The Ministry of Agriculture and Rural Development guides the procedures for exporting and importing goods under specialized agricultural management as follows:

This Circular stipulates the procedures and formalities for exporting and importing goods under specialized agricultural, forestry, and fisheries management, including:

a. Exporting timber, wood products from natural forests within the country; firewood, charcoal made from timber or firewood originating from natural forest timber within the country;

GENERAL PROVISIONS

Article 1. Scope of Regulation

h. Importing animal feed (AF) and raw materials for AF; aquatic feed (AQF) and raw materials for AQF;

k. Exporting and importing crop, livestock, and microorganism genetic resources for research and scientific and technical exchange.

Article 2. Principles for implementing regulations on animal and plant quarantine and inspection of imported goods

1. Goods subject to animal quarantine, aquatic animal quarantine, animal product quarantine, and aquatic product quarantine must comply with the provisions set forth in the decisions of the Minister of Agriculture and Rural Development/Marine Products Department (former) regarding the list of objects subject to animal quarantine, aquatic animal quarantine, animal product quarantine, and aquatic product quarantine; the list of animals; the list of aquatic animals, animal products, and aquatic products requiring quarantine; and the procedures and formalities for animal quarantine, aquatic animal quarantine, animal product quarantine, and aquatic product quarantine, and veterinary health inspection before clearance.

2. Goods listed in the category subject to plant quarantine must comply with the provisions set forth in the decisions of the Ministry of Agriculture and Rural Development concerning the announcement of the list of objects subject to plant quarantine in Vietnam; the list of objects subject to plant quarantine in Vietnam; the list of objects subject to plant quarantine that require risk analysis before importation into Vietnam; and the regulations on inspection procedures and establishment of plant quarantine records.

3. In cases where the border gate does not have an animal and plant quarantine authority, the goods will be cleared through a pre-registration and post-inspection mechanism. The quarantine authority may conduct quarantine simultaneously with the customs authority's inspection of goods or conduct quarantine after the goods have completed customs formalities at the time and place specified in the quarantine registration certificate.

4. Quality testing of PPPs and raw materials for PPPs shall be conducted through a pre-registration and post-clearance quality testing process.

Exporting timber and wood products; firewood, charcoal made from timber or firewood originating from natural forest timber within the country.

Article 3. Prohibition on exporting natural forest timber and wood products within the country (except as provided for in Clauses 2 and 3 of this Article), including:

Chapter II

SPECIFIC PROVISIONS

Article 3. a. Round logs of all types.

b. Sawn timber of all types.

c. Wood products classified as endangered and precious species under Group IA (excluding wood as confiscated items according to current national regulations) as stipulated in Decree No. 32/2006/NĐ-CP dated March 30, 2006, on the management of endangered wild plants and animals; wood products listed in Appendix I of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES Convention).

2. Exporting wood products under certain conditions or with permits:

a. Wood products from endangered and precious species under Group IA, which are confiscated items according to current national regulations, and Group IIA as stipulated in Decree No. 32/2006/NĐ-CP dated March 30, 2006, on the management of endangered wild plants and animals, can only be exported in finished wooden products. When exporting, traders only need to declare the quantity and type to the Customs Authority without having to present the origin of the wood or apply for permission.

Finished wooden products (including fine wood handicrafts and high-end wood products) are wood products assembled completely according to the function of the product or disassembled parts of a complete product, which can be immediately used when assembled according to the function of the product; produced by manual or machine methods, or a combination of both; finished using technologies such as planing, carving, engraving, inlaying, turning, surface decoration (lacquer painting, metal plating, surface coating).

Wood products listed in Appendix II of the CITES Convention must be accompanied by a CITES permit issued by the competent CITES management authority in Vietnam when exported.

3. Legal firewood and charcoal from natural forest timber within the country can be exported. When exporting, traders only need to declare the quantity and type to the Customs Authority without having to present the origin.

b. Exporting and importing endangered wild animals and plants (excluding timber and wood products regulated in Clause 1 of Article 3).

3. Export firewood and coal of lawful origin from natural forest wood within the country. When exporting, traders only need to declare to the Customs authority the quantity and type fully, without the need to present the origin.

