REGARDING IMPLEMENTATION OF RESOLUTION NO. 05/2002/NQ-CP OF THE GOVERNMENT

 

Dear: Ministry of Fisheries

 

To implement Point 3 of the Directive No. 910/CP-NN dated October 5, 2001 of the Prime Minister requesting to "immediately cease procedures for animal and plant quarantine when exporting; in cases where customers request quarantine or must comply with international agreements that Vietnam has signed or joined, such requirements shall be implemented according to current regulations," the Ministry of Finance issued Letter No. 2409 TC/TCT dated March 20, 2002 regarding non-collection of fees and charges for animal and plant quarantine when exporting as stipulated in Decision No. 22/2000/QĐ-BTC dated February 21, 2000 of the Minister of Finance on fees and charges for plant protection and quarantine and Circular No. 53/2001/TT-BTC dated July 3, 2001 of the Ministry of Finance regarding regulations on collection, payment, and management of use of fees and charges in veterinary work. Now to implement Point 4, Section III of Resolution No. 05/2002/NQ-CP dated April 24, 2002 of the Government concerning certain measures for implementation of the socio-economic plan for 2002, the Ministry of Finance proposes:

1. Not to collect fees and charges for quality inspection of aquatic products and quarantine of aquatic animals when exporting in cases where customers do not request quarantine or are not required by international agreements that Vietnam has signed or joined.

2. To reduce by 50% the amount of fees and charges for quality inspection of aquatic products and quarantine of aquatic animals when exporting as stipulated in Decision No. 20/2000/QĐ-BTC dated February 21, 2000 of the Minister of Finance on fees and charges for fisheries resource protection work and Decision No. 90/2000/QĐ-BTC dated June 1, 2000 of the Minister of Finance on fees and charges for management of quality, safety, and hygiene of aquatic products in cases where customers request inspection or quarantine or must comply with such requirements under international agreements that Vietnam has signed or joined.

We respectfully request the Ministry of Fisheries to study and provide comments in writing to the Ministry of Finance (General Department of Taxation at 123 Lo Duc Street, Hanoi) by May 30, 2002 for the Ministry of Finance to compile and submit to the Prime Minister for consideration and decision.
