PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This Joint Circular regulates the code numbers, occupational standards, appointment, and salary grading for specialized meteorological and hydrological forecast staff.

2. This Joint Circular applies to specialized meteorological and hydrological forecast staff working in public service units.

Article 2. Code Numbers and Occupational Grades for Specialized Meteorological and Hydrological Forecast Staff

1. Meteorological and Hydrological Forecaster Grade II Code Number: V.06.03.07

2. Meteorological and Hydrological Forecaster Grade III Code Number: V.06.03.08

3. Meteorological and Hydrological Forecaster Grade IV Code Number: V.06.03.09

Article 3. General Ethical Standards for Specialized Meteorological and Hydrological Forecast Staff

1. Demonstrate high responsibility towards assigned work, always comply with laws; fulfill all duties of a public servant in professional activities.

2. Maintain a spirit of inquiry, cooperation, and continuous learning to enhance professional skills; actively research and apply scientific achievements in meteorological and hydrological forecasting; be passionate about their work.

3. Not abuse positions or authority to harm national defense, security, or national interests; not seek personal gain; maintain confidentiality within their professional scope.

4. Lead a healthy lifestyle, set a good example; avoid bureaucracy and corruption; practice thrift, combat waste, and actively fight negative behaviors.

5. Be honest, united, objective, humble, and refrain from harassment or obstruction when performing tasks related to citizens' rights and interests.

Chapter II

OCCUPATIONAL STANDARDS

Article 4. Meteorological and Hydrological Forecaster Grade II - Code Number: V.06.03.07

1. Duties:

a) Direct lower-grade forecasters in organizing and implementing warning and forecasting tasks; lead technical resolution of a shift or group forecasting tasks while directly performing a forecaster's duties;

b) Participate in evaluating and selecting appropriate forecasting methods; lead discussions, selection, and decision-making on forecasting results; bear responsibility before leadership for published forecasts;

c) Lead meteorological and hydrological forecasting according to technical standards; organize post-shift, seasonal, or annual technical reviews and lessons learned in forecasting tasks;

d) Draft, develop, and perfect technical standards and economic-technical norms for meteorological and hydrological forecasting;

đ) Participate in scientific research projects, implement and apply new technologies in meteorological and hydrological forecasting to unit operations;

e) Lead or participate in compiling materials and training for forecast staff at equivalent or lower grades and students.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in meteorology, hydrology, marine meteorology, oceanography, or related fields; if in another field, must complete professional knowledge and skill training programs specified by the specialized forecast staff management agency;

b) Possess foreign language proficiency level 3 as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training on the Six-Level Foreign Language Proficiency Framework for Vietnam (hereinafter referred to as Circular No. 01/2014/TT-BGDĐT);

c) Have basic information technology skills as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on Information Technology Skill Standards (hereinafter referred to as Circular No. 03/2014/TT-BTTTT);

d) Hold a certificate for training according to the occupational standards for Grade II meteorological and hydrological forecast staff.

3. Qualifications regarding professional expertise and skills:

a) Master the development strategy of the meteorological and hydrological field and relevant domestic and international scientific and technological information;

b) Have in-depth knowledge in meteorological and hydrological forecasting and some related technical fields;

c) Have the ability to manage a shift or group in meteorological and hydrological forecasting;

d) Have the capability to utilize advanced domestic and international technology in meteorological and hydrological forecasting;

đ) Participate in at least one provincial-level or higher scientific and technological project, topic, or task, or lead one such project, topic, or task at the grassroots level that has been accepted at a satisfactory level or higher.

Article 4. Promotion to Meteorological and Hydrological Forecaster Grade II:

A public servant promoted from Meteorological and Hydrological Forecaster Grade III to Grade II must have worked in Grade III or equivalent for at least nine years, including at least two years in Grade III immediately prior to promotion.

