Abolishing certain regulatory legal documents

issued by the Minister of Education and Training in the field of education

Pursuant to the Law on Issuing Regulatory Legal Documents No. 64/2025/QH15 amended and supplemented by Law No. 87/2025/QH15;

Pursuant to the Government Decree No. 79/2025/NĐ-CP dated April 1, 2025 on inspection, review, systematization, and handling of regulatory legal documents, amended and supplemented by the Government Decree No. 187/2025/NĐ-CP dated July 1, 2025;

Pursuant to the Government Decree No. 37/2025/NĐ-CP dated February 26, 2025 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Upon the proposal of the Director of the Department of Legal Affairs;

The Minister of Education and Training issues this Circular abolishing certain regulatory legal documents issued by the Minister of Education and Training in the field of education.

Article 1. Abolishing certain regulatory legal documents issued by the Minister of Education and Training in the field of education

Abolish all of the following regulatory legal documents:

1. Decision No. 14/2001/QĐ-BGDĐT dated May 3, 2001 of the Minister of Education and Training on the issuance of the Regulation on Physical Education and School Health.

2. Directive No. 52/2007/CT-BGDĐT dated August 31, 2007 of the Minister of Education and Training on strengthening traffic safety education work in educational institutions.

3. Decision No. 31/2008/QĐ-BGDĐT dated June 23, 2008 of the Minister of Education and Training on the issuance of the Provision on Professional Development for Teachers.

4. Directive No. 71/2008/CT-BGDĐT dated December 23, 2008 of the Minister of Education and Training on enhancing cooperation between schools, families, and society in the education of children, students, and trainees.

5. Circular No. 37/2011/TT-BGDĐT dated August 24, 2011 of the Minister of Education and Training amending and supplementing some provisions related to administrative procedures in Decision No. 31/2008/QĐ-BGDĐT dated June 23, 2008 of the Ministry of Education and Training on the Provision on Professional Development for Teachers and Decision No. 62/2007/QĐ-BGDĐT dated October 26, 2007 of the Minister of Education and Training on the content and form of teacher recruitment in public early childhood education institutions, primary and secondary schools, and continuing education centers.

6. Circular No. 21/2012/TT-BGDĐT dated June 15, 2012 of the Minister of Education and Training on the Regulation on the organization and operation of private kindergartens.

7. Circular No. 27/2012/TT-BGDĐT dated July 11, 2012 of the Minister of Education and Training amending and supplementing some provisions of the Provision on Professional Development for Teachers issued together with Decision No.31/2008/QĐ-BGDĐTdated June 23, 2008 of the Minister of Education and Training.

8. Circular No. 13/2015/TT-BGDĐT dated June 30, 2015 of the Minister of Education and Training on the Regulation on the organization and operation of private kindergartens.

9. Circular No. 13/2017/TT-BGDĐT dated May 23, 2017 of the Minister of Education and Training on the conditions for educational institutions to organize professional development and issue certificates for professional standards of teaching staff in public educational institutions.

10. Circular No. 13/2018/TT-BGDĐT dated May 30, 2018 of the Minister of Education and Training amending and supplementing Clause 14 of the Regulation on the organization and operation of private kindergartens issued together with Circular No. 13/2015/TT-BGDĐT dated June 30, 2015 of the Minister of Education and Training.

11. Circular No. 28/2024/TT-BGDĐT dated December 26, 2024 of the Minister of Education and Training on the content of specialized inspections in the field of education and internal inspections in educational institutions.

Article 2. Implementation Provisions

1. This Circular takes effect from August 7, 2026.

2. The Heads of the Office, the Directors of the Department of Legal Affairs, the Heads of units under the Ministry of Education and Training; Chairmen of Provincial People's Committees; Directors of Departments of Education and Training; Heads of agencies, organizations, and individuals concerned shall be responsible for implementing this Circular.
