BASED ON THE ROAD TRAFFIC ORDER AND SAFETY LAW dated June 27, 2024;

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations; and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 56/2022/NĐ-CP dated August 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

At the proposal of the Director of the Science, Technology, and Environment Department and the Director General of the Vietnam Highway Administration;

The Minister of Transport hereby issues this Circular to issue National Technical Regulations on Passenger Bus Terminals, National Technical Regulations on Freight Bus Terminals, National Technical Regulations on Rest Stops, and National Technical Regulations on Vehicle Weight Control Structures on Roadways.

Article 1. This Circular annexes National Technical Regulations on Passenger Bus Terminals, National Technical Regulations on Freight Bus Terminals, National Technical Regulations on Rest Stops, and National Technical Regulations on Vehicle Weight Control Structures on Roadways. Specifically as follows:

Article 2. Implementation clause

1. This Circular takes effect from January 1, 2025.

2. Repeal the following Circulars issuing National Technical Regulations:

a) Circular No. 49/2012/TT-BGTVT dated December 12, 2012 of the Minister of Transport issuing National Technical Regulations on Passenger Bus Terminals;

b) Circular No. 73/2015/TT-BGTVT dated November 11, 2015 of the Minister of Transport issuing National Technical Regulations on Passenger Bus Terminals (Amended Version 1, 2015);

National technical regulation on bus station

Chapter 1. GENERAL PROVISIONS

1.1. Scope of Application

These regulations specify technical requirements that must be adhered to in the investment, construction, renovation, management, operation, inspection, and announcement of passenger bus terminals.

1.2. Applicability

These regulations apply to organizations and individuals involved in the investment, construction, renovation, management, operation, inspection, and announcement of passenger bus terminals.

1.3. Definitions

1.3.1. The vehicle entry and exit road is the connection from the main road, branch road, or collector road to the passenger bus terminal.

1.3.2. The passenger pick-up and drop-off area is the parking zone where passengers board or disembark within the passenger bus terminal premises.

1.3.3. The parking lot for vehicles awaiting passenger pick-up is the designated area for passenger buses to park while waiting to pick up passengers.

1.3.4. The parking lot for other means of transportation is the designated area for storing other road transport vehicles at the passenger bus terminal.

1.3.5. The passenger waiting room is the area equipped with seating for passengers to wait while purchasing tickets or boarding the bus.

1.3.6. The information provision system includes the public address system, notice boards, and other audiovisual equipment within the passenger bus terminal.

2. TECHNICAL REGULATIONSTECHNICAL REGULATION

2.1. General Provisions

2.1.1. Bus stations must ensure that the traffic lanes for motor vehicles within the bus station are used for movement between parking areas and passenger pick-up/drop-off locations.

2.1.2. The entry and exit roads of the bus station must be designed, constructed, and operated in accordance with regulations on investment, construction, management, operation, exploitation, use, maintenance, and protection of road infrastructure.

2.1.3. The connection of entry and exit roads to the bus station must comply with regulations on road traffic connections.

2.1.4. Traffic lanes for motor vehicles within the bus station must have signs and markings to ensure safe movement of all types of vehicles within the bus station area.

2.1.5. Bus stations can be built in one or multiple floors and must ensure at least the following functions: providing services for vehicle entry and exit from the bus station; providing services for drivers, crew members, passengers, luggage, goods, and vehicles.

2.1.6. Construction works, walkways, and equipment of the bus station must be built and installed to ensure quality and durability corresponding to the level of the construction project as stipulated in Circular No. 06/2021/TT-BXD dated June 30, 2021 on classification of construction projects and guidance on application in investment and construction activities management, QCVN 01:2021/MOI, QCVN 10:2024/MOI ensuring order and safety for passengers, goods, and vehicles within the bus station area, ensuring access for persons with disabilities.

2.1.7. The electrical, water supply, lighting, and communication systems of the bus station must comply with regulations set forth in QCVN 12:2014/MOI, QCVN 07:2023/MOI.

2.2. Provisions on Minimum Construction Items

A bus station must include the following minimum facilities:

2.2.1. Administrative office area;

2.2.2. Ticket sales area;

2.2.3. Passenger pick-up/drop-off area;

2.2.4. Parking area for waiting buses;

2.2.5. Parking area for other vehicles;

2.2.6. Passenger waiting room;

2.2.7. Restrooms;

2.2.8. Entry and exit roads;

2.2.9. Information system;

2.2.10. Vehicle control system;

2.2.11. Water supply and drainage system;

2.2.12. Electric charging system for electric-powered transportation vehicles.

2.3. Provisions on Area and Construction Items

2.3.1. Classification of bus stations.

Bus stations are classified into six categories. Regulations on construction items corresponding to each category of bus station are as follows:

3. Commitment to comply with declared quality standards.

 

2.3.2. Provisions on Ticket Sales Areas

2.3.2.1. The ticket sales area must be easily identifiable and convenient for passengers to purchase tickets and reach the boarding position. A sign indicating "Ticket Sales Area" in both Vietnamese and English must be placed at the front of the ticket sales area. Various ticket selling methods such as direct sales, automated ticket machines, online platforms, and mobile applications should be available to serve passengers buying tickets and printing boarding passes;

2.3.2.2. At the ticket counter, automated ticket machines, online platforms, and mobile applications must display service quality information and other necessary information for passengers.

