Pursuant to Circular No. 15/2005/TT-BXD dated August 19, 2005 of the Ministry of Construction on regulations for preparing urban planning schemes;
At the proposal of the Director of the Department of Planning and Architecture of Hanoi City in Report No. 645/TTr-QHKT dated May 16, 2007,
DECISION:
Article 1. Approves the Detailed Planning for the Centralized Industrial Cluster in Sóc Sơn District, Hanoi - Phase I, scale 1/500 (Cluster IC2), prepared by Hanoi Urban Development Investment and Consulting Joint Stock Company, completed in November 2006, with the following contents:
1/ Location, boundaries, and scale:
1.1. Location, boundaries:
The land for the Detailed Planning of the Centralized Industrial Cluster in Sóc Sơn District, Hanoi - Phase I, scale 1/500 (Cluster IC2) is located in Mai Đình commune, Sóc Sơn district, Hanoi city, bounded as follows:
+ Northwest: up to the limit of the 131 road expansion.
+ Southwest: up to the limit of the planned road expansion (to the northeast of Lac Nong and Ap Cut villages).
+ Southeast: up to the limit of the planned road expansion (to the northwest of Huong Dinh Dong and Huong Dinh Daoi villages).
+ Northeast: up to the limit of the planned road expansion and Dong Quan irrigation canal.
1.2. Land scale: 63.263 hectares.
2/ Objectives:
- To concretize the General Urban Planning for Sóc Sơn District and the Detailed Planning for the Centralized Industrial Cluster in Sóc Sơn District - Hanoi (scale 1/2000) already approved by the People's Committee of Hanoi City in Decision No. 25/2006/QĐ-UB dated March 10, 2006;
- To implement the Resolution of the Standing Committee of the Hanoi Municipal Party Committee No. 16/NQ-TU dated May 21, 2004 and Plan No. 61/KH-UB dated August 25, 2004 of the People's Committee of Hanoi City on some policies and solutions for socio-economic development in Sóc Sơn District from 2004 to 2010; to build the Centralized Industrial Cluster (Phase I) with a synchronized technical infrastructure, contributing to the socio-economic development of the locality and the city; to shift the economic structure towards Industry - Services - Agriculture;
- To create favorable conditions for enterprises in the city and Sóc Sơn District to develop production and business stably over the long term, improve the efficiency of land use, and provide employment opportunities at the local level;
- To plan the land fund for developing the Centralized Industrial Cluster (Phase I) with specific planning and architectural standards and technical infrastructure for each plot of land and organize the architectural landscape space in a coordinated manner with the technical infrastructure system, in accordance with Construction Standards and Regulations (at the scale of the scheme 1/500);
- To establish the Building Management Regulations according to the planning as the basis for the investment construction project of the Industrial Cluster and as a legal basis for local authorities to manage construction according to the planning.
3/ Contents of the Detailed Planning:
3.1. Land use planning:
The land for the Detailed Planning (scale 1/500) has a total area of 632,630 square meters,2with the following land use structure:

Architectural planning indicators for construction plots of public, administrative, technical infrastructure, and industrial factory projects will be reviewed and adjusted to meet practical requirements, functional uses, production characteristics, design standards, and construction regulations during the overall project design phase of industrial factories and investment projects approved by competent authorities.
- To ensure legal basis during the process of preparing investment construction projects for approval by competent authorities, Hanoi Investment Construction Joint Stock Company must continue to implement the following requirements:
+ Accurately determine and develop solutions to construct and renovate public, cultural, and social facilities serving the area at lots marked with code: II-K. Boundaries and specific areas require consensus from local authorities and confirmation by competent authorities to ensure feasibility and avoid disputes;
+ Check alignment with project boundary markers: Road alignment from Route 131 to Route 3A and other projects in the area, ensuring synchronized technical infrastructure and avoiding overlap.
