BASED ON THE GOVERNMENT DECREE NO. 178/2007/NĐ-CP OF DECEMBER 3, 2007 DEFINING THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENT AGENCIES AT THE MINISTERIAL LEVEL;

BASED ON THE GOVERNMENT DECREE NO. 75/2006/NĐ-CP OF AUGUST 2, 2006 PROVIDING GUIDELINES FOR IMPLEMENTATION OF CERTAIN PROVISIONS OF THE EDUCATION LAW; BASED ON THE GOVERNMENT DECREE NO. 31/2011/NĐ-CP OF MAY 11, 2011 AMENDING AND COMPLEMENTING CERTAIN PROVISIONS OF THE GOVERNMENT DECREE NO. 75/2006/NĐ-CP OF AUGUST 2, 2006 PROVIDING GUIDELINES FOR IMPLEMENTATION OF CERTAIN PROVISIONS OF THE EDUCATION LAW;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

BASED ON THE DECISION NO. 58/2010/QĐ-TTg OF SEPTEMBER 22, 2010 OF THE PRIME MINISTER ISSUING THE CHARTER OF UNIVERSITIES;

BASED ON THE CIRCULAR NO. 14/2009/TT-BGDĐT OF MAY 28, 2009 OF THE MINISTER OF EDUCATION AND TRAINING ISSUING THE CHARTER OF COLLEGES;

BASED ON THE DECISION NO. 43/2008/QĐ-BGDĐT OF JULY 29, 2008 OF THE MINISTER OF EDUCATION AND TRAINING ISSUING THE CHARTER OF VOCATIONAL COLLEGES;

AT THE REQUEST OF THE DIRECTOR OF THE PLANNING AND FINANCE DEPARTMENT,

THE MINISTER OF EDUCATION AND TRAINING DECIDES:

TO ISSUE THE REGULATIONS ON DETERMINING ENROLLMENT QUOTAS FOR DOCTORAL, MASTER'S, BACHELOR'S, COLLEGE, AND VOCATIONAL COLLEGE LEVELS ATTACHED TO THIS CIRCULAR.

Article 1. THIS CIRCULAR SHALL TAKE EFFECT FROM JANUARY 16, 2012. ALL PRIOR PROVISIONS CONTRADICTING THE PROVISIONS OF THIS CIRCULAR ARE ABROGATED.

Article 2. THE HEAD OF THE OFFICE, DIRECTORS OF THE PLANNING AND FINANCE DEPARTMENT, HEADS OF UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING WITH RELEVANT RESPONSIBILITIES; HEADS OF UNIVERSITIES, COLLEGES, ACADEMIES, INSTITUTES PERMITTED TO CONDUCT DOCTORAL PROGRAMS, COLLEGES, VOCATIONAL COLLEGES; DIRECTORS OF PROVINCE EDUCATION AND TRAINING DEPARTMENTS DIRECTLY SUBORDINATE TO THE CENTRAL GOVERNMENT ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.

Article 3. The Head of the Office, the Director of the Department of Planning and Finance, the Heads of relevant units under the Ministry of Education and Training; the Heads of universities, university-level institutions, academies, scientific research institutes authorized to train doctoral level, colleges, specialized secondary schools; the Directors of provincial Departments of Education and Training under central cities are responsible for implementing this Circular./.