2.3.3. Provisions on Passenger Pick-up and Drop-off Areas

2.3.3.1. The passenger pick-up area must be conveniently located for passengers traveling from the waiting room or ticket sales area;

2.3.3.2. The passenger pick-up area must have signage to guide passengers to the correct pick-up location;

2.3.3.3. The passenger drop-off area must be separate from the pick-up area and conveniently located for passengers exiting the bus station or accessing public transport;

2.3.3.4. Pick-up and drop-off positions must be clearly marked with paint;

2.3.3.5. For bus stations serving international routes, a separate area for international passenger pick-up and drop-off must be provided, with signs indicating "International Passenger Pick-Up/Drop-Off Area" in both Vietnamese and English;

2.3.3.6. For bus stations serving local bus and taxi services, dedicated areas for bus and taxi pick-up and drop-off must be provided.

2.3.4. Regulations on parking areas for waiting buses and other vehicles

2.3.4.1. The minimum area for a single parking position for a bus is 40 m2. Clear markings must be made with paint to delineate each parking position;

2.3.4.2. Parking areas for waiting buses and other vehicles must be constructed in the form of a garage and must comply with the provisions of QCVN 13:2018/MOI.

2.3.5. Provisions on Passenger Waiting Rooms

2.3.5.1. For bus stations from type 1 to type 2, a dedicated waiting area for passengers who have purchased tickets must be organized and arranged;

2.3.5.2. Seating must be provided for passengers according to the regulations applicable to each type of bus station. The seats must be fixed and there must be walkways between rows of seats;

2.3.5.3. There must be a direct passage connecting the ticket sales area with the pick-up and drop-off areas for vehicles;

2.3.5.4. There must be a lighting system and signs indicating "Exit" to guide passengers to the pick-up area;

2.3.6. Provisions on Sanitary Facilities

2.3.6.1. Clear signage leading to the restroom must be provided, ensuring convenience for users, including facilities for people with disabilities as stipulated in QCVN 10:2024/BXD. The location of these facilities should not affect the environment of other areas within the bus station;

2.3.6.2. The restroom must be waterproof, moisture-proof, odor-free, well-ventilated, and clean in terms of walls, floors, and equipment;

2.3.6.3. The restroom must be ventilated and ensure environmental hygiene;

2.3.6.4. The floor and wall surfaces of the restroom must use materials that are easy to clean;

2.3.6.5. The drainage system must ensure that water does not accumulate on the floor inside the restroom;

2.3.7. Provisions regarding information systems

2.3.7.1. In the passenger waiting area and the ticket sales area of the bus station, there must be a minimum information provision system consisting of a broadcasting system and fixed information boards;

2.3.7.2. The content of the information provided for each route must include at least: vehicle license plate number, transport unit, itinerary, departure time, fare, quality of transportation service, lost luggage information;

2.3.7.3. For bus stations with international transport routes, information must be provided in Vietnamese and English as stipulated in Points 2.3.7.1 and 2.3.7.2;

2.3.7.4. The broadcasting system must ensure that everyone in the bus station can clearly hear all information transmitted through the system;

2.3.7.5. A hotline number must be available to receive passenger feedback;

2.3.7.6. At passenger pick-up points, information about departing vehicles must include at least: vehicle license plate number, itinerary, departure time;

2.3.8. Provisions regarding water supply and drainage systems

2.3.8.1. The water supply system for the bus station must operate stably and be capable of providing sufficient water to meet the station's needs;

2.3.8.2. If the bus station uses its own water source, it must comply with the criteria set out in QCVN 09:2023/BTNMT; water used for daily activities must meet the criteria set out in QCVN 01-1:2018/BYT and corresponding local technical standards;

2.3.8.3. The drainage system of the bus station includes wastewater and stormwater drainage systems, which must ensure that water does not accumulate to disrupt the station's operations and comply with environmental protection regulations;

2.3.9. Provisions on Fire Prevention and Fighting

When a bus station is put into operation, it must comply with fire prevention and firefighting laws and the following minimum requirements:

2.3.9.1. The bus station must be constructed and equipped with fire prevention and firefighting equipment in accordance with the provisions of QCVN 06:2022/BXD and its amendment 1:2023 QCVN 06:2022/BXD, TCVN 3890:2023, and relevant laws, suitable for the nature and scale of the station;

2.3.9.2. Fire prevention and firefighting regulations must be posted in the bus station area;

2.4. Provisions on Environmental Protection

2.4.2. Bus stations must comply with the provisions on waste management (wastewater, household solid waste, general industrial solid waste, hazardous waste) as stipulated in Decree No. 08/2022/NĐ-CP dated January 10, 2022 of the Government detailing certain provisions of the Law on Environmental Protection and Circular No. 02/2022/TT-BTNMT dated January 10, 2022 of the Minister of Natural Resources and Environment detailing the implementation of certain provisions of the Law on Environmental Protection;

2.4.3. Bus stations located in residential areas must comply with noise limits as stipulated in QCVN 26:2010/BTNMT;

3. PROVISIONS ON MANAGEMENT AND IMPLEMENTATION

3.1. Management Provisions

3.1.1. A bus station may only be put into operation after being announced in accordance with the regulations of the Minister of Transport on organizing and managing road passenger transport activities and the operation of bus stations, parking lots, rest stops, and roadside stops; and the procedures and formalities for putting bus stations and rest stops into operation;

3.1.2. Bus stations that were announced before this standard takes effect must comply with the provisions of QCVN 45:2012/BGTVT and its amendment 01:2015 QCVN 45:2012/BGTVT and must review and complete their compliance with this standard by January 1, 2026. Specifically, the electric vehicle charging station system must be completed by January 1, 2027;

3.2. Implementation Organization

3.2.1. The Vietnam Highway Administration is responsible for implementing this standard;

3.2.2. Where the standards, specifications, and laws cited in this standard are amended, supplemented, or replaced, they shall be applied according to the new amended, supplemented, or replacement documents;

Chapter 2. TECHNICAL PROVISIONS

2.1. General Provisions

2.1.1. Freight terminals shall be separated from surrounding areas by fences, except for locations within border gates, industrial zones, airports, seaports, inland waterway ports, or other infrastructure areas already enclosed by separate fences.

