Issuing National Technical Regulations on National Topographic Maps at Scale 1:10,000

Pursuant to the Law on Standards and Technical Regulations 68/2006/QH11 amended and supplemented by Law No. 35/2018/QH14 and Law No. Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations and;

Pursuant to the Law on Surveying and Mapping 27/2018/QH14;

Decree No. 27/2019/NĐ-CP dated March 13, 2019, issued by the Government detailing certain provisions of the Law on Surveying and Mapping; Decree No. 136/2021/NĐ-CP dated December 31, 2021, issued by the Government amending and supplementing certain provisions of Decree No. 27/2019/NĐ-CP dated March 13, 2019, issued by the Government detailing certain provisions of the Law on Surveying and Mapping; Decree No. 22/2023/NĐ-CP dated May 12, 2023, issued by the Government amending and supplementing certain provisions of related Decrees concerning business activities in the natural resources and environment sector;

At the proposal of the Director of the Vietnam National Survey, Mapping and Geographical Information Center;

The Minister of Agriculture and Rural Development issues this Circular on the issuance of National Technical Regulations on National Topographic Maps at Scale 1:10,000.

Article 1. Attached to this Circular are National Technical Regulations on National Topographic Maps at Scale 1:10,000, designated QCVN 86:2025/BNNMT.

Article 2. Effective Date

1. This Circular shall take effect from February 16, 2026

2. Circular No. 12/2020/TT-BTNMT dated September 30, 2020, issued by the Minister of Natural Resources and Environment detailing technical requirements for the content and symbols of National Topographic Maps at Scale 1:10,000, 1:25,000 shall be repealed upon the entry into force of this Circular.

Article 3. Implementation Organization

1. Ministries, ministerial-level agencies, government agencies, provincial people's committees, and relevant organizations and individuals are responsible for implementing this Circular.

2. The Vietnam National Survey and Mapping Center is responsible for disseminating and supervising the implementation of this Circular.

3. In the course of implementation, if there are difficulties or obstacles, agencies, organizations, and individuals should report to the Ministry of Agriculture and Rural Development for consideration and decision.
