Regulations on insignia, certificates for special work,

training uniforms, combat uniforms of Mobile Police

Pursuant to the Law on Mobile Police dated June 14, 2022;

On the basis of Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

 In accordance with the proposal of the Commander of Mobile Police;

The Minister of Public Security issues this Circular regulating insignia, certificates for special work, training uniforms, and combat uniforms of Mobile Police.

 

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

Article 1. This Circular provides detailed regulations on Article 24, Clause 2 of the Law on Mobile Police 2022 regarding insignia, certificates for special work, training uniforms, and combat uniforms of Mobile Police.

Article 2. Technical standards, quota standards, and models of training uniforms and combat uniforms of Mobile Police are not within the scope of regulation of this Circular.

Article 2. Applicability

This Circular applies to units and local public security agencies; officers and soldiers of Mobile Police and relevant organizations, individuals.

Article 3. Principles for issuing, managing, and using insignia, certificates for special work, and training uniforms, combat uniforms of Mobile Police

Clause 1. Insignia and certificates for special work of Mobile Police must be strictly managed, issued to the correct subjects, and used for their intended purposes.

Clause 2. Training uniforms and combat uniforms of Mobile Police shall be used during training, exercises, and deployment to perform tasks.

Chapter II

INSIGIA AND CERTIFICATES FOR SPECIAL WORK OF MOBILE POLICE

Article 4. Insignia of Mobile Police

Clause 1. The insignia of Mobile Police shall be implemented in accordance with Decree No. 160/2007/NĐ-CP dated October 30, 2007 of the Government stipulating traditional flags, police insignia, rank insignia, insignia, and uniforms of the People's Public Security force (amended and supplemented by Decree No. 29/2016/NĐ-CP dated April 21, 2016).

Clause 2. When wearing combat uniforms and training uniforms, officers and soldiers of Mobile Police shall wear insignia combined with rank insignia.

Article 5. Certificate for Special Work of Mobile Police

Clause 1. Shape and size: rectangular, length: 85.6 mm ± 0.1 mm, width: 54.0 mm ± 0.1 mm.

2. Content

Point a) Front side: red background, with a golden border measuring 49 mm x 81 mm around it. From top to bottom, in sequence: the phrase "CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM"; "SOCIALIST REPUBLIC OF VIET NAM"; Mobile Police emblem in full color with a diameter of 23 mm; the phrases "GIẤY CHỨNG NHẬN CÔNG TÁC ĐẶC BIỆT" and "CERTIFICATION OF SPECIAL DUTY"; all text in gold color.

Point b) Back side: light blue background, with a blue border around it. In the center, there is an embossed People's Public Security emblem with a diameter of 21 mm, surrounded by fan-shaped patterns. On the left side below is a security stamp, below which is the text "Number:....." in black; on the right side are four lines of text in black from top to bottom: "Hà Nội, ngày... tháng... năm..."; "Hanoi, Date... month... year..."; "BỘ TRƯỞNG BỘ CÔNG AN"; "MINISTER OF PUBLIC SECURITY". There is the signature of the Minister of Public Security, stamped with the seal of the Ministry of Public Security, and the name of the Minister.

Clause 3. This Circular includes a model of the certificate for special work of Mobile Police.

Article 6. Recipients and Circumstances for Issuance of Special Duty Certificates

Special duty certificates shall be issued to mobile police officers when they are assigned to implement counter-terrorism combat plans and to protect the transportation of special goods.

Article 7. Authority to Issue, Replace, Reissue, Transfer, Revoke, and Destroy Special Duty Certificates

1. The Minister of Public Security decides on issuing, replacing, reissuing, and destroying special duty certificates.

2. The Commander of Mobile Police, Provincial Police (hereinafter referred to as Provincial Police), decides on transferring special duty certificates to units under their command.

3. Heads of Mobile Police units under the Command of Mobile Police and Provincial Police are responsible for transferring special duty certificates to officers under their management and recovering them upon completion of tasks. The transfer and recovery of special duty certificates must be documented in writing.

Article 8. Cases for Replacement and Reissuance of Special Duty Certificates

1. Special duty certificates that are damaged, torn, or deteriorated and cannot be used shall be replaced.

2. Special duty certificates that are lost shall be reissued.

Article 9. Procedures for Issuing, Replacing, and Reissuing Special Duty Certificates

1. Provincial Police compile the number of special duty certificates needed for issuance, replacement, and reissuance and send it to the Command of Mobile Police.

2. The Command of Mobile Police compiles the number of special duty certificates needed for issuance, replacement, and reissuance from the Command of Mobile Police and Provincial Police; submit to the Minister of Public Security for consideration and decision.

Article 10. Procedures for Destruction of Special Duty Certificates

1. Special duty certificates shall be destroyed if they are torn, deteriorated, or damaged.

2. Provincial Police compile the number of special duty certificates subject to destruction and report to the Command of Mobile Police.