Article 4. Exporting and importing wild animals and plants (excluding wood and wood products specified in Clause 1, Article 3) that are endangered, precious, and rare

1. Prohibit the export for commercial purposes of endangered, precious, and rare wild animals and plants harvested from natural forests (except in cases provided for in Clause 2 of this Article):

a. Endangered, precious, and rare wild animals belonging to Groups IB and IIB, and wild plants belonging to Group IA as stipulated in Decree No. 32/2006/NĐ-CP dated March 30, 2006 of the Government on the management of wild plants and endangered, precious, and rare wild animals.

b. Wild animals and plants listed in Appendix I of the CITES Convention.

2. Export of endangered, precious, and rare wild animals and plants must be authorized by the CITES Management Authority of Vietnam in the following cases:

a. Non-commercial export:

Endangered, precious, and rare wild animals and plants specified in Clause 1 of this Article may be exported for diplomatic purposes, scientific research, exchange between zoos and botanical gardens, exhibitions, circus performances, exchange, and return of specimens among competent authorities managing CITES in various countries.

b. Commercial export:

- Endangered, precious, and rare wild animals and plants from nature listed in Appendix II of the CITES Convention.

- Wild plants from nature belonging to Group IIA as stipulated in Decree No. 32/2006/NĐ-CP dated March 30, 2006 of the Government on the management of wild plants and endangered, precious, and rare wild animals.

- Endangered, precious, and rare wild animals and plants belonging to Groups I and II of Decree No. 32/2006/NĐ-CP dated March 30, 2006 of the Government and wild animals and plants listed in Appendices I and II of the CITES Convention with origins from captive breeding and artificial cultivation that meet the conditions prescribed in Decree No. 82/2006/NĐ-CP dated August 10, 2006 of the Government on the management of export, import, re-export, import from the sea, transit, captive breeding, growth, and artificial cultivation of endangered, precious, and rare wild animals and plants.

3. Import of wild animals and plants listed in the Appendices of the CITES Convention must be authorized by the CITES Management Authority of Vietnam.

Article 5. Export and import of plant seeds

1. Export of plant seeds:

a. Prohibit the export of rare and precious plant seeds listed in the Catalogue of Rare and Precious Plant Seeds Prohibited from Export issued by the Minister of Agriculture and Rural Development.

b. For other types of plant seeds not listed in the Catalogue of Rare and Precious Plant Seeds Prohibited from Export mentioned above, when exporting, traders only need to handle procedures at the Customs Authority.

2. Import of plant seeds:

a. For plant seeds named in the Catalogue of Plant Seeds Permitted for Production and Trade issued by the Minister of Agriculture and Rural Development, when importing, traders only need to handle procedures with the Customs Authority without needing permission.

b. Other types of plant seeds outside the aforementioned Catalogue, when imported for research, trial production, or special cases must be permitted by the Crop Cultivation Department (for agricultural plant seeds) and the Forestry Department (for forestry plant seeds) under the Ministry of Agriculture and Rural Development. Based on the results of trials and trial production, the Ministry of Agriculture and Rural Development will recognize new varieties and subsequently include them in the Catalogue of Plant Seeds Permitted for Production and Trade.

After obtaining the results of trials and receiving confirmation letters from the Crop Cultivation Department and the Forestry Department stating that the plant seeds have been approved for trial and production and trade, traders are allowed to import these items during the waiting period for inclusion in the Catalogue of Plant Seeds Permitted for Production and Trade without needing permission.

Article 6. Export and import of livestock seeds

1. Export of livestock seeds:

a. Prohibit the export of rare and precious livestock seeds listed in the Catalogue of Rare and Precious Livestock Seeds Prohibited from Export issued by the Ministry of Agriculture and Rural Development.

b. For other types of livestock seeds outside the Catalogue of Rare and Precious Livestock Seeds Prohibited from Export, when exporting, traders only need to handle procedures at the Customs Authority and present a health certificate if required by the importing country or the consignee.

2. Import of livestock seeds:

a. For livestock seeds named in the Catalogue of Livestock Seeds Permitted for Production and Trade issued by the Minister of Agriculture and Rural Development, when importing, traders only need to handle procedures with the Customs Authority without needing permission.

b. Other types of livestock seeds outside the aforementioned Catalogue, when importing must be permitted by the Animal Husbandry Department under the Ministry of Agriculture and Rural Development for trial importation.

