standards in vocational education, and relevant legal provisions.

2. Management and use of assets for vocational high schools:

a) Public vocational high schools shall manage and utilize public assets in accordance with the laws on management and utilization of public assets;

b) Private vocational high schools shall manage and utilize their assets in accordance with the provisions of Article 40 of the Vocational Education Law;

c) The school has the responsibility to develop specific plans and schedules for approval by competent authorities to increase investment in physical infrastructure and equipment; at the same time, to effectively manage and use the physical infrastructure and equipment of the institution, avoid waste, and periodically develop renovation and upgrading plans as prescribed.

Article 27. Transfer of Ownership Rights in Private Vocational Secondary Education Institutions

1. The transfer of ownership rights over the capital contribution share of a contributing member in a private vocational secondary education institution shall be carried out in accordance with the provisions of Article 102 of the Education Law and must be specifically stipulated in the school's organizational and operational regulations, internal financial regulations; it should comply with relevant legal provisions and ensure the stability and development of the school.

2. In the event that the institution is dissolved, the financial and asset handling shall be conducted in accordance with the applicable legal provisions.

 

Chapter VI

RELATIONSHIPS BETWEEN THE SCHOOL, FAMILY,

SOCIETY AND BUSINESS

 

Article 28. Relationship between the school and the student's family

The private vocational secondary education institution shall actively cooperate with the student's family to effectively implement educational work aimed at all-round development of the student and enhancing the quality and effectiveness of education and training, as follows:

1. Unify views, goals, content, and methods of education between the school and the family to achieve effective educational objectives.

2. The school shall provide parents with specific and regular information on the school's policies, activities, and students' academic performance.

3. Create conditions for parents to propose and contribute opinions in the development and implementation of the school's education and training plans.

4. Cooperate in managing students during practical training, vocational discipline education, and risk management (if applicable).

5. Implement cooperation between the school and the family in other activities as stipulated.

6. Periodically, at the end of each semester or academic year, the school shall organize an evaluation of the effectiveness of cooperation through surveys of parents' opinions, students, and teachers; the results of the evaluation shall be made public and serve as a basis for adjusting and enhancing the effectiveness of cooperative activities.

Article 29. Relationship between the school and society

The private vocational secondary education institution implements its relationship with society including:

1. Cooperating with enterprises, research institutions, technical and technological facilities, and other training institutions.

2. Regularly cooperating with relevant functional departments of ministries, agencies, localities, and enterprises to determine the training needs, linking training with employment and labor market.

3. Organizing teachers, administrative staff, educational support personnel, and students to participate in social activities; cooperate with local authorities, political-social organizations, social organizations, and occupational social organizations to build a healthy education and training environment.

4. Establish mechanisms for society to participate in evaluating the quality of education and training at the school.

Article 30. Relationship between the school and business

1. The private vocational secondary education institution actively cooperates with enterprises in educational and training activities, including:

a) Developing and organizing the implementation of education and training plans to meet the direct human resource needs for production, business, and service sectors of enterprises and the labor market;

b) Inviting enterprise representatives to participate in curriculum and teaching material development; participating in teaching, guiding practical training, evaluating students' academic performance, and providing career guidance; participating as a member of the school board for private vocational secondary education institutions and as a member of the advisory council (if applicable);

c) Cooperating with enterprises to organize visits, learning, practical training, and internships at enterprises, linking study with production, business, and service practices; creating conditions for teachers to enhance their professional skills, linking training with actual production, business, and service practices;

d) Collaborating with enterprises in training, retraining, enhancing knowledge and vocational skills, and retraining enterprise employees when needed; collaborating in scientific research, technology transfer, scholarship funding, and custom training based on needs;

e) Having solutions to attract enterprises to invest in the construction of physical facilities; providing feedback to the school on development planning, curriculum structure; supporting students' expenses and accepting graduates for employment; supervising educational and training activities and cooperating in building a healthy education environment;

f) Establishing mechanisms for enterprises to participate in evaluating the school's educational and training activities.

2. Enterprises shall facilitate conditions for students to visit, practice, intern, and hone vocational skills while ensuring the safety of students during their visits and studies at the enterprise.

3. Encourage enterprises to establish financial support mechanisms, equipment provision for training; leasing, lending, donating, or funding equipment and raw materials for educational activities in vocational secondary education institutions in compliance with legal provisions.
