APPROVING THE MASTER PLAN FOR ECONOMIC AND SOCIAL DEVELOPMENT OF THAI NGUYEN PROVINCE UNTIL 2020

PRIME MINISTER

Considering the Law on Government Organization dated December 25, 2001;

Considering the proposal of the People's Committee of Thai Nguyen Province,

DECISION:

Article 1. Approves the Master Plan for Economic and Social Development of Thai Nguyen Province until 2020, with the main contents as follows:

I. DEVELOPMENT VIEWS

Rapid, effective, and sustainable economic and social development alongside the implementation of progress and social equity and environmental protection; improving the material and spiritual life of the people, narrowing the gap between the rural areas and highland regions and urban areas; continuing to implement poverty reduction and eradication programs and combat social evils; accelerating the pace of urbanization, developing a network of modern urban centers and concentrated residential areas, linked with a ring of civilized, sustainable agricultural zones that preserve cultural values of villages and hamlets; synchronizing production development with infrastructure construction across all regions within the province; closely combining economic and social development with national defense and security consolidation, building a strong political system and administrative foundation, maintaining political and social stability, and preserving national cultural identity.

Leveraging local potential and advantages; maximizing and using resources efficiently; expanding economic cooperation with external partners to promote development, particularly among provinces in the Northern Midland and Mountainous Region and the Northern Key Economic Region; creating breakthroughs in infrastructure construction and economic restructuring, enhancing product quality and competitiveness, narrowing income disparities, and striving to exceed the national average income per capita; aiming to make Thai Nguyen Province one of the key economic, cultural, educational, and healthcare centers in the Northern Midland and Mountainous Region.

II. MAIN DEVELOPMENT OBJECTIVES

1. General Objective

Building Thai Nguyen Province into one of the key economic (industrial, commercial, tourism), cultural, educational, and healthcare centers in the Northern Midland and Mountainous Region; having a relatively modern and synchronized infrastructure system; possessing a healthy culture rich in ethnic identity; a strong national defense and security; continuously improving the material and spiritual life of the people.

2. Specific objectives

a) The average annual GDP growth rate during the period 2006-2010 reaches 12-13%, during the period 2011-2015 reaches 12.0-12.5%, and during the period 2016-2020 reaches 11-12%; in which, the average growth rate of industries throughout the period 2006-2020: agriculture, forestry, fisheries at 5-5.5% annually, industry and construction at 13.5-14.5% annually, services at 12.5-13.5% annually;

b) Per capita GDP reaches over 800 USD in 2010, 1,300-1,400 USD in 2015, and 2,200-2,300 USD in 2020;

c) The economic structure shifts towards increasing the share of industrial, construction, and service sectors while reducing the share of agriculture (agriculture, forestry, fisheries), specifically: industry and construction accounting for 45%, services for 38-39%, agriculture for 16-17% in 2010; corresponding to 46-47%, 39-40%, 13-14% in 2015; reaching 47-48%, 42-43%, 9-10% in 2020;

d) Export turnover reaches approximately 65-66 million USD in 2010, exceeds 132 million USD in 2015, and exceeds 250 million USD in 2020; the average annual export growth rate during the period 2006-2020 reaches 15-16%;

đ) Local budget revenue reaches 1,500-1,550 billion VND in 2010, 4,000-4,100 billion VND in 2015, and exceeds 10,000 billion VND in 2020; the average annual growth rate of local budget revenue during the period 2006-2020 exceeds 20%;

e) The average annual population growth rate during the period 2006-2020 reaches 0.9%; in which, the natural population growth rate reaches 0.8-0.82% annually and mechanical population growth reaches 0.08-0.1% annually;

g) By 2020, complete universal secondary education for 95% of the population of school age in urban, town, and township areas (of which 15% vocational training, 15% professional education, 70% general secondary education and supplementary education) and 85% of the population of school age in rural areas; solidify all schools and classrooms; each district has at least three secondary schools;

h) Ensuring sufficient medical facilities and health personnel; prioritizing investment in upgrading, renovating, and constructing new medical facilities at all three levels: provincial, district, and commune; striving to increase average life expectancy to 72 years old in 2010 and above 75 years old in 2020;

