REGULATIONS ON SOME PROVISIONS OF THE MARKET MANAGEMENT ORDINANCE
Decree No. 33/2022/NĐ-CP dated May 27, 2022 of the Government detailing some provisions of the Market Management Ordinance, effective from July 15, 2022, has been amended and supplemented by:
Decree No. 241/2025/NĐ-CP dated September 10, 2025 of the Government amending and supplementing some articles of Decree No. 33/2022/NĐ-CP dated May 27, 2022 of the Government detailing some provisions of the Market Management Ordinance, effective from September 10, 2025.
Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;
Pursuant to the Civil Servants and Public Officials Law dated November 13, 2008; the Law Amending and Supplementing Certain Provisions of the Civil Servants and Public Officials Law and the Law on Public Service Personnel dated November 25, 2019;
Pursuant to the Law on Management and Use of State Assets dated June 21, 2017;
Pursuant to the Law on National Financial Management dated June 25, 2015;âPursuant to the Law on Management and Use of Weapons, Explosives, and Support Tools dated June 20, 2017; the Law Amending and Supplementing Certain Provisions of the Law on Management and Use of Weapons, Explosives, and Support Tools dated November 25, 2019;
Pursuant to the Market Management Ordinance dated March 8, 2016; the Ordinance Amending and Supplementing Certain Provisions of Four Ordinances Related to Planning dated December 22, 2018;
The Government issues this Decree detailing some provisions of the Market Management Ordinance.
At the proposal of the Minister of Industry and Trade;
This Decree stipulates the civil service grade for market management; inspection decision-making authority; working tools and uniforms of the market management force.[1]
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
1. Market management agencies at all levels, including: the Department of Domestic Market Management and Development under the Ministry of Industry and Trade; the Market Management Business Unit under the Department of Domestic Market Management and Development; the Market Management Sub-department under the Department of Industry and Trade of provinces and centrally-administered cities; and the Market Management Team under the Market Management Sub-department.
Article 2. Applicability

3. Other agencies, organizations, and individuals related to the organization and activities of the market management force.
MARKET MANAGEMENT CIVIL SERVICE GRADE AND INSPECTION DECISION-MAKING AUTHORITY
Chapter II
Article 3. Market Management Civil Service Grade
The Ministry of Industry and Trade shall specify the code, professional standards, and salary grading for the market management civil service grade after obtaining the consensus opinion of the Ministry of Home Affairs.
Article 4. Inspection Decision-Making Authority
The persons authorized to issue inspection decisions as stipulated in Clause 1, Article 21 of the Market Management Ordinance include:
1.[3] a) The Director of the Department of Domestic Market Management and Development under the Ministry of Industry and Trade;
b) The Head of the Market Management Business Unit under the Department of Domestic Market Management and Development; the Head of the Market Management Sub-department under the Department of Industry and Trade of provinces and centrally-administered cities (hereinafter referred to as the Market Management Sub-department);
c) The Head of the Market Management Team under the Market Management Sub-department.
2. The persons authorized to issue inspection decisions as stipulated in Clause 1 of this Article may delegate their subordinates to issue inspection decisions in accordance with Clauses 2 and 3 of Article 21 of the Market Management Ordinance.
WORKING TOOLS AND UNIFORMS OF THE MARKET MANAGEMENT FORCE
Chapter III
WORKING MEANS AND UNIFORMS OF THE MARKET MANAGEMENT FORCES
Article 5. Working Equipment of the Market Management Force
1.[4] The working equipment serving inspection and administrative violation handling activities of the Market Management Force includes: general-purpose cars; specialized cars: cargo trucks, passenger cars with more than 16 seats, cars equipped with laboratories; motorcycles; high-speed boats; walkie-talkies, measuring devices, quick testing devices, specialized equipment, information technology and electronic devices, office machines and other technical equipment according to work requirements and as prescribed by law.
2. The working equipment of the Market Management Force shall be managed and used in accordance with work requirements, standards, quotas, and classification as prescribed by laws on management and use of state assets and laws on administrative violation handling.