- Supplement agreements from relevant agencies:
+ Noi Bai International Airport Complex regarding building height, ensuring compliance with airspace clearance and safety conditions as stipulated, and not allowing construction of facilities that emit smoke or dust in this area;
+ Management agencies of existing power lines within the detailed planning scope to obtain approval, determine requirements and measures for safety protection or relocation according to planning;
3.2. Organization of architectural landscape planning space:
- The planning research area is within the airport's airspace clearance zone, thus during the preparation of investment construction projects, specific agreement opinions from specialized management agencies on building height and airspace clearance protection requirements for Noi Bai International Airport must be obtained;
- Public service facilities, administrative zones, and service areas for industrial clusters: should be located centrally and at the entrance of the industrial cluster, adjacent to main traffic axes, facilitating transaction management and creating architectural highlights with maximum allowable height within the airport's airspace clearance zone;
- Construct office buildings, administrative buildings, and product exhibition buildings of industrial enterprises (with maximum height permitted by the aviation industry) along both sides of the main roads of the Industrial Cluster to improve the architectural landscape of the entire cluster and each group of buildings; production and warehouse buildings should be constructed in two stories and arranged behind, using large-span industrial architectural solutions with modern forms;9. Travel distance is the distance traveled without using mechanical means (cars, motorcycles, motorboats) to reach locations for implementing technical forest management measures and patrolling to protect forests.2 floors should be arranged behind, utilizing large-span industrial architectural solutions with modern forms.
- Green spaces combining sports and small lakes should be created within the industrial cluster to provide recreational environments, ensuring service radius for workers' living and rest needs, maintaining sanitary isolation distances from nearby rural residential areas, and integrating with green spaces within industrial facility groups through green belts along main roads to form a continuous system.
3.3. Planning of technical infrastructure systems:
3.3.1. Transportation:
a) Area and sub-area roads:
- Major roads in the northeastern and southwestern parts have typical cross-sections of 40 meters wide (6 lanes).
- Sub-area roads (4 lanes) include:
+ Route 131 (section bordering the northwestern part of the planned area with a width of 30 meters) will be built based on upgrading the existing road. The section passing through Phat Quang Pagoda has a typical cross-section width of 24 meters 9. Travel distance is the distance traveled without using mechanical means (cars, motorcycles, motorboats) to reach locations for implementing technical forest management measures and patrolling to protect forests. 28 meters (locally narrowing the sidewalk width near the pagoda). When preparing the project for upgrading and expanding the road, unified opinions from specialized management agencies regarding the boundaries of Phat Quang Pagoda must be obtained to integrate solutions and comply with current national regulations.
+ Sub-area roads in the southeastern and northeastern parts have cross-section widths of 30 meters.
b) Internal roads within the industrial cluster:
Construct internal roads within the industrial cluster; Cross-section widths of 35 meters and 25 meters.
Construct two internal roads passing through the public facility and service areas and green spaces (marked II-A2 and II-B4), with cross-section widths of 11.5 meters (sidewalks on both sides are 3 meters wide, driving lane is 5.5 meters wide).
c) Parking lots:
- Construct two centralized parking lots for the area (combined with bus parking), located in the green space - technical infrastructure strip on the eastern side of the planned land.
- For each plot where industrial, administrative, and service facilities of the Industrial Cluster are constructed, sufficient internal road area must be reserved when preparing investment construction projects to meet parking needs for each plot.
3.3.2. Land leveling and stormwater drainage:
a) Stormwater drainage:
+ Construct separate gravity flow stormwater drainage system;
+ Main stormwater drainage direction for Phase I of the Industrial Cluster towards Dong Quan ditch in the northwest and into the flood control reservoir, concentrated stormwater drainage channel in the south;
+ Drainage network:
- Construct main stormwater drainage pipe D1000 9. Travel distance is the distance traveled without using mechanical means (cars, motorcycles, motorboats) to reach locations for implementing technical forest management measures and patrolling to protect forests. D2000 and base B = 3m; H = 1.6m 9. - Construct branch stormwater drainage pipes with dimensions B = 0.6m; H = 0.8m forming a network of main pipes D800 i D1000 to drain into Dong Quan ditch;
b) Land leveling: Maximum land leveling elevation in the planned area: highest Hmax = +15.20m; lowest Hmin = +13.00m.
3.3.3. Water supply:
a) Water source: Water supply for the industrial zone is sourced from the common water plant in the area (located in the southern part of Hoang Duong village - Mai Dinh commune), capacity approximately 30,000 cubic meters3/day-night (position determined in the Detailed Plan of the Concentrated Industrial Cluster Soc Son, scale 1/2000, approved by Decision No.: 25/2006/QD-UB dated March 10, 2006).
