Circular No. 58/2024/TT-BTC revokes Circular Joint Circular No. 143/2011/TTLT-BTC-BVHTTDL dated October 21, 2011, issued by the Minister of Finance and the Minister of Culture, Sports and Tourism, which stipulates the management and use of state budget funds for family violence prevention and control work; state budget funds supporting non-state institutions assisting victims of domestic violence and non-state counseling institutions on family violence prevention and control.

Repeals Circular Joint Circular No. 143/2011/TTLT-BTC-BVHTTDL dated October 21, 2011 issued by the Minister of Finance and the Minister of Culture, Sports and Tourism stipulating the management and utilization regime for state budget funds allocated for family violence prevention and control work; state budget funds supporting facilities assisting victims of domestic violence and non-governmental counseling facilities on family violence prevention and control.

Pursuant to the Law on Legislative Regulatory Documents promulgation dated June 22, 2015; the Law amending and supplementing certain articles of the Law on Legislative Regulatory Documents promulgation dated June 18, 2020;

Pursuant to the Law on Prevention and Control of Domestic Violence 2022;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents promulgation; Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents promulgation; Decree No. 59/2024/NĐ-CP dated May 25, 2024 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents promulgation which has been amended and supplemented certain articles according to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government;

Pursuant to the Government Decree No. 76/2023/NĐ-CP dated November 1, 2023 detailing certain provisions of the Law on Prevention and Control of Domestic Violence;

Pursuant to Decree No. 14/2023/NĐ-CP dated April 20, 2023, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the proposal of the Director of the Administrative and Public Financial Affairs Department,

The Minister of Finance issues this Circular to repeal Circular Joint Circular No. 143/2011/TTLT-BTC-BVHTTDL dated October 21, 2011 issued by the Minister of Finance and the Minister of Culture, Sports and Tourism stipulating the management and utilization regime for state budget funds allocated for family violence prevention and control work; state budget funds supporting facilities assisting victims of domestic violence and non-governmental counseling facilities on family violence prevention and control.

Article 1. Repeal the entire Circular Joint Circular

Repeal the entire Circular Joint Circular No. 143/2011/TTLT-BTC-BVHTTDL dated October 21, 2011 issued by the Minister of Finance and the Minister of Culture, Sports and Tourism stipulating the management and utilization regime for state budget funds allocated for family violence prevention and control work; state budget funds supporting facilities assisting victims of domestic violence and non-governmental counseling facilities on family violence prevention and control.

Article 2. Implementation clause

1. This Circular takes effect from September 25, 2024.

2. The Director of the Administrative and Public Financial Affairs Department, Heads of units under the Ministry of Finance, and related agencies, organizations, and individuals shall be responsible for implementing this Circular.