Article 6. Management and Use of Support Tools of the Market Management Force
The equipping, management, use, repair, transportation, classification, liquidation, and destruction of support tools provided for subjects within the Market Management Force shall be carried out in accordance with laws on management and use of weapons, explosives, and support tools. The destruction of auxiliary equipment provided to individuals within the Market Management Forces shall be carried out in accordance with the provisions of the laws on the management and use of weapons, explosives, and auxiliary equipment.
Article 7. Market Management Emblem, Symbol (Logo) of the Market Management Force
1. The Market Management emblem has a blue background, with a five-pointed yellow star in the center on a red circular base, and two golden ears of rice along the edge of the emblem, the stems of which are attached to a half gear wheel in gold on the surface with the word "QLTT" in red, following the contour of the half gear wheel.policiesp according to sub-clauseonu half gear tooth.
2. The model of the Market Management emblem is shown in Appendix I issued together with this Decree and is used to attach, print, embroider, cast on badges worn on collars, signs, flags, Market Inspection Cards, and on vehicles serving official activities of market management agencies at all levels.
The model of the Market Management emblem with pine branches is shown in Appendix I issued together with this Decree and is used to attach to the front of berets, soft hats, woolen hats; placed in prominent positions at headquarters, on signs of market management agencies at all levels.
3. The symbol (logo) of the Market Management Force consists of two parts: a dark blue shield-shaped background with the letters "DMS" (the abbreviation for "Domestic Market Surveillance" in English) stylized in yellow, and the letter "M" (the abbreviation for "Market" in English) stylized in yellow. Depending on the color of the item to which the logo is attached, the background may be supplemented with blue or yellow borders. and the letter "M" (the abbreviation for "market" in English -[5] Market). The emblem (logo) set forth in Appendix I attached hereto shall be printed, affixed, or cast on uniforms, documents, and items used for promotional activities of the Market Management Forces. The model of the symbol (logo) is shown in Appendix I issued together with this Decree and is printed, attached, cast on uniforms, documents, items serving promotional activities of the Market Management Force.
The emblem (logo) set out in Appendix I issued together with this Decree shall be printed, attached, or cast on uniforms, documents, items for promotional activities of the Market Management Force.
Article 8. Market Management Flag
1. The Market Management flag is made of dark blue fabric, triangular in shape with the ratio of side length to base length being 5/3; both sides have golden tassels and in the center there is a Market Management emblem. The model of the flag is shown in Appendix I issued together with this Decree.ìequilateral triangle with the ratio of the side length to the base being 5/3; both sides have yellow fringe borders and at the center there is a Market Management emblem. 2. The Market Management flag is hung or placed in prominent positions in the offices of leaders of market management agencies at all levels, in meeting rooms, conference halls of market management agencies at all levels; attached to vehicles serving official activities of the Market Management Force and used in other cases as prescribed by law. meetings of Market Management agencies at all levels; it is affixed to vehicles serving the official duties of the Market Management Forces and used in other cases as prescribed by law.ắ3. Article 9. Market Management Rank Badge
1. The Market Management rank badge represents the position and rank within the Market Management agencies at all levels, to be affixed on the shoulder straps of the Market Management uniform.
2. The Market Management rank badge for spring-summer and autumn-winter uniforms, including overcoats, includes:
a) The Market Management rank badge is affixed on the shoulder of the uniform in a trapezoidal shape with a narrow pointed top, three sides including the length and the narrow pointed end (the small end) bordered in yellow. The background of the rank badge is blackish blue, with raised ribs on the fabric surface;
b) Buttons on the rank badge: the small end of the rank badge is attached with a metal button; above the button is a five-pointed star protruding, with a border of two rice stalks along the edge, the stems of the two rice stalks connected to a half gear wheel on the surface with the letters "QLTT" arranged curved along the curve of the half gear wheel.
Civil servants holding leadership positions use gold buttons.
Civil servants not holding leadership positions use silver buttons;
c) Shield and pine branch emblem made of metal on the background of the rank badge:
The shield-shaped emblem lies on a circular base, with the stylized letters "DMS" on the shield; the outer edge of the circle has wheels. From the circular and shield emblem, pine branches extend outwards and upwards.
Civil servants holding leadership positions: use the shield and pine branch emblems in gold.