After obtaining the results of trials and receiving confirmation letters from the Animal Husbandry Department stating that the livestock seeds have been approved for trial and production and trade, traders are allowed to import these items during the waiting period for inclusion in the Catalogue of Livestock Seeds Permitted for Production and Trade without needing permission.

Based on the results of trials, the Ministry of Agriculture and Rural Development will include them in the Catalogue of Livestock Seeds Permitted for Production and Trade.

c. Import of livestock embryos, semen, semen dilution media, and livestock egg and poultry egg seeds must be authorized by the Animal Husbandry Department under the Ministry of Agriculture and Rural Development.

Article 7. Import of veterinary drugs, raw materials for veterinary drugs, vaccines, biological preparations, microorganisms, and chemicals used in veterinary medicine

1. For veterinary drugs, raw materials for veterinary drugs, biological preparations, and chemicals used in veterinary medicine listed in the Catalogue of Veterinary Drugs and Raw Materials for Veterinary Drugs Permitted for Circulation in Vietnam issued by the Minister of Agriculture and Rural Development, when importing, traders only need to handle procedures at the Customs Authority without needing permission. However, for vaccines and microorganisms, written approval from the Veterinary Department under the Ministry of Agriculture and Rural Development is required.

2. For the import of veterinary drugs, raw materials for veterinary drugs, biological preparations, microorganisms, and chemicals used in veterinary medicine outside the Catalogue of Veterinary Drugs and Raw Materials for Veterinary Drugs Permitted for Circulation in Vietnam, when importing for trials, written approval from the Veterinary Department is required.

After obtaining the examination results and receiving a confirmation letter from the Animal Health Department stating that veterinary drugs, raw materials for veterinary drugs, biological products, microorganisms, and chemicals used in veterinary purposes have been examined and found to meet the regulations of the Ministry of Agriculture and Rural Development, traders are permitted to import these items during the waiting period for their inclusion in the list of veterinary drugs, raw materials for veterinary drugs, biological products, microorganisms, and chemicals used in veterinary purposes allowed to circulate in Vietnam, without needing a permit.

Based on the examination results, the Ministry of Agriculture and Rural Development will supplement the list of veterinary drugs, raw materials for veterinary drugs, biological products, microorganisms, and chemicals used in veterinary purposes allowed to circulate in Vietnam.

3. Importation of veterinary drugs and vaccines in cases of urgent epidemics:

In cases of urgent epidemics, the importation of veterinary drugs and vaccines not included in the list of veterinary drugs and vaccines allowed to circulate in Vietnam decided by the Ministry of Agriculture and Rural Development is permitted.

Article 8. Importation of plant protection products (PPPs), raw materials for PPPs, and live organisms in the field of plant protection.

1. For types of PPPs and raw materials for PPPs listed in the list of PPPs permitted for use in Vietnam as stipulated in decisions issued by the Minister of Agriculture and Rural Development, when importing, traders only need to handle procedures with the Customs Authority, without requiring a permit.

2. For types of PPPs and raw materials for PPPs listed in the restricted use list of PPPs in Vietnam as stipulated in decisions issued by the Minister of Agriculture and Rural Development, when importing, a permit from the Plant Protection Department under the Ministry of Agriculture and Rural Development must be obtained.

3. For types of PPPs and raw materials for PPPs not listed in the list of PPPs permitted for use in Vietnam, when importing, a permit from the Ministry of Agriculture and Rural Development issued by the Plant Protection Department must be obtained.

After obtaining the examination results and receiving a confirmation letter from the Plant Protection Department stating that PPPs and raw materials for PPPs have been examined and found to meet the regulations of the Ministry of Agriculture and Rural Development, traders are permitted to import these items during the waiting period for their inclusion in the list of PPPs permitted for use in Vietnam, without needing a permit.

4. Prohibition of importing types of PPPs and raw materials for producing PPPs listed in the list of PPPs prohibited for use in Vietnam as stipulated in decisions issued by the Ministry of Agriculture and Rural Development. In certain cases, the importation of standard substances of PPPs in the list of PPPs prohibited for use may be permitted for residual testing and for confiscated PPPs but must be authorized by the Plant Protection Department.

5. For live organisms in the field of plant protection imported for the first time for trial implementation according to Decision No. 34/2007/QĐ-BNN dated April 23, 2007, regarding the announcement of objects subject to quarantine analysis before importation into Vietnam, and Decision No. 48/2007/QĐ-BNN dated May 29, 2007, promulgating regulations on procedures for issuing quarantine permits for objects subject to quarantine analysis before importation into Vietnam.