2.1.2. The access roads to freight terminals must be designed, constructed, operated in accordance with regulations on investment, construction, management, operation, exploitation, use, maintenance, and protection of road infrastructure.

2.1.3. The connection of access roads to freight terminals must comply with traffic connection regulations for roadways.

2.1.4. Motor vehicle circulation lanes within freight terminals must have traffic signs and lane markings to ensure safe movement of all types of vehicles within the terminal area.

2.1.5. Freight terminals must comply with fire prevention and firefighting laws.

2.1.6. Construction works and equipment at freight terminals must be installed safely for people, goods, and vehicles within the terminal area. Freight terminals must arrange separate areas for loading and unloading flammable, explosive, and hazardous goods (if applicable).

2.1.7. The electrical, water supply, lighting, and communication systems of freight terminals must comply with the provisions of QCVN 12:2014/BXD and QCVN 07:2023/BXD.

2.1.8. For freight terminals that handle storage, loading, and transportation of hazardous goods, they must comply with the provisions of QCVN 05A:2020/BCT and regulations on transporting hazardous goods.

2.2. Provisions on Minimum Construction Items

Freight terminals must include the following minimum facilities:

2.2.4. Information provision system;

2.2.5. Water supply and drainage system;

2.2.6. Fire prevention and firefighting system;

3. Commitment to comply with declared quality standards.

 

2.3.2. Requirements for parking lots for cargo transport vehicles and access roads to freight terminals

2.3.2.1. The minimum area for a truck parking position is 30 square meters, with clear markings for each parking spot as per QCVN 07:2023/BXD;

2.3.2.2. Within the terminal, there must be traffic signs and lane markings, with appropriate turning radii (minimum radius not less than 10 meters measured from the centerline of the road) as per QCVN 07:2023/BXD to ensure safe movement of all types of vehicles;

2.3.2.3. Access roads to freight terminals must be designed according to QCVN 07:2023/BXD to ensure smooth traffic flow and minimize conflicts between incoming and outgoing vehicle streams. Signage, barriers, and other traffic safety facilities must be designed and installed according to QCVN 41:2024/BGTVT.

2.3.3. Requirements for sanitary facilities

2.3.3.1. Clear signage leading to sanitary facilities must be provided, ensuring convenience for users, including facilities for disabled persons as per QCVN 10:2024/BXD. The location should not affect the environment of other areas within the freight terminal;

2.3.3.2. Sanitary facilities must prevent leakage, moisture, foul odors, ensure ventilation, and maintain clean walls, floors, and equipment;

2.3.3.3. Sanitary facilities must be ventilated and maintain environmental hygiene;

2.3.3.4. The floor and wall surfaces of sanitary facilities must use easy-to-clean materials;

2.3.3.5. The drainage system must ensure no water accumulation on the floor inside the sanitary facilities.

2.3.4. Requirements for water supply and drainage systems

2.3.4.1. The water supply system for freight terminals must operate stably and provide sufficient water for the terminal's needs;

2.3.4.2. If the freight terminal self-exploits water sources for use, it must meet the criteria set out in QCVN 09:2023/BTNMT; water used for daily activities must meet the criteria set out in QCVN 01-1:2018/BYT and local technical standards;

2.3.4.3. The drainage system of freight terminals includes wastewater and stormwater systems, which must ensure no water accumulation that disrupts terminal operations and comply with environmental protection regulations.

2.3.5. Requirements for fire prevention and firefighting

When put into operation, freight terminals must comply with fire prevention and firefighting laws and meet the following minimum requirements:

2.3.5.1. Freight terminals must be constructed and equipped with fire prevention and firefighting facilities in accordance with QCVN 06:2022/BXD and its amendments 1:2023 QCVN 06:2022/BXD, 3890:2023, suitable for their nature and scale; TCVN 3890:2023 must be appropriate to the nature and scale;

2.3.5.2. Fire prevention and firefighting regulations must be posted in the freight terminal area.

2.3.6. Requirements for information provision systems

When put into operation, freight terminals must have information provision systems that meet the following requirements:

2.3.6.1. There must be a radio system and fixed information boards (or electronic screens). Pricing information for services provided in the freight terminal must be posted according to regulations;

2.3.6.2. For freight terminals with international transport vehicles, information as stipulated in point 2.3.6.1 of this standard must be provided in Vietnamese and English at a minimum;

2.3.6.3. The radio system must ensure that everyone in the freight terminal area can clearly hear the information broadcasted through the system;

2.3.6.4. A hotline number must be available to receive customer feedback.

2.4. Provisions on Environmental Protection

2.4.1. Implementation of public place environmental protection regulations at freight terminals must comply with the provisions of Clause 2, Article 59 of the Environmental Protection Law.

2.4.2. Freight bus stations must comply with regulations on waste management (wastewater, household solid waste, general industrial solid waste, hazardous waste) as stipulated in Decree No. 08/2022/ND-CP dated January 10, 2022, issued by the Government detailing certain provisions of the Environmental Protection Law, and Circular No. 02/2022/TT-BTNMT dated January 10, 2022, issued by the Minister of Natural Resources and Environment detailing the implementation of certain provisions of the Environmental Protection Law.