Civil servants not holding leadership positions: use the shield and pine branch emblems in silver;
d)[6] The star on the rank badge representing leadership positions is made of raised metal in gold. The star is affixed in a straight vertical row in the center of the rank badge background, between the shield, pine branches, and the rank badge button.
The rank badge of the Director of the Domestic Market Management and Development Agency is affixed with 02 stars of diameter 26 mm.
The rank badge of the Deputy Director of the Domestic Market Management and Development Agency is affixed with 01 star of diameter 26 mm.
The rank badge of the Head of Department and equivalent positions within the Domestic Market Management and Development Agency; the Head of District Office, Head of Department, and Team Leader of the Market Management Team under the District Market Management Office is affixed with 02 stars of diameter 22 mm.
The rank badge of the Deputy Head of Department and equivalent positions within the Domestic Market Management and Development Agency; the Deputy Head of District Office, Deputy Head of Department, and Deputy Team Leader of the Market Management Team under the District Market Management Office is affixed with 01 star of diameter 22 mm.
The rank badge of civil servants not holding leadership positions does not have any stars.
d)[7] Rank stripe: the rank stripe is made of metal, affixed at the square end of the rank badge background.
The rank badge of Heads of Departments and equivalent positions within the Domestic Market Management and Development Agency and Heads of District Offices is affixed with 02 horizontal stripes in gold.
The rank badge of Heads of Departments and Team Leaders of the Market Management Teams under the District Market Management Office is affixed with 01 horizontal stripe in gold.
The rank badge of civil servants not holding leadership positions is affixed with silver stripes, including: Senior Market Inspector and equivalent positions with 03 horizontal stripes; Chief Market Inspector and equivalent positions with 02 horizontal stripes; Market Inspector and equivalent positions with 01 horizontal stripe; Intermediate Market Inspector and equivalent positions with 01 horizontal stripe in the shape of the letter "V";
e) The rank badge affixed on the collar of the spring-summer and autumn-winter uniforms, including overcoats:
The rank badge is affixed on the collar in a parallelogram shape, surrounded by a yellow border.onThe background of the rank badge is blackish blue, with raised ribs on the fabric surface; at the center is the Market Management emblem made of metal.
The model of the rank badge affixed on the collar is shown in Appendix I issued together with this Decree;
g) The models of the rank badges for civil servants holding leadership positions and those not holding leadership positions are shown in Appendix I issued together with this Decree.
3. Probationary civil servants are not allowed to use the rank badge affixed on the shoulder of the Market Management uniform.
Article 10. Market Management Badge
1. The Market Management badge has a small yellow border, a black-blue background, with the Market Management emblem on the left side, and the name and employee number of the officer on the right side. The model of the badge is shown in Appendix I attached to this Decree.
2. The Market Management badge issued to officers working at market management agencies at all levels shall be worn on the chest trof the market management uniform.
3. The Minister of Industry and Trade shall stipulate the employee numbers for officers working at market management agencies at all levels.
Article 11. Market Management Uniforms
1. The Market Management uniforms issued to officers working at market management agencies at all levels include:
a) Men's shirt and men's undershirt for wearing under a jacket;
b) Women's shirt and women's undershirt for wearing under a jacket;
c) Men's jacket;
d) Women's jacket;
e) Overcoat, down jacket, sweater, windbreaker;
f) Men's suit pants;
g) Women's suit pants and skirt;
h) Cap (for men), soft hat (for women), helmet, tie;
i) Other accessories including: belt; leather shoes; socks; helmet; file case.
2. The Market Management uniforms issued to officers working at market management agencies must be suitable for the job requirements and geographical characteristics.
3. Officers working at market management agencies at all levels have the responsibility to maintain and use the uniforms, emblems, badges, and badges of the Market Management in their official duties, except in the following cases:[8] except for the following cases:
a) Officers assigned to perform investigative measures that require confidentiality;
b) Female officers who are pregnant;
c) Officers who have not yet been provided with Market Management uniforms;
d)[9] (repealed).