The investor of the Industrial Cluster must conduct drilling exploration to assess underground water reserves and quality, and propose solutions for constructing a water plant to meet the operational needs of Phase I of the Industrial Cluster and nearby residential areas.
b) Pipeline network:
- Construct F300 i F200mm pipeline to create a stable water supply loop.
- Construct F50 i F100mm distribution pipelines along planned roads to supply water to factories and enterprises.
c) Firefighting water supply: On pipelines with diameters ≥ F 100mm, fire hydrants shall be installed to meet fire protection requirements (the Investor must coordinate and unify with the Fire Prevention and Fighting Agency of the City).
3.3.4 Electricity Supply:
- Industrial Cluster loads shall be supplied from the 110/22KV substation (2x20+40) MVA CNNB E-16 currently located within the Noi Bai Industrial Park.
- Construct a 22KV underground medium voltage network along planned routes to supply power to 24 sub-stations (22/0.4KV) at factories, enterprises, and public facilities.
- The 0.4KV cable network for lighting and production power cables: Construct underground in trench cables.
3.3.5 Wastewater Discharge and Environmental Sanitation:
a) Wastewater discharge:
Construct separate wastewater drainage systems with dimensions D300-D400 on planned roads. i Construct a local wastewater treatment station (capacity approximately 2,100 m³/day-night) for the Industrial Cluster - Phase I within the technical infrastructure area. Wastewater must be treated to meet environmental sanitation requirements (approved by environmental management agencies) before being discharged into the stormwater drainage system of the area.
b) Environmental Sanitation:3Industrial solid waste shall be sorted immediately within each factory or enterprise before being transferred to the common collection area of the Industrial Cluster, which is arranged within the technical infrastructure land and transported to the city's industrial waste treatment facility.
The Director of the Department of Planning and Architecture of Hanoi is responsible for the content and quality of the detailed planning dossier, checking and confirming the detailed planning drawings of the concentrated Industrial Cluster in Soc Son District, Hanoi - Phase I (scale 1:500) in compliance with this Decision within 15 days from the date of signing the Decision; Lead and coordinate with the People's Committee of Soc Son District and Hanoi Investment Construction Joint Stock Company to publicly announce the approved detailed planning for organizations, agencies, and residents to know and implement. The investor (selected according to regulations) is responsible for constructing the integrated technical infrastructure system of the concentrated Industrial Cluster in Soc Son District, Hanoi - Phase I in Mai Dinh Commune, Soc Son District in accordance with the detailed planning and state regulations on investment and construction management.
Article 2. The Chairman of the People's Committee of Soc Son District is responsible for managing, directing, and supervising the integrated construction of the concentrated Industrial Cluster in Soc Son District, Hanoi - Phase I in accordance with the detailed planning and approved investment project and handling cases of unauthorized construction within their authority and in accordance with the law.
Hanoi Investment Construction Joint Stock Company bases on Circular No. 10/2000/TT-BXD dated August 8, 2000 of the Ministry of Construction to organize the preparation of an environmental impact assessment report for this detailed planning area, submit it to the competent authority for examination, review, and approval.
The Head of the Office of the People's Committee of the City; Directors of the Departments of Planning and Architecture, Planning and Investment, Finance, Natural Resources and Environment, Construction, Transportation; Chairman of the People's Committee of Soc Son District; Chairman of the People's Committee of Mai Dinh Commune; Director of the Management Board of Industrial Parks and Export Processing Zones of Hanoi; Director of Hanoi Investment Construction Joint Stock Company, Heads of Departments, Sectors, Organizations, and individuals related shall be responsible for implementing this Decision.
Joint Stock Company Ha Noi Investment and Construction bases on Circular No. 10/2000/TT-BXD dated August 8, 2000 of the Ministry of Construction to organize the preparation of an environmental impact assessment report for this detailed planning land plot, to submit to the competent authority for consideration, review, and approval.
Article 3. Chairman of the People's Committee Office of Ha Noi City; Directors of the Departments of Planning and Architecture, Planning and Investment, Finance, Natural Resources and Environment and Real Estate, Construction, Transportation and Public Works; Chairmen of the People's Committee of Soc Son District and Mai Dinh Commune; Director of the Management Board of Industrial Zones and Export Processing Zones of Ha Noi; Director of Ha Noi Investment and Construction Joint Stock Company; Heads of Departments and Sectors; relevant organizations and individuals are responsible for implementing this Decision.