2.4.3. Freight bus stations located within residential areas must ensure noise limits as prescribed in QCVN 26:2010/BTNMT.

3. PROVISIONS ON MANAGEMENT AND IMPLEMENTATION

3.1. activities of calibration, verification, testing

Freight bus stations may only be put into operation after being announced according to the regulations of the Minister of Transport on organizing and managing road transport activities using motor vehicles and the operations of bus stations, parking lots, rest stops, and passenger pick-up points on roads; and procedures for putting bus stations and rest stops into operation.

3.1.2. Freight bus stations that were announced before this standard takes effect must review and complete in accordance with this Standard by July 1, 2027. Specifically, the system of charging stations for electric vehicles must be completed by January 1, 2027.

3.2. Implementation Organization

3.2.1. The Vietnam Highway Administration is responsible for implementing this standard;

3.2.2. Where the standards, specifications, and laws cited in this standard are amended, supplemented, or replaced, they shall be applied according to the new amended, supplemented, or replacement documents;

2.4. Provisions on fire prevention and environmental hygiene

2.4.1. Rest stops must comply with environmental protection regulations as stipulated in Clause 2 of Article 59 of the Environmental Protection Law; they must have centralized wastewater collection and treatment systems in accordance with regulations; and stormwater drainage systems. For coal-fired thermal power plants where the enterprise holds 100% of the registered capital and uses 100% of its own capital to invest in the project approved by the competent authority, E is determined as 100%;2.4.2. ON WEIGH STATIONS FOR VEHICLE LOAD CONTROL ON ROADS

National technical regulation for weigh stations on road

1. General Provisions

1.1. Scope of application

This standard specifies technical requirements for the design, infrastructure structure, equipment systems, and collected data of vehicle load control weigh stations on roads.

1.2. Applicability

This standard applies to organizations and individuals involved in the investment construction, upgrading, renovation, management, operation, exploitation, maintenance, and compliance assessment of vehicle load control weigh stations on roads.

1.3. Definitions

In this regulation, the following terms are understood as follows:

1.3.1. Vehicle weight control works on roads (hereinafter referred to as vehicle weight control works): are works constructed and installed with a fixed dynamic weighing system at a weighing zone to automatically measure directly and accurately the axle load of vehicles, the total weight of vehicles participating in road traffic for the purpose of collecting, analyzing, and evaluating the impact of axle loads and the total weight of vehicles on the safety of structures and road traffic safety; detecting violations and handling them according to the provisions of the law.

1.3.2. Dynamic weighing system: is a mechanical vehicle weight checking scale capable of dynamic weighing to automatically measure directly and accurately the axle load of vehicles, the total weight of vehicles participating in road traffic when passing through the weighing zone.

1.3.3. Starting mileage of vehicle weight control works (hereinafter referred to as starting mileage): is the starting point of the construction and installation area of vehicle weight control works measured according to the road mileage.

1.3.4. Weighing zone: is the area comprising the load receiving part (the weighing equipment installation area) and the approach roads on both sides of the load receiving part.

1.3.5. Data collected from vehicle weight control works (hereinafter referred to as weighing data): includes the name of the vehicle weight control works, mileage, lane, speed of the vehicle, time of the vehicle passing through the scale, information about the owner of the vehicle, license plate number, images of the license plate, results of weighing each axle, axle group, total weight of the vehicle, type of vehicle, total number of axles, axle configuration, axle spacing, self-weight of the automobile, semi-trailer, trailer, permissible towing weight of the automobile, permissible cargo weight for transportation of the automobile, semi-trailer, trailer, total number of people allowed to sit in the vehicle, comparison results of axle loads and total weight of the vehicle with the prescribed limits, and other necessary information.

1.3.6. Information technology system of vehicle weight control works: includes software for automatic license plate recognition through camera images, data processing software, data transmission system, computer systems, servers, and auxiliary software and devices.

2.2. Minimum Required Components of Weigh Station Engineering Works

2.2.1. Dynamic weighing system.

2.2.2. License plate recognition camera system (front license plate, rear license plate), lane monitoring (capturing front images, rear images, and panoramic images of the vehicle, detecting violations of road traffic rules by the vehicle), and full surveillance (security, order, and traffic monitoring in the weighing zone).

2.2.3. Data processing software and automatic license plate recognition software through camera images.

2.2.4. Server and storage system.

2.2.5. Road traffic signs system.

2.2.6. Power supply system (including backup power supply system).

2.2.7. Data transmission system.

2.2.8. Lightning protection system.

2.2.9. Grounding system for all equipment.

2.2.10. Technical room or technical cabinet containing operation equipment.

2.3. Design requirements for vehicle weight control works.

2.3.1. When designing, the location of the scale must be selected based on the terrain and actual traffic conditions on the route; it should be arranged on national roads, expressways, traffic gateways, origins of goods, toll stations, connecting branches to expressways, and positions before entering expressways according to actual traffic conditions.

2.3.2. Measures to prevent overloaded vehicles from entering expressways (arranging bypass lanes for violator vehicles to exit the expressway, arranging camera systems to monitor violator vehicles exiting the expressway); it may also control vehicles traveling on roads and prevent controlled-load vehicles from avoiding the weighing zone.

2.3.3. Measures to ensure traffic safety, maintain distance between vehicles to ensure that only one vehicle can enter each lane in the weighing zone to avoid license plates being obscured or measurement errors caused by overlapping vehicles.