Article 5. Meteorological and Hydrological Forecaster Level III - Code: V.06.03.08

1. Duties:

a) Collecting and processing observational data, meteorological and hydrological information across the entire network of stations both domestically and internationally, preparing materials, charts, and maps to serve forecasting operations;

b) Conducting specific weather, hydrological, and marine forecasts for a location, region, area, or river basin;

c) Continuously monitoring the development of meteorological and hydrological conditions during the duty shift, transmitting forecast bulletins to designated locations, and providing weather and hydrological conditions upon request;

d) Participating in research topics applying and implementing new forecasting techniques in meteorology and hydrology;

đ) Summarizing and drawing lessons from meteorological and hydrological forecasting according to assigned responsibilities;

e) Providing professional guidance on meteorological and hydrological forecasting to meteorological and hydrological forecaster staff at equivalent levels or lower and students;

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in meteorology, hydrology, marine meteorology, oceanography, or related fields; if in another field, must complete professional knowledge and skill training programs specified by the specialized forecast staff management agency;

b) Have a foreign language proficiency level of grade 2 as stipulated in Circular No. 01/2014/TT-BGDĐT;

c) Have computer skills meeting the basic information technology standards as stipulated in Circular No. 03/2014/TT-BTTTT;

d) Holding a certificate for training according to the occupational title standards for meteorological and hydrological forecasters at Level III;

3. Qualifications regarding professional expertise and skills:

a) Possessing specialized knowledge in meteorological and hydrological forecasting;

b) Mastering technical standards and regulations in meteorological and hydrological forecasting;

c) Understanding geographical characteristics to apply them to meteorological and hydrological forecasting tasks;

d) Knowing and using surface meteorological observation codes, hydrographic telegraph codes, high-altitude, radar, and marine codes;

đ) Having the ability to organize, implement, and carry out forecasting tasks as assigned;

e) Having the ability to exploit and apply advanced technology both domestically and internationally in meteorological and hydrological forecasting;

4. Promotion to the position of Meteorological and Hydrological Forecaster Level III:

a) For initial recruitment with a college degree or higher, there must be a minimum of two years of work experience in the position of Meteorological and Hydrological Forecaster Level IV;

b) For initial recruitment with a secondary vocational degree, there must be a minimum of three years of work experience in the position of Meteorological and Hydrological Forecaster Level IV;

Staff promoted from the position of Meteorological and Hydrological Forecaster Level IV to Meteorological and Hydrological Forecaster Level III must have worked in the position of Meteorological and Hydrological Forecaster Level IV for the following period:

Article 6. Meteorological and Hydrological Forecaster Level IV - Code: V.06.03.09

1. Duties:

a) Collecting observational data; meteorological and hydrological information both domestically and internationally, preparing materials, charts, and maps to serve meteorological and hydrological forecasting operations;

b) Continuously monitoring the development of meteorological and hydrological conditions during the duty shift; regularly updating meteorological and hydrological forecasting information; transmitting meteorological and hydrological forecasting information to designated locations;

c) Identifying and correcting erroneous data, supplementing and entering meteorological and hydrological data onto various types of maps and diagrams;

d) Participating in specific weather, hydrological, and marine forecasts for a location, region, area, or river basin;

đ) Participating in research topics applying advanced technology to improve the quality of meteorological and hydrological forecasting operations;

2. Qualifications regarding education and training:

a) Graduating from a secondary vocational degree or higher in meteorology, hydrology, marine science, oceanography, or related fields; if graduating from another field, must complete a professional knowledge and skills training program specified by the meteorological and hydrological forecasting staff management agency;

b) Having a level 1 foreign language proficiency as stipulated in Circular No. 01/2014/TT-BGDĐT;

c) Having basic computer skills in accordance with Circular No. 03/2014/TT-BTTTT;

3. Qualifications regarding professional expertise and skills:

a) Understanding the field of meteorological and hydrological forecasting;

b) Mastering technical standards and regulations in meteorological and hydrological forecasting operations;

c) Using surface meteorological, hydrographic, high-altitude, radar, and marine codes;

d) Possessing practical technical skills;

Chapter III

APPOINTMENT AND SALARY GRADING ACCORDING TO PROFESSIONAL TITLES

Article 7. Principles for Appointment and Salary Classification According to Professional Titles

1. The appointment to the occupational title and salary grade for meteorological and hydrological forecasting staff must be based on job positions; educational and training standards; professional and operational capabilities; and the duties they undertake;

2. Staff appointed to the occupational title and salary grade must meet the occupational title standards for meteorological and hydrological forecasting staff as stipulated in Chapters I and II of this Joint Circular;

3. When appointing from the current staff rank to the corresponding occupational title of meteorological and hydrological forecasting staff, it shall not combine salary grade advancement and occupational title promotion.