Traders importing finished PPPs, raw materials for PPPs outside the list permitted for processing, packaging in Vietnam for re-export purposes according to contracts signed with foreign countries must obtain an import permit from the Plant Protection Department under the Ministry of Agriculture and Rural Development and be subject to inspection of such re-export by competent state agencies.

Article 9. Importation of animal feed and raw materials for producing animal feed.

1. Types of animal feed (TACN) and raw materials for producing TACN listed in the list of TACN and raw materials for TACN permitted for importation into Vietnam as stipulated in decisions issued by the Minister of Agriculture and Rural Development, when importing, traders only need to handle procedures with the Customs Authority, without requiring a permit.

2. For types of TACN and raw materials for TACN outside the list mentioned in Clause 1 of this Article, when importing for analysis and examination, a permit from the Livestock Production Department must be obtained. After obtaining the examination results and receiving a confirmation letter from the Livestock Production Department stating that the TACN and raw materials for TACN examined meet the regulations of the Ministry of Agriculture and Rural Development, traders are permitted to import these items during the waiting period for their inclusion in the list of TACN and raw materials for TACN permitted for importation into Vietnam, without needing a permit.

Based on the analysis and examination results, the Livestock Production Department will submit to the Ministry for a decision to include them in the list of TACN and raw materials for TACN permitted for importation into Vietnam.

3. Traders importing TACN and raw materials for TACN outside the list of TACN and raw materials for TACN permitted for importation into Vietnam for production, processing, and packaging in Vietnam for re-export purposes according to contracts registered with foreign countries must obtain a permit from the Ministry of Agriculture and Rural Development issued by the Livestock Production Department and be subject to inspection of such re-export by competent authorities.

Article 10. Importation of fertilizers.

1. For types of fertilizers listed in the list of fertilizers permitted for production, trade, and use in Vietnam as stipulated in decisions issued by the Minister of Agriculture and Rural Development, when importing, traders only need to handle procedures with the Customs Authority.

2. For types of fertilizers outside the lists mentioned above, when importing for research, examination, or other special cases, permission from the Crop Production Department under the Ministry of Agriculture and Rural Development must be obtained. After obtaining the examination results and receiving a confirmation letter from the Crop Production Department stating that the fertilizer examined meets the regulations of the Ministry of Agriculture and Rural Development, traders are permitted to import these items during the waiting period for their inclusion in the list of fertilizers permitted for production, trade, and use in Vietnam, without needing a permit.

Based on the examination results, the Ministry of Agriculture and Rural Development will recognize new fertilizers and supplement them to the List of fertilizers permitted for production, business, and use in Vietnam.

Article 11. Exporting, importing plant and animal genetic resources, microorganisms for research, scientific exchange, and technical purposes

All objects that are rare plant genetic resources, animal genetic resources, microorganisms, and new biological products used in agriculture for research, testing, and scientific and technical exchange purposes must be approved by the Ministry of Agriculture and Rural Development when exported or imported.

Article 12. Exporting and Importing Specialized Aquatic Products

1. Exporting endangered aquatic species:

a. Prohibit the export of aquatic species listed in Appendix 1 attached to this Circular (except in cases provided for in point b of this clause).

b. Aquatic species listed in Appendix 1 may only be exported under certain circumstances to implement international treaties to which Vietnam is a party. When exporting, a permit from the CITES Vietnam Office must be obtained for species listed in the Appendices of the CITES Convention, or a permit from the Fisheries Resource Management Department for species not listed in the Appendices of the CITES Convention.

c. Aquatic species listed in Appendix 2 attached to this Circular may only be exported if they meet the conditions set out in Appendix 2. Merchants directly handle export procedures with customs authorities without needing permission.

2. Importing aquatic seedlings:

- For aquatic seedlings listed in the Catalogue of Permitted Aquatic Seedlings Production and Business Decisions issued by the Minister of Agriculture and Rural Development or decisions issued by the former Minister of Fisheries, merchants only need to handle customs procedures upon importation without requiring permission.

- Aquatic seedlings outside the above Catalogue may only be imported for testing and must obtain a permit from the Aquaculture Cultivation Department under the Ministry of Agriculture and Rural Development.