4.[10] The Minister of Industry and Trade decides to issue procurement regulations and procedures for issuing emblems, flags, badges, and uniforms for officers working at the Department of Market Management and Development. Provincial People's Councils and municipal people's councils directly under the central government decide to issue procurement regulations and procedures for issuing emblems, flags, badges, and uniforms for officers working at Market Management Branches.developmentuniforms and emblems for civil servants working at the Market Management Branch.
Article 12. Models and Specifications of Market Management Uniforms
1. Men's shirt and men's undershirt for wearing under a jacket
a) Men's short-sleeved shirt: light blue color, button-down collar, two slits on both sides of the collar for attaching the badge, cuffs folded 2.5 cm, the bottom hem of the sleeves tucked inside the pants. The chest has two pocket flaps, with a pen holder in the middle of each pocket flap, the bottom of the pocket flaps rounded, the top of the pocket flaps rounded, with a pen holder, two buttons sewn on each side of the top of the pocket flap. On the left shoulder strap of the pocket flap, there are two horizontal slits for attaching the badge. The shoulder strap on the side with the slits is made of elastic material, the shirt has five buttons and one button at the base of the collar, the buttons are plastic and sewn directly onto the shirt, the diameter of the buttons is 10 mm. The left sleeve has the logo of the Market Management force attached. The shoulder straps have badge straps.
The model of the men's short-sleeved shirt is shown in Appendix II attached to this Decree;
b) Men's long-sleeved shirt: light blue color, button-down collar, two slits on both sides of the collar for attaching the badge, the bottom hem of the sleeves tucked inside the pants. The chest has two pocket flaps, with a pen holder in the middle of each pocket flap, the bottom of the pocket flaps rounded, the top of the pocket flaps rounded, with a pen holder, two buttons sewn on each side of the top of the pocket flap. On the left shoulder strap of the pocket flap, there are two horizontal slits for attaching the badge. The shoulder strap on the side with the slits is made of elastic material, the shirt has five buttons and one button at the base of the collar, the buttons are plastic and sewn directly onto the shirt, the diameter of the buttons is 10 mm. The sleeves have cufflinks and a tab for attaching the buttons. The left sleeve has the logo of the Market Management force attached. The shoulder straps have badge straps.
The model of the men's long-sleeved shirt is shown in Appendix II attached to this Decree;
c) Men's undershirt for wearing under a jacket: light blue color. The style is similar to a long-sleeved shirt, button-down collar, the bottom hem of the sleeves tucked inside the pants. The chest has one pocket flap without a lid, with a pen holder, the bottom of the pocket flap rounded. The shirt has five buttons and one button at the base of the collar, the buttons are plastic and sewn directly onto the shirt, the diameter of the buttons tr10mm. 10mm. The sleeves have cufflinks and a tab for attaching the buttons.
The model of the men's undershirt for wearing under a jacket is shown in Appendix II attached to this Decree.
2. Women's shirt and women's undershirt for wearing under a jacket
a) Women's short-sleeved shirt: light blue color. The style is a short-sleeved shirt, cuffs loose, two slits on both sides of the collar for attaching the badge, the bottom hem of the sleeves tucked outside the pants. The front body has side darts and waist darts, with two pocket flaps below, the bottom of the pocket flaps rounded, the top of the pocket flaps false, with a V-shaped edge. On the left chest, there are two horizontal slits for attaching the badge. The front body has five plastic buttons, the diameter of the buttons is 10 mm. The back body is seamless with a waist dart. The left sleeve has the logo of the Market Management force attached. 3. Men's Jacket
a) External shape:
Dark blue color. The style is an outer coat with a two-pointed collar, two slits on both sides of the collar for wearing insignia. The front has two raised pockets above the chest, with a flap between the pockets, the bottom of the pocket is angled, there is a pen holder on the left pocket lid, and the lid edge is rounded with a button. Two horizontal slits are sewn above the left breast pocket lid for wearing name badges. The top pocket buttons have a diameter of 18 mm, while the lower pocket buttons have a diameter of 22 mm. The coat has four buttons with a diameter of 22 mm. Metal buttons plated with gold are sewn directly onto the coat and pockets. The lower pockets are recessed with rounded lids and button closures. The back has a tail and a split at the bottom. Long sleeves with two cuffs, each side has four metal buttons with a diameter of 18 mm. The left sleeve bears the logo of the Market Management force. Shoulder straps are provided for wearing insignia. Market Management. Shoulder straps have badge loops;
b) Inside appearance:
The coat has a lining of the same fabric color, with two inner pockets on the front.