i) Providing employment on average annually for at least 15,000 workers during the period 2006-2010 and 12,000-13,000 workers during the period 2011-2020; ensuring over 95% of working-age laborers have jobs by 2010; the proportion of trained labor force reaches 38-40% in 2010 and 68-70% in 2020; the poverty rate (according to the poverty standard defined in Decision No. 170/2005/QĐ-TTg dated July 8, 2005 of the Prime Minister) decreases to below 15% in 2010 and 2.5-3% in 2020; narrowing the disparity between regions and social strata in accessing basic social services; the Human Development Index (HDI) increases to above 0.7 in 2010 and above 0.8 in 2020;

k) Ensuring over 90% of households have access to clean water by 2010 and raising this ratio to 100% before 2020; 100% of households have electricity usage by 2010;

l) Urbanization rate reaches 35% in 2010 and 45% in 2020;

m) Improving forest quality and increasing forest coverage to 50% by 2010;

n) Ensuring a clean environment for both urban and rural areas;

o) The average annual technological innovation rate during the period 2006-2010 reaches 14-16% and during the period 2011-2020 reaches 16-18%.

III. ORIENTATION FOR INDUSTRY AND SECTOR DEVELOPMENT

1. Agriculture, Forestry, Fisheries

a) Develop agriculture at a fast, stable, diverse, and sustainable pace towards commodity production linked with processing industry (the ratio of processed agricultural products reaching approximately 40% to 50%) and markets; effectively utilize agricultural land through intensive farming to increase productivity, quality, and value of products per unit area, enhance the competitiveness of commodity agricultural products, implement the policy of consolidating fields and redistributing land plots, ensure food security; the agricultural structure should shift towards increasing the proportion of livestock breeding, agricultural services, industrial crops, and fruit trees; develop high-value crops suitable for local conditions; promote special agricultural products of each region within the Province; establish concentrated areas for producing agricultural and forestry commodities linked with processing industries and consumption such as specialty fruit growing regions, tea regions, clean vegetable regions, intensive rice cultivation regions...; link the development of agriculture in the Province with the development of agriculture in the Midland and Northern Mountainous Region and the Hanoi Region;

b) Rural economy develops towards increasing the proportion of value-added products and labor in industries and services, gradually reducing the proportion and labor in agriculture; build新农村经济应朝着增加工业和服务业产值及劳动力比例、逐步减少农业产值及劳动力比例的方向发展;建设新农村,物质和文化生活水平不断提高;发展基础设施,为农业生产及农民生活提供基本的物质技术条件,重点是农村交通道路、水利设施和服务农业的系统;

c) Vigorously apply scientific and technological advancements to agricultural and forestry production; focus on investment in post-harvest preservation technology; particularly pay attention to advancements in efficient and sustainable land use, seed varieties, crop rotation, and disease prevention;

d) Strongly develop farmstead economies, various forms of cooperative economies; various types of enterprises, especially small and medium-sized enterprises; sustainably develop traditional craft villages; create favorable conditions for household economies to develop; encourage farmers to contribute their land use rights and labor to enterprises, cooperatives, and farmsteads to develop commodity production; further encourage foreign investment in agriculture and rural areas; accelerate the restructuring and reform of management in agricultural and forestry farms; state-owned economies concentrate on producing and supplying crop and livestock seeds, researching and applying new technologies in agriculture;

đ) The average annual growth rate of the value of agricultural, forestry, and fisheries production during the period from 2006 to 2010 should reach 7% to 8% per year and during the period from 2011 to 2020 should reach 6.5% to 7.5% per year; the value of crop production should reach over 22 million dong per hectare of cultivated land (over 15% of the area should reach over 50 million dong per hectare) by 2010 and reach over 50 million dong per hectare of cultivated land (over 40% of the area should reach over 70 million dong per hectare) by 2020; the value of production per agricultural capita should reach 3.5 million dong by 2010 and approach 10 million dong by 2020; the structure of the value of production in the agricultural, forestry, and fisheries sectors: crop production accounts for 50% to 51%, animal husbandry accounts for 36% to 37%, forestry accounts for 4%, fisheries account for 5.5% to 6%, and services (agriculture, forestry, fisheries) account for 4% to 4.5% in 2010 and the corresponding structure should be 33% to 34%, 46% to 47%, 6% to 7%, 7.5% to 8%, and 6.5% to 7% in 2020;