3. The Command of Mobile Police compiles the number of special duty certificates subject to destruction from the Command of Mobile Police and Provincial Police; report to the Minister of Public Security for consideration and decision.

4. The Command of Mobile Police establishes a destruction committee chaired by one leader of the Command of Mobile Police. The destruction process must be recorded in a protocol.

Article 11. Responsibilities for Managing Special Duty Certificates

1. The Command of Mobile Police is responsible for maintaining records of the issuance, replacement, reissuance, transfer, and recovery of special duty certificates.

2. Units directly managing recipients of special duty certificates must regularly check the management and use of these certificates monthly and report the results to the Command of Mobile Police.

3. Annually, Provincial Police report on the management and use of special duty certificates within their jurisdiction to the Command of Mobile Police for consolidation and reporting to the Minister of Public Security on the management and use of special duty certificates.

Article 12. Responsibilities of Officers Assigned to Use Special Duty Certificates

1. Mobile police officers who are assigned to use special duty certificates to perform tasks as specified in Article 6 of this Circular must responsibly manage, use them strictly for their intended purpose, and return them to the competent authority immediately upon completion of the task.

2. Report immediately to the head of the unit directly managing them if the special duty certificate is lost, damaged, torn, or deteriorated.

Article 13. Responsibilities of agencies, organizations, and individuals

When officers and soldiers of the Mobile Police present their special duty identification certificate together with the People's Public Security Identity Card, agencies, organizations, and individuals shall strictly implement the decisions and requests of such persons in accordance with Clause 1 and Clause 2 of Article 32 of the Law on Mobile Police.

Chapter III

COMBAT UNIFORM OF THE MOBILE POLICE

Article 14. List of combat uniforms of the Mobile Police

The combat uniform of the Mobile Police includes:

1. General combat uniform.

2. Special Task Force combat uniform.

3. Target Protection Police uniform.

4. Aviation duty uniform and airport technical service uniform of the People's Public Security Air Force.

5. Special ceremonial uniform of the Mounted Mobile Police.

6. Special performance uniform of the National Public Security Ceremonial Corps.

Article 15. General combat uniform

1. Spring and summer uniform list, including:

a) Public Security emblem;

b) Soft cap with Public Security emblem;

c) Mobile Police helmet with Public Security emblem;

d) Shirt: left sleeve bearing the Mobile Police insignia; right chest bearing the number; left chest bearing the Public Security badge; collar bearing combined insignia;

đ) Mobile Police insignia;

e) Public Security number;

g) Public Security badge;

h) Combined insignia;

i) Inner shirt bearing the Mobile Police insignia;

k) Cross belt;

l) Trousers;

m) Belt;

n) Lace-up shoes;

p) Gloves.

2. Autumn and winter uniform list, including:

a) Public Security emblem;

b) Soft cap with Public Security emblem;

c) Mobile Police helmet with Public Security emblem;

đ) Mobile Police insignia;

i) Winter jacket with hood (anti-cold): left sleeve bearing the Mobile Police insignia; warm material; right chest bearing the number; left chest bearing the Public Security badge; collar bearing combined insignia;

3. Users of the general combat uniform: officers and soldiers of the Mobile Police Command; provincial-level Mobile Police; Mobile Police reserve forces (excluding Special Task Force units, Target Protection units, and the People's Public Security Air Force).

Article 16. Combat uniform of the Special Task Force

1. Spring and summer uniform list, including:

a) Public Security emblem;

b) Soft cap with Public Security emblem;

c) Special Task Force helmet with Public Security emblem;

d) Recognition-resistant helmet;

đ) Shirt: left sleeve bearing the Special Task Force insignia; right chest bearing the number; left chest bearing the Public Security badge; collar bearing combined insignia;

e) Mobile Police insignia;

g) Public Security number;

h) Public Security badge;

i) Combined insignia;

k) Inner shirt bearing the Special Task Force insignia;

l) Cross belt;

m) Trousers;

n) Belt;

o) Lace-up shoes;

p) Socks;

q) Gloves.

2. Autumn and winter uniform list, including:

a) Public Security emblem;

b) Soft cap with Public Security emblem;

c) Special Task Force helmet with Public Security emblem;

đ) Shirt: left sleeve bearing the Special Task Force insignia; right chest bearing the number; left chest bearing the Public Security badge; collar bearing combined insignia;

3. Users of the Special Task Force combat uniform: officers and soldiers of the Special Task Force units under the Mobile Police Command and provincial-level Public Security Departments.