4. Coat for women
a) External shape:
Dark blue color. The style is an outer coat with a two-pointed collar, two slits on both sides of the collar for wearing insignia. The front has two recessed pockets below with lids, button closures, and rounded edges with buttons having a diameter of 18 mm. The coat has four buttons with a diameter of 22 mm. Metal buttons plated with gold are sewn directly onto the coat and pockets. Two horizontal slits are sewn above the left breast pocket lid for wearing name badges. The back has a tail and a split at the bottom. Long sleeves with two cuffs, each side has three metal buttons with a diameter of 18 mm. The left sleeve bears the logo of the Market Management force. Shoulder straps are provided for wearing insignia. cm, has a flap pocket, buttoned, the edge of the flap pocket rounded with a button diameter of 18 mm. The coat front placket has four buttons with a diameter of 22 mm. Coat buttons are made of metal with gold plating sewn directly onto the coat and pockets. The front left side has two notches for attaching nameplates. The back has a back seam and is cut below. The sleeves are long with round cuffs, three metal buttons with gold plating and a diameter of 18 mm. The left sleeve is attached lThe coat has a lining of the same fabric color, with one inner pocket on the right front.
b) Inside appearance:
The female coat model is shown in Appendix II issued together with this Decree.

5. Overcoat, down jacket, sweater, windbreaker
a) Overcoat:
Dark blue color. The style is a long overcoat reaching knee length, with a two-pointed collar, two slits on both sides of the collar for wearing insignia. The back has a hem and padded shoulders with a width of 0.5 cm. cm. Two horizontal slits are sewn above the left breast pocket lid for wearing name badges. The front has two diagonal recessed pockets below, with waist belts on both sides to tie a belt. The belt buckle is made of plastic. The coat has four metal buttons plated with gold with a diameter of 22 mm, and a split at the bottom of the back. The sleeves are designed with two cuffs, with some cuffs having metal buttons plated with gold with a diameter of 18 mm. The left sleeve bears the logo of the Market Management force. Shoulder straps are provided for wearing insignia. The coat has a lining of the same fabric color, with one inner pocket on the front.
The overcoat model is shown in Appendix II issued together with this Decree;
b) Sweater:
Dark blue color. The style is a three-layer sweater. The collar has two layers, the outer layer is a two-pointed collar, and the inner layer is attached to the zipper.Coat The front is zipped with a covered placket, with rough ends, and two diagonal recessed pockets below. The sides of the sweater have shoulder pads attached. The inner lining is quilted with evenly spaced parallel stitches. The sweater model is shown in Appendix II issued together with this Decree;
c) Windbreaker:
Dark blue color. The style is a winter outerwear with regular sleeves. It has a hood, the hood base is zipped to the collar, the top of the hood has two drawstrings, and the sides of the hood are roughened. The front has two diagonal recessed pockets. The placket is fully zipped up to the collar edge. The zipper has a covered placket with roughened ends. The inner lining of the front has one recessed pocket with a roughened opening. The sleeves have adjustable wrist cuffs. The hem has a drawstring. The left sleeve bears the logo of the Market Management force.
Dark blue color. The winter coat design has regular sleeves. It includes a hat, the hat brim can be fastened to the coat collar, the top of the hat has two drawstrings, and both sides of the hat are roughened. The front has two slanted pockets. Dark blue color. The style is a three-layer long coat with long sleeves. The collar has two layers, the outer layer is a two-pointed collar with a V-neck; the inner layer is zipped closed. The front has two raised pockets above the chest, with rounded edges and buttons with a diameter of 15 mm; below are two diagonal recessed pockets. The inside placket is zipped, with four buttons with a diameter of 22 mm on the outside cover. The back has padded shoulders and waist belts for tying a belt. The belt has a plastic buckle. The shoulders have shoulder pads. The sleeves are designed with two cuffs, with some cuffs having metal buttons with a diameter of 15 mm. The left sleeve bears the logo of the Market Management force.