2. Industry and Construction

a) Develop industry at a fast pace with quality and efficiency; the average annual growth rate of the value of industrial and construction production during the period from 2006 to 2010 should reach about 16.5% to 17% per year and during the period from 2011 to 2020 should reach 12.5% to 13.5% per year; prioritize resources and offer preferential policies for key industries and products such as metallurgy, building materials, mineral extraction and processing, machinery manufacturing, agricultural product processing, food, beverages, textile, leather, and footwear;

b) Shift the industrial structure towards rapidly increasing dominant industries with advantages and traditions; form new industrial sectors and products; increase the group of export-oriented manufacturing industries; significantly increase the proportion of supporting industries; increase the share of private industry, especially foreign investment in key industries; transfer labor-intensive and low-skilled industries to rural areas; effectively mobilize internal resources; attract maximum external resources;

c) Develop centralized industrial zones and clusters, linked with urban system development; combine various scales and types of production; modernize and innovate equipment and technology;

Some specific industrial sectors:

- Metallurgy industry: a leading sector, identified as one of the breakthroughs of the Province during the period from 2006 to 2010; strive to maintain an average annual growth rate of 16% to 17% during the period from 2006 to 2010 and 14% to 15% during the period from 2011 to 2020; the proportion of the metallurgy industry in the value of industrial production should reach 40% by 2010;

- Machinery industry: develop to meet the basic needs of the Province for agricultural and rural equipment and machinery, domestic market demands; particularly diesel engines up to 400 horsepower and various mechanical parts supplied to the Region and nationwide; gradually produce some products serving mineral extraction and processing, metallurgy to replace imported products; expand export products, aiming to export some types of mechanical parts.

- Mining and mineral processing industry: focus on extracting and processing minerals with high economic value and large reserves; diversify the scale of mining and mineral processing, invest in modern technology and equipment to use resources efficiently and economically, protect the environment from pollution; pay attention to exploration work to find new mines and reserves, ensuring sufficient raw materials for metal and material industries in the Province; maintain an average growth rate of 13.5 - 14.5% per year during the period 2006 - 2010 and 13 - 14% per year during the period 2011 - 2020;

- Construction materials manufacturing industry: continue to maintain a fast average growth rate of 17 - 18% per year during the period 2006 - 2010 and 16 - 17% per year during the period 2011 - 2020; concentrate on producing products with advantages and markets (cement, fired bricks, roof tiles...); develop new products (marble and granite slabs, high-grade ceramics, precast concrete components, refractory materials...);

- Textile, garment, leather, and footwear industry: improve production capacity of existing facilities, innovate technology, train workers to enhance skills...; focus on producing products that have stable markets; study fashion trends, introduce products, seek markets...; achieve an average growth rate of over 15% per year during the period 2006 - 2010 and 16% per year during the period 2011 - 2020;

- Processing industry of agricultural, forestry, food, and beverage products: achieve an average growth rate of over 16.5% per year during the period 2006 - 2010 and 22% per year during the period 2011 - 2020; develop processing industries of agricultural, forestry, and food products must be linked with raw material regions and markets; gradually innovate technology, diversify products, improve product quality and competitiveness; increase deep-processed products, final consumer goods, and reduce primary processed products to increase product value; rapidly increase key products (beer, paper, processed tea, processed fruits and vegetables, canned meat...).