After obtaining test results and confirmation from the Aquaculture Cultivation Department that the tested aquatic seedlings meet the quality requirements stipulated by the Ministry of Agriculture and Rural Development, merchants are allowed to import these items during the period awaiting inclusion in the Catalogue of Permitted Aquatic Seedlings Production and Business without requiring permission.

Based on the test results, the Ministry of Agriculture and Rural Development will supplement the Catalogue of Permitted Aquatic Seedlings Production and Business.

3. Importing aquatic feed:

Aquatic feed and raw materials for producing aquatic feed that meet the conditions set out in Appendix 3 attached to this Circular, merchants directly handle import procedures with border gate customs authorities without requiring permission.

4. Importing veterinary drugs, vaccines, biological products, microorganisms, and chemicals used in aquaculture and fisheries:

a. For veterinary drugs, biological products, and chemicals used in aquaculture listed in the Catalogue of Permitted Circulation in Vietnam issued by the Minister of Agriculture and Rural Development, merchants only need to handle customs procedures upon importation without requiring permission.

For vaccines and microorganisms upon importation, approval from the Veterinary Department under the Ministry of Agriculture and Rural Development is required.

For chemicals used in aquaculture and raw materials for producing veterinary drugs listed in Appendix 4 attached to this Circular, if they meet the conditions set out in Appendix 4, merchants directly handle import procedures with border gate customs authorities without requiring permission.

b. For veterinary drugs, biological products, microorganisms, and chemicals used in aquaculture and chemicals used in aquaculture outside the Catalogue of Permitted Circulation in Vietnam, upon importation, a permit from the Veterinary Department is required.

c. For veterinary drugs, biological products, and chemicals used in aquaculture and chemicals used in aquaculture imported for testing, after obtaining test results and confirmation from the Veterinary Department that the tested items meet the quality requirements stipulated by the Ministry of Agriculture and Rural Development, merchants are allowed to import these items during the period awaiting inclusion in the Catalogue of Permitted Veterinary Drugs, Raw Materials for Producing Veterinary Drugs, Biological Products, and Chemicals Used in Aquaculture and Fisheries without requiring permission.

Based on the test results, the Ministry of Agriculture and Rural Development will supplement the Catalogue of Permitted Veterinary Drugs, Raw Materials for Producing Veterinary Drugs, Biological Products, and Chemicals Used in Aquaculture and Fisheries.

5. Importing biological products, microorganisms, and enzymes used in aquaculture environment treatment and improvement:

a. For biological products, microorganisms, and enzymes used in aquaculture environment treatment and improvement listed in the Catalogue of Permitted Circulation in Vietnam issued by the Minister of Agriculture and Rural Development/the former Fisheries Minister, merchants directly handle customs clearance procedures upon importation without requiring permission.

b. For biological products, microorganisms, and enzymes used in aquaculture environment treatment and improvement listed in Appendix 4, Appendix 5 attached to this Circular, and the Conditional Import Catalogue issued by the Minister of Agriculture and Rural Development/the former Fisheries Minister, if they meet the conditions stipulated in these appendices, merchants directly handle customs clearance procedures without requiring permission.

c. For biological products, microorganisms, and enzymes used in aquaculture environment treatment and improvement outside the Catalogue of Permitted Circulation in Vietnam and the Conditional Import Catalogue at Appendix 4 and Appendix 5 attached to this Circular, upon importation, a permit from the Aquaculture Cultivation Department is required.

d. For biological products, microorganisms, and enzymes used in processing and improving aquaculture environments imported for testing, after obtaining test results and receiving a confirmation letter from the Fisheries Cultivation Department stating that the tested products meet the regulations of the Ministry of Agriculture and Rural Development, traders are permitted to import these items during the waiting period for their inclusion in the list of biological products, microorganisms, and enzymes allowed for circulation in Vietnam without needing additional permission.

Based on the test results, the Ministry of Agriculture and Rural Development will recognize new biological products, microorganisms, and enzymes used in processing and improving aquaculture environments and include them in the list of biological products, microorganisms, and enzymes allowed for circulation in Vietnam.

