DECISION
Regarding monthly allowances for those with from 15 to less than 20 years of actual service who have completed their entitlement period for disability benefits
This Decision stipulates monthly allowances, health insurance benefits, and funeral expenses for individuals receiving monthly disability benefits who have completed their entitlement period and do not continue to qualify for monthly disability benefits under Decision No. 60/HĐBT dated March 1, 1990 of the Council of Ministers (now the Government) and Decision No. 812/TTg dated December 12, 1995 of the Prime Minister, and who have from 15 to less than 20 years of actual service.

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Labor, Invalids, and Social Affairs,
DECISION:
Article 1. Scope of Regulation and Applicability
Article 2. Conditions for Receiving Monthly Allowances
The subjects specified in Article 1 of this Decision shall be entitled to monthly allowances upon reaching retirement age (men at 60 years old, women at 55 years old).
Those within the scope mentioned above who reached retirement age before the effective date of this Decision shall be entitled to allowances starting from May 1, 2010.
Article 3. Amount of Monthly Allowances
1. The amount of monthly allowance shall be equal to the current monthly allowance of the subject specified in Decision No. 91/2000/QĐ-TTg dated August 4, 2000 of the Prime Minister and shall be adjusted according to the regulations of the Government.
2. Individuals receiving monthly allowances under this Decision shall be entitled to health insurance; upon death, the person handling the funeral shall be entitled to funeral expenses as provided by current social insurance laws.
The funding for the allowances stipulated in Article 3 of this Decision shall be guaranteed by the Central Budget; specifically, in 2010, it will be allocated from the budget for implementing salary reform policies.
Article 4. Implementation funds
This Decision shall take effect from July 1, 2010. The provisions of this Decision shall be implemented from May 1, 2010.

1. The Ministry of Labor, Invalids and Social Affairs shall be responsible for guiding the implementation of this Decision.
2. The Vietnam Social Security shall be responsible for organizing the implementation and managing the funds for payments.
The Minister of Labor, Invalids and Social Affairs, the Minister of Finance, the General Director of the Vietnam Social Security, and the Chairpersons of the People's Committees of provinces and centrally governed cities are responsible for enforcing this Decision.
Article 7. Responsibility for Implementation
The Minister of Labor, War Invalids and Social Affairs, the Minister of Finance, the General Director of the Vietnam Social Security, and the Chair of the People's Committee of provinces and centrally governed cities are responsible for implementing this Decision.