2.3.4. The automatic weighing equipment can automatically check the operational status of each weighing sensor (sensor), detect the exact position of faulty weighing sensors (if any).

2.3.5. The data processing software system must have the function of automatically generating, sending, and storing reports through the software of the vehicle weight control works' weighing equipment and camera systems.

2.3.6. For vehicle weight control works located in toll station areas or areas where infrastructure and equipment (concrete roads, various types of cameras, RFID reading devices, traffic signs, gantries, and auxiliary equipment) have been invested and built, they must be designed to maximize the shared use of these infrastructures and equipment.

2.3.7. Illustrative diagram of vehicle weight control works in Appendix A of this regulation.

2.4. Technical process design requirements for vehicle weight control works.

2.4.1. Before and within the weighing zone, a traffic signal system must be designed to ensure vehicles travel at permitted speeds, maintain safe distances, change lanes according to traffic signs and markings, and not stop or park illegally.

2.4.2. In the weighing zone, the dynamic weighing system must be designed to automatically measure (weigh) the mass of each axle of the vehicle wheels, recognize the license plate number, determine certain technical parameters of the vehicle (type of vehicle, total number of axles, axle structure, axle spacing, self-weight of the vehicle (including cars, semi-trailers, trailers), permitted total passenger weight on the vehicle, permitted towing weight of the vehicle, permitted cargo weight for traffic participation of the vehicle), record cases where vehicles show signs of violating traffic rules, store and transmit data to the data processing software.

2.4.3. After the weighing zone, a VMS sign, camera, warning system including red rotating lights and alarm sirens, directional arrow signs guiding the direction of vehicle movement or KSTTX construction staff (if available) must be arranged to guide vehicles to continue moving or follow the lane to exit the highway or enter the processing area (if available) if overloaded.

2.4.4. The design must ensure the detection and collection of images and data as a basis for handling situations when the vehicle driver does not comply with KSTTX through the following forms:

2.4.4.1. Covering the license plate so that the license plate recognition device cannot read the license plate number;

2.4.4.2. Covering or dirtying or making dirty or bending part of the license plate or actions causing the recognition system to make errors or incomplete or excess characters of the license plate number;

2.4.4.3. Driving off-lane or driving at a speed faster or slower than the prescribed speed at the KSTTX construction site;

2.4.4.4. Driving in close proximity to avoid the angle of view of the license plate recognition system, causing errors in the weighing results of the vehicle load.

2.5. Requirements for Infrastructure Structure of Weigh Station Engineering Works

2.5.1. The road section within the weighing zone has a length of ≥ 65 m, including the equipment installation area with a length of ≥ 5 m, before the equipment installation area with a length of ≥ 35 m, and after the equipment installation area with a length of ≥ 25 m.

2.5.2. The road surface within the weighing zone must be concrete, the quality of the road surface construction must meet requirements for strength, friction, and flatness; the plane within the weighing zone (including the load receiving structure) must ensure a height difference ≤ 10 mm (as stipulated in Vietnamese Standard VN 225:2015), meeting the requirements for stable, accurate, and durable operation of the weighing equipment; the positions where sensors are installed and nearby areas must have a structure capable of bearing higher loads than normal. When calculating the thickness of the concrete pavement structure, the design load must be based on the forecasted overload level on the road but must at least meet the very heavy traffic scale. The road surface within the weighing zone may be asphalt concrete if it meets the technical requirements and guidelines of the manufacturer but must be calculated to ensure load-bearing capacity when heavy trucks pass through, meeting the requirements for stable, accurate, and durable operation of the weighing equipment.

2.5.3. The road section within the equipment installation area must ensure a longitudinal slope ≤ 1%, while the road sections before and after the equipment installation area must ensure a longitudinal slope ≤ 2%, a transverse slope ≤ 3%, and a minimum radius of curvature of the weighing zone road section of 1,000 m. > 1,000 m.

2.5.4. The distance before and after the concrete surface of the weighing zone ≥ 5 m must be transition sections for the road surface when the hardness changes from asphalt to concrete, limiting uneven settlement, affecting the displacement or deformation of the measurement equipment installation section.

2.5.5. The weighing zone area must ensure drainage requirements, preventing waterlogging of the weighing equipment during rain and localized flooding; the design must ensure the accurate operation of the weighing equipment and the effectiveness of the traffic safety system.

2.5.6. Separation between lanes:

2.5.6.1. The separation between lanes for automobiles within the weighing zone must be marked by solid lines (which can be combined with reflective nails) or flexible posts painted with reflective paint or rigid dividers to guide and force vehicles to stay within their lanes, ensuring safety;

2.5.6.2. The separation between lanes for automobiles and lanes for motorcycles and bicycles must be marked by corrugated steel guardrails combined with flexible posts or solid lines (which can be combined with reflective nails) or appropriate solutions to guide and force vehicles to stay within their lanes, ensuring traffic safety, preventing collisions on both sides to minimize danger to traffic participants;

2.5.6.3. On lanes for motorcycles and bicycles (if any), at the beginning of the weighing zone, a height restriction frame must be installed to prevent all types of cars from entering.