Chapter III

IMPLEMENTING PROVISIONS

Article 13. Implementation Organization

1. The specialized management agencies assigned by the Ministry of Agriculture and Rural Development to receive and process applications, issue export and import permits, and test permits shall be as follows:

a. Forest Protection Department (No. 2 Ngoc Ha Street, Ba Dinh District, Hanoi): Cases under Article 3 (except point b Clause 2) of Chapter II.

b. Forest Inspection Department (No. 2 Ngoc Ha Street, Ba Dinh District, Hanoi): Cases under point b Clause 2 Article 3 and Article 4 of Chapter II.

c. Crop Production Department (No. 2 Ngoc Ha Street, Ba Dinh District, Hanoi): Cases under Article 5, Article 10, and Article 11 of Chapter II.

d. Livestock Production Department (No. 2 Ngoc Ha Street, Ba Dinh District, Hanoi): Cases under Article 6 and Article 9 of Chapter II.

đ. Animal Health Department (No. 15, Alley 78, Giải Phóng Street, Phuong Mai Ward, Dong Da District, Hanoi): Cases under Article 7, point a, point b, and point c of Clause 4 Article 12 of Chapter II.

e. Plant Protection Department (No. 149 Ho Duc Di Street, Dong Da District, Hanoi): Cases under Article 8 of Chapter II.

g. Fisheries Cultivation Department (No. 10 Nguyen Cong Hoan Street, Ba Dinh District, Hanoi): Cases under Clause 2, point b, and point c Clause 5 Article 12 of Chapter II.

h. Aquatic Resources Exploitation and Conservation Department (No. 10 Nguyen Cong Hoan Street, Ba Dinh District, Hanoi): Cases under point b Clause 1 Article 12 of Chapter II.

2. Application forms and procedures for obtaining import permits: In accordance with the application forms and procedures for obtaining import permits issued by the specialized management agencies of the Ministry of Agriculture and Rural Development.

3. Time limit for processing applications: Within seven working days from the date of receipt of valid applications, the agencies receiving applications as stipulated in Clause 1 Article 13 of Section 1 of this Chapter must provide a written response.

4. The specialized management agencies of the Ministry of Agriculture and Rural Development as stipulated in Clause 1 Article 13 of Chapter III are responsible for guiding the application forms and procedures for obtaining export and import permits and coordinating with the General Administration of Customs to assign HS codes for agricultural and aquatic products under their jurisdiction as specified in this Circular.

5. When issuing, amending, or supplementing the lists of goods subject to specialized agricultural management as prescribed in this Circular, the Departments assigned the task of specialized management by the Ministry of Agriculture and Rural Development are responsible for notifying Customs and related agencies.

6. Traders are legally responsible for the accuracy of the declarations made when exporting and importing goods and for complying with current national regulations on product quality standards.

Article 14. Effective Date

1. This Circular shall take effect 45 days from the date of signature.

2. This Circular replaces the following documents:

- Circular No. 32/2006/TT-BNN dated May 8, 2006, issued by the Minister of Agriculture and Rural Development, guiding the implementation of Decree No. 12/2006/NĐ-CP dated January 23, 2006, of the Government detailing the implementation of the Law on Trade regarding international trade activities and agents, buying, selling, processing, and transiting goods with foreign countries.

- Circular No. 101/2007/TT-BNN dated December 10, 2007, issued by the Minister of Agriculture and Rural Development, amending and supplementing certain contents of Circular No. 32/2006/TT-BNN dated May 8, 2006, issued by the Minister of Agriculture and Rural Development, guiding the implementation of Decree No. 12/2006/NĐ-CP dated January 23, 2006, of the Government detailing the implementation of the Law on Trade regarding international trade activities and agents, buying, selling, processing, and transiting goods with foreign countries.

- Circular No. 40/2008/TT-BNN dated March 3, 2008, issued by the Minister of Agriculture and Rural Development, amending and supplementing Circular No. 101/2007/TT-BNN dated December 10, 2007, issued by the Ministry of Agriculture and Rural Development, concerning the amendment and supplementation of certain contents of Circular No. 32/2006/TT-BNN dated May 8, 2006, issued by the Ministry of Agriculture and Rural Development "Guiding the Implementation of Decree No. 12/2006/NĐ-CP dated January 23, 2006, of the Government detailing the implementation of the Law on Trade regarding international trade activities and agents, buying, selling, processing, and transiting goods with foreign countries."

- Decision No. 15/2006/QĐ-BTS dated September 8, 2006, issued by the Minister of Fisheries, promulgating the Regulations on the Management of Import and Export of Specialized Aquatic Products.