Article 8. Appointment to occupational titles

In cases where civil servants have been transferred to classification levels and salary grades or appointed to meteorological and hydrological forecasting classifications as prescribed in Decision No. 07/2008/QĐ-BTNMT dated October 6, 2008 of the Minister of Natural Resources and Environment promulgating the business standards for natural resources and environment civil servant classifications (hereinafter referred to as Decision No. 07/2008/QĐ-BTNMT) and Circular Joint No. 30/2010/TTLT-BTNMT-BNV dated November 25, 2010 of the Ministry of Natural Resources and Environment - Ministry of Home Affairs guiding the transfer to classification levels and salary grades of natural resources and environment civil servants (hereinafter referred to as Circular Joint No. 30/2010/TTLT-BTNMT-BNV), they shall be appointed to occupational titles as follows:

1. Appoint the occupational title of Meteorological and Hydrological Forecasting Officer Level II (code V.06.03.07) to civil servants holding the Senior Meteorological and Hydrological Forecasting Officer classification (classification code 14.247).

2. Appoint the occupational title of Meteorological and Hydrological Forecasting Officer Level III (code V.06.03.08) to civil servants holding the Meteorological and Hydrological Forecasting Officer classification (classification code 14.248).

3. Appoint the occupational title of Meteorological and Hydrological Forecasting Officer Level IV (code V.06.03.09) to civil servants holding the College Meteorological and Hydrological Forecasting Officer classification (classification code 14.249) and the Technical Secondary Meteorological and Hydrological Forecasting Officer classification (classification code 14.250).

Article 9. Salary Grading Method

1. The occupational titles of meteorological and hydrological forecasting civil servants shall apply the Salary Scale for Professional and Business Staff in State-owned Public Institutions (Scale 3) issued together with Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the wage system for cadres, civil servants, public officials, and armed forces personnel (hereinafter referred to as Decree No. 204/2004/NĐ-CP), as follows:

a) The occupational title of Meteorological and Hydrological Forecasting Officer Level II applies the grade and salary coefficient of Type A2, Group 1 (A2.1) staff from salary coefficient 4.40 to 6.78;

b) The occupational title of Meteorological and Hydrological Forecasting Officer Level III applies the grade and salary coefficient of Type A1 staff from salary coefficient 2.34 to 4.98;

c) The occupational title of Meteorological and Hydrological Forecasting Officer Level IV applies the grade and salary coefficient of Type B staff from salary coefficient 1.86 to 4.06.

2. Salary grading when civil servants complete their probation period and are appointed to occupational titles:

After completing the probation period as prescribed and being appointed to an occupational title by the competent authority managing civil servants, the following salary grading shall be implemented according to the appointed occupational title:

a) In cases where civil servants with a doctoral degree are appointed to the occupational title of Meteorological and Hydrological Forecasting Officer Level III (code V.06.03.08), they shall be graded at grade 3/9, salary coefficient 3.00 of Type A1 staff;

b) In cases where civil servants with a master's degree are appointed to the occupational title of Meteorological and Hydrological Forecasting Officer Level III (code V.06.03.08), they shall be graded at grade 2/9, salary coefficient 2.67 of Type A1 staff;

c) In cases where civil servants with a bachelor's degree are appointed to the occupational title of Meteorological and Hydrological Forecasting Officer Level III (code V.06.03.08), they shall be graded at grade 1/9, salary coefficient 2.34 of Type A1 staff;

d) In cases where civil servants with a college degree are appointed to the occupational title of Meteorological and Hydrological Forecasting Officer Level IV (code V.06.03.09), they shall be graded at grade 2/12, salary coefficient 2.06 of Type B staff;

đ) In cases where civil servants with a technical secondary degree are appointed to the occupational title of Meteorological and Hydrological Forecasting Officer Level IV (code V.06.03.09), they shall be graded at grade 1/12, salary coefficient 1.86 of Type B staff.

3. The salary grading for civil servants appointed to occupational titles as stipulated in Clause 1 of this Article who have been transferred to classification levels and salary grades or appointed to meteorological and hydrological forecasting classifications as prescribed in Decision No. 07/2008/QĐ-BTNMT and Circular Joint No. 30/2010/TTLT-BTNMT-BNV shall be implemented as follows:

a) In cases where civil servants meet the conditions for appointment to the occupational title of meteorological and hydrological forecasting civil servants and have the same salary coefficient and grade as in the previous classification, they shall continue to enjoy the same salary coefficient, grade, and any additional allowances for seniority exceeding the scale (if applicable) currently enjoyed in the previous classification (including the time for the next salary grade increase or enjoyment of additional allowances for seniority exceeding the scale in the previous classification) in the newly appointed occupational title.