Article 17. Uniforms for Target Protection Police

1. Target Protection Police shall use uniforms of the People's Public Security Forces as prescribed in Decision No. 9350/QĐ-BCA-H03 dated November 26, 2019 of the Minister of Public Security on amending and supplementing certain articles of Decision No. 1625/QĐ-BCA dated May 5, 2016 of the Minister of Public Security to implement Decree No. 29/2016/NĐ-CP dated April 21, 2016 of the Government amending and supplementing certain articles of Decree No. 160/2007/NĐ-CP dated December 30, 2007 on traditional flags, Public Security insignia, rank insignia, service badges, and uniforms of the Public Security Forces.

2. The list of military attire for officers and soldiers directly performing target protection duties includes:

a) Woolen coat;

b) Woolen hat;

c) Long-sleeved spring and summer uniform pants and shirt;

d) White gloves;

đ) Cross belt;

e) Leather shoes.

3. Subjects using Target Protection Police uniforms: officers and soldiers of target protection units and special cargo transportation protection units under the Mobile Force Command; provincial-level public security agencies.

Article 18. Aviation Service Uniforms and Airport Technical Support Uniforms of the People's Public Security Air Force

1. List of aviation service uniforms of the People's Public Security Air Force, including:

a) Soft cap with Public Security insignia;

b) Public Security insignia;

c) Flight cap liner.

d) Shirt: on the right chest of the shirt, attach the Public Security number and Public Security badge; on the left chest of the shirt, attach the national flag of Vietnam; on the left sleeve, attach the Mobile Force Police symbol; wear flight rank on the shoulder;

đ) Public Security number;

e) Public Security badge;

g) Mobile Force Police symbol;

h) Flight rank;

i) Winter flight jacket: made of leather combined material; on the right chest of the jacket, attach the Public Security number; on the left chest of the jacket, attach the national flag of Vietnam; on the left sleeve, attach the Mobile Force Police symbol;

k) Pants: separate waistband style, adjustable elastic on both sides, zipper closure;

l) Belt;

m) Aviation service shoes;

n) Socks;

o) Summer aviation service gloves and winter aviation service gloves.

2. List of airport technical support uniforms, including:

a) Soft cap with Public Security insignia;

b) Public Security insignia;

c) Helmet with brim attached with Public Security insignia;

d) Ear muff;

đ) Shirt: on the right chest of the shirt, attach the Public Security number; on the left chest of the shirt, attach the Public Security badge; on the left sleeve, attach the Mobile Force Police symbol; embroidered on the back of the shirt is the phrase "PEOPLE'S PUBLIC SECURITY AIR FORCE";

e) Public Security number;

g) Public Security badge;

h) Mobile Force Police symbol;

i) Pants;

k) Canvas shoes;

l) Socks;

m) Technical gloves.

3. Subjects using aviation service uniforms and airport technical support uniforms:

a) Subjects using aviation service uniforms: pilots, flight crew members, paratroopers;

b) Subjects using airport technical support uniforms: technical staff of the People's Public Security Air Force unit.

Article 19. Special Ceremonial Uniforms for the Mobile Force Cavalry Police

1. List of special ceremonial uniforms for the Mobile Force Cavalry Police unit, including:

a) Cavalry helmet with Public Security insignia;

b) Public Security insignia;

c) Coat: collar with pine branch; shoulder with common rank insignia attached with cavalry logo; two ends of the shoulders with tassels; on the left chest of the coat, attach the medal ribbon; on the right chest of the coat, attach the Public Security badge; on the left sleeve, attach the Mobile Force Cavalry Police logo;

d) Pine branch;

đ) Common rank insignia attached with Mobile Force Cavalry Police logo;

e) Shoulder tassel accessories;

g) Medal ribbon;

h) Public Security badge;

i) Mobile Force Cavalry Police symbol;

k) Ceremonial pants;

l) High-top boot-style shoes;

m) Socks;

n) Gloves.

2. Subjects using special ceremonial uniforms for the Mobile Force Cavalry Police: officers and soldiers performing ceremonies within the Mobile Force Cavalry Police.

Article 20. Special Performance Uniforms of the Ceremonial Guard of the People's Police

1. The list of performance uniforms for the Conductor includes:

a) Performance hat with police insignia;

b) Public Security insignia;

c) Coat: with stylized patterns, wearing a common performance rank badge for the entire military band; tassels on both shoulders of the coat; on the right chest of the coat, wear the People's Police badge; on the left chest of the coat, wear the ribbon of medals and decorations; on the left sleeve of the coat, attach the Ceremonial Guard of the People's Police insignia;

d) Performance rank badge;

đ) People's Police badge;

e) Ribbon of medals and decorations;

g) Ceremonial Guard of the People's Police insignia;

h) Shoulder tassel accessories;

i) Belt;

k) Performance trousers;

l) Performance shoes;

m) Performance boots;

n) Socks;

o) Gloves.