2.5.7. Longitudinal gates:

2.5.7.1. Longitudinal gate number 1: placed before and at least 50 m away from longitudinal gate number 2, equipped with lane division signs, vehicle type signs, minimum distance between vehicles, no parking signs, maximum speed signs, minimum permissible speed for passing through the weighing zone;

2.5.7.2. Longitudinal gate number 2: placed at least 15 m from the start point of the equipment installation area, equipped with signs indicating the minimum distance between vehicles, maximum speed, minimum permissible speed for passing through the weighing zone, no parking signs, yellow flashing lights, rear license plate reading cameras, lane monitoring cameras, and lighting;

2.5.7.3. Longitudinal gate number 3: placed at least 15 m from the end point of the equipment installation area, equipped with front license plate reading cameras, lane monitoring cameras, panoramic monitoring cameras (including monitoring vehicle compliance with traffic signs upon receiving overload warnings) and lighting;

2.5.7.4. Longitudinal gates must be designed to ensure the load-bearing capacity and stability of the equipment installed on them. The clear height of the longitudinal gates ≥ 5.5 m (including the lowest point of the signs and equipment mounted on the gates);

2.5.7.5. If there is a solution that does not require the placement of longitudinal gate number 1 or longitudinal gate number 3, then the equipment of these gates must be installed on longitudinal gate number 2 or extended poles to ensure the operational capability of the cameras capturing the front and rear license plates of the vehicle, panoramic monitoring cameras, and other equipment (if any).

2.5.8. Pillars for installing electrical cabinets, technical cabinets containing computers, data transmission systems, control devices suspended on pillars and VMS signs must be placed within the safe traffic lane or extended poles, longitudinal gates according to the approved project design.

2.5.9. There shall be a design for a solution to prevent overloaded vehicles from entering expressways and exit ramps with appropriate road surface structures and traffic signs (including VMS signs, red rotating lights, and alarm sirens) for overloaded vehicles to move out of the expressway range to address violations and handle them according to regulations. The exit ramp must be calculated at a suitable distance from the end point of the installation area to ensure that overloaded vehicles can safely enter the exit ramp after receiving information from the VMS sign, complying with the minimum safe distance between two vehicles as stipulated. Necessary signs must be placed before and after entering the exit ramp to ensure traffic safety.

2.5.10. During the design of the road surface structure, it is necessary to calculate the maximum shared use of existing infrastructure and equipment at toll stations or existing road projects (concrete roads, gantries, lane separation signs, camera systems, and auxiliary devices).

2.6. Requirements for the design and placement of traffic signs at the KSTTX project

2.6.1. The design and placement of traffic signs at the KSTTX project must comply with QCVN 41:2024/MOT and this standard.

2.6.2. Traffic signs ahead of the KSTTX project: At the beginning of the section of the road where the KSTTX project is located, a set of signs indicating the distance to the weighing zone must be placed at a minimum distance of 1 kilometer and 500 meters (if there is no intersection). If the distance to the intersection at the beginning is less than 1 kilometer, only one set of signs indicating the distance to the weighing zone should be placed immediately after the intersection. These sets of signs should be placed on gantries, cantilevers, or roadside poles, including Sign I.427(b) or Sign IE.463 (for expressways), with the content "WEIGH STATION PROJECT" accompanied by Sign S.502 "Distance to the Signaled Object" according to QCVN 41:2024/MOT.

2.6.3. Traffic signs at the KSTTX project: At the beginning of the KSTTX project, Sign I.427b or Sign IE.463 (for expressways) according to QCVN 41:2024/MOT should be placed on gantries, cantilevers, or roadside poles with the content "WEIGH STATION PROJECT".

2.6.4. Distance sign between vehicles: On gantry numbers 1 and 2, Sign P.121 according to QCVN 41:2024/MOT must be placed to control the minimum distance between adjacent vehicles to ensure the accuracy of the vehicle license plate recognition system. The specific distance value depends on the performance requirements of the applied recognition system and the legal provisions on the minimum safe distance between two vehicles. Before and after the weighing equipment installation area, Lines 7.8 "Vehicle Distance Markings" and Sign P.121 "Minimum Distance Between Two Vehicles" according to QCVN 41:2024/MOT should be arranged.024/BGTVT.

2.6.5. Lane separation signs: On gantry number 1, Signs R.412f "Lane for Motor Vehicles" and R.412g "Lane for Motorcycles and Bicycles" should be placed to separate lanes for motor vehicles, motorcycles (including motorized bicycles), and bicycles (including other types of non-motorized vehicles) so that vehicles run in their designated lanes before entering the weighing zone. In cases requiring separate lanes for trucks, use Sign R.412c "Lane for Trucks" or other appropriate signs according to QCVN 41:2024/MOT.

2.6.6. Speed limit signs: On gantry numbers 1 and 2, Signs P.127 "Maximum Speed Limit" and R.306 "Minimum Speed Limit" according to QCVN 41:2024/MOT should be placed to apply to vehicles needing weight control when passing through the weighing zone within a certain speed range to achieve accurate measurement results.

Prohibition signs for stopping and parking: On gantry numbers 1 and 2, Sign P.130 "No Stopping or Parking" according to QCVN 41:2024/MOT should be placed.

Traffic lights: Flashing yellow warning lights should be installed on gantry number 2 and above the height restriction frame for non-motorized vehicles and motorized bicycles (if any) to warn these types of vehicles to reduce speed before entering the weighing zone and to alert them of obstacles.

VMS signs: Electronic signs should be placed on gantries, poles, or cantilevers after the weighing zone to provide information on axle weight values, total vehicle weight corresponding to the vehicle registration number; guide vehicles to continue their journey or leave the expressway or enter a designated area for overweight handling. The installation position of the VMS signs must be calculated to allow drivers to have the best view and receive complete information.