Example 1: Mr. Phan Van A, working at the Central Meteorological and Hydrological Forecasting Center under the National Meteorological and Hydrological Center, has been appointed and classified as a Meteorological and Hydrological Forecasting Officer (classification code 14.248), grade 5/9, salary coefficient 3.66 since January 1, 2013. Now, Mr. Phan Van A meets the conditions and criteria and is appointed by the competent authority to the occupational title of Meteorological and Hydrological Forecasting Officer Level III (code V.06.03.08). He shall be graded at grade 5/9, salary coefficient 3.66 of the Meteorological and Hydrological Forecasting Officer Level III occupational title from the date the decision takes effect; the time for the next salary grade increase shall be calculated from January 1, 2013.

b) In cases where meteorological and hydrological forecasting civil servants with a college degree are currently graded at Type A0 staff according to Decree No. 204/2004/NĐ-CP and are now appointed to the occupational title of Meteorological and Hydrological Forecasting Officer Level IV (code V.06.03.09), the salary grading shall be based on the time of compulsory social insurance contributions according to the state-prescribed wage scale (excluding the probation period), as follows:

- Starting from grade 2 of the Meteorological and Hydrological Forecasting Officer Level IV occupational title, every two years (24 months) thereafter, they shall be promoted to the next grade (if there are interrupted periods without enjoying social insurance benefits, these periods can be accumulated); in cases where there are years during which tasks are not completed or disciplinary actions are taken, the promotion period will be extended according to the regular promotion system.

- After transferring to the position of meteorological and hydrological forecaster grade IV as mentioned above, if the salary coefficient assigned at the meteorological and hydrological forecaster grade IV position plus any seniority allowance exceeding the ceiling (if applicable) is lower than the salary coefficient currently enjoyed at the old rank, then the difference coefficient shall be retained for the duration of the time the staff member is ranked at the meteorological and hydrological forecaster grade IV position; this retained difference coefficient shall be enjoyed throughout the entire period the staff member is ranked at the meteorological and hydrological forecaster grade IV position. Subsequently, if the staff member is promoted to a higher position, the retained difference coefficient will be added to the current salary coefficient (including any seniority allowance exceeding the ceiling, if applicable) to determine the salary coefficient for the new position upon promotion; from that day onward, the retained difference coefficient will no longer be enjoyed.

Example 2: Mr. Ngo Quang B, who graduated from a college majoring in Meteorology, was recruited to work at the Dak Lak Meteorological and Hydrological Station, which is under the National Meteorological and Hydrological Center, starting social insurance contributions on March 1, 2008, and currently holds the rank of college-level meteorological and hydrological forecaster (rank code 14.249), level 3/10, with a salary coefficient of 2.72 of category A0 staff since September 1, 2014; during his tenure, he has always completed assigned tasks without disciplinary actions. Now, Mr. Ngo Quang B meets the criteria and is appointed by the competent authority to the position of meteorological and hydrological forecaster grade IV (position code V.06.03.09), and his ranking, salary coefficient will be as follows:

- The working period of Mr. Ngo Quang B from March 1, 2008, excluding the probationary period of six months, is calculated from level 2 of the meteorological and hydrological forecaster grade IV position, and every two years, he is promoted one level; thus, on September 1, 2014, Mr. Ngo Quang B will be ranked at level 5/12, with a salary coefficient of 2.66 of the meteorological and hydrological forecaster grade IV position; the effective date of the new salary level at the meteorological and hydrological forecaster grade IV position is the date when the decision takes effect; the next salary increment review date will be September 1, 2014; concurrently, Mr. Ngo Quang B will enjoy a retention difference coefficient of 0.06 (2.72 - 2.66).

- On September 1, 2016 (after two years), if Mr. Ngo Quang B meets the conditions, he will be regularly promoted to level 6/12, with a salary coefficient of 2.86 of the meteorological and hydrological forecaster grade IV position, and continue to enjoy the retention difference coefficient of 0.06 (total salary coefficient received is 2.92).