2. The list of performance uniforms for the Musicians includes:

a) Performance hat with police insignia;

b) Public Security insignia;

c) Coat: with stylized patterns, wearing a common performance rank badge for the entire military band; tassels on both shoulders of the coat; on the right chest of the coat, wear the People's Police badge; on the left chest of the coat, wear the ribbon of medals and decorations; on the left sleeve of the coat, attach the Ceremonial Guard of the People's Police insignia;

d) Common performance rank badge for the entire military band;

đ) People's Police badge;

e) Ribbon of medals and decorations;

g) Ceremonial Guard of the People's Police insignia;

h) Shoulder tassel accessories;

i) Belt;

k) Performance trousers;

l) Performance shoes;

m) Performance boots;

n) Socks;

o) Gloves.

3. Subjects using special performance uniforms of the Ceremonial Guard of the People's Police:

a) Subjects using performance uniforms for Conductors: officers and soldiers who are Conductors of the Ceremonial Band under the Ceremonial Guard of the People's Police;

b) Subjects using performance uniforms for Musicians: officers and soldiers who are Musicians of the Ceremonial Band under the Ceremonial Guard of the People's Police.

Chapter IV

TRAINING UNIFORMS OF THE PEOPLE'S ARMED POLICE

Article 21. List of Training Uniforms of the Armed Police

The training uniforms of the Armed Police include:

1. General training uniforms.

2. Special training uniforms of the Mounted Armed Police, units training and using service animals, and Air Force units of the People's Police.

Article 22. General Training Uniforms

1. The list of general training uniforms includes:

a) Soft cap with Public Security insignia;

b) Public Security insignia;

c) Coat: with the People's Police number on the right chest of the coat; with the People's Police badge on the left chest of the coat; with the Armed Police insignia on the left sleeve of the coat; with combined shoulder insignia;

d) People's Police number;

đ) People's Police badge;

e) Mobile Police insignia;

g) Combined shoulder insignia;

h) Winter coat;

i) Cross belt;

k) Trousers;

l) Training shoes;

m) Socks.

2. Subjects using general training uniforms: officers and soldiers under the Command of the Armed Police, Provincial Armed Police, and reserve combat units.

Article 23. Special Training Uniforms of the Mounted Armed Police, Units Training and Using Service Animals, and Air Force Units of the People's Police

1. The Mounted Armed Police, units training and using service animals shall use the uniforms prescribed in Article 14 of this Circular and the uniforms prescribed at point b, Clause 1, Article 13 of Circular No. 12/2021/TT-BCA dated January 27, 2021 of the Minister of Public Security regarding standards, quotas, equipment, management, feeding, training, and use of service animals in the People's Police to perform specialized training tasks (amended and supplemented by Circular No. 44/2022/TT-BCA dated October 28, 2022).

2. Air Force units of the People's Police shall use the uniforms prescribed in Article 18 of this Circular to perform specialized training tasks.

Chapter V

IMPLEMENTATION

Article 24. Effective Date

1. This Circular takes effect from January 1, 2023 and replaces Circular No. 31/2014/TT-BCA dated July 24, 2014 of the Minister of Public Security regarding Special Duty Certificates, Insignias, and Combat Uniforms of the Armed Police.

2. In cases where the referenced documents in this Circular are replaced or amended, they shall be applied according to the replacing, amending, or supplementing documents.

Article 25. Responsibilities for Implementation

1. The Command of the Armed Police is responsible for assisting the Minister of Public Security in uniformly managing special duty certificates, insignias, and training uniforms, combat uniforms of the Armed Police; coordinating with the Equipment and Logistics Department to develop models of uniforms prescribed in this Circular.

2. The Institute of Science and Technology is responsible for researching and applying security technology, organizing production, ensuring sufficient quantity, and maintaining quality of special duty certificates.

3. The Equipment and Logistics Department is responsible for leading and coordinating with the Command of the Armed Police to establish technical standards, models, quota standards, organizing production, and ensuring quality of training uniforms and combat uniforms of the Armed Police as prescribed in this Circular.

4. The Planning and Finance Department is responsible for guiding and coordinating with the Command of the Armed Police and related units in preparing budgets, allocating funds, managing, using, and settling accounts for purchasing, producing special duty certificates, insignias, and training uniforms, combat uniforms of the Armed Police in accordance with the State Budget Law and detailed regulations and implementation guidelines in the field of national security and public order and social safety.

5. During the period of establishing technical standards and quota standards for training uniforms and combat uniforms of the Armed Police, related units must ensure that these uniforms meet the work requirements of the Armed Police according to current regulations of the Ministry of Public Security.

6. Heads of subordinate units under Ministries, Directors of Provincial Public Security Departments are responsible for implementing this Circular. In the process of implementation, if there are difficulties or obstacles, local public security units and departments should report to the Ministry of Public Security (through the Command of the Armed Police) for timely guidance.