The inner lining is quilted with down, with two zipped inner pockets on the front. The inner sleeves have elastic cuffs.

6. Men's Suit Pants
Dark blue color. The style is long suit pants with two diagonal front pockets and a zippered fly. The front has a pleat folded towards the side. The back has a pleat and one rear pocket. The waistband has six loops for a belt. The waistband has suspenders.
The men's suit pants model is shown in Appendix II issued together with this Decree.
7. Women's Suit Pants
Dark blue color. The style is straight-legged suit pants with two diagonal front pockets and a zippered fly. The front and back have pleats. The waistband has suspenders.

8. Women's Skirt
Dark blue color. The style is a fitted or slightly loose skirt with a separate waistband and pockets. The front is seamless, while the back is cut into two pieces. The back has a keyhole zipper and a split at the back. Both the front and back have pleats. The skirt has a lining, with pleats in the lining matching the outer pleats.
The women's skirt model is shown in Appendix II issued together with this Decree.
9. Cap (for men), Soft Hat (for women), Down Hat, Tie
a) Cap (for men):
Dark blue color, light blue cap. The style is a round cap with a visor, with a cap band. The front part of the cap band has a yellow coiled cord with circular metal buttons with a diameter of 16 mm, gold color, with a five-pointed star embossed. In the center of the cap band is a buttonhole for attaching a badge with a pine branch, with a diameter of 35 mm.
The men's cap model is shown in Appendix II issued together with this Decree;
b) Soft Hat (for women):
Dark blue color. The style is a fabric hat with a round crown, divided into two parts: the upper part is attached to the crown, with two air vents on both sides, and a buttonhole in the middle of the forehead for attaching a badge with a pine branch, with a diameter of 28 mm; the lower part is attached to the brim; the front part of the cap band has a yellow coiled cord with circular metal buttons with a diameter of 16 mm, gold color, with a five-pointed star embossed; the brim is designed to fold upwards at the back to form the cap band.ìround and with rounded corners.
The model of soft hat (for women) is shown in Appendix II issued together with this Decree;
c) Woolen hat:
Color dark blue. The woolen hat has three peaks with a brim, the hat has ear flaps covering both ears and the back of the neck, the bottom of the ear flaps is attached with a tie string, each ear flap has three eyelets punched in the shape of an equilateral triangle at the position of the ear and one eyelet on the brim for attaching the badge with pine branch.
The model of woolen hat is shown in Appendix II issued together with this Decree;
d) Necktie:
Color dark blue. The necktie has an elastic band fastened with a hook, adjustable length with a plastic PVC clip pre-tied. On the necktie, there is a Market Management badge with a diameter of 40 mm, the distance from the bottom of the badge to the bottom of the necktie is 55 mm.êvia.
The model of necktie is shown in Appendix II issued together with this Decree.
10. Other equipment types
a) Belt: Consists of two parts, the strap and buckle.
- Strap: Outer surface of the strap: Dark brown color, uniform color, smooth surface, not rough or peeling. Inner surface of the strap: Uniform color, smooth or slightly textured surface; edges of the strap are rounded, the end of the strap is rounded and smoothed.ắ- Women's leather shoes: Black shoe leather. - Leather shoes for women: Black shoe upper leather. Boat style, seamless without horizontal stripes. The sole has anti-slip patterns, the sole and shoe upper are bonded together using synthetic adhesive and nailed with a U-shaped nail on the heel part.
7. Necktie: 01 piece/02 years/01 civil servant. In the case of initial issuance, 02 pieces/01 civil servant.policies Based on the specific weather conditions in each region, the Chairman of the People's Committee of provinces and centrally governed cities decides to switch the issuance of coats, overcoats, windbreakers, and down jackets to other uniforms for civil servants working at the Market Management Branch but must not exceed the approved uniform cost. Color dark blue. Half helmet style with ear protection, the helmet shell is made of plastic with a built-in visor, inside has a shock-absorbing foam layer, foam padding around the ear straps. The helmet straps are made of polyester webbing with a plastic buckle to secure the helmet on the user's head, the ends of the straps are connected to the helmet with metal rivets.