4. Staff members specializing in meteorological and hydrological forecasting who achieve the results of the examination or meet the criteria for promotion and are appointed by the competent authority to a higher adjacent position of staff members specializing in meteorological and hydrological forecasting shall have their salaries determined according to the provisions of this Circular and the guidance provided in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, issued by the Ministry of Home Affairs regarding salary determination when upgrading ranks, changing ranks, or changing types of civil servants and staff members.

Chapter IV

IMPLEMENTING PROVISIONS

Article 10. Provisions on Application

Organizations and units with management and usage authority over staff members are responsible for creating conditions for staff members to supplement the remaining criteria of the positions of staff members specializing in meteorological and hydrological forecasting as stipulated in this Circular for staff members who have been transferred to new ranks and salary levels or appointed to meteorological and hydrological forecasting ranks as prescribed in Decision No. 07/2008/QĐ-BTNMT and Joint Circular No. 30/2010/TTLT-BTNMT-BNV.

Article 11. Implementation Organization

1. This Circular serves as the basis for implementing the recruitment, utilization, and management of staff members specializing in meteorological and hydrological forecasting in public service organizations.

2. Non-public service organizations may apply these regulations to recruit, utilize, and manage personnel engaged in meteorological and hydrological forecasting work.

3. The heads of public service units directly managing and utilizing civil servants shall be responsible for:

a) Review job positions within the unit, develop a plan to transfer staff members holding meteorological and hydrological forecasting ranks to the position of staff members specializing in meteorological and hydrological forecasting (hereinafter referred to as the transfer plan) for staff members under their management scope according to the attached model in this Joint Circular, submit it to the direct superior management agency for consolidation and submission to the competent authority for approval;

b) Appoint the position of staff members specializing in meteorological and hydrological forecasting within their authority or according to the delegated authority after the transfer plan has been approved by the competent authority.

4. Heads of agencies and units under ministries, ministerial-level agencies, government agencies, provincial people's committees, and centrally-administered city people's committees are responsible for:

a) Consolidating the transfer plans of subordinate agencies and units, submitting them to ministries, ministerial-level agencies, government agencies, provincial people's committees, and centrally-administered city people's committees for consideration and approval;

b) Appoint the position of staff members specializing in meteorological and hydrological forecasting within their authority or according to the delegated authority after the transfer plan has been approved by the competent authority.

5. Ministries, ministerial-level agencies, and provincial people's committees are responsible for:

a) Directing subordinate agencies and units to implement the transfer of positions;

b) Approving the transfer plans of subordinate agencies and units; resolving issues within their authority during the process of transferring positions;

c) Appointing the position of staff members specializing in meteorological and hydrological forecasting within their authority;

d) Annually reporting the results of appointing positions and determining salaries for staff members specializing in meteorological and hydrological forecasting under their management scope to the Ministry of Natural Resources and Environment and the Ministry of Home Affairs.

Article 12. Effective Date

1. This Circular takes effect from February 1, 2016.

2. Abolish the provisions on the titles and codes of ranks of staff members specializing in meteorological and hydrological forecasting in Decision No. 01/2008/QĐ-BNV dated August 4, 2008, issued by the Minister of Home Affairs on the issuance of titles and codes of ranks of staff members in the natural resources and environment sector.

3. Repeal the provisions on the professional standards for categories of specialized meteorological and hydrological forecasting civil servants set out in Decision No. 07/2008/QĐ-BTNMT dated October 6, 2008, issued by the Minister of Natural Resources and Environment regarding the professional standards for categories of civil servants in the natural resources and environment sector.

4. Repeal the provisions on guidelines for transferring and grading categories and salaries of specialized meteorological and hydrological forecasting civil servants set out in Circular Joint Circular No. 30/2010/TTLT-BTNMT-BNV dated November 25, 2010, issued by the Ministry of Natural Resources and Environment and the Ministry of Home Affairs guiding the transfer and grading of categories and salaries of civil servants in the natural resources and environment sector.

Article 13. Responsibility for Implementation

1. The Minister, the head of a ministry-level agency; the head of an agency under the Government, the Chairman of the People's Committee of a province or centrally governed city shall be responsible for implementing this Joint Circular.

2. In case of any difficulties during implementation, they are requested to report to the Ministry of Natural Resources and Environment for consolidation and coordination with the Ministry of Home Affairs to consider and resolve them./.
