Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decree No. 55/2001/ND-CP dated August 23, 2001 of the Government on management, provision, and use of Internet services;
Pursuant to Decision No. 99/1998/QĐ-TTg dated May 26, 1998 of the Prime Minister on price and postal and telecommunications tariff management;
Pursuant to Circular No. 03/1999/TT-TCBD dated May 11, 1999 of the General Director of the Posts and Telecommunications Administration guiding the implementation of Decree No. 109-CP dated November 12, 1997 of the Government on Posts and Telecommunications and Decision No. 99/1998/QD-TTg dated May 26, 1998 of the Prime Minister on price and rate management for postal and telecommunications services;
Pursuant to Circular No. 04/2001/TT-TCBD dated November 20, 2001 of the General Director of the Posts and Telecommunications Administration guiding the implementation of Decree No. 55/2001/ND-CP dated August 23, 2001 of the Government on management, provision, and use of Internet connection services, Internet access services, and Internet application services in posts and telecommunications;

DECISION:
Article 1. Issuing rates for Internet access via public telephone networks (PSTN):
1. Maximum rate for monthly Internet subscription fees and email subscription fees: 27,273 dong/subscriber/month.
2. Rate framework for Internet access services via public telephone networks (applicable to all users, billing methods, and collection methods).
- Maximum rate: 180 dong/minute
- Minimum rate: 40 dong/minute
3. Based on the maximum subscription fee and the rate framework stipulated in Sections 1 and 2 above, enterprises providing Internet access services shall specify the subscription fee and the rate for Internet access services via public telephone networks.
4. Installation fee (one-time charge): To be specified by enterprises providing Internet access services.
5. Local call rates and long-distance intra-provincial call rates for accessing the Internet via public telephone networks.
- The local call rate for accessing the Internet is 40 dong/minute. The scope of local calls is defined in Decision No. 809/2000/QD-TCBD dated September 15, 2000 of the Posts and Telecommunications Administration on fixed-line telephone subscription fees and local call rates at subscribers' premises.
- In provinces and centrally-administered cities where ISPs have established POPs for Internet access and have network capacity to connect to subscribers within the province, the long-distance intra-provincial call rate for accessing the Internet for subscribers of those ISPs is 40 dong/minute.
6. The aforementioned rates do not include value-added tax (VAT).
Article 2. This Decision takes effect from April 1, 2003, replacing Decision No. 480/2002/QD-TCBD dated June 13, 2002 of the Posts and Telecommunications Administration on the issuance of rates for indirect Internet access services via public telephone networks (PSTN) and previous regulations that conflict with this Decision.
Article 3. The Head of the Office, Heads of the Planning and Finance Department, Heads of units under the Posts and Telecommunications Ministry, General Directors, Directors of telecommunications service providers, Internet Service Providers (ISPs), and Heads of related units are responsible for implementing this Decision.