đ) Document case:
Black document case, with a combination lock, thickness 1.4 mm - 1.6 mm. With carrying straps, shoulder straps. In the middle of the case, there is a badge of the Market Management force.

Based on the specific weather conditions in each region, the Chairman of the People's Committee of provinces and centrally governed cities decides to switch the provision of coats, overcoats, vests, and woolen jackets to other uniforms for civil servants working at District Market Management Agencies but shall not exceed the approved cost of uniforms by the competent authority.
The switching of the provision of coats, overcoats, vests, and woolen jackets to other uniforms for civil servants working at the National Market Management and Development Agency is decided by the Minister of Industry and Trade.
12.[11] The Government promulgates this Decree amending and supplementing some articles of Decree No. 33/2022/NĐ-CP dated May 27, 2022 of the Government detailing certain provisions of the Market Management Ordinance."
The conversion from issuing overcoats, trench coats, windbreakers, and down jackets to other uniforms for civil servants working at the Department of Domestic Market Management and Development under the Ministry of Industry and Trade shall be decided by the Minister of Industry and Trade.
Article 14. Funding for purchasing, repairing work equipment, insignia, flags, badges, uniforms of the Market Management Force
The funding for purchasing, repairing work equipment, auxiliary tools, insignia, flags, badges, uniforms of the Market Management Force shall be allocated within the annual state budget estimate assigned by the competent authority or according to projects approved by the competent authority or from other lawful sources as prescribed by law.
Chapter IV
IMPLEMENTING PROVISIONS
Article 15. Effective Date
[12]1. This Decree takes effect from July 15, 2022. The provisions on Market Management badges in Article 9 of this Decree shall take effect from January 1, 2023.
2. This Decree replaces Decree No. 148/2016/NĐ-CP dated November 4, 2016 of the Government detailing certain provisions of the Market Management Ordinance and Decree No. 78/2019/NĐ-CP dated October 14, 2019 of the Government amending and supplementing certain provisions of Decree No. 148/2016/NĐ-CP dated November 4, 2016 of the Government detailing certain provisions of the Market Management Ordinance.
Article 16. Responsibility for Implementation
[13]1. The Minister of Industry and Trade shall be responsible for organizing the implementation of this Decree.
2. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of People's Committees at all levels shall be responsible for implementing this Decree.

[1] On the basis of the Market Management Ordinance No. 11/2016/UBTVQH13;
Pursuant to Decree No. 78/2025/NĐ-CP dated April 1, 2025 of the Government detailing some articles and measures to organize and guide the implementation of the Law on Issuing Regulatory Legal Documents;
Pursuant to the Law on Cadres and Civil Servants No. 80/2025/QH15;
On the basis of the Ordinance amending and supplementing some articles of four related Planning Ordinances No.
01/2018/UBTVQH14; The Government promulgates this Decree amending and supplementing some articles of Decree No. 33/2022/NĐ-CP dated May 27, 2022 of the Government detailing some provisions of the Market Management Ordinance.”

[2] This provision is amended and supplemented pursuant to Clause 1, Article 1 of Decree No. 241/2025/ND-CP amending and supplementing certain articles of Decree No. 33/2022/ND-CP dated May 27, 2022 of the Government detailing some provisions of the Ordinance on Market Management, which takes effect from September 10, 2025.

"Article 4. Implementation Provisions
This Decree shall take effect from the date of signature and promulgation. The provisions of Clause 5 of this Decree shall take effect from January 1, 2026. 1 ị
[13] Article 3 of Decree No. 241/2025/ND-CP amending and supplementing certain articles of Decree No. 33/2022/ND-CP dated May 27, 2022 of the Government detailing some provisions of the Market Management Ordinance shall take effect from September 10, 2025, as follows:
Article 3. Responsibilities for Implementation
1. The Minister of Industry and Trade shall be responsible for guiding and organizing the implementation of this Decree.
2. Ministers,Deputy ministers of ministerial-level agencies, Deputy ministers of governmental agencies,Deputy ministers of ministerial-level agencies, Chairpersons of provincial People's Committees under the central government, and related agencies and individuals shall be responsible for organizing the implementation of this Decree.”