3. Trade and Services

a) Quickly transform Thai Nguyen into a major service development center in the Northern Midland and Mountainous Region; achieve an average growth rate of 12.5 - 13% per year in the value of service production during the period 2006 - 2010 and 13 - 13.5% per year during the period 2011 - 2020; the share of service sectors in GDP should reach 38 - 39% in 2010 and exceed 42% in 2020; the proportion of service labor force should account for 22.9% of the total workforce in 2010 and 30.9% in 2020;

b) Rapidly increase key services; form new high-value-added service products suitable for the Province's advantages and the development requirements of the Northern Midland and Mountainous Region; gradually increase high-quality services and the share of private service sector; establish appropriate mechanisms and policies for each service sector and product, prioritizing resources for key and advantageous service sectors and products of the Province; strive to become a province with developed services such as tourism, trade, education and training, transportation, finance, and banking compared to other provinces in the region by 2010;

c) Protect ecological environments, natural landscapes, preserve and promote moral and traditional cultural values, harmonize economic benefits with political and social stability and national defense and security;

d) Tourism, hotel, and restaurant revenue should reach 950 billion VND in 2010 and 5,000 billion VND in 2020; tourist arrivals should reach approximately 1.2 million (including 20 thousand international tourists) in 2010 and approximately 3.1 million (including over 70 thousand international tourists) in 2020; the total retail sales of goods and service revenue should reach 6,360 billion VND in 2010 and exceed 24,600 billion VND in 2020; main export products include tea, zinc ore processing products, ready-made garments, and multi-metal ores;

4. Infrastructure Development

a) Transportation

Prioritize the development of road transport networks; link the development of Thai Nguyen's transport network with the regional transport network of the Northern Midland and Mountainous Region to enhance exchanges between Thai Nguyen and Hanoi and other provinces nationwide, thereby better exploiting Thai Nguyen's advantages and creating conditions for attracting foreign investment;

Invest in building a new National Highway 3 from Hanoi to Thai Nguyen; expand and upgrade provincial roads connected to national highways; upgrade district and inter-village roads; aim to upgrade provincial roads to meet Class V and IV mountain standards during the period 2006 - 2010 and Class IV mountain standards during the period 2011 - 2020, with all provincial roads meeting Class III standards or higher, with asphalt concrete or cement concrete surfaces reaching 100%; replace all culverts and floodways with permanent reinforced concrete bridges; 70 - 80% of district roads should meet Class V or higher standards by 2010 and 100% of district roads should have asphalt or cement concrete surfaces by 2020; 60 - 70% of inter-village roads and roads to village centers should meet Class V or higher standards by 2010 and 100% of inter-village roads and roads to village centers should have asphalt or cement concrete surfaces by 2020; improve the capacity of intra-provincial waterway routes, effectively utilize port and river service operations, and facilitate connections between waterways and roads; effectively utilize railway transportation.

b) Power Supply, Water Supply, Drainage, and Waste Management

- Focus on investing in upgrading and constructing new integrated power supply, water supply, stormwater drainage, and wastewater systems, especially in urban and industrial areas; ensure that 100% of households in urban areas, 90% of households in rural areas, and 100% of households throughout the Province have access to clean water and electricity by 2010, and 100% of households throughout the Province have access to clean water and electricity by 2020;

- Construct waste collection and treatment systems; ensure that 70% of industrial zones and export processing zones have centralized wastewater treatment systems meeting environmental standards and 90% of urban waste is treated by 2010; 100% of industrial zones and export processing zones have centralized wastewater treatment systems meeting environmental standards and 100% of urban waste is treated by 2020.

c) Communication information: develop modern communication networks; accelerate the application of information technology in all areas of social life, especially the leadership and management information system; telephone density reaches 32 units per 100 people in 2010 and 65 units per 100 people in 2020.

5. Social fields

a) Population development: intensify family planning work and reproductive health care to improve population quality; the average population growth rate during the period from 2006 to 2020 is expected to be 0.9% per year, including: natural population growth reaching 0.8% per year, mechanical population growth reaching 0.08 to 0.1% per year; the population is projected to reach 11.6 million people in 2010 and 12.7 million people in 2020;

b) Education and training

- Build Thai Nguyen into a high-quality human resource training center for the North Central and Northern Mountainous Region; develop preschool education, primary education, secondary education, and high school education with quality; consolidate the results of universalizing primary and secondary education, achieving 80% of primary schools, 30% of secondary schools, and 40% of high schools meeting national standards by 2010, achieving 100% of primary schools meeting national standards by 2015, and achieving 100% of secondary schools and high schools meeting national standards by 2020;

