DECISION OF THE MINISTER

MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT

Regarding the announcement of the list of objects subject to plant quarantine for import, export, temporary import for re-export, temporary export for re-import, and transit through the Socialist Republic of Vietnam.

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

- Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development.

- Pursuant to Decree No. 92/CP dated November 27, 1993 of the Government guiding the implementation of the Plant Protection and Quarantine Ordinance.

- Based on the proposal of the Director of the Plant Protection Department.

DECISION:

Article 1. The list of objects subject to plant quarantine for import, temporary import for re-export, temporary export for re-import, and transit through the Socialist Republic of Vietnam includes:

1. Plants:

a) Various types of plant seeds and parts used as seeds such as: grains, scions, buds, tubers, shoots, fruits, roots, bulbs, tissue cultures grown in artificial media.

b) Various types of plants and their parts such as: buds, flowers, fruits, branches, trunks, leaves, roots, bulbs, grains, peels, and other parts in different forms.

2. Plant products: rice, broken rice, various types of flour, bran, dried oil cakes; various types of grains, tea, hemp fiber, tobacco threads, tobacco leaves, brewing yeast, feed yeast; wood and wood products; rattan, bamboo, straw mats, hay, straw; various types of medicinal herbs; various types of woven carpets of plant origin.

3. Various types of insects, fungi, nematodes, bacteria, viruses, weeds (in living or dead form), and plant specimens.

4. Soil and other objects capable of carrying harmful organisms affecting plant resources.

5. Means of transport for objects subject to plant quarantine that can carry plant quarantine objects.

Article 2. For objects subject to plant quarantine for export, quarantine shall only be carried out when requested by the customer or required under international agreements to which Vietnam is a party or has signed.

Article 3. This Decision replaces Decision No. 50/1999/BNN-BVTV dated March 16, 1999 of the Minister of Agriculture and Rural Development and takes effect 15 days from the date of signature.

Article 4. The Heads of the Ministry's Office, the Director of the Plant Protection Department, and the Heads of relevant units and individuals are responsible for implementing this Decision./.