2.6.9. Standard notifications include:

2.6.9.2. Directional signs: If the vehicle does not violate, the VMS sign will display the green text "VEHICLE DOES NOT VIOLATE, CONTINUE JOURNEY";

(1) If the vehicle violates, the VMS sign will display the red text "OVERLOADED VEHICLE, REQUIRED TO LEAVE THE EXPRESSWAY" or "OVERLOADED VEHICLE, REQUIRED TO ENTER THE DESIGNATED AREA FOR HANDLING" and arrange a warning system including red rotating lights and alarms, and directional signs indicating the direction of vehicle movement.ế"JOURNEY IN PROGRESS";

(2) In case of a violation, the signboard and VMS display the red text "VIOLATION OF WEIGHT LIMIT, REQUIRED TO EXIT THE HIGHWAY" or "VIOLATION OF WEIGHT LIMIT, REQUIRED TO ENTER THE TREATMENT AREA" and arrange a warning system including rotating red lights and alarm horns, and arrange directional signboards indicating the direction of vehicle movement.VIETNAM TOBACCO ASSOCIATIONIf lane separation is required for groups of vehicles to enter the weighing area of the weigh station, directional signboards must be arranged for each type or group of vehicles on the overhead gantries or columns, extending before the weighing zone based on the design of the weigh station and in accordance with QCVN 41:2024/BGTVT;

2.6.10. Other area signs: If lane separation is required for groups of vehicles to enter the KSTTX weighing area, lane signs dedicated to each type or group of vehicles should be arranged on gantries, poles, or cantilevers before the weighing zone based on the KSTTX project design and according to QCVN 41:2024/MOT.

2.6.10.1. In cases where lanes need to be divided for groups of vehicles to enter the weighing area of the Weigh Station, signs indicating dedicated lanes for each type or group of vehicles must be placed on the gantry or columns at the entrance based on the design of the Weigh Station engineering works and in accordance with QCVN 41:2024/BGTVT;

2.6.10.2. At traffic diversion junctions and lane entry junctions, it is necessary to consider installing directional signs, warning signs, and appropriate prohibitory signs on gantry structures or poles based on the design basis of the KSTTX project and in accordance with QCVN 41:2024/BGTVT;

2.6.10.3. On the road surface, it is necessary to design and paint directional arrows that comply with QCVN 41:2024/BGTVT.

2.7. Requirements for the main equipment systems of weigh stations

2.7.1. Dynamic weighing system:

2.7.1.1. Directly and accurately measure the weight of each axle, axle group, and the total weight of vehicles participating in road traffic when passing through the weighing zone at speeds ranging from 03 km/h to 120 km/h or the maximum speed suitable for the road design;

2.7.1.2. The sample must be approved and tested to a minimum accuracy class F10 as stipulated by the law on measurement for measuring instruments in Group 2; ensuring maintenance of accuracy, stability, reliability, and durability between two calibration cycles;

2.7.1.3. Automatically detect the type of vehicle, axle structure, axle spacing, vehicle speed, time, and location when the vehicle passes through the scale;

2.7.1.4. Control vehicles passing through the scale to weigh axles ≥ 30 tons but must design to ensure load capacity and prevent damage to the weighing equipment caused by overloaded vehicles;

2.7.1.5. Must be waterproof to meet at least IP68 standard, operate 24/24 hours under all weather conditions, and operate independently when disconnected from the center;

2.7.2. The license plate recognition camera system automatically recognizes both front and rear license plates (including cars, tractor units, semi-trailers, or trailers, and articulated trucks with semi-trailers or trailers); license plate recognition cameras and lane surveillance cameras must observe and recognize both day and night, and be waterproof to meet at least IP66 standard;

2.7.3. The panoramic surveillance camera is a PTZ camera that observes both day and night, and is waterproof to meet at least IP66 standard; it performs security monitoring, traffic order, and traffic control in the weighing area operating 24/24 hours under all weather conditions. The installation position of the camera must be calculated to ensure the highest observation efficiency;

2.7.4. The data processing software system and the automatic license plate recognition software system through camera images are integrated into an automated system, integrating all collected information and data; retrieve registration and inspection information of vehicles in the database on road traffic safety and order or the database of state management agencies for vehicle registration and inspection; determine vehicle weight parameters, classification, time, speed, location, lane where the weighing device is placed, license plate recognition, analyze images or signals to identify vehicles violating traffic rules, statistics, and reporting; meet the requirements for linking, transmitting, exploiting, and using weighing data by the management agency of the KSTTX project and authorized agencies; ensure the integrity, completeness, and continuity of weighing data;

2.7.5. The lightning protection system and grounding system for all equipment of the KSTTX project must meet the requirements of TCVN 9385:2012 and TCVN 9358:2012;

2.8. Requirements for other systems and equipment of the KSTTX project;

2.8.1. The server and storage system must process and store weighing data (weighing results, lane surveillance video files; image files of vehicles passing through the KSTTX project) for a minimum of one year and meet the requirements of authorized agencies for post-inspection work; specifically, weighing data used for collecting, analyzing, and evaluating the impact of vehicle loads on road safety (excluding image data of vehicles) must be stored for a minimum of ten years. Computer software must be secured according to regulations, cannot interfere with, modify, or change results obtained from the weighing equipment system, control access usage, ensure the integrity, completeness, and continuity of weighing data;

2.8.2. Lane computers (if any) must be industrial-grade computers with stable processing speed and operation in harsh outdoor working environments (such as temperature, humidity, dust, corrosion, rain, wind, storms); computer configuration must meet design requirements, ensuring the integrity, completeness, and continuity of weighing data;