- Promote socialization in education and training; expand scale and improve the quality of education and training at educational institutions such as upgrading and expanding Thai Nguyen University, completing the system of regular education centers and community training centers; build high-quality training centers, establish and develop provincial universities, colleges, vocational high schools, and technical and vocational training centers in counties to meet the learning needs and economic and social development requirements of the province, so that the majority of young people can complete high school, vocational high school, or vocational training; the labor force trained ratio is expected to reach 38 to 40% by 2010 and 68 to 70% by 2020.

c) Health and public health care

Improve the capacity to provide healthcare services both in quantity and quality to meet the increasingly high demands of the people in health care and protection; promote socialization in healthcare activities; focus on preventive healthcare and primary healthcare; ensure that policy beneficiaries, the poor, children, and the elderly have access to primary healthcare services; closely combine the development of modern medicine with traditional ethnic medicine; renovate and upgrade health stations to ensure that 100% of communes meet national health standards by 2010; invest in building a provincial general hospital capable of fulfilling the role of a northeastern regional hospital; upgrade the provincial and county preventive healthcare centers; upgrade Hospital C into a comprehensive general hospital with a capacity of 500 beds; the targets set are to reduce the infant mortality rate under one year old to below 20 per thousand, reduce the malnutrition rate among children under five years old to below 20%, and reduce the maternal mortality rate due to childbirth to 1.5 per thousand by 2010, and further reduce the infant mortality rate under one year old to 10 per thousand, reduce the malnutrition rate among children under five years old to 10%, and reduce the maternal mortality rate due to childbirth to 0.8 per thousand by 2020; the average number of doctors per ten thousand people is expected to be 9.5 and the number of hospital beds per ten thousand people is expected to be 35 by 2010, and 12 doctors and 45 hospital beds per ten thousand people by 2020.

d) Culture, information, and sports

- Develop culture and information towards comprehensive human development, a fair, democratic, and civilized society; integrate culture into social life, directing cultural and information activities towards building new people with culture; strengthen efforts to preserve, restore, and promote the value of national cultural heritage; promote socialization in the field of culture; continue to implement well the mass movement "All People United to Build a Civilized Life"; strive to achieve 75% of cultural families, 50% of villages and neighborhoods reaching cultural titles and standards by 2010, and 85% of cultural families, 70% of villages and neighborhoods reaching cultural titles and standards by 2020;

- Build Thai Nguyen into a center for physical exercise and sports in the North Central and Northern Mountainous Region; expand and maintain regularly the mass movement of physical exercise and fitness in offices, schools, and residential areas to enhance physical strength and improve the breed; develop traditional and modern folk sports and games such as wrestling, ethnic martial arts, women's football...; promote socialization in sports work.

đ) Science and technology and environment

- Build scientific and technological resources to meet the requirements of local economic and social development; deepen investment, equip advanced technology for key industries and production facilities; use the science and technology development fund effectively; expand international cooperation in science and technology, encourage scientific and technical personnel to work at grassroots levels;

- Intensify propaganda and education to raise public awareness about the environment; implement socialization and diversification of environmental protection investments; strengthen management, rational exploitation, and conservation of natural resources, strictly enforce regulations on restoring the environment in mining areas and ecosystems that have been affected, ensuring ecological balance; enhance management capacity, increase inspection, supervision, and promote the application of science and technology, international cooperation on the environment; monitor and control environmental pollution, manage solid waste and plant protection chemicals; conserve nature and biodiversity.

e) Eradicating poverty, creating jobs, and social security

Continue to implement well national policies and programs on poverty reduction, job creation, and social security; focus on vocational training, encourage workers to create their own jobs, and rapidly develop various types of enterprises to attract more labor; provide employment for farmers, organize labor export...; strive to create an average of at least 15,000 jobs annually during the period from 2006 to 2010 and 12,000 to 13,000 jobs annually during the period from 2011 to 2020; reduce the rate of poor households below 15% in 2010 and to 2.5% to 3% in 2020.

6. National defense and security

Strengthen national defense and security; build a people's national defense foundation combined with a people's security posture; build Thai Nguyen into a solid defensive area; intensify crime prevention and suppression work, curb social evils, control traffic accidents, ensure political stability, public order, and social safety.

IV. ORIENTATION FOR DEVELOPMENT BY TERRITORY

1. Urban areas

a) The urban population reaches over 405,000 people by 2010 (accounting for 35% of the total population) and reaches over 570,000 people (accounting for 45% of the total population) by 2020; the urban system of Thai Nguyen develops towards industrial and service-based foundations with the current urban system as the core; spatially, the urban system develops along two axes following National Highway 3 and National Highway 1B, with Thai Nguyen City as the center;

b) Upgrade Thai Nguyen City to a Class I city by 2020 commensurate with its role as the provincial and central mountain region's center; upgrade Song Cong Town to a Class III city by 2015; improve the quality of seven district townships and eleven market towns; establish a new urban area in the Nui Co Lake tourism zone.

2. Rural areas

a) Harmoniously develop the economy and society in rural areas, gradually narrowing the development gap with urban areas; prioritize the development of rural infrastructure;

b) Vigorously develop rural industry and small-scale handicrafts; revive traditional craft villages, combining traditional techniques with advanced technology;

c) Build industrial clusters and points in market towns, market zones, and transportation hubs as satellites for provincial industrial parks and clusters, processing, and providing services... to achieve industrialization and modernization of agriculture and rural areas; major industries are mainly agricultural product processing, forest product processing, construction material extraction, small machinery, and repair services;

d) Develop a synchronized water conservancy system to ensure proactive irrigation for vegetables, cash crops, and fruit trees; ensure sufficient water for aquaculture and flood protection for Thai Nguyen City; organize planned settlement and stabilize the population.

3. Development of sub-regions

a) High mountains region (including Vo Nhai District, Ding Ha District, northern Dai Tu District, and northern Phu Luong District): Prioritize the development of economic and social infrastructure and rural industries; vigorously develop cash crops (tea, cinnamon), fruit trees, and large livestock breeding; forestry and wood processing industry, agricultural product processing, construction material extraction;

b) Low mountains and high hills region (including Dong Hy District, southern Phu Luong District, and southern Dai Tu District): Consolidate and upgrade the rural infrastructure system step by step; develop crop types such as food vegetables, tea, and various fruit trees supplying industrial zones and cities, for processing industries; vigorously develop large livestock breeding and pig farming; protect existing forest capital, plant new protective forests, and promote commercial forest planting to supply raw materials for the paper and artificial board industries; vigorously develop farmstead economies, develop wood processing industries, agricultural product processing industries, and construction material extraction industries; develop village and ecological tourism;

c) Hill and central regions (including Phu Binh District, Phu Yen District, Song Cong Town, Thai Nguyen City, and some communes of Dong Hy District and Phu Luong District adjacent to Thai Nguyen City): Continue to invest, upgrade, and consolidate production infrastructure such as transportation systems, water conservancy works, technical stations and farms for agriculture and forestry; form concentrated industrial zones along National Highway 3 and National Highway 1B; develop the tourism industry, especially Nui Co Lake tourism, develop a service system along National Highway 3 connecting Hanoi with Thai Nguyen; develop higher education institutions, cultural and sports areas; intensively cultivate staple and food crops to increase yields; establish several high-quality vegetable areas supplying industrial zones, cities, and serving tourism; plant and process tea; develop beef, dairy cattle, pig, and industrial chicken farming to supply urban centers and industrial zones; protect and maintain existing forest areas while planting new forests on vacant and barren hill areas.

V. PRIORITY RESEARCH AND INVESTMENT PROGRAMS AND PROJECTS (APPENDIX ATTACHED).

VI. IMPLEMENTATION

1. Select breakthroughs

a) Develop high-quality human resources and scientific and technological potential to meet development requirements;

b) Develop a synchronized infrastructure system in both urban and rural areas;

c) Administrative reform, enhance the effectiveness and efficiency of state management agencies;

d) Focus on guiding the formation of a system of key products in sectors and fields with comparative advantages to create momentum for long-term development of the province;

đ) Develop foreign economic relations, form a comprehensive range of markets;

e) Accelerate urbanization speed; develop central cities, suburban cities, and rural residential areas to create a new picture of population distribution.