2.8.3. The data transmission system must have backup modes, ensuring continuous operation without causing failures to the KSTTX project equipment system; capable of synchronizing and sharing data among related management agencies;

2.8.4. The power supply system must ensure uninterrupted 24/24-hour operation and automatic switching of power sources. Backup power devices serving to provide electricity to computers and other equipment during power outages use replaceable battery packs. The capacity and size of the backup power device need to be selected appropriately to meet the continuous operation of the aforementioned equipment during the waiting period for the backup power source to activate;

2.8.5. Technical cabinets must be outdoor-specific cabinets meeting at least IP54 standards, equipped with thermal insulation, forced ventilation, door locks, and remote alarm systems when the cabinet is opened;

2.8.6. Data exploitation equipment systems (computers, printers, equipment used for managing and exploiting weighing data) must be connected to the software system for data transmission to exploit and process weighing data and must ensure information security according to regulations;

2.8.7. Information technology systems must meet the requirements of information system security levels as stipulated by laws on cybersecurity; ensure data access control, cannot interfere with, modify, or change data results obtained from the weighing equipment system, including images obtained from the camera system;

2.9. Weighing data requirements;

2.9.1. Each weighing session's weighing data of the KSTTX project is presented in paper form or electronic data.

2.9.2. Data from weigh-in-motion systems shall be connected and shared with traffic control centers and relevant management agencies in accordance with regulations. The methods for connection and sharing of data shall comply with the provisions of the Law on Electronic Transactions (connection and sharing through intermediary systems or direct connection between information systems and databases when intermediary systems are not yet ready or the managing agency of intermediary systems determines that intermediary systems cannot meet the requirements for data connection and sharing).

2.9.3. The results of evaluating data from a weigh-in-motion system at a static weighing station over a certain period or number of test runs must ensure a minimum accuracy rate of 93% (except in cases where license plates are obscured, hidden, dirty, bent and thus unrecognizable, license plates do not conform to regulations, vehicles deviate from lanes, follow closely behind each other at too close distances, exceed or fall below the prescribed speed limits at the static weighing station, vehicle registration and inspection data cannot be retrieved due to objective errors).

3. Management Provisions

3.1. Static Weighing Stations, when being invested in construction and put into operation, exploitation, and operation, must comply with the requirements stipulated in this Standard.

3.2. Declaration of Conformity

3.2.1. Before being put into exploitation and use, static weighing stations must have their equipment systems declared compliant in accordance with Article 2.7 and Article 2.9 of this Standard, pursuant to Circular No. 28/2012/TT-BKHCN dated December 12, 2012, issued by the Minister of Science and Technology regarding declarations of conformity and compliance and methods for assessing conformity with technical standards and regulations, amended and supplemented by Circular No. 02/2017/TT-BKHCN dated March 31, 2017, issued by the Minister of Science and Technology amending and supplementing some articles of Circular No. 28/2012/TT-BKHCN.

3.2.2. Declarations of conformity must be based on the results of conformity assessments conducted by conformity assessment organizations designated by the Vietnam Highway Administration in accordance with Circular No. 09/2009/TT-BKHCN dated April 8, 2009, issued by the Minister of Science and Technology guiding requirements, procedures, and formalities for designating conformity assessment organizations or recognized in accordance with Circular No. 27/2007/TT-BKHCN dated October 31, 2007, issued by the Minister of Science and Technology guiding the signing and implementation of Mutual Recognition Agreements and Mutual Acceptance Arrangements for conformity assessment results.

3.2.3. The method of conformity assessment for static weighing stations shall be carried out according to Method 8 (as specified in Appendix II of the Regulations on Declarations of Conformity and Compliance and Methods for Assessing Conformity with Technical Standards and Regulations issued together with Circular No. 28/2012/TT-BKHCN dated December 12, 2012, amended and supplemented by Circular No. 02/2017/TT-BKHCN).

3.2.4. Upon obtaining a declaration of conformity, organizations and individuals must register their declaration of conformity with the local Department of Transport where they have registered their business activities.

4. Responsibilities of Organizations and Individuals

4.1. The Vietnam Vehicle Inspection Agency has the responsibility to connect, share, and utilize vehicle inspection data in accordance with regulations.

4.2. Organizations and individuals investing in, managing, and exploiting static weighing stations have the responsibility to:

4.2.1. Base their investment in construction, upgrading, renovation, management, maintenance, utilization, and operation of static weighing stations on the provisions of this Standard;

4.2.2. Declare conformity for static weighing station systems in accordance with Article 3.2 of this Standard; assess the safety of information systems in accordance with regulations;

4.2.3. Connect and utilize vehicle registration and inspection data in accordance with regulations;

4.2.4. Connect and share weigh-in-motion data from static weighing stations with traffic control centers and relevant management agencies in accordance with regulations.

4.3. Conformity assessment organizations have the responsibility to test and certify the conformity of static weighing stations in accordance with the provisions of this Standard.

5. Implementation

5.1. Weigh-in-motion stations invested in and put into operation in accordance with QCVN 66:2024/BGTVT shall be renamed as static weighing stations in accordance with the provisions of this Standard.

5.2. The Vietnam Highway Administration has the responsibility to organize and inspect the implementation of this Standard.

5.3. In cases where technical standards, technical specifications, or legal documents cited in this Standard are amended, supplemented, or replaced, they shall be implemented in accordance with the amended, supplemented, or replaced technical standards, technical specifications, or legal documents.