2. Some main solutions

a) Mobilizing investment capital: establishing mechanisms and policies to mobilize domestic and foreign capital sources to the maximum extent for economic and social development; among which: domestic capital plays the most important role and accounts for a high proportion of total investment capital; state budget capital gradually decreases its share in the total investment capital (52% during the period from 2006 to 2010 and 31.7% during the period from 2011 to 2020); diversifying forms of capital mobilization, forms of capital creation, expanding revenue sources; focusing on attracting capital from non-state economic sectors, socializing in healthcare, education, culture-sports fields, actively attracting FDI and ODA...

b) Developing high-quality human resources to meet development requirements: having policies to attract, utilize, and train and develop human resources to meet the needs of the new era; emphasizing training and enhancing the qualifications of workers, management staff, economists, engineers, and business managers.

c) Developing science and technology: strengthening research and application of scientific and technological achievements in production and daily life; equipping advanced and suitable technologies for various industries and developing scientific and technological resources.

d) Closely coordinating with Hanoi, localities in the Northern Midland and Mountainous Region, the Northern Key Economic Region, and the whole country in some key sectors such as industry, agriculture, and services, tourism development, attracting FDI, utilizing and protecting water resources from rivers flowing through Thai Nguyen, training and utilizing human resources; properly addressing issues related to spontaneous migration into the city; preventing and combating natural disasters and search and rescue operations.

đ) Continuing to improve and innovate mechanisms, policies, and enhance the investment environment to attract development investment sources.

e) Enhancing the effectiveness of the administrative apparatus; promoting administrative reform, implementing the "one-stop" mechanism; practicing thrift, combating waste and corruption.

g) Organizing the implementation and supervision of the Master Plan

- Announcing the Master Plan after approval according to regulations; preparing and submitting for approval sectoral plans and overall socio-economic development plans at the district level...; developing five-year plans, annual plans, and specific programs and projects to implement the Master Plan.

- Promoting propaganda and mobilizing people's participation in implementing the Master Plan.

- Reviewing and evaluating the results of implementing the Master Plan; submitting to the Prime Minister for consideration and approval of adjustments and supplements to the Master Plan when changes occur.

- Party committees, agencies, mass organizations at all levels, and the people in the Province have the responsibility to supervise the implementation of the Master Plan.

Article 2.The People's Committee of Thai Nguyen Province shall direct the preparation, submission for approval, and implementation based on the objectives and orientation of socio-economic development in the approved Master Plan.

1. Strategic environmental impact assessment report.

2. Sectoral and field development planning; main product development planning; urban system and residential area development planning; construction planning; land use planning and overall socio-economic development planning at the district, town, and city levels.

3. Preparing five-year plans, annual plans; key economic, cultural, and social development programs; specific projects to implement the Master Plan.

4. Studying and promulgating or submitting to competent state authorities for promulgation of certain mechanisms and policies appropriate to the development requirements of the Province and national laws in each period to attract and mobilize resources for the implementation of the Master Plan.

Article 3.Relevant central ministries and sectors shall support the People's Committee of Thai Nguyen Province in the process of implementing the Master Plan according to their functions and tasks; simultaneously studying and promulgating special mechanisms and policies to create favorable conditions for Thai Nguyen in the process of organizing the implementation of the Master Plan; taking the lead and coordinating with the People's Committee of Thai Nguyen Province to implement sectoral development planning, accelerating the progress of investment and construction of projects, especially major projects on Thai Nguyen Province's territory; promptly adjusting and supplementing sectoral development planning and project investment plans when changes occur, submitting to competent authorities for approval.

Article 4.This Decision takes effect fifteen days after its publication in the Official Gazette.

Article 5. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, and the Chairman of the People's Committee of Thai Nguyen Province are responsible for implementing this Decision./.
